Troops kill 3 gunmen, detain 14 terror suspects in overnight Jenin raid – IDF

Three Palestinian gunmen were killed and 14 terror suspects were detained by Israeli troops during a counter-terrorism raid in the northern West Bank city of Jenin overnight, the Israel Defense Forces said Wednesday morning.

The IDF said the raid was carried out by the Duvdevan commando unit, the Kfir Brigade’s Haruv reconnaissance unit, and Border Police officers.

The Palestinian Authority health ministry only announced the death of one Palestinian, naming him as Arif Marwan Arif Ali, 25.

In addition to killing the gunmen and nabbing the suspects, the IDF said troops also seized weapons and located explosive devices planted under roads in Jenin.

The airstrike was carried out against a group of Palestinian gunmen who were shooting at the troops, according to the IDF.

It said several Palestinians were “hit” in the strike. Their conditions were not immediately known.

The military released footage showing the airstrike.

In other areas of the West Bank, 26 wanted Palestinians were detained in overnight operations, the IDF said.

The Israeli military has intensified its near-daily raids across the West Bank in the aftermath of Hamas’s October 7 attack, in operations aimed at dismantling Palestinian terror groups such as Hamas. Since October 7, Israeli troops have arrested more than 3,200 wanted Palestinians across the West Bank, including more than 1,350 affiliated with Hamas, according to security authorities.

The Palestinian Authority health ministry says that more than 400 West Bank Palestinians have been killed in that time.

Based on military estimates, the vast majority of those killed since October 7 were shot during clashes amid arrest raids, and many of them, according to data seen by The Times of Israel, were armed with either a firearm or an explosive device.

The IDF is aware of at least three cases of uninvolved Palestinians being killed by troops in recent months, and a handful of cases of settlers killing Palestinians, which are still under investigation.

ISIS vows to assassinate 21 Muslim clerics (!)

[ARA News] ISTANBUL – Under the banner of “Disbelief Leaders“, radical group of the Islamic State (ISIS) has revealed a list includes dozens of Muslim clerics who are active in Europe, US and Australia, threatening to assassinate them.

The list, which was published by the group’s Dabiq magazine in its latest edition, includes 21 people with diverse orientations, some of them are linked to the Muslim Brotherhood group, while others are linked to the Salafis and Sufis of the various Islamist doctrines.

The ISIS radical group stated in its official English-speaking online magazine Dabiq that the list includes the following names: Abu Basir Tartusi, Hamza Yusuf, Pierre Vogel (Abu Hamza), Suhaib Webb, Mohammed al-Yacoubi, and Hisham Qabbani, Yasser al-Qadi, Bilal Philips, Tawfiq Chawdari, Walid Bassiouni, Hakim Queik, Muhammad Abyari, Arif Ali Khan, Rashad Hussain, Keith Ellison, Hima Abidin, Muhammad Abdul Bari, Saeeda Wirasi, Waqar Azami, Sajid Jawid, and Ajmal Masrour.

Speaking to ARA News, Syrian journalist Kamal Ayyoub said: “The barbaric group has went bankrupt politically and militarily, especially after the US-led coalition forces intensified airstrikes on its command centers and financial resources, paralyzing its movements in both Syria and Iraq.”

“Daesh has been pushed back in many areas of its control across Syria and Iraq,” Ayyoub said, using an acronym for ISIS.

“Everything indicates that ISIS is ‘on the verge of collapse’,” he argued. “That’s why it keeps posing threats everywhere.”

The hardline group had carried out a series of assassination operations since its emergence, targeting rival clerics, media activists, civilians, rival military commanders and even its own militant leaders, according to observers.

On April 4, ISIS published a footage showing pictures from the Paris and Brussels attacks along with 9/11, threatening European capitals with deadly attacks. In a propaganda film called ‘Fight them, Allah will punish them by your hands’,” ISIS threated Western leaders. “If it was Paris yesterday, and today in Brussels, Allah knows where it will be tomorrow,’ an ISIS member said in English. ‘Maybe it will be in London or Berlin or Rome,’ the militant concluded.

