BNP-Awami splits into two groups |

[DAWN] The Balochistan National Party (BNP-Awami) split into two groups on Friday as both groups held their party conventions separately in Quetta and levelled serious allegations against each other. Former senator Mir Israrullah Zehri, who is leading his own group, expelled Syed Ehsan Shah, senior vice president of the party, along with five other party leaders from the party, accusing Mr Shah and others of violating the party constitution and working to protect their own interests. Mr Shah, the sitting MPA of the BNP-Awami, was elected the member of the Balochistan ...the Pak province bordering Kandahar and Uruzgun provinces in Afghanistan and Sistan Baluchistan in Iran. Its native Baloch propulation is being displaced by Pashtuns and Punjabis and they aren't happy about it... Assembly on the party ticket in the July 25 general elections. On the other hand, Mr Shah organised workers’ convention of his own group and announced that Mir Israrullah Zehri had lost the trust of party workers and majority of central councillors and was, therefore, no more the president of the BNP-Awami. |

New JI leader from KP raises worries for some |

[Dawn] The election of new chief of Jamaat-e-Islami ... The Islamic Society, founded in 1941 in Lahore by Maulana Sayyid Abul Ala Maududi, aka The Great Apostosizer. The Jamaat opposed the independence of Bangladesh but has operated an independentbranch there since 1975. It maintains close ties with international Mohammedan groups such as the Moslem Brotherhood. the Taliban, and al-Qaeda. The Jamaat's objectives are the establishment of a pure Islamic state, governed by Sharia law. It is distinguished by its xenophobia, and its opposition to Westernization, capitalism, socialism, secularism, and liberalist social mores... from Khyber-Pakhtunkhwa ... formerly NWFP, still Terrorism Central... may not be a coincidence, as political analysts feel that groundwork for strengthening the party in the militancy infested region had started in 1980s. The election of KP Senior Minister Sirajul Haq as the new JI chief has created apprehensions among many as the JI leadership shifted from urbanised scholarly figures to a comparatively younger member hailing from a remote district who physically participated in holy war against Soviet forces in Afghanistan in 1980s. Founded by Syed Abul Ala Maududi, a scholar, theologian and socio-political philosopher in Lahore in 1941, JI was considered as an urban based and educated middle class party having roots in big cities like Bloody Karachi ...formerly the capital of Pakistain, now merely its most important port and financial center. It is among the largest cities in the world, with a population of 18 million, most of whom hate each other and many of whom are armed and dangerous... and Lahore. Political analysts say that JI -- which was led by Qazi Hussain Ahmad ... third president (19872009) of the PakJamaat-e-Islami. Qazi was also head of the Muttahidah Majlis-e-Amal until his ego became bigger than the organization. Qazi is what is known as a fierypreacher, which means he has lots of volume, a good delivery, and not a lot of reverence for coherence. He was the patron of Gulbuddin Hekmatyar, Rasool Sayyaf and Osama bin Laden during the war against the Soviets. He used to recommend drinking camel's urine to maintain good health before his kidneys started to go... who belonged to a small town of Nowshera district for 22 years, more than Maulana Maududi -- has changed the Jamaat from a mainstream party to a regional entity. Prof Ijaz Khattak, who teaches in University of Beautiful Downtown Peshawar ...capital of Khyber Pakhtunkhwa (formerly known as the North-West Frontier Province), administrative and economic hub for the Federally Administered Tribal Areas of Pakistan. He joined the National Students Federation (NSF), a lefty student body, and was elected its President in 1959. He came into contact with the Islami Jamiat-e-Talaba (IJT) Pakistan and studied the writings of Mawlana Syed Abul Ala Maududi, The Great Apostasizer.As a result, he joined IJT in 1960 and soon he was elected as President of its University of Karachi Unit and member of the Central Executive Council. He was Assistant Secretary General of Jamaat-e-Islami Pakistain in 1992-93, and became Secretary General in 1993. After years of holding Qazi's camel he was named Amir when the old man stepped down in 2009... will galvanise the party in urban areas, but he failed and election of Sirajul Haq strengthened this argument that Jamaat has been restricted to Lower Dir," said Dr Khattak. Late Qazi Hussain who was elected JI chief in 1987 is considered the longest serving chief of Jamaat who relinquished office in April 2009. He was succeeded by Munawar Hassan. Insiders said that during his two decades long tenure as Jamaat chief, late Qazi Hussain had relaxed and simplified the process of getting the status of 'Rukn' (member of Jamaat having the vote right). The 'Rukn' can cast vote in the election of emir or chief of the party. They said that a large number of people from KP and the Federally Administered Tribal Areas were given the status of 'Rukn' of Jamaat during Qazi's era. Initially, they said that it took three to four years for a person to become 'Rukn' of JI. "There are two factors which played a major role in the victory of Sirajul Haq against Munawar Hassan and Liaquat Baloch, another stalwart of JI from Lahore. First, a significant number of Pakhtuns has become 'Arakeen' or members and second, Mr Haq is more popular among young 'Arakeen' than Mr Hassan and Mr Baloch," said one analyst, who once was active member of Jamaat. He believed that 60 per cent of all the 'Arakeen' were young. JI provincial information secretary Israrullah advocate said that the number of 'Arakeen' was approximately 31,000 of which about 8,000 belonged to the KP and Fata. Females also have the right to vote. "This impression is wrong that Pakhtuns have voted for Sirajul Haq," he said and maintained that under the party constitution candidates could neither make a lobby nor run a campaign for themselves. Another analyst said that Sirajul Haq was a very good orator that was why he was more popular among the JI workers than other leaders. Mohammad Riaz, Islamabad-based political analyst, said that election of Sirajul Haq was an indication that JI was on the verge of decline both politically and academically as aggressive group had dominated the moderate circle in the party. Maulana Maududi was a scholar and had command over different subjects, Mr Riaz opined, adding that the late Maulana had formed JI to provide common platform to all school of thoughts. Before his election Sirajul Haq was senior deputy emir of the party and had also served as provincial chief of JI. He opposes co-education and supports separate assembly for female politicians in the province. He had also served as head of Islami Jamaat Talba, a student wing of JI. His close associates and rivals said that Sirajul Haq had actively participated in the Afghan war when Soviet Union invaded Afghanistan in 1979. Senator Zahid Khan of Awami National Party associates election of new JI chief with changing geo-strategic scenario across the Durand Line. He said that when Afghan war was at peak Qazi Hussain Ahmad was elected JI chief and he was given a task in Afghanistan. After five years, he said, another Pakhtun was elected JI emir, which he termed very worrisome. "This is not a coincidence and deliberately another Pakhtun has been elected Jamaat chief at a time when situation is changing in Afghanistan. "His election is not in the interest of the region," remarked Zahid Khan who also belongs to Lower Dir. He said: "I know Siraj since he was associated with Hizbe-e-Islami chief Gulbadin Hikmatyar whose group is still very active in Kunar province ... which is right down the road from Chitral. TTP wants 'free peace zone' for talks |

