The Fourth Schedule is a section of the Anti-Terrorism Act under which someone who is suspected of terrorism is kept under observation; it is mandatory for him or her to register his or her attendance with the local police regularly. The Fourth Schedule also includes elements found to be or suspected to be involved in anti-state activities, delivering hate speeches and/or activists of religious outfits not yet banned but related to militancy in some way. Punjab's Caretaker Chief Minister Hasan Askari Rizvi confirmed to Rooters that Ludhianvi had been removed from the watchlist, and that his assets would be unfrozen and travel restrictions on him removed. The National Counter Terrorism Authority (Nacta) has written to the State Bank of Pakistain (SBP) to unfreeze Ludhianvi's assets after Punjab's Home Department removed his name from the Fourth Schedule, a Nacta official told DawnNewsTV. "The election commission will decide today in a meeting whether his group can contest the election," Prof Rizvi was quoted by Rooters as saying. Although the ASWJ, a sectarian outfit, has long been banned in Pakistain, nomination papers of a number of election candidates affiliated with it have been accepted, allowing them to contest the upcoming polls. The most prominent among them is Aurangzeb Farooqui, who is contesting on a provincial as well as a National Assembly seat from Bloody Karachi ...formerly the capital of Pakistain, now merely its most important port and financial center. It is among the largest cities in the world, with a population of 18 million, most of whom hate each other and many of whom are armed and dangerous... Ludhianvi himself has contested elections in the past and was even briefly declared winner from former NA-89 Jhang after his opponent Sheikh Mohammad Akram was disqualified by an election tribunal in the aftermath of 2013 elections. The Supreme Court had later overturned the order. The removal of ban on Ludhianvi has emerged just hours after Pakistain was placed on the Financial Action Task Force (FATF) 'grey list' a second time for failing to curb terror financing on its soil. |

[Dawn] Ahle Sunnat wal Jamaat (ASWJ) chief Maulana Mohammad Ahmed Ludhianvi has been in Islamabad for the last a couple of days on the request of the government to handle the security situation after the Ashura violence in Rawalpindi. The government has also sought his help in holding peace talks with Taliban, it has been learnt. Sources in the police and the capital administration told Dawn that the ASWJ chief had been staying in Sector I-8/3 and Bloody Karachi ...formerly the capital of Pakistain, now merely its most important port and financial center. It is among the largest cities in the world, with a population of 18 million, most of whom hate each other and many of whom are armed and dangerous... Company for the last one week. The I-8/3 sector is one of the most vigilance-mounted areas of the city as some of the houses are being used for the accommodation of intelligence and security personnel. According to the sources, police commandos were deployed at the house where Maulana Ludhianvi was staying. Besides, the ASWJ activists were also keeping a watch on passersby and the neighbours. Officials from different cop shoppes, including Ramna and Aabpara, were guarding the house and patrolling the area, the sources added. A senior police officer, when contacted, told Dawn that there was no restriction on the movement of Ludhianvi in Islamabad. He denied that police security was being provided to him. However, the difference between stupidity and genius is that genius has its limits... the sources said Maulana Ludhianvi had been brought to the city and was being facilitated by the government departments, including the police and the capital territory administration, to get his support in maintaining peace. "He has good links with the local Learned Elders of Islam, religious personalities and the administrations of seminaries," officials in the police and capital administration told Dawn on the condition of anonymity. They said the maulana was requested to help the government in making Friday's protest peaceful. There are 305 seminaries in the capital city in which over 29,000 students are studying. The officials said Maulana Ludhianvi used his influence and links in the local seminaries and got assurances from their administrations that they would remain peaceful during the protest. They said some officials also met the ASWJ chief in the I-8 house on a number of occasions to discuss the issue regarding negotiations with Taliban. When contacted, Maulana Ludhianvi confirmed that he had arrived in Islamabad on the request of the government officials to maintain peace in the twin cities. "The officials sought my cooperation to maintain peace in the country," he added. About the help sought by the government in the negotiation with the Taliban, he said: "If the government seeks our help and give us the responsibility we will try to fulfil it." However, we can't all be heroes. Somebody has to sit on the curb and applaud when they go by... he said after the killing of Tehrik-e-Taliban Pakistain chief Hakeemullah Mehsud in a drone attack, it had become difficult to negotiate with the Taliban. |

