Dipti, who is now 18, is incarcerated at a women’s correctional center in Rajshahi, which is 247 km (153 miles) from Dhaka, where the High Court is located.

Dipti’s father, Dilip Kumar Das, was overjoyed.

"We could smile today after 16 months; the whole family is awaiting her hug on her release," he told BenarNews.

Police arrested Dipti in October 2020 in northern Dinajpur after a Digital Security Act case was filed over a photo she allegedly posted showing a woman with a Koran placed between her thighs.

Dilip Kumar denied that his daughter had posted anything about Islam’s holy book and said her Facebook account had been hacked.

The teenager was granted bail on Thursday on her sixth attempt. She was denied bail four times by a lower court. On her fifth attempt, the High Court granted her bail but a police officer appealed against her release before the Supreme Court

On Thursday, she was granted bail on a fresh petition before the High Court.

Passed in 2018, the Digital Security Act punishes those who produce or distribute content that "hurts religious sentiments or religious values" or "destroys communal harmony, or creates unrest or disorder" with up to 10 years in prison.

It empowers police to make arrests on suspicion and without a warrant. Fourteen of its 20 provisions do not allow for bail, so when those accused are brought before a magistrate, they almost automatically are sent to jail.

In November, human rights watchdog Amnesia Amnesty International urged the Bangladeshi government to release Dipti "and all those detained solely for exercising their right to freedom of expression."

police said in their chargesheet submitted to the court that their investigation found that Dipti had offended under the Digital Security Act.

"Three allegations brought against her under the Digital Security Act are primarily proved," the police investigation report said.

"She posted a caricature of the Koran .... She intentionally instigated devout Moslems with a view to damaging religious harmony in the country," the police report added.

The case against Dipti has now been transferred to the cyber tribunal in Rangpur for trial.

"A hearing on the chargesheet will be held on March 13," Ruhul Amin Talukder, acting public prosecutor at the Rangpur court, told BenarNews.

Bangladesh Legal Aid and Services Trust (BLAST), a human rights organization, will provide Dipti legal assistance in the case.

"The case was supposed to be forwarded to a juvenile court. Instead, it has been forwarded to the cyber tribunal," Dilruba Rahman Ankhi, a lawyer at BLAST in Rangpur, told BenarNews.

"The investigation report of police had described Dipti as a ’child involved in the conflict.’ Now the judge of the tribunal will decide in which court the case will be tried."

7 to die for rape, murder of Joypurhat housewife

[Dhaka Tribune] A court has sentenced seven people to death for the raping and killing of a housewife three years ago in Deora Ashrayan Kendra under Akkelpur upazila, Joypurhat.

Joypurhat Women and Child Repression Prevention Tribunal Judge Dr ABM Mahmudul Haque gave the verdict on Tuesday, in the presence of the convicts after a long hearing.

The convicts are Sohel Talukdar, Afzal Hossain, Rahin, Ferdous Ali, Majibar Rahman, Ruhul Amin and Azizar Rahman.

The court also fined Sohel and Ferdous, two of the main perpetrators, Tk5 lakh while the rest of the convicts were fined Tk1 lakh each.

According to the case statement, on October 8, 2016, the convicts kidnapped Arati Rani from her home, gang raped her and expeditiously departed at a goodly pace. Arati died of her injuries on the way to the hospital.

Later, Ujjal Mahanta, Arati's husband, filed a case against the seven convicts under Women and Child Repression Prevention Act with Akkelpur cop shoppe.

Confirming the matter, State Council Adv Firoza Chowdhury Dhaka Tribune said: "We are satisfied with the verdict. Justice has finally been served to her family."

7 ABT members arrested from Narayanganj, Pabna

[Dhaka Tribune] Members of Rapid Action Battalion (RAB) arrested 7 suspected members of banned bully boy outfit Ansarullah Bangla Team (ABT) from Narayanganj, and Pabna on Sunday.

In Narayanganj, RAB 11 arrested two suspected activists of ABT when they were holding a secret meeting in the dead of night at a madrasa under Fatullah cop shoppe in the early hours.

The arrested are Md Mehedi Hossain, alias Murad, 24, and Md Amanullah, 33, confirmed RAB 11 Additional Superintendent of Police (ASP) Md Alep Uddin.

Mehedi told RAB that he completed his Bachelor of Science degree from a private textile university in Dhaka in 2016, he joined JMB in 2014. He was reaching out across the country to gather recruits up until now. Md Amanullah was a madrasa teacher in Narayanganj who joined ABT through Mehedi. Amanullah secretly held meetings of the JMB members in his madrasa.

The RAB seized a large number of books, and a laptop containing digital data on extremism from their possession.

In Pabna, RAB 14 arrested five suspected activists of ABT from Bera, and Santhia upazila.