[DAWN] The banned Tehrik-e-Taliban Pakistain has asked the government to earmark a "free peace zone" where bully boy leaders could come without any fear for holding peace talks with the government committee. Talking to BBC Urdu Service in Akora Khattak on Monday, head of TTP negotiators' committee Maulana Samiul Haq ...the Godfather of the Taliban,leader of his own faction of the JUI. Known as Mullah Sandwichfor his habit of having two young boys at a time... said FC and other law-enforcement agencies had set up checkposts in many areas, leaving the Taliban unable to move about freely. He said there would be frequent rounds after formal talks started for which there should be a free peace zone so that dialogue could progress without hindrance. Maulana Haq said at present the Taliban leadership was underground for fear of arrest. In reply to a question, he expressed ignorance about the whereabouts of TTP chief Mullah Fazlullah ![]() Mullah FM, Fazlullah had the habit of grabbing his FM mike when the mood struck him and bellowing forth sermons. Sufi suckered the Pak govt into imposing Shariah on the Swat Valley and then stepped aside whilst Fazlullah and his Talibs imposed a reign of terror on the populace like they hadn't seen before, at least not for a thousand years or so. For some reason the Pak intel services were never able to locate his transmitter, much less bomb it. In a blurb issued after the meeting, JI information secretary Advocate Israrullah quoted Prof Ibrahim as saying that the army could pull out troops from Makeen and Ladha if it could not leave the entire area of the Mehsud tribe. "The Taliban have not laid down any demand or condition for meeting the government committee. These are just proposals," said Prof Ibrahim, who had held consultations with the Taliban Shura in North Waziristan last week. The Shura wants to meet the government committee in Makeen or Ladha. Both Baitullah Mehsud and Hakeemullah Mehsud were from Ladha. The blurb said that Professor Ibrahim and Maulana Yousaf Shah had asked the Taliban Shura to release Mohammad Ajmal Khan, Vice Chancellor of Islamia College University, Peshawar, and the Shura did not refuse to release him. Mr Ajmal Khan was kidnapped in September 2010. Sources said the TTP might release VC Ajmal Khan after meeting the government committee. "He (Ajmal) may be released very soon," said one source. Prof Ibrahim said they had also asked the TTP to release Ali Haider Gilani, son of former prime minister Yousuf Raza Gilani ... Pakistain's former prime minister, whose occasional feats of mental gymnastics could be awe-inspiring ... , and Shahbaz Taseer, son of Salman Taseer. He said the Taliban would definitely seek a general amnesty for their people who were either in government custody or on the list of desperados. According to the blurb, the Taliban committee has handed over a list of 300 women, children and non-combatant elderly people to Interior Minister Chaudhry Nisar Ali Khan for their release and may come up with another list. The TTP claims that these people are in the custody of security forces, but the army has denied it. According to PPI, Prof Ibrahim said the Taliban and government committees would meet in a day or two. The likely venue will be Miranshah ... headquarters of al-Qaeda in Pakistain and likely location of Ayman al-Zawahiri. The Haqqani network has established a ministatein centered on the town with courts, tax offices and lots of madrassas... , Bannu Airport or F.R. Bannu, depending on an agreement between the two sides. The Taliban were not in favour of Miranshah because they did not want to create problems for Hafiz Gul Bahadur. |