Arif Ali, a police official told Dawn.com via telephone that around 10 to 15 armed bully boyz fired rockets and hurled hand-held bombs at the NATO tankers, parked outside a roadside hotel near Hub town in Lasbela district.

The tankers caught fire after the attack. "Even after two hours, flames of fire could be seen," Ali said. He said the fire had also engulfed the hotel and nearby shops.

Fire brigade was called from Hub city to extinguish the roaring flames of fire. "Fire fighters are making hectic efforts to put off the fire," said the police officer.

Exact number of oil tankers would only be ascertained once fire is completely extinguished, he added.

District Police Officer (DPO) Lasbela Ahmad Nawaz Cheema, while confirming the incident, contradicted the reports of firing and rocket attack saying no firing was heard in the area. He, however, did not rule out possibility of an IED blast.

The attackers drove off the scene after the strike. However,

there was no human loss since all drivers managed to escape unhurt from the site.

Police and personnel of other law enforcement agencies reached the spot and cordoned off the area to probe into the incident.

Militants have intensified attacks against NATO supplies. This incident has come two days after the bully boyz torched nine NATO oil tankers in Sorab area of Balochistan.

Report: Egypt's Muslim Brotherhood Infiltrated Obama Admin

[Arutz Sheva] Egyptian magazine claims that six Islamist activists who work with Obama are Moslem Brüderbund operatives.

An Egyptian magazine has claimed that six American Islamist activists who work with the B.O. regime are Moslem Brüderbund operatives who enjoy strong influence over U.S. policy.

The December 22 story was published in Egypt's Rose El-Youssef magazine and was translated into English for the Investigative Project on Terrorism (IPT).
That's Islamo-terror expert Steven Emerson's little project -- he's the one NPR blacklisted at the request of the American Arab Action Network.
The story suggests the six turned the White House "from a position hostile to Islamic groups and organizations in the world to the largest and most important supporter of the Moslem Brüderbund."

The story is largely unsourced, but its publication is considered significant in raising the issue to Egyptian readers, IPT said.
Egyptians also firmly believe they won the Yom Kippur War, and that Mossad has sharks with frickin' lasers on their heads cruising off Sharm el Sheikh, so their belief is not necessarily a confirmatory datum.

It represents all countries with substantial Moslem populations (as opposed to the Arab League, which excludes members not of the Master Race) except those which member countries block from joining. ; Salam al-Marayati, co-founder of the Mohammedan Public Affairs Council (MPAC); Imam Mohamed Magid, president of the Islamic Society of North America (ISNA); and Eboo Patel, a member of President B.O.'s Advisory Council on Faith-Based Neighborhood Partnerships.

Alikhan is a founder of the World Islamic Organization, which the magazine identifies as a Brotherhood "subsidiary." It suggests that Alikhan was responsible for the "file of Islamic states" in the White House and that he provides the direct link between the B.O. regime and the Arab Spring revolutions of 2011.

Elibiary, who has endorsed the ideas of radical Moslem Brüderbund luminary Sayyid Qutb, may have leaked secret materials contained in Department of Homeland Security databases, according to the magazine. He, however, denies having any connection with the Brotherhood.

Elibiary also played a role in defining the B.O. regime's counterterrorism strategy, and the magazine asserted that he wrote the speech Obama gave when he told former Egyptian President Hosni Mubarak

to leave power but offers no source or evidence for the claim.

According to Rose El-Youssef, Rashad Hussain maintained close ties with people and groups that it says comprise the Moslem Brüderbund network in America. This includes his participation in the June 2002 annual conference of the American Mohammedan Council, formerly headed by convicted terrorist financier Abdurahman Alamoudi.

He also participated in the organizing committee of the Critical Islamic Reflection along with important figures of the American Moslem Brüderbund such as Jamal Barzinji, Hisham al-Talib and Yaqub Mirza.

Regarding al-Marayati, who has been among the most influential Mohammedan American leaders in recent years, the magazine draws connections between MPAC in the international Moslem Brüderbund infrastructure.

Magid heads ISNA, which was founded by Brotherhood members, was appointed by Obama in 2011 as an adviser to the Department of Homeland Security. The magazine says that has also given speeches and conferences on American Middle East policy at the State Department and offered advice to the FBI.