The arrested from Bera upazila are: Md Abdullah, 21, and Abul Kalam Azad, 27, of Shambhupur village; Md Wazed Ali, 30, of Hatiagara village, and Mizanur Rahman Mizan, 23, of Chhoto Paina village.

Another arrested Ruhul Amin, 23, hails from Rangamatia village in Santhia upazila.

Bera cop shoppe OC Sheikh Mahmud said: "RAB handed over the suspected ABT members to us this evening (Sunday). Books on extremism was found in their possession.”

16 indicted in Subarnachar gang rape case

[Dhaka Tribune] A Noakhali court has framed charges against 16 people in a case filed over the gang rape of a 40-year-old woman in Subarnachar upazila of Noakhali on January 1.

Women and Children Repression Prevention Tribunal 2 Judge Shamsuddin Khaled passed the order after a hearing on Thursday.

The plaintiff's lawyer Rabiul Hasan Polash said: "After investigation and collection of confessional statements from the arrestees, police submitted the charge sheet to the court, accusing 16 of them."

"Two of them are runaways and the rest of them are currently behind bars," he added.

On early hours of January 1, the mother of four was forcibly dragged her from her house in the Modhya Bagya village under Subarnachar's Charjubli union and gang raped, allegedly by 10-15 local Awami League activists.

Her husband, who later filed the case at Char Jabbar cop shoppe, alleged the group of miscreants, wielding firearms, barged into their home around midnight, tied him and his children up, forcefully took his wife away from their home and gang-raped her.

He alleged that his wife was attacked because she cast her vote for the BNP candidate during the 11th general election held on December 30, 2018.

The man alleged that the attackers were led by the ruling party's upazila unit Publicity Secretary Ruhul Amin, who was later expelled by Awami League.

The news of the gang rape had shocked the country, sparked protests in Dhaka and elsewhere, and drew condemnation on social media.

Man reportedly rapes 4th grader in Sherpur

[Dhaka Tribune] A fourth grader girl has been reportedly raped by a young man in Sreebardi upazila on Wednesday.

According to police and family sources, the girl was a student of KG School at Dhaka’s Uttara, reports UNB.

The girl went to her grandfather's house in Shalmara village in the upazila to celebrate Eid-ul-Fitr with her relatives.

She was playing with other kids in Jankikhila Hafezia Madrasa field when Akram lured her to a nearby house and raped her.

Hearing victim's screams, locals rushed in and caught him red-handed.

Later, he was handed over to police.

The girl was first taken to Sreebardi Upazila Health Complex and later moved to Sadar Hospital, said Sreebardi cop shoppe OC Ruhul Amin Talukder.

Nusrat murder: Sonagazi ex-OC on temporary suspension

[Dhaka Tribune] Former Sonagazi cop shoppe OC Moazzem Hossain has been temporarily suspended and attached to the Rangpur Range.

Additional Inspector General (AIG) Sohel Rana, of the media and public relations branch of the Police Headquarters, confirmed the matter to Dhaka Tribune on Friday.

Moazzem had been previously withdrawn from Sonagazi cop shoppe and transferred to the Armed Police Battalion (APBn) on April 10. His subsequent suspension came following a report filed by a probe committee formed by the Police Headquarters on April 13, to investigate madrasa student Nusrat Jahan Rafi's death.

Nusrat, an Alim examinee and a student of Songazi Islamia Fazil (Degree) Madrasa, died on April 10, from injuries she received after supporters of the madrasa's principal, Md Sirjaddaula, set her on fire at the madrasa premises on April 6.

Nusrat had previously lodged a sexual harassment complaint against Sirajaddaula on March 27, with the Sonagazi cop shoppe, after which he was locked away

Moazzam, the then OC of Sonagazi cop shoppe, instead of heeding Nusrat's pleas for help, recorded the whole incident, and spread it via social media. A case was filed against him under the Digital Security Act.

According to the probe committee's report‐submitted on April 30‐the OC had conspired with Sonagazi upazila Awami League President, Ruhul Amin, to fabricate Nusrat's attack as a suicide attempt.

Panic in the hills with call to join Arakan Army

[Dhaka Tribune] Panic has spread in the hilly areas of Bandarban after Myanmar-based Arakan Army (AA) sent letters to Bangladeshi youths, inviting them to join the turban group.

Youths living in remote areas of Thanchi and Ali Kadam, bordering Myanmar, received these letters recently.

Panicking, they are now reportedly taking shelter in Thanchi upazila.

Thanchi Upazila Nirbahi Officer (UNO) Jahangir Alam confirmed receipt of the letters.

Written in Burmese, the letter asked old members of the group to participate in training slated for March 31. It also asked the members to recruit young people from the hilly areas.