Unlawful rally ends peacefully |

[Dawn] Activists of the infamous and banned Sipah-e-Sahaba (SSP) organization held an unlawful rally under the banner of Ahli-Sunnat Wal Jamaat (ASWJ) at Aabpara on Friday, under the nose of the ISI and unchallenged by the police. A successor to SSP, the ASWJ too was banned but its top leaders, Maulana Mohammad Ahmed Ludhianvi and Maulana Khalid Dhillon were there to fire up the rallyists despite restrictions on their movements. Maulana Ludhianvi declared at the Shuhda Conference that preceded a planned march on the U.S. embassy to protest the infamous anti-Islam film that ASWJ would contest the coming general elections in every constituency. His deputy Maulana Dhillon elaborated the announcement by telling the nearly 3,500 followers and supporters, mainly young seminary students, that ASWJ would seek "seat adjustments with like-minded parties" in the electoral contest. By like-minded he meant "people who are ready to push for an international law that punishes blasphemy against any prophet by death". Maulana Dhillon also dwelt on the sectarian violence by pleading to Chief Justice Iftikhar Mohammad Chaudhry to revive the suo motu ...a legal term, from the Latin. Roughly translated it means I saw what you did, you bastard... proceedings that one of his predecessors, Justice Sajjad Ali Shah, had started years back. His plea had reference to the Shuhda Conference that was arranged in memory of slain SSP leader Maulana Azam Tariq, who fell victim to sectarian warfare in 2003. Maulana Samiul Haq ...the Godfather of the Taliban,leader of his own faction of the JUI. Known as Mullah Sandwichfor his habit of having two young boys at a time... , president of his own faction of Jamaat Ulema-e-Islam ...Assembly of Islamic Clergy, or JUI, is a Pak Deobandi (Hanafi) political party. There are two main branches, one led by Maulana Fazlur Rahman, and one led by Maulana Samiul Haq. Fazl is active in Pak politix and Sami spends more time running his madrassah. Both branches sponsor branches of the Taliban, though with plausible deniability... party as well as the Difa-e-Pakistain Council, warned on the occasion that "blasphemous acts by myrmidons and gunnies in the Western world are hurting the religious sentiments of the Mohammedans that can provoke Third World War". Other speakers also echoed the foreboding and criticised and warned the government for what they saw as its inaction in the face of Western provocations. Surprisingly, the speeches did not fire up the rallyists to storm their way to the U.S. embassy. Police had sealed off the diplomatic enclave with containers anyway. But what brought the rally to a peaceful end was said to be a tacit "don't riot, won't touch" agreement reached between the Islamabad administration and the organisers overnight. Instead of marching on the U.S. embassy, the organisers nominated four persons who, escorted by police officials, went and handed a memorandum of protest to a security officer of the embassy at the enclave's Shams Gate entrance. An officer at the scene confided to Dawn though the rally was unlawful, the Islamabad administration feared a showdown if it tried to stop it. "We have clear instructions to keep away from the Aabpara rally and avoid a confrontation," added a police officer. Policemen in plainclothes, however, mingled in the crowd, gathering intelligence. What the police worried about was that Malik Ishaq, a leader of the banned Lashkare Jhangvi, does not sneak into the rally. Mercifully, he did not turn up there. Maulana Ludhianvi and Maulana Dhillon, however, came unchallenged all the way from Kamalia and Khanewal in Punjab. Restrictions on them required that they inform the local police before moving out of their city, which would pass on the information to the police of their destination. Talking to some young seminary participants, officials' fears about a confrontation appeared misplaced. "I am here to celebrate the martyrdom of our legendary leader Maulana Azam Tariq," Mohammad Shahzad, a native of Muzaffarabad studying in a seminary at Pirwadhai, told Dawn. But the boy who wore a headband declaring love for Sahaba, the companions of Prophet Muhammad ((PTUI!)), knew nothing more about the legendary leader. Another student Azam Khan from Battagram was seen trudging with a friend towards Rawalpindi to their madressah as the bus that the organisers had provided had vanished after dropping them at the venue of the rally. "We have just Rs40 between us whereas we need twice that much to reach our madressah," he said. |

