MULLAH ABDUL KABIR APPOINTED AS NEW PRIME MINISTER – Sources say that Mawlawi Abdul Kabir was appointed Prime Minister by Hibatullah Akhundzada after a prolonged absence by the previous Prime Minister, Hassan Akhund. Akhund arrived in Kandahar over a month ago and never left. Taliban officials say the former PM became ill and Kabir was ordered to assume the post. Initially, it was said to be a temporary appointment but late reporting suggests it has now been made permanent. A source in Kabul said the appointment was seen as another ‘chess move’ by Kandahar against Kabul as Kabir is a reputed sycophant of the Supreme Leader.

PAKISTAN TO TRY VIOLENT PROTESTERS IN MILITARY TRIBUNALS – The announcement has triggered a backlash from human rights groups in Pakistan. Some are calling the move a gimmick by the regime to show support for the military after the riots last week. The military courts are not subject to the same standards of evidence as their civilian counterparts and are considered a practical means of serving justice in times of duress. A source in Rawalpindi said that military leaders had initially demanded that those involved in attacks on military bases be tried in this manner. However, Islamabad ordered that all ‘violent’ offenders be handled by the Army.

PTI PARTY LEADERS RELEASED FROM PRISON, ARRESTED IMMEDIATELY AFTER LEAVING PRISON – Dr. Shireen Mazari and Senator Falak Naz Chitrali walked out of Adiata Jail and were swarmed by Islamabad Police who arrested the two and took them to an undisclosed location. Both were arrested over charges of inciting their followers to riot and it is believed the recent arrest may involve charges of terrorism.

KHAN MAKES FRESH CALL FOR PROTESTS – The former PM took to Twitter and called on followers in his party to launch new protests on Tuesday. Khan missed the early portions of his court hearing on Tuesday and has been ordered back into court today for further hearings in the Al-Qadir Trust corruption case. He promised to host a rally on Thursday where he says he will lay out a new plan of action. However, he has also been ordered to appear in front of the NAB in Rawalpindi on Thursday. Many are expecting him to be arrested again and a new round of protests that could be met with significantly stiffer resistance by Police and Military forces will ensue. We have no definitive information about an impending arrest but feel duty-bound to continue warning at-risk Afghans in Pakistan to remain situationally aware and ready to take shelter should crowds begin to gather.

One of the Taliban officials said the drone fired a missile at a hujra, or guesthouse on the compound of Maulvi Faqir Mohammad, a big shot of the Tehrik-e Taliban Pakistain movement (TTP).

"It was around 3:30 when a drone suddenly appeared in the sky. We got worried and advised Maulvi Faqir to go to a safe place but he refused and argued it was not possible to hide in the day time," said the official, who spoke on condition of anonymity.

Around half an hour later, when Faqir Mohammad left his own house to visit the guesthouse, the missile struck.

"He was about 3 meters away from the hujra room when the drone fired a missile and hit the same room. Luckily the missile didn’t explode and he and other people around him remained safe," he said.

Faqir Mohammad is a former deputy leader of the TTP who spent eight years in Afghanistan’s Bagram prison before being released by the Afghan Taliban following their shock overthrow of the Western-backed government in Kabul on Aug. 15.

The apparent attempt to kill him in a dronezap came after talks to agree over a permanent ceasefire between the TTP and the Pak government broke down last week after the krazed killer movement refused to extend a 30-day truce.

Pakistan fires rocket on eastern Kunar province

A spokesperson of the Islamic Emirate of Afghanistan Bilal Karimi said that Pak forces on Thursday, December 16 fires rockets on the Shaltan district of Kunar province

Bilal Karimi said that the rockets were fired on mountains and did not give further information about the casualties.

On the other hand, rumors had it that Pak forces have targeted members of Tahreek-e-Taliban Pakistain (TTP) and have killed a key commander of the Taliban but the Islamic Emirate of Afghanistan did not confirm the rumor.

Kapisa: Afghan Forces Clear Villages in Retaken District

Provincial council members from the district said the district fell to the Taliban due to lack of coordination among the Afghan National Defense and Security Forces and the public uprising forces. They warned that such a situation should not happen again.

"The Taliban always creates terror, disturbs people and targets people’s houses with rockets," said Moinuddin Siyal, police chief of Kapisa.

"The recent operation was effective and suppressed the enemy. The district was cleared of the enemy and now the security and defense forces have a full presence there," said Rohullah Ahmadzai, front man for Defense Ministry.

The reasons for the fall of Nijrab district to the Taliban, which occurred in the first week of July, have been discussed by residents and politicians.

A member of Parliament from Kapisa, Mir Haidar Afzali, said there is a need to boost coordination between the local forces and the security forces in the district.

"When districts are retaken, we have the challenge of keeping them. I hope we don’t face problems like in Nijrab," Afzali said.

Some sources said that Kamdish district in Nuristan has fallen to the Taliban, but the Defense Ministry said that the district is still under the control of Afghan forces.

"If Kamdish falls, all Nuristan will fall," said Qamar Bano, an MP from Nuristan.