Rose El-Youssef also said that Patel maintains a close relationship with Hani Ramadan, the grandson of Brotherhood founder Hasan al-Banna, and is a member of the Mohammedan Students Association, which it identifies as "a large Brotherhood organization."

Despite the fact that the Moslem Brüderbund regime in Egypt was voted into power on an anti-U.S. and anti-Israel platform, it is about to receive 20 F-16 fighter jets from the U.S.

The jets were ordered by Mubarak, but the Moslem Brüderbund will take over the inheritance.

The B.O. regime has also indicated its willingness to help Egypt relieve $1 billion of its debt, as part of an American and international assistance package intended to bolster its transition to democracy.

A video released last week showed that in 2010, current Islamist President Mohammed Morsi called to boycott products made in the United States because of its support for Israel. At the time he also rejected negotiations between Israel and the Paleostinian Authority and referred to Jews as "apes and pigs".

Previously exposed videos show that during his election campaign, Morsi reiterated that "Jihad is our path" and "the Koran is our constitution".

Sheikh Mohammed Badie, the supreme guide of the Moslem Brüderbund and the person who some say is the true president of Egypt, has called for a jihad (holy war) to liberate Jerusalem from Israeli rule.

Four killed, two DSPs injured in Lyari violence

Lyari has few schools, substandard hospitals, a poor water system, limited infrastructure, and broken roads. It is a stronghold of ruling Pakistan Peoples Party. Ubiquitous gang activity and a thriving narcotics industry make Lyari one of the most disturbed places in Karachi, which is really saying a lot....
remained under siege for a third consecutive day on Sunday with at least four more persons, including a policeman, killed in pitched battles between law-enforcement personnel and heavily armed gangsters.

The day-long violence also left several persons, including two DSPs and as many mediapersons, maimed.

Top leaders of the banned People's Amn Committee decided to become more vocal on Sunday as they contacted several mediapersons on their cellphones and also participated in some television talk shows through a remote video link.

In a related development, Inspector General of Sindh Mushtaq Shah put all other units of the crime investigation department (CID) under the direct command of CID SP Aslam Khan asking them to assist him in the ongoing Lyari operation.

Senior police officials claimed that they regained control of major areas in Lyari. However,

PAC leader Zafar Baloch contradicted the police claim, saying they had not been able to take control of even one inch of Lyari.

Some area residents told Dawn that gangsters such as Mullah Nisar and Tajdar alias Taju and their men were still in the area, busy attacking the police. Other gangsters, including Noor Muhammad alias Baba Ladla and Jabbar alias Jingu, were still holding their positions in their respective areas.

On Sunday, gunnies taking positions on rooftops targeted the police and mediapersons present at Cheel Chowk and at the same time a rocket was also fired, which resulted in injuries to coppers and some mediapersons. Eight people, including two cameramen of private television channels, were maimed in the attack.

The maimed were identified as Assistant Sub-Inspector Aleem Niazi, Constables Fayyaz Ahmed, Naveed, Imran, Sajid, cameramen Asif of Express television channel and Arif Ali of Dhoom television, and Kashif, a charity worker.

In Afshani Gali, a young man, identified as Asghar, was killed and his father, Yousuf, was maimed when they were hit by bullets fired from unknown directions.

DSP Abdul Razzak and DSP Nawaz were also maimed during an exchange of gunfire in the Nawalane area.

DSP Nasir Lodhi of the Special Police Group claimed that Sajid alias Gabber, a brother-in-law of Baba Ladla, was killed near Gabol Park. However,

the whereabouts of his body were not clear, he added.

In another attack, constables Kashif and Khalid and 18-year-old Ghazal were maimed near Nawalane. They were shifted to the Civil Hospital for treatment.

DSP Lodhi said the police faced massive resistance in Lyari and gangster used rockets, light machineguns, hand-grenades and an improvised rocket, invented by the Lyari gangsters.

Those wanted by the department are Noor Muhammad alias Baba Ladla, Jabbar alias Jingo, Umer Katchi, Tajdar alias Taju, Shahid MCB, Zafar Baloch, Uzair Jan Baloch and Habib Baloch.

