4 Since regime change seems to be very much on the table the Iranian leadership has very little to lose by using chemical and biological weapons. If they lose power, they are dead or in exile in Moscow, if Putin will even allow them in.

If a chemical or biological weapon lands in Israel, Iran is going to get nuked, which will kill a lot of the protesters that want the regime change. The Iranian leadership is backed into a corner with no good options for them other than how badly can they hurt their enemies.
