#2 The Constitutional supremacy clause is in operation. They need to think outside the box. The state can beat it by establishing by law its own militia and who constitutes that militia. Those so enrolled would then be guaranteed the right to bear arms via the state law. They are the militia as per 2d Amendment.

#3 P2K I have wondered about that path too for the NFA restrictions as the 1789 militia act is still in full effect and it is expected for militia to provide their own arms and equipment.
