1 Arson on deployed ships is not unheard of. I saw a case of it once. The location doesn’t match what I expect for that crime. Usually, the arsonist wants to save people so they set it in a berthing area. This was in the laundry. Maybe they forgot to remove the dryer lint.

2 Fact is, the Ford class has been in trouble from the beginning. And it sure seems that the geniuses at Navsea, the same ones that brought you the LCS and Constellation frigate and DDG-1000 debacles, have been all through it screwing things up.
Bear in mind, they're already building more.

3 @1 is there someone who would stand out in the berthing areas, but not the main laundry?

For some reason this reminds me of one those students who call in a bomb threat when they didn't study for a test: panicked, didn't think things through and didn't want anyone to get hurt.
