2 No, because Newsom got a statewide Proposition approved, amending the State Constitution. Not much anybody can do.

TheUnited States shall guarantee to every State in this Union a Republican Form of Government,

Gerrymandering by either party to make them the sole party of that state at the expense of political opposition is in violation of such. 51% should not be able to disenfranchise 49%, that is unconstrained democracy not a republican form of governing.