"I think that our future will be bleak if the situation continues," said Faqir Mohammad Faqir, a former interior minister who served during Hafizullah Amin’s government.

The Defense Ministry said that at least 375 Taliban fighters were killed in Afghan forces operations in the last 24 hours. The Taliban has denied the claim.

Taliban militants overrun Khamab district in Jawzjan province

[KhaamaPress] The local officials in northern Jawzjan confirm the Talibs have overrun the Khamab district after hours of heavy shootout.

Provincial police chief Faqir Mohammad Jawzjani confirmed that the district was overrun at around 4am local time today.

Jawzjani further added that both the Talibs and the national defense and security forces personnel have suffered casualties during the festivities.

he said the exact number regarding the casualties inflicted on the security personnel and the Talibs have not been ascertained so far.

In the meantime, the security director of Jawzjan security commandment Abdul Hafiz Khashi said at least eight security personnel have bit the dust during the festivities and 3 others have sustained injuries.

He said the anti-government armed holy warriors have also sustained heavy casualties during the festivities but the exact number is not known yet as heavy festivities are still underway in the district.

Jawzjan has been among the relatively calm provinces in North of Afghanistan but the security situation of the province has tanked during the recent years.

Ismael, the district police chief said, “Fifty security force members have been surrounded by Taliban and if government does not send reinforcements, the security forces will be killed in the clashes,” adding that “so far ten security force members have been killed in the ongoing clashes.”

“Seven security force members have been captured by the Taliban and seven uprising forces joined the Taliban,” he added.

The Taliban have also confirmed the attack and claimed that “the district was completely captured” by Taliban fighters.

Taliban attack Afghan security forces in north, killing 37

KABUL, Afghanistan (AP) ‐ Taliban insurgents have launched separate attacks on Afghan security forces in the country's north, killing at least 37, provincial officials said Monday.

Mohammad Yusouf Ayubi, head of the provincial council in Kunduz province, said that at least 13 security forces were killed in an attack on a checkpoint they were manning in Dashti Archi district, with another 15 security forces wounded there. The firefight began late Sunday and continued into Monday morning.

Meanwhile in Jawzjan province, Provincial Police Chief Gen. Faqir Mohammad Jawzjani said the Taliban attacked Khamyab district from different directions, forcing Afghan forces to withdraw from the district headquarters to avoid civilian causalities.

"There was intense fighting and we didn't want civilian houses destroyed, or any civilian casualties," said Jawzjani. He said that at least eight policemen were killed and three other police were wounded. Seven Taliban were killed and eight were wounded during the gun battle, he added.

Taliban spokesman Zabihullah Mujahid claimed responsibility for the group for the attacks in Kunduz and Jawzjan provinces.

The Taliban also killed another 14 local Afghan policemen and pro-government militiamen in the Dara Suf district of Samangan province, provincial spokesman Sediq Azizi said, adding that six others were also wounded.

Amnesty under study for IS fighters in Afghanistan

[DAWN] MAZAR SHARIF: IS fighters who surrendered to Afghan forces this week in the northern province of Jawzjan may be granted amnesty despite accusations of atrocities including rape and murder, officials said.

Thousands of civilians fled the area in the districts of Darzab and Qush Tepa and many accused IS fighters of multiple atrocities, giving detailed accounts of women and maiden of tender yearss being taken from their families, raped and, in some cases, murdered.

However the front man for the Jawzjan provincial governor said the need to encourage Death Eater fighters to surrender was likely to mean that they would not face charges.

"There is an amnesty for the ISIS group that surrendered in Darzab district," Mohammad Reza Ghafouri, front man for the Jawzjan provincial governor, said, referring to IS.

"The group will not be presented to legal and judicial authorities because they are taking part in the grinding of the peace processor," he said, adding that people with complaints about individual IS members were free to take the matter up with the courts.

Government officials said it was the first time such large numbers of IS fighters had surrendered at once. Several women and kiddies, all related to the fighters, had also handed themselves to Afghan authorities.

"Any adversary of the government that joins the grinding of the peace processor has to be given amnesty because if they are taken before the judges, other adversaries who have reached an agreement with the government will go cold on it," Ghafouri said.

While pressure has been building for peace talks between the Western-backed government in Kabul and the Taliban, the local affiliate of IS, which has gained an unmatched reputation for brutality, has shown no signs of joining.

The Taliban, seeking to reimpose strict Islamic law after their 2001 ouster, also took credit for the surrender, saying they had cleared Jawzjan.

Defence Ministry front man Mohammad Radmanish said the military had done its duty and it was now for the government to decide the next step.

"As defenders of our people and country, our job is to fight our enemy until the battle ground. Now they have surrendered ... our job is done," he said.

Another official, Jawzjan security commander General Faqir Mohammad Jawzjani, said any IS fighter who had committed crimes against humanity would face justice and expressed scepticism about any reconciliation.

He said those fighters who surrendered to the government were Afghans, although imported muscle believed to be in the area may have been killed or captured by the Taliban.