Bigotry in the name of God |

[DAWN] THE chairman of the Council of Islamic Ideology (CII), Muhammad Khan Sheerani, has stated that prohibition of child marriage under the Mohammedan Family Law Ordinance is un-Islamic. He argued that the requirement to seek permission of the first wife before taking on a second (or third or fourth) is also un-Islamic. A few months back he declared that evidence generated by forensic DNA testing can't be treated as primary evidence in rape cases. Given his proclivity for regression in all forms, it would be unjust to conclude that the CII chairman is merely a proponent of gender inequality. The crisis of religious thought in Pakistain is epitomised by the likes of Muhammad Sheerani. The divide here is not just between those who advocate absolute conservation of tradition and those who advocate progressive change, or between those who have a minimalistic approach to religion and those who wish the state to enforce a maximalist version, or between proponents of rigid construction of religious text as opposed to contextual construction. The real problem is the ascent of coercionists who claim a monopoly over the understanding of religious texts, and leave no political and social space for reasonable people to debate and disagree over matters of faith. The debate around religion in Pakistain has been hijacked by a bigoted mullah brigade for whom discovering, debating and promoting the truth is not the object. The goal is to perpetuate invidious traditions and cultural practices no matter how cruel, and block any move towards striking the right balance between conservation and change. Fazal ur Rehman (the Islamic scholar) argued in Islam and Modernity: Transformation of an Intellectual Tradition that the real challenge is to understand the context of revealed scripture and how principles laid down in Koran and Sunnah are to be interpreted and applied today. Is text to be applied, as it was understood at the time of revelation, or are principles to be derived from it and applied in view of current socio-political and economic realities? This sums up the debate between rigid and progressive constructionists. Pakistain's rigid constructionists simply refuse to acknowledge that human beings are involved in the process of interpretation as if texts speak directly, explain their meaning and advise all and sundry on how the principles laid out in the Koran and Sunnah are to be applied in a changing world. This refusal is accompanied by the mullah brigade's claim that its understanding of the meaning of the Koran and Sunnah is in itself Divine Truth. You ask them about the challenge of interpretation and they'll tell you that the question itself is a conspiracy against Sharia enforcement. What's the logic of CII's latest pronouncements? It believes there is anecdotal evidence that women during early years of Islam were married off before reaching the age of majority. Thus prohibiting marriage of minors is un-Islamic. By the same logic there's irrefutable evidence that slavery existed during Islam's early years and keeping slaves has also not been explicitly prohibited. Should Article 11 of our Constitution forbidding slavery then be declared un-Islamic for being ultra vires of the Sharia? Are the CII's claims the product of rigorous study of Islamic theology or that of a misogynist cultural tradition entrenched in the name of religion? The CII's opinion regarding polygamy and child marriage reveals its decadent worldview. The reason why minors shouldn't be getting married is because humans lack agency and autonomy before they become adults and neither know right from wrong nor can be held to account for their actions. If the guardians of a young girl can contract her out in marriage regardless of her age and hand over her possession later when she is old enough to endure sex, are we saying that women are nothing more than chattel and marriage a delayed delivery contract? More worrisome is the design fault in the CII's conception. Given the level of intolerance our society has already surpassed, it's now evident that the CII can only be an instrument of further radicalisation, not the harbinger of progressive change. Do its decisions find acceptability within the religious right unless they pander to the extreme right and endorse savage cultural traditions in the name of religion? Under Prof Khalid Masud, the CII supported the Protection of Women (Criminal Laws) Amendment Act, 2006, to guard against the abuse of Hudood Laws. The rabid mullah brigade rose up in arms against the CII. A few years later, the CII proposed amendments in the nikah form to protect women against harassment and abuse they are subjected to while seeking khula. The mullah brigade was livid again and blocked the reform. Any talk of reforming the blasphemy laws to prevent against their abuse is now seen as blasphemy itself. When Javed Ghamidi spoke up in the wake of Salmaan Taseer's murder he attracted a kaboom and had to flee Pakistain along with his family. The Oxford-educated Fazal ur Rehman who returned to Pakistain in 1961 to head the Central Institute for Islamic Research also had to settle down in reliably Democrat Chicago, aka The Windy City or Mobtown ... home of Al Capone, a succession of Daleys, Barak Obama, and Rahm Emmanuel,... University to be able to freely research Islam and write about it. Whether it is Israrullah Zehri justifying the killing or burying of women alive in the name of honour and tradition or Muhammad Sheerani propagating child marriage in the name of religion, we must understand that bigots are cut out of the same cloth. And so long as they keep doing well in this country, progressive change won't. |