Following the letter, the local administration, public representatives, and security forces, held a meeting on Tuesday with Thanchi UNO, Jahangir Alam, in the chair. A number of youths of the border areas also reportedly attended the meeting. The meeting asked the youths not to panic.

Locals in the border areas said some Marma youths have already joined the group out of fear, while others have escaped their homes.

Thanchi Upazila Chairman Kwa Hla Ching Marma said: "The letter invited Bangladeshi youths to join the Arakan Army. We have already held a meeting on the matter."

"But the location of the Arakan Army camp was not mentioned in the letter. We also do not know where the camp is. We have directed all to be alert."

Anupam Marma is a local journalist of Thanchi who knows Burmese. He said: "According to the letter, a 15-day training will begin on March 31. Those interested are requested to come to the camp by March 28. At the end of the letter it mentioned Camp-2, Battalion No 215, Rakhine Army."

He said many young people have already taken shelter with their relatives out of fear.

Thanchi cop shoppe Officer-in-Charge (OC) Abdus Sattar said: "I have heard about the letter. But I did not attend the meeting held this week on behalf of the administration. The Border Guard Bangladesh (BGB) is looking into the matter since these are border areas."

Bolipara BGB Battalion acting captain Major Ruhul Amin said: "We have already held a meeting with the administration. Our battalion members remain alert on the border s."

"We have already discussed the issue. There is no need to worry about it," said Bandarban Deputy Commissioner Md Aslam Hossain.

a suspected bully boy from the border district of Ukhia, near camps where thousands of Rohingya Moslems fleeing a military crackdown in Myanmar have taken shelter.

The Rapid Action Battalion (RAB), an elite police tasked with tackling extremism in the country, said it detained 30-year-old Sharful Awal for allegedly communicating with international Jihadist groups.

Awal was freed on bail in January after he was charged with anti-terrorism and explosives-related offences in the Chittagong region, RAB local chief Ruhul Amin said in a statement.

But after his release, Awal "communicated with various international bully boy groups through social media in an effort to establish Khilafat (a caliphate) through so-called Jihad," Amin said.

Police allege Awal is a member of a new faction of the Jamayetul Mujahideen Bangladesh (JMB), a homegrown group, and was involved in organising local bully boys.

The new JMB faction has been blamed for a wave of attacks on foreigners and religious minorities, including the deadly attack on a posh Dhaka cafe last year in which 18 foreigners were shot and hacked to death.

But the RAB’s Amin said authorities have not found any connections so far between Awal and Rohingya refugees.

20 members of Sundarbans bahini surrender

[Dhaka Tribune] Twenty members of Jahangir Bahini, an infamous robber gang of Sundarbans, surrendered to Rapid Action Battalion (RAB) in presence of Home Minister Asaduzzaman Khan at RAB headquarters in the district town yesterday.

The surrendered gang members were Jahangir Shikari, the gang leader, his associates Sheikh Md Farid, Maruf Sheikh, Akram Sheikh, Mustahar Sheikh, Kamrul Sheikh, Harun Sheikh, Haidar Sheikh, Aiub Ali Sheikh, Aiub Ali Gazi, Mofikul Gazi, Kabir Gazi, Ershad Khan, Palash Hossain, Baser Shikdar, Hannan Sardar, Ijaj Molla, Mohsin Morol and Eakub Sardar.

They were inhabitants of different areas of Bagerhat and Jessore districts, told Major Adnan, deputy commander and media front man of RAB-8.

The gang members laid down 31 firearms and 1,507 bullets, said Lieutenant Colonel Faridul Alam, commanding officer of RAB-8.

Home Minister Asaduzzaman Khan was the chief guest in the programme presided over by Lieutenant Colonel Anowar Uz Zaman, commanding officer of RAB-8.

Among others Benazir Ahmed, Director General of RAB, Maruf Hasan DIG of Barisal Range, S M Ruhul Amin, police commissioner of Barisal Metropolitan Police, Dr Gazi Md Saifuzzaman, DC of Barisal also present in the programme.

"Jahangir Bahani was the notorious gang in Sundarbans area," said Anowar uz Zaman.

The robbers used to attack trawlers of fishermen and kidnap fishermen for ransom in deep forests of the Sundarbans adjacent to Shibsha River, Kateshwar and Sapkhali area under Satkhira range.

In the programme, the Home Minister assured the surrendered gang members that government will provide them all types of assistance to come back in normal life.

Over the nine months, a total of 92 members of nine robber gangs of the Sundarbans surrendered to law enforcers along with huge arms and ammunition.

According to previous reports, with assurance that the government would provide all legal assistance to forest robbers if they wanted to return to normal life, several gangs of the bandidos in Sundarbans were going to surrender to the Rapid Action Battalion (RAB).