Protest rallies

Residents of Lyari took out processions in protest against the police operation and demanded an immediate halt to it.

Protests were held in the Albela Signal, Mauripur Road, Gurumandir, Kalapul and Nishtar Road areas.

The protesters also set on fire flags of the Pakistain People's Party.

The Sindh police chief visited the Civil Hospital on Sunday evening. He said the police would rid Lyari of criminals in the next two to three days.

He said a number of beturbanned goons had been killed in the Lyari operation, but the gangsters were shifting their bodies in private ambulances.

Answering a question, he said the police were in touch with the Rangers and as part of a strategy the paramilitary force had not been called in. "We will seek their help when a need arises," he added.

Mr Khan said that today's rally is a sign of revolution in Pakistain and the rulers cannot stop this revolution.

He said that the biggest problem facing Pakistain is corruption which the PTI will strive to eradicate and install honest officers in key positions.

He further said that his party will resolve the issues of Pakistain including the electricity crisis and make it mandatory for politicians to declare their assets.

Khan also said that Pakistain is a rich country full of minerals but the corruption and bad governance turned it into a beggar state. He said that the rulers have sold their nation for dollars.

The venue for Khan's public meeting was bedecked with banners and hoardings showing portraits of the former cricketer and the founder of the nation Muhammad Ali Jinnah. He was due to apeak later.

Tehreek-e-Insaf Secretary General Arif Ali had said Khan "will make important announcements regarding the country's politics and future course of action."

"The wind of change of has started in the country and anyone coming in its way would be eliminated," Alvi said and added "Tehreek-e-Insaf wants the rule of people constitution and law in the country."

"It is going to be historic. We have our supporters and voters coming from Lahore and its suburban areas and the expected gathering would be over 100,000 people," Malik Zaheer Abbas Khokhar, a member of the party's organising committee said.

The party had expressed some concerns about inadequate security arrangements and blocking of the convoys coming from other cities.

"We have been reassured by the provincial police chief about the security of the gathering and smooth flow of traffic for our convoys," Khokhar told AFP.

Senior police official Ghulam Mahmood Dogar told news hounds that all steps had been taken to provide "fool-proof" security at the public meeting.

Around 2,000 Paks led by Khan demonstrated in Islamabad on Friday to demand an end to US drone strikes in the tribal areas, claiming they kill more innocent civilians than Taliban and Al-Qaeda leaders.

IHC asks police to register girl`s incest charge

[Dawn] Chief Justice Iqbal Hameedur Rehman of Islamabad High Court (IHC) on Wednesday set aside a lower court`s dismissal of a complaint of incest of a girl against her father and ordered the SHO Golra Police Station to register her complaint, probe the allegation and report to the court.

In passing the order on the petition of the 18-year-old girl NS, Justice Rehman said it was inappropriate to initiate an inquiry and conduct medical tests before registering the FIR.

Additional Sessions Judge Syed Wajahat Hasan had dismissed the same petition of NS on June 29, declaring the matter a family dispute.

SHO Golra Qasim Khan Niazi said he would register an FIR as directed by the IHC.

Police said NS had approached Golra Police Station on June 8 with her complaint of incest and murderous attempt by her father LA who was incarcerated. Since medical tests did not establish rape, he was tried for admitting to murderous intent and was sentenced to 15 days imprisonment, according to a police officer.

Advocate Arif Ali, counsel for the accused father LA, denied the charge levelled against his client and told the IHC single bench that LA had fixed the marriage of NS with the son of his brother but the girl was interested in someone else.

According to him, medical reports of the girl did not support her allegations while report of her DNA test was still awaited and therefore, the court may wait for the results before passing an order.

Deputy Attorney General Tariq Mehmood Jahangiri, who appeared on behalf of Islamabad Police and apprised the court of police inquiry, prayed for dismissal of the petition at an early stage.

Petitioner NS` counsel, Saeed Khursheed Ahmed Panuhan, however argued that police initiated the inquiry "without the orders of a competent authority".

