3 Well there is a Art I, Section 4 of the Constitution that places authority for elections with the states. However, this guy is ignoring the over-riding language (Art IV, Section 4) that says "The United States shall guarantee to every State in this Union a Republican Form of Government." If clean voting doesn't come under that heading, nothing does.