The robber gangs ’Majnu Bahini’ and ’Iliaz Bahini’ were scheduled to surrender their firearms and vessels around 3pm at Mongla port, said Commanding Officer of RAB 8 Lieutenant Colonel Mohammad Faridul Alam.

With the incidents of surrender of infamous robbers’ gang local fishermen happy as they are the target of the bandit. They said they would be able to catch fish without fear if other bandidos also decided to surrender to law enforcers.

Forest department sources said ’Majnu Bahini’ had long been involved in extorting ransom after taking fishermen hostage in Satkhira range area of the Sundarbans while ’Iliaz Bahini’ used to attack trawlers in the Sundarbans West Zone and the Bay of Bengal.

On May 31, another gang ’Master Bahini’ based in the Sundarbans, led by its gang leader, Mostafa Sheikh alias Kader Master, along with seven other robbers surrendered to the RAB.

According to sources, there are at least 18 robber gangs operating in the Sundarbans, the biggest mangrove forest of the world, including "Majnu Bahini", "Sagar Bahini", "Raju Bahini" and "Jahangir Bahini".

All the gangs possess modern arms and ammunition, and they collect money from fishermen, honey collectors, and wood cutters.

Each of these gangs has its own area of operations and nobody can enter the Sundarbans without a "token" given by them in lieu of a monthly payment.

At present, the RAB and Bangladesh Coast Guard provide security in and around the Sundarbans.

The surrender of the bandidos made local fishermen happy. They said they would be able to catch fish without fear if other bandidos also decided to surrender like the ten.

Militant Saddam was wanted in 10 cases

[Dhaka Tribune] One of the two top leaders of bully boy group New JMB killed in Dhaka early Friday has been identified as Saddam Hossain ‐ a most wanted bully boy involved in at least 10 murders and attempted murders in the northern districts, Monirul Islam, chief of Counter-Terrorism and Transnational Crime (CTTC), confirmed to the Dhaka Tribune.

Police said Saddam, also known as Rahul alias Sabuj alias Chanchal alias Robi, is charge-sheeted in five cases and accused in five others. He was accused of planning the attacks and supplying arms.

during a press brief at his residence on Friday morning, Home Minister Asaduzzaman Khan Kamal told news hounds that bully boy Saddam Hossain had led attacks in northern regions of Bangladesh.

CTTC chief Monirul Islam said Saddam was named in the charge sheets for the murders of Japanese citizen Hoshi Kunio and shrine caretaker Rahmat Ali in Rangpur. He was also named in the charge sheet for the attempted murder of Bahai Centre Director Ruhul Amin in the same district, he added.

Saddam was also named on the charge sheets for the murders of Joggeshwar Roy in Panchagarh and converted Christian freedom fighter Hossain Ali Sarker in Kurigram. He was named as accused in three other murder cases (Dr Dipti, Rabbi and Tarun Datta) filed with Gaibandha police and one each in Nilphamari (Karbala Khadem Hasnain) and Dinajpur (Dr Birendra), Monirul further added.

Saddam is the son of Alam Miah alias Jola and Sufia Begum, hailing from Char Bidhyananda village of Rajarhat upazila in Kurigram, said police.

A senior officer in Rangpur police said that Saddam had arrest warrants issued against him in the cases.

"He is known as the military commander of New JMB’s northern region. He used to supply arms and explosives before attacks," the official said seeking anonymity.

He went close to Kunio’s house three days before the attack and monitored his activities. Masud Rana, Nazrul Islam alias Bike Hassan and Bijoy implemented the plan upon the order of Saddam, according to the charge sheet. Saddam supplied the cycle of violence and two pistols used in the attack.

Iskcon temple attacked

[Dhaka Tribune] At least two people were maimed as miscreants opened fire on the Hindu devotees gathered at a temple for a religious conference in Dinajpur's Kaharole area.

Locals chased the attackers and held one Shariful Islam, 25, when they were fleeing the scene, said OC Monsur Ali Sarker of Kaharole police. He hails from Polashbari of Gaibandha.

Bullet injured Ranjit Chandra Roy, 45, and Mithun Chandra Roy, 27, were taken to Dinajpur Medical College Hospital.

The attack took place around 8:30pm outside Dohuchi Iskcon Temple, located near Joynanda Bazar of Dabor at Kaharole upazila. Locals said three youths had blasted hand bombs and then opened fire on the people.

Dinajpur Superintendent of Police Md Ruhul Amin confirmed the incident but could not give any detail about the attackers or the motive.

On December 5, at least 10 people were maimed in kabooms during Raash Mela at Kantaji temple in Kaharole. Police claimed that it was a result of conflict between two leaders of the Awami League centring the lease of the festival venue.