Chief Justice Rehman observed that the matter was very serious in nature and must be dealt in accordance with the established principles of law.

Lawyer Panuhan also cast doubts on authenticity of DNA test by saying that police had sent "dubious samples" for the test which, in any case, should have been done after the registration of FIR.

LA twice raped his daughter NS and been trying to dodge the law by producing fake medical reports in the court that he was incapable of having sex, the lawyer alleged.

He also accused LA and his brother of issuing threats to his client and the area police of refusing to register her complaint.

There was sufficient incriminating material to connect the accused with the commission of offence under section 376 and 324 PPC, the lawyer argued.

Civil society activists attended the court proceedings to express sympathy with the girl petitioner.

After the proceedings, LA alleged to Dawn that his daughter fabricated the incest charge, with the rest of the family, after he caught her in an illicit relationship with a son-in-law of his with the initial `N`.

Actually N planned to get him killed, using his son, to inherit about 10 kanals of land that he owned in F-12 and F-13 sectors, LA charged.

Kerala CM's 'Muslim country ' remark triggers protests

Kerala Chief Minister V.S. Achuthanandan's statement that radical Popular Front of India (PFI) was aiming to convert the southern Indian state into a 'Muslim country', has evoked strong protests from various quarters. The Indian Union Muslim League (IUML), a partner of the Congress-led opposition United Democratic Front, termed his remark an insult to the entire Muslim community in the state.
"It is a besmirching without parallel!"
The Congress has described it politically motivated. The CM had reportedly made the statement at a press conference in New Delhi on Saturday in the wake of arrests of several PFI activists in connection with the chopping off of the hands of a college lecturer after he had prepared a question paper that allegedly carried a blasphemous question.

"Achuthanandan's charge that the PFI was trying to encourage youth from other communities to marry Muslim girls in order to increase the Muslim population in the state is the language of Hindutva man", IUML General Secretary, P.K. Kunhalikuty said.

He told reporters at Calicut on Sunday that he could reply to the chief minister in the same language. "We are maintaining restraint because we do not want to destroy the obvious communal harmony prevailing in the state", he added. He said that both the PFI and People's Democratic Party (PDP) led by Abdul Nasser Madhani had become a liability for the community. "Because of them, mosques and other Muslim institutions were being raided by the police".

"If the PFI was indulging in activities as alleged by Achuthanandan, then stringent action should be taken against them', he said, adding 'but, to accuse the community as a whole is in bad taste".

He pointed out that the CPM had aligned with such organisations in the last Assembly elections in order to weaken the IUML. "That way the CPM is responsible for promoting extremism in the state", Kunhalikutty said.

Jamaa-e-Islami chief Arif Ali has also expressed the fear that Achuthanandan's charge would weaken the effort from the community to isolate the extremist forces. He pointed out that the chief minister had talked like a Sangh Parivar spokesman.

Arif Alikhan, currently deputy mayor for the city of Los Angeles, was appointed as assistant secretary for the Office of Policy Development at the Department of Homeland Security.

Muslim Democrats welcome Alikhan’s appointment

At a banquet/fundraiser for the Islamic Shura Council of Southern California last weekend, the first speaker was Arif Alikhan (Deputy Mayor of Los Angeles - in charge of public safety for the city). He bid farewell, as he is going to take a post as Assistant Secretary at the Department of Homeland Security. Arif Alikhan is a devout Sunni and the son of Pakistani immigrants (here).

....speakers included Arif Ali Khan, the former Deputy Mayor of Los Angeles. He bid the attendees farewell as he prepared to leave the Los Angeles area for Washington, D. C. There he will serve as Assistant Secretary of the Department of Homeland Security (DHS).

Professor Agha Saeed of the American Muslim Task Force (AMT) spoke of the aftermath of 9/11 and the struggle of the Muslim Community against the pervasive atmosphere of Islamophobia and hatred. It was a struggle against the tide - a very strong tide - to prevent Muslims in America from being marginalized and silenced.

Professor Saeed ....issued five demands from Muslims to the Department of Justice. These demands included a cessation to the infiltration by spies of mosques and an end to the introduction of agents provocateur. In addition there was to be a cessation of attempts to undermine Muslim groups such as the Council on American Islamic Relations (CAIR).