[Dawn] Almost all the mainstream political parties decided to stay away from a multi-party conference called by Hafiz Mohammad Saeed's controversial Jamaat-ud-Dawa ...the front organization of Lashkar-e-Taiba... , leaving the forum for the representatives of various Islamic parties and a few other right-wing groups to evolve a "consensus" on what the strategy of Pakistain and the rest of the Mohammedan world should be to deal with the United States on a despicable video made by an American-based Coptic Christian on the Holy Prophet ((PTUI!)). Invitation was extended to every top politician and political party, from Prime Minister Raja Pervez Ashraf to PML-N's Mian ![]() ... served two non-consecutive terms as prime minister, heads the Pakistain Moslem League (Nawaz). Noted for his spectacular corruption, the 1998 Pak nuclear test, border war with India, and for being tossed by General Musharraf... , Imran Khan ![]() ... aka Taliban Khan, who ain't the brightest knife in the national drawer... and leaders of the Awami National Party. But when the meeting started at a hotel in the federal capital, it became quite evident that none of the mainstream parties and leaders wanted to be represented at a show where an extreme position was expected to be taken on the controversial video and other related issues. And this is exactly what happened at the forum. Hard-hitting speeches to denounce the United States and the West continued to echo throughout the meeting, with every prominent Islamic leader trying to beat the others in his call for taking extreme action against the US. If some called for expelling the American ambassador from the country, a few others threatened to block the NATO ...the North Atlantic Treaty Organization. Primarily it was his show, and often during the course of the speeches he was seen moving from leader of one Islamic group to the other, apparently to make sure that a consensus was evolved on hard-hitting resolutions, not only against the United States but also to criticise leaders of many other Mohammedan countries for their "inaction" on the issue. Other prominent leaders presented at the conference included JUI's ![]() Deobandi holy man, known as Mullah Dieselduring the war against the Soviets, his sympathies for the Taliban have never been tempered by honesty ... , Jamaat-e-Islami ... The Islamic Society, founded in 1941 in Lahore by Maulana Sayyid Abul Ala Maududi, aka The Great Apostosizer. The Jamaat opposed the independence of Bangladesh but has operated an independentbranch there since 1975. It maintains close ties with international Mohammedan groups such as the Moslem Brotherhood. the Taliban, and al-Qaeda. The Jamaat's objectives are the establishment of a pure Islamic state, governed by Sharia law. It is distinguished by its xenophobia, and its opposition to Westernization, capitalism, socialism, secularism, and liberalist social mores... 's Syed Munawar Hasan, leader of his own faction of JUI Maulana Samiul Haq ...the Godfather of the Taliban,leader of his own faction of the JUI. "This national consultative conference of leading religious politicians demands of the Mohammedan countries' rulers to establish a Mohammedan United Nations ...When talk is your weapon it's hard to make yourself heard over the artillery... , and a separate unified defence and economic system if the UN and Security Council refrain from framing anti-blasphemy law," the declaration said. Frustrated over the lack of extreme action by the Mohammedan countries, some of the speakers called upon the Mohammedan countries to pull out of the so-called global war against terror and use the 'oil weapon' to get their demands met. They said American President Barrack Obama in his speech at UN General Assembly by refusing to ban the blasphemous film had laid the foundation for a 'war of civilisations'. At the same time some of the Islamic leaders threatened that if the Mohammedan rulers failed to heed their calls, the 'Muhibbane Rasool' (lovers of Holy Prophet) would come out on the street and would not return to their homes until these countries were swept by Islamic revolution. A demand to convene a conference of the Organisation of Islamic Cooperation was also made to enable member countries to sit together and plan a unified strategy to counter blasphemous actions of the Western world. They said the OIC should demand the handing over of the blasphemer film-maker to them for trial and meting out punishment. The speakers described restoration of NATO supplies without getting the drone attacks halted as a collective suicide. |