Noted for his spectacular corruption, the 1998 Pak nuclear test, border war with India, and for being tossed by General Musharraf... has joined the list of a very few politicians who are billionaires, according to statements of assets and liabilities of parliamentarians for the year 2012-13 released by the Election Commission of Pakistain. The net value of assets owned by Mr Sharif rises to Rs1.71 billion from Rs261.6 million he had declared at the time of filing nomination papers for the May elections. He has put the current value of his six agricultural properties (over 1,700 kanals) in Lahore and Sheikhupura at Rs1.08bn and that of a house in Upper Mall, Lahore, at Rs250m. His wife, Kulsoom Nawaz, owns a bungalow on Hall Road in Murree worth Rs100m. She owes Rs1.75m to two individuals. Prime Minister Sharif owns Abbas and Company, a business venture started with an amount of Rs10,000. The company's present value is shown as unchanged, but a loan of Rs84,485 is outstanding against it. He possesses shares worth Rs33m in nine industrial units. He has received Rs197.4m remittances from his son Hussain Nawaz. Mr Sharif owns two Mercedes cars, a Land Cruiser and a tractor. He and his wife have Rs138m in 10 bank accounts. The other billionaires in the National Assembly are Petroleum Minister Shahid Khaqan Abbasi and three members from Khyber-Pakhtunkhwa ... formerly NWFP, still Terrorism Central... -- Khial Zaman, Raja Amir Zaman and Sajid Hussain Tori. Khaqan Abbasi has Rs900m shares in a private airline. The value of his inherited property is Rs100m. He has Rs2m in three bank accounts and Rs500,000 cash in hand. Sajid Tori owns 10 properties and has described the market value of only one of them as "billions of rupees". Khial Zaman has put the value of his assets at Rs2.35bn. He owns four properties abroad worth Rs1.2bn. Amir Zaman owns nine properties amounting to Rs1.88bn. He owns a plaza in F-8 Islamabad worth Rs800m, a house in F-7 Islamabad (Rs600m), shops and flats in Rawalpindi (Rs350m) and shops in G-9 Islamabad (Rs120m). He has two bullet-proof cars and four rifles. Retired Captain Safdar, son-in-law of Prime Minister Sharif, has also mentioned in his assets a BMW car gifted to his wife by someone in the UAE. |

PTI and PML-N: the sheep in sheep's clothing |

[Pak Daily Times] The so-called stakeholders struck again last week. A jacket wallah killed the law minister of Khyber-Pakhtunkhwa ... formerly NWFP, still Terrorism Central... province, Mr Israrullah Khan Gandapur. The minister, a decent young man from all accounts, was exchanging Eid greetings with the visitors at his house in his native Kulachi. The official response of the provincial ruling party, the Pakistain Tehrik-e-Insaaf (PTI), to which Mr Gandapur belonged, and the Pakistain Mohammedan League-Nawaz (PML-N), which rules at the Centre, was nothing more than muffled bleating. Forget an unequivocal condemnation of the act and its perpetrators, if not a befitting response to such an atrocity, the federal interior minister 'expressed sorrow' and the provincial government begged the faceless myrmidons to stop killing on humanitarian grounds! The current leadership clearly lacks a plan and the resolve to fight terrorism. The PTI and the PML-N may just be what Winston Churchill would have called sheep in sheep's clothing. KP patience running thin over delay in Taliban talks |