Why Alikhan? DHS Secretary Janet Napolitano noted Alikhan’s “broad and impressive array of experience in national security, emergency preparedness and counterterrorism.” I am not sure what she is talking about (neither is she, I am sure.)

Arif Alikhan was appointed Deputy Mayor of LA - picked from relative obscurity.

He began his career seven years ago, when he took a job with the Department of Justice hunting down computer hackers, crooks who were selling merchandise on Ebay at rock-bottom prices. In his former position as an assistant US attorney, Alikhan consistently did his work accurately and silently, never producing any headlines. But then he suddenly became one of the most important men in Los Angeles, America's second-largest city after New York.

He took the position of Deputy Mayor in November 2006. The year that the Congress went Democrat and history and America took a disastrous turn. How does an obscure bureaucrat a and devout Muslim come to the position of Deputy Mayor of Los Angeles - in charge of public safety for the city? And now Assistant Secretary to DHS?

Back in 2007, Alikhan was instrumental in removing the Muslim terror tracking plan in LA.

The controversial Muslim 'Mapping' Plan of the Los Angeles Police Department is now "dead on arrival" according to Chief William Bratton.
"It is over and not just put on the side," said Chief Bratton in a meeting with the Muslim leadership of Southern California on Thursday, November 15th. The meeting was moderated by Deputy Mayor of Los Angeles, Arif Alikhan and attended by Deputy Chief Mike Downing.

Chief Bratton acknowledged the hurt and offense caused to Muslims and agreed to send a letter to the Muslim community announcing the official termination of the 'mapping' plan.

A major reason for the termination of the 'mapping' plan was the Muslim community's vociferous opposition and active civic engagement in making themselves heard beyond Los Angeles. Muslim organizations demonstrated a strong unity of purpose and message on the issue of 'mapping' that led to a position of strength for Muslims in the meeting. Those involved in the initial phases of this controversy were the Islamic Shura Council of Southern California, the Council on American-Islamic Relations, the Muslim Public Affairs Council, and Muslim Advocates.

Today, the people of Los Angeles spoke and the City of Los Angeles listened to the collective voice for justice and civil rights.

Bail granted to 11 JD activists

[The News (Pak)] A division bench of the Lahore High Court on Wednesday granted bail to 11 activists of the Jamaatud Dawa, who were in jail since the UN imposed sanctions on the JD. Abdul Shakoor, Muhammad Hanif and others were arrested from Bahawalnagar under anti-terrorism act.
But a bit of time's gone by, attention spans have waned, and they can be safely sprung now.
During the course of hearing, Deputy Prosecutor General Chaudhry Jamshed argued that the JD was a banned organisation but its activists continued collecting funds, distributing religious literature and doing other activities.

At this, accused-petitioner's counsel Irshadullah Chatta stated that there was no notification regarding the ban on JD. He argued that an organisation could not be banned until a notification under Section 11 B was issued.

He said the government had already admitted in the Hafiz Saeed case that it had no substantial evidence against the Jamaatud Dawa. The bench comprising Chief Justice Khawaja Muhammad Sharif and Justice Ijaz Ahmad Chaudhry after hearing the arguments granted them bail against surety bonds of Rs 100,000 each. The released JD activists included Muhammad Siddiq, Abbas Dogar, Saeed Amir, Arif Ali, Muhammad Akram, Dr. Muhammad Iqbal, Master Abdul Shakoor and Muhammad Anwar.

Flamboyant weapons dealer sentenced to 12 years in jail

DUBAI — Arif Ali Durrani, the flamboyant Pakistani arms dealer convicted of conspiring to smuggle military aircraft components to the Middle East has been sentenced to 12 and a half years in jail. Durrani, 56, who ran his international arms business from the Mexican resort town of Rosarita, was convicted in March this year by a US court of illegally exporting restricted weapons components from America to the UAE, Malaysia and Belgium. US District Court Judge Larry A. Burns also sentenced Durrani to three years probation and ordered that he be deported from the US once he has completed his sentence.