After offering Tahajud prayers, Maulana Ludhianvi inquired from the police as well as the administration about his release, but he got no reply and continued to remain in detention till Fajr prayers. After the activists started marching towards the cop shoppe from I.J. Principal Road, the interior minister was approached by the administration and police and informed about the consequences of detaining Maulana Ludhianvi. On getting permission from the minister, a court was set up in the cop shoppe which heard the proceeding of the case registered with Industrial Area cop shoppe. A lawyer argued the case and later Maulana Ludhianvi was granted bail on two surety bonds each worth Rs50,000. The office of the city administration was also opened to issue the bail orders with the official seal of the officer concerned, and finally Maulana Ludhianvi was released. |

[Dawn] It may be the 'high security' capital of a country grappling with terrorism that is chock-a-block with police, rangers and check posts but Islamabad and its security apparatus proved no match for two banned leaders. For six hours, Maulana Mohammad Ahmed Ludhianvi, leader of the banned outfit Ahl-e-Sunnat Wal Jamaat (ASWJ) and Jamaat-ud-Dawa ...the front organization of Lashkar-e-Taiba... chief Hafiz Saeed ![]() ...founder of Lashkar-e-Taiba and its false-mustache offshoot Jamaat-ud-Dawa. The United Nations declared the JuD a terrorist organization in 2008 and Hafiz Saeed a terrorist as its leader. Hafiz, JuD and LeT are wholly-owned subsidiaries of the Pak intel apparatus, so that amounted to squat... played a game of cat and mouse with the Islamabad police on Tuesday. They appeared and disappeared; were stopped and freed; intercepted in their cars and protected by their armed guards, as crowds gathered to watch the spectacle and traffic jams ensued. Eventually the harassed, red-faced and embarrassed coppers managed to hold Maulana Ludhianvi, only after negotiations and while Saeed beat feet. He was shifted to Industrial area cop shoppe and started the paperwork but haven't done much else under PPC section 188 on the complaint of a police officer. He, along with Hafiz Saeed, had appeared at Parade Ground, defying a ban on their entry into Islamabad, to participate in a protest and sit-in organised by Defaa-e-Pakistain Council (DFC) against the government's presumed move to restore NATO ...the North Atlantic Treaty Organization. A collection of multinational and multilingual and multicultural armed forces, all of differing capabilities, working toward a common goal by pulling in different directions... supplies.He somehow got information that the capital police and administration were going to arrest them, after which both the leaders disappeared from the Parade Ground. Later Maulana Ludhianvi was spotted at the camp of missing persons' families while delivering speech. Secretariat Police SHO, however, intercepted him and held him while he was leaving the camp by saying that "the police are arresting you in connection with the case registered with Margalla cop shoppe." But Maulana Ludhianvi demanded his arrest warrant. As the police failed to produce the arrest warrant, the activists of ASWJ took their leader away in a Sport Utility Vehicle (SUV). This led to alerting of the patrolling officers and coppers deployed at the checkpoints. They were asked to check each and every vehicle. Besides, the police also blocked the slipways and attached roads of main arteries to intercept and arrest Maulana Ludhianvi. As a result, hundreds of vehicles were stuck up in the worst traffic jam making miles long queues on I.J. Principal Road, Expressway, Islamabad Highway and Ninth Avenue. At around 6pm, the vehicle of Maulana Ludhianvi was spotted in the traffic jam on the Ninth Avenue near Industrial Area cop shoppe while heading towards Rawalpindi. In response, the police placed blocks and parked their vehicles on the avenue. All the SHOs, sub-divisional coppers, superintendents of police, were called at the Ninth Avenue along with contingent of Anti-Terrorism Squad, Anti-Riot Unit and police reserves to intercept and arrest the Maulana. The guards of Maulana Ludhianvi -- Punjab Police commandoes -- aimed their weapons at the capital police and the