#1 I am more of a geographer than a lawyer, but it seems to me that if Israel annexes Gaza and the West Bank, then there is no "occupation". Israel provides police and state security, the Paleos that want to live peacefully in the modern world* can do so, and the rest can leave, stay and be jugged, or die. Super easy, barely an inconvenience.

* Let us for a moment assume an existence proof. We can argue about an admittedly small number later.