The court in San Diego, California heard that Durrani conspired with two Southern California arms dealers to illegally export millions of dollars in military aircraft parts, some of which were destined for Iran. Illegal exports included temperature control amplifiers for the General Electric J85 turbine engine used on the F-5 fighter and other military aircraft; an afterburner hydraulic actuator for the J85 engine; and 1st Stage Turbine Nozzles for the Honeywell T55 engine used on the Chinook military helicopter.

Durrani had a previous conviction for weapons export offences in the US. In 1987 he illegally exported HAWK missile system components and, after serving his criminal sentence, was deported from the US. Ultimately, he took up residence in Rosarito Beach and from there began orchestrating his illegal export business from Mexico.

On June 12, 2005, Mexican law enforcement officials arrested Durrani for being in Mexico illegally. Days later, Durrani was being deported by Mexican authorities to his native Pakistan when ICE agents met his connecting flight in Los Angeles. Upon his arrival, ICE agents arrested Durrani.

Durrani’s co-conspirators, retired Navy officer George Budenz, 60, and Richard Tobey, 38, both previously pleaded guilty in federal court to violating the Arms Control Export Act and are awaiting sentencing.Durrani’s sentencing was the final act in a 12 year investigation run by US Immigration and Customs Enforcement (ICE). “By vigilantly pursuing illegal arms dealers, particularly those with a history of selling US military hardware to state sponsors of terrorism, ICE is helping to keep sensitive technology from falling into the wrong hands,” said Mike Unzueta, special agent in charge for the ICE office of investigations in San Diego. “Durrani is clearly an enemy of the United States and the sentencing judge saw that too.”

Iran raises efforts to illegally obtain US arms tech

The Iranian government has intensified efforts to illegally obtain weapons technology from the United States, contracting with dealers across the country for spare parts to maintain its aging American-made air force planes, its missile forces and its alleged nuclear weapons program, according to federal law enforcement authorities.

Over the past two years, arms dealers have exported or attempted to export to Iran experimental aircraft; machines used for measuring the strength of steel, which is critical in the development of nuclear weapons; assembly kits for F-14 Tomcat fighter jets; and a range of components used in missile systems and fighter-jet engines.

"Iran's weapons acquisition program is becoming more organized," said Stephen Bogni, acting chief of the Arms and Strategic Technology Investigations Unit of U.S. Immigration and Customs Enforcement (ICE). "They are looking for more varied and sophisticated technology. Night-vision equipment, unmanned aircraft, missile technology" and weapons of mass destruction.

Federal agents say that as tensions increase over Tehran's alleged nuclear weapons program, so does the concern that Iran might strike at U.S. forces and personnel stationed in Iraq and other countries if the United States or its allies take military action against that program. In recent weeks, Tehran has announced new weapons systems, including missiles it claims to be invisible to radar and torpedoes too fast to be avoided, although U.S. experts have questioned Iran's assertions about its capabilities.

The Bush administration says it is committed to a diplomatic solution to address its concerns that Iran is trying to develop nuclear weapons. Iran contends that it wants only to generate electricity. But, in recent months, it has flouted U.N. Security Council demands that it abandon key parts of its program, and, last week, it announced that it had successfully enriched uranium.

Calls for comment to the Iranian Mission to the United Nations were not returned.

"Most of the material the Iranians are seeking is aging technology, but it's technology that could still hurt the United States and its allies today," said Serge Duarte, acting special agent in charge of ICE investigations in San Diego. That city and Los Angeles are believed to be the two centers of the illicit Iranian weapons trade.

In the 1960s and '70s, the United States sold some of its most advanced weapons systems to Iran, when it was led by Shah Mohammad Reza Pahlavi. Iran's air force received F-14 Tomcats, F-5 Tigers, F-4 Phantoms, C-130 transport planes and helicopters manufactured by Bell, Boeing and Sikorsky. U.S. sales ended with the 1979 Iranian revolution. Iran's war with Iraq from 1980 to 1988 helped deplete Iran's forces. U.S. contacts with Iran were further restricted in 1995 when President Bill Clinton signed an order effectively prohibiting almost all trade and investment between the two countries.