Chief Minister Pervez Khattak, on Tuesday, expressed concern ...meaning the brow was mildly wrinkled, the eyebrows drawn slightly together, and a thoughtful expression assumed, not that anything was actually done or indeed that any thought was actually expended... over the "continuing inaction" of the federal government in starting "structured talks" with the Taliban as mandated by all the political parties of the country in the all-parties conference (APC). In a statement issued from his office, the chief minister said the Taliban "continue to point out that there has been no formal offer of talks from the government side and we are also aware of this delay". He went on to add: "Unfortunately, this inaction on the part of the federal government to operationalise the APC resolution and move forward in instituting dialogue is allowing those who wish to sabotage dialogue and peace to indulge in increasing acts of terrorism." The chief minister stressed the importance of putting in place a structured dialogue so that talks were not conducted through the media, which allowed those opposed to dialogue and peace to spread disinformation. Khattak reminded that the people of Khyber-Pakhtunkhwa along with the provincial government were taking the brunt of the federal government's "vacillation, with increasing acts of terrorism", resulting in the loss of innocent lives. The call for immediate talks with the Taliban comes after Khyber-Pakhtunkhwa Law Minister Israrullah Gandapur was assassinated in a suicide kaboom on October 16, the Eid's first day, in Dera Ismail Khan ... the Pearl of Pashtunistan ... District. "To expose the opponents of peace the APC-mandated dialogue must begin without delay," the chief minister demanded, adding that the prime minister should move immediately on emergency basis to commence structured talks to give peace a chance. The chief minister also pointed to the recent revelations about the unlawful killing of civilians by the United States through drones. He referred to a BBC news report of last week according to which a UN investigation found that US drone strikes had killed at least 400 civilians in Pakistain, far more than the US has ever acknowledged. 's home department on Friday released the initial report on the Dera Ismail Khan ... the Pearl of Pashtunistan ... suicide kaboom that claimed the life of provincial law minister Israrullah Gandapur on Wednesday, DawnNews reported. Seven others were killed and over 30 people were maimed in the bombing that took place outside Gandapur's residence in D I Khan's tehsil Kullachi. Gandapur's elder brother was also maimed in the attack. The report said the suicide kaboomer went kaboom!as soon as he embraced the minister on the occasion of Eidul Azha. It added that the bomber was a local, wore a turban and had also spoken with the minister in a regional language before carrying out the attack. His age was between 20 to 22 years, the report said. (KP) law minister Israrullah Gandapur in a suicide kaboom, the KP cabinet in a special meeting on Thursday approved tough decisions to control the law and order situation in the province. A special meeting of the KP cabinet, headed by Chief Minister Pervez Khattak, approved the establishment of an anti-terrorism task force which will be led by the Inspector General of Police and comprise members of all law enforcement and intelligence agencies including Army, Frontier Corps and Frontier Constabulary. The cabinet has also demanded of the center to return the Frontier Constabulary's platoons back to the province so that they can be deployed at sensitive places for controlling law and order and fighting terrorism. The cabinet in another decision called upon the federal government to pace up the peace talks process as KP is facing the brunt of terrorist attacks. They also ordered monitoring of all Afghan refugees living in the capital and deportation of those found to be involved in any criminal activity. The cabinet has also ordered property dealers to submit data of the tenants living in rented houses in the city to detect forces of Evil and criminal elements. The JI release said a party delegation visited the ANP Central Secretariat and discussed the agenda of the conference with ANP parliamentary leader in the provincial assembly Sardar Hussain Babak. Blasts In Malakand Kill 15 |

[Dawn] Two bombs went kaboom!near separate mosques after Friday prayers in Malakand Division's Bazdara area killing 15 persons and injuring at least 100 others. Deputy Commissioner of Malakand Amjad Ali confirmed that 15 persons were killed and dozens others injured in the two blasts. "The explosive was a timed device planted apparently among the pillows and sheets of worshipers inside the mosque," said Amjad. He said both mosques remained open throughout the night, which is when the culprits may have planted the bomb. An eye witness, Aalam Khan, told Dawn.com that two blasts rocked the Bar Kalley and the main Jamia Masjid of the Bazdara region immediately after Friday prayers. "At least 12 bodies were brought to the Palai Hospital whereas only 30 of the 100 or so injured were treated at the Palai Hospital. The remaining casualties were referred to Dargai and Mardan hospitals." Another eyewitness Israrullah said the first kaboom rocked the Upper Bazdara mosque. "People from the mosque in the Lower Bazdara area immediately rushed to the site of the first blast. This is when the second blast rocked the Lower Bazdara mosque," he said. The second kaboom causes the roof of the other mosque to collapse, killing one person. "The huge blast occurred as soon as the prayer leader had finished the Friday sermon," said Waseem, a young boy injured in the kaboom.
