It is San Francisco, after all.
Why would anyone expect sanity in how the law is applied?

Remember.
In SF they hand out a monthly paycheck to homeless, drugs, protect looters, violent rioters and persons bashing in your car windows to protest oil, all while wearing or using items made from oil products.
