#1 UNRWA said it had submitted a written protest to Israel about the detentions but had not received a response.

As I understand the Geneva Conventions, many of those detained would be considered "illegal combatants". No uniforms, bearing arms, etc. Under the Geneva Convention, such illegal combatants can be given a drumhead court martial, and if found guilty, executed. So they are not being treated as they should be under international law.

No Israelis are permitted to settle in Gaza, so no new laws are needed regarding those avoiding the draft.
