3 So, not different than has been happening since I was a kid (or since autos were invented, whichever came first...) An activity of stupid youth, with occasional tragic results. Police should intervene, but I have to think Baltimore has bigger fish to fry.

4 Politicians only sponsor an item that bring them the ability to flaunt their social justice creds. A more effective pol would sponsor a location for the utes to do this in a more safe manner for the rest of the constituency. The game is to make it semi-legal/illegal so that the perps think they are getting away with something that fed their usual motivation.