Since that time, businesses with ties to Iran have been on a hunt in the United States for anything that can keep Iran's military machine moving, federal agents said. Since 2002, there have been 17 major cases involving the illegal shipment of weapons technology to Iran, outpacing the 15 cases involving China, the other main nation seeking U.S. military goods, according to data provided by the Department of Homeland Security. Since 2000, the U.S. government has instituted 800 export investigations involving Iran.

Although arms dealers work nationwide, many of the Iranian cases have connections to Southern California, which remains a center for aeronautics and is home to the biggest concentration of Iranians outside of Tehran. Some neighborhoods of Los Angeles, such as Brentwood on the west side and parts of the San Fernando Valley, are jokingly referred to as "Irangeles."

Federal agents said the main method for obtaining U.S. technology is not through espionage but through simple business deals. "We're not talking about 007 running around trying to steal these parts," Bogni said. "We're talking about the Iranian government putting out shopping lists to brokers and greedy businessmen."

Two recent cases illustrate the challenges facing federal agents.

ICE agents on March 16 arrested Mohammad Fazeli, an American of Iranian descent, after he allegedly tried to export a box of pressure sensors to Iran via the United Arab Emirates. The small sensors, manufactured by Honeywell, are normally used in black-box, data-recording devices for aircraft. Federal agents said they can also be used in bombs and missile-guidance systems.

Fazeli was captured as he allegedly sought to mail the package out of the United States.

"It's not illegal to possess these parts. It's only illegal to export them. That's the challenge," said Louis Rodi III, chief of ICE's national security unit in Los Angeles. "Arms dealers take possession of the products here and then ship them themselves. So we have to be on them like a glove."

Bogni said many weapons dealers are still not aware of U.S. regulations prohibiting the export of controlled technology. Thus, since fall 2002, ICE agents have conducted 12,500 seminars with U.S. weapons manufacturers and exporters.

A day after Fazeli was arrested, another man, Arif Ali Durrani, a Pakistani, was convicted in federal court in San Diego on five counts involving the illegal export of fighter-jet components to Iran.

Durrani was indicted for selling, among other things, nozzles for engines used in the F-5s, the workhorses of the Iranian air force. David Pinchetti, an agent with the Pentagon's Defense Criminal Investigative Service who worked on the case, said Durrani purchased the nozzles for $1,500 apiece and sold them to Iranian Aircraft Industries Co. for $48,000 each.

Of interest to federal authorities since the 1980s, Durrani was a flamboyant dealmaker with a house in California valued at $2.5 million and a fleet of fine cars, on both the West and East coasts, according to Steven Arruda, a former ICE agent. Durrani once showed up in a Porsche to receive delivery of a helicopter part from a manufacturer in Connecticut. When the crate would not fit in his car, he junked the crate and threw the part in the back of his roadster, taking it directly to a freight forwarder at Kennedy International Airport, Arruda said.

Durrani was arrested in 1986 for illegally exporting Hawk missile parts to Iran. A few weeks later, while Durrani was in jail awaiting trial, the Iran-contra scandal broke, revealing that Reagan administration officials had approved weapons sales to Iran and were using the proceeds to fund guerrillas fighting the leftist government in Nicaragua.

Durrani's defense contended that he had been working for the U.S. government. The jury convicted him anyway in April 1987, and he was sentenced to 10 years in prison.

Durrani left the United States in the late 1990s for France and then resurfaced in a Mexican beach community near the U.S. border, where his U.S.-born wife opened a Mexican restaurant and he started a furniture factory. Durrani also resumed his weapons technology business, using two partners in the United States to buy and ship products wanted by Iran's air force, federal agents said.

On June 15, in the middle of the U.S. investigation of Durrani, the Mexican government deported him to Pakistan, federal agents said. Acting on a tip, they met his plane, which was going through Los Angeles, and arrested him. Durrani's two co-conspirators subsequently pleaded guilty to violating U.S. arms export guidelines. Durrani, who was found guilty by a federal jury of those charges, is scheduled to be sentenced in June and could face 45 years in prison.

Durrani's attorney, Moe Nadim, vowed to appeal the verdict.