officers while the activists cordoned their leader's vehicle to avoid his arrest. Later the activists of ASWJ removed the blocks from the road and made the way for their leader. However, death is not the end. There remains the litigation over the estate... the driver of Superintendent of Police City Circle chased the SUV and intercepted it on I.J. Principal Road. Maulana Ludhianvi again demanded his arrest warrant, but neither the police nor any assistant commissioner or magistrate issued it. Later politician Ijazul Haq, ASWJ's leader Fazaur Rehman Khalil and Abdullah Gul, son of ![]() The nutty former head of Pakistain's ISI, now Godfather to Mullah Omar's Talibs and good buddy and consultant to al-Qaeda's high command... , also reached the spot for negotiation. In the meantime, Deputy Commissioner Amir Ahmed Ali also reached and thorough negotiations were held between the DC, SSP Yousuf, Mr Haq, Maulana Khalil and Abdullah Gul. After half an hour negotiation Mr Haq, Maulana Khalil and Mr Gul returned to take Maulana Ludhianvi to cop shoppe. Before leaving the spot Maulana Ludhianvi addressed the activists and asked them to remain there. Till the filling of the report, negotiations were still in progress in the cop shoppe. |

Government bans latest incarnation of Sipah-e-Sahaba Pakistain |

[Dawn] According to a document dated February 15, the Government of Pakistain has banned the Ahle Sunnat wal Jamaat (ASWJ), the religious organization known previously to be operating as the Sipah-e-Sahaba (SSP), the BBC reported early on Saturday. The document, which the BBC describes as a notification issued by the Interior Ministry that was not publicly announced, claims that the ASWJ was suspected to be involved in acts of terrorism in the country, therefore it was being added to the first schedule of the Anti-Terrorism Act, 1997. The notification by the federal ministry was sent to all provincial governments and concerned departments, claims the report. The report further claims that Interior Minister Rehman Malik's Pak politician, current Interior Minister under the Gilani administration. Malik is a former Federal Investigation Agency (FIA) intelligence officer who rose to head the FIA during Benazir Bhutto's second tenure. He later joined the Pak Peoples Party and was chief security officer to Bhutto. Malik was tossed from his FIA job in 1998 after documenting the breath-taking corruption of the Sharif family. By unhappy coincidence Nawaz Sharif became PM at just that moment and Malik moved to London one step ahead of the button men. office had been contacted for a comment on the ban, but to no avail. The ASWJ is led by its president Maulana Mohammad Ahmed Ludhianvi, and is a key part of the Difa-e-Pakistain, or Defence of Pakistain, Council (DPC), a coalition of around 40 religious and ultra-nationalist parties. Shouting "death to America" at a rally in Bloody Karachi ...formerly the capital of Pakistain, now merely its most important port and financial center. It may be the largest city in the world, with a population of 18 million, most of whom hate each other and many of whom are armed and dangerous... last month, members of the DPC condemned US drone attacks and military operations in tribal areas, and warned the government against restoring NATO ...the North Atlantic Treaty Organization. A collection of multinational and multilingual and multicultural armed forces, all of differing capabilities, working toward a common goal by pulling in different directions... supply routes and granting MFN (most favoured nation) status to India. Ludhianvi, when contacted, said that he was unaware of any such ban, adds the report. "We are a peaceful organization," Ludhianvi was quoted as saying. "If anyone places a ban on us...they are trying to place a ban on Pakistain." The ASWJ was formed after the government of former president General (retd) ![]() PervMusharraf ... former dictator of Pakistain, who was less dictatorial and corrupt than any Pak civilian government to date ... banned a handful of religious parties, including the Sipah-e-Sahaba in 2002. The Lashkar-e-Jhangwi (LeJ), another splinter group of the Sipah-e-Sahaba led by Hafiz Saeed ...founder of Lashkar-e-Taiba and its false-mustache offshoot Jamaat-ud-Dawa. The United Nations declared the JuD a terrorist organization in 2008 and Hafiz Saeed a terrorist as its leader. Hafiz, JuD and LeT are wholly-owned subsidiaries of the Pak intel apparatus, so that amounted to squat... , has also allegedly been involved in terrorist acts, and is reported to have links with the Tehrik-e-Taliban Pakistain (TTP) as well. |

