I don't seem that much downside releasing a thousand prisoners as living in Gaza is probably almost as much of a punishment as being in the prison in Israel.

Trump's plan didn't come out of nowhere. It was almost certainly coordinated with the PM's office and yes, it doesn't have everything Israel wants (e.g., I'm not sure who is going to destroy the rest of the tunnels) but I'd bet it would get 70% approval of the Israeli voters if it came to that.
