#1 If they haven't figured it out by now, what makes them think putting in some extra effort will work? They'll get a bunch of folks who might carry a bit of circumstantial evidence--were you assigned to the personnel office this date two years ago--torture them into accusing others.
And go on from there.
Eventually, they'll get enough people shot to look as if they made their numbers. After which, even more people will be annoyed with them and Mossad will have even more fertile prospects for penetration.

#2 A lot of the investigators will be Israeli agents or sympathizers, who will implicate people who aren't guilty. Which will make it even more difficult to discover actual agents.