"I am concerned and afraid that after surrendering, these people will commit more crimes because they are completely untrustworthy," he said.

French IS fighter among 8 killed in North of Afghanistan: MoD

[Khaama (Afghanistan)] The Ministry of Defense of Afghanistan says at least eight bully boyz including a French national apparently fighting in ISIS ranks have been killed in northern Jawzjan province of Afghanistan.

The source further added that the bad boyz were potted in Darab district of Jawzjan during a clearance operation.

No further details have been regarding the identity of the bully boyz killed during the operation but foreign nationals from Central Asian States and other countries are actively operating in ISIS ranks in this province.

Earlier, Darzab district administrative chief Mohammad Dawar has told the AFP that "A number" of Algerian and Frenchies entered the largely IS-controlled district of Darzab in northern Jowzjan province in November.

He said at least two women were among the arrivals, who were travelling with a translator from Tajikistan as well as Chechens and Uzbeks, Dawar added.

The woman was captured during a military operation in the northern province of Jowzjan ‐ an IS stronghold ‐ on Thursday night, several officials said.

It has been reported that French and Algerian fighters, some arriving from Syria, had joined the group’s Afghan franchise in the restive province.

The Defence Ministry confirmed that a "French holy warrior woman was among those detained". Six IS fighters were also killed, it said.

Afghan officials did not clarify how they identified the woman’s nationality. One official described her as "French speaking". They provided no further details about the woman or where she had come from.

Provincial police chief Faqir Mohammad Jawzjani said that US forces were also involved in Thursday’s operation.

"Four ISIS fighters were killed and one French woman... was also detained," Jawzjani said, using the Arabic acronym for IS.

He added that two other French IS fighters were killed in the province recently.

Jawzjani said Afghan and US forces took the woman into custody ‐ which was confirmed by the provincial governor’s front man Reza Ghafoori. Ghafoori said two Uzbek fighters had also been detained.Afghan and US special forces have ramped up air strikes and ground offensives against IS fighters in Jowzjan in recent months, which the Americans say have "disrupted" the group’s capacity to use imported muscle.

In January, Afghan forces caught the group’s "head controller of foreign forces". Two months later, his two successors were killed in a US air strike, a Resolute Support statement on Thursday said.

US and Afghan forces conducted a "nighttime raid" on Thursday in Mughul village in Darzab, the statement added. It made no mention of a French female fighter.

5 Taliban die in Jawzjan

At least five Taliban insurgents were killed in clashes with Afghan security forces in northern Jawzjan province on Wednesday night, local officials confirmed on Thursday.

In addition, four other insurgents were wounded.

The clash took place in Faizabad district of the province after the Taliban attacked police check posts. “The clash continued for nearly four hours,” provincial police chief, Gen. Faqir Mohammad Jawzjani said.
“Three security forces were also wounded in the clash,” Jawzjani said.

However, he did not provide more details about the incident.

The Taliban has not yet commented over the clash.

According to the local government officials, the senior Taliban Überstürmbannführer killed during the operation has been identified as Faqir Mohammad Khairkhwa who was killed during an operation on Friday.

The officials further added that another Taliban krazed killer was also critically maimed during the operation.

NDS rescue hostage in Balkh as captors demanded AFN 6 million ransom

[Khaama (Afghanistan)] The Afghan intelligence operatives rescued a hostage in northern Balkh province of Afghanistan as the captors demanded AFN 6 million in ransom for his release.

NDS further added that the hostage was released during an operation and was safely returned to his family.

Prisoners kill 3 policemen in Jawzjan

[Khaama (Afghanistan)] Three coppers have been killed by the prisoners in northern Jawzjan province.

Faqir Mohammad Jawzjani, police chief of Jawzjan province while confirming the report told Khaama Press that the incident took place during an inspection.

He said a delegation visited the prison for inspection but the prisoners believed the delegation is taking them to Pul-e-Charkhi prison in Kabul and attacked the delegation.

He said three coppers were killed during the attack and a number of the prisoners were maimed.

Rioting prison inmates in northern Afghanistan killed two coppers and set another on fire after taking them hostage Sunday, in a dramatic episode that left 20 others maimed before they attempted to escape, officials said.

The inmates attacked the police as they were conducting a search for knives, cellphones and other contraband in a prison in Shibirghan, the capital of Jawzjan, provincial police chief Faqir Mohammad Jawzjani told Agence La Belle France Presse.

"They first took three officers hostage and later killed two of them and mutilated their bodies," he said.

"They burned the third officer alive. He was taken to the hospital with around 75 percent of burns on his body and is in a very critical condition," Jawzjani said, adding that five officers were maimed trying to rescue their colleagues.

He said one prisoner was also killed and 15 were maimed after the prisoners tried to escape the compound.

Abdulhai Hayat, the head of Jawzjan's provincial council confirmed the details of the incident, and added that the local council and elders intervened to bring the crisis to an end.

"The situation is now calm, but the prisoners are on hunger strike," he said.

The prison compound holds around 800 inmates, both criminals and the Taliban from both Jawzjan and neighboring Sari Pul provinces.
