These are official statements made after 9/11 by Presidents from the two major parties of the US political system. Both were reelected.

Partial submission to Islam combined with danegeld payments, in order to make Muslims stop their support for terrorism, has been Western consensus policy since 2001.

Mamdani's gesture is just a continuation of this broad consensus.