Having "snuck" (or maybe it's "sneaked," I'm not sure), doesn't it negate the sneakiness when you give a speech? Especially a high-spittle content stem-winder? Police sources here said the interior ministry had demanded the Punjab home department take action against the administration and coppers of Kamalia and Khanewal who failed to prevent Maulana Mohammad Ahmed Ludhianvi and Maulana Mohammad Khalid Dhillon from leaving their hometowns in violation of restrictions imposed on the leaders of the banned SSP under Section 11 of the Anti-Terrorism Act. Such "restrictions" don't include anything about iron bars making a prison or breaking up big ones to make little ones... Interior Minister Rehman Malik's ire was aroused when he was made target of ridicule in National Assembly on Friday for what friends and foes accused his ministry of sleeping over the activities of hate-mongers and terrorists. Ahah! The "wudn't me" defense! The very next day the minister suspended SHO Irshad Abro of Margalla Police Station for not arresting the two sneaky leaders ... or maybe "snucky" leaders? for making provocative speeches and display of hate material and banners at a religious ceremony. According to the sources, the ceremony had been a long tradition and the Margalla police came to know about the presence of the leaders only because it was there to provide security. It was considered prudent not to incite religious frenzy by arresting them. However, you can observe a lot just by watching... the event was noted in the cop shoppe's daily diary and the senior officers were informed same night about the unexpected presence of the SSP leaders the same night. Paperwork was started but nothing else was done against them on Sunday. But the FIR was sealed because of the sensitive nature of the case, the sources said. They claimed that the organisers of the Paighumber-e-Islam. Conference had met the Margalla police on Thursday and assured that no banned leader would be attending nor any hate speeches be made at the conference, a tradition going on for 18 years. Several sitting politicians addressed the conference. It may be that law does not allow banned ...the word bannedseems to have a different meaning in Pakistain than it does in most other places. Or maybe it simply lacks any meaning at all... organizations and their leaders to remain in business, but what seemed to arouse the federal government to action was politics. Former religious affairs minister Hamid Saeed Kazmi, who is under detention facing fraud charges and attends the assembly on parole, interjected that families of the judges trying cases of terrorism have been receiving threats. Even PML-N's Sahabzada Fazal Karim joined the criticism of the freedom gun-hung tough guys groups enjoyed in the country. He said the Punjab government allowed the Defence of Pakistain Council hold a rally at Minar-e-Pakistain in Lahore but denied the same venue to Sunni Tehrik ...formed in Karachi in 1992 under by Muhammad Saleem Qadri. It quickly fell to trading fisticuffs and liquidations with the MQM and the Sipah-e-Sahaba, with at least a half dozen of its major leaders rubbed out. Sunni Tehreek arose to become the primary opposition to the Deobandi Binori Mosque, headed by Nizamuddin Shamzai, who was eventually bumped off by person or persons unknown. ST's current leadership has heavily criticized the Deobandi Jihadi leaders, accusing them of being sponsored by Indian Intelligence agencies as well as involvement in terrorist activities... . |

![]() Militancy and unrest Millat-e-Islamia, or Nation of Islam, was formed in 2002 by members of the notorious Sipah-e-Sahaba Pakistan (SSP), a Sunni Muslim organization that was for years involved in tit-for-tat killings with Shiite militants. The government banned the SSP along with several other militant groups in 2002 after joining the U.S.-led campaign against terrorism following the Sept. 11 attacks on the United States. The Millat-e-Islamia was officially banned in 2003 though it has continued to operate. Millat-e-Islamia was a pretty transparent false nose and moustache operation, so obvious in fact that Perv went ahead and banned it. Mohammad Ahmed Ludhianvi, president of the party, blamed Shiites for Haideri's killing. "The attackers were none other than Shiites," Ludhianvi told Reuters. Shiites account for about 20 percent of Pakistan's population. Ordinary members of the sects generally live in harmony despite the long history of violence between militants.
Pakistan's military claims to have cleared northwest Swat district of Taliban fighters after launching a push in late April to dislodge extremists bent of imposing a harsh brand of Islamic law in the verdant valley.
