Given all the issues facing IRAN, I wouldn't expect to see more than a few 100 Mopeds and bikes.

Either way it would make a good Drone Swarm target.

2 Gas is rationed for the individual, but government can pull a stunt like this (IF it comes off). Things like that tend to irritate people, even Iranians. NOT a good idea, but then, when have the "mullahs" ever had a good idea?
