The national security meeting, chaired by Chairman Joint Chiefs of Staff Committee Gen Nadeem Raza, was attended by all three services chiefs — Chief of Army Staff Gen Qamar Javed Bajwa, Chief of Naval Staff Admiral Muhammad Amjad Khan Niazi and Chief of Air Staff Air Chief Marshal Zaheer Ahmed Baber Sidhu —, ISI Director General Lt Gen Nadeem Anjum, Beautiful Downtown Peshawar

Though the meeting carried the impression of a Joint Chiefs of Staff Committee session, it wasn’t one. A JCSC meeting would normally include the director general of Strategic Plans Division, and secretaries of ministries of defence and defence production, but none of them were there.

It was the first of such meetings, involving all the armed services, since the army-led talks with the turbans in Afghanistan assumed a public profile with briefings for politicians and the Parliamentary Committee on National Security on the issue by the army top brass.

The participants, the ISPR said, resolved to respond to "entire spectrum of threats" in accordance with the "comprehensive security strategy".

It apparently means that the approach would go beyond the usual ’kinetic strategy’ — an apparent reference to the peace talks.

The military leadership had told the politicianship at the earlier briefings that it wanted to give peace a chance, but would respond with full force if the TTP did not abide by the agreement that may be eventually concluded.

The meeting noted its "complete satisfaction" and "full confidence" in the readiness of all the three services.

The participants, the ISPR said, while reaffirming the resolve of the armed forces to befittingly respond to the threats, "lauded the sacrifices of security agencies in the fight against terrorism".

Two suspects get bail in terrorism case

High Court has granted bail to two former ’missing’ persons, who were convicted by the administration of Khyber tribal district for waging war against the state by joining a banned turban outfit.

In one of the two cases, a bench consisting of Chief Justice Waqar Ahmad Seth and Justice Mohammad Ayub Khan granted bail to Amjad Khan of Bara tehsil in Khyber district on the condition of furnishing two surety bonds of Rs500,000 each.

The convict has moved the court challenging his conviction by an assistant political agent under the erstwhile Frontier Crimes Regulation (FCR) in 2018. He sought bail as interim relief until the conclusion of hearing.

Also, another high court bench consisting of Justice Mussarat Hilali and Justice Ishtiaq Ibrahim granted bail to Akhtar Nawaz of Bara asking him to furnish two surety bonds of Rs500,000 each.

The convict has challenged his conviction by an APA Bara through a petition.

Shabbir Hussain Gigyani, lawyer for the petitioners in both cases, said his clients were illegally detained for many years before they were handed over the administration by security forces.

He said the APA had conducted the ’so-called’ trial under Section 11 of the FCR and sentenced Amjad Khan to 14 years imprisonment under sections 121 and 122 of the Pakistain Penal Code, which dealt with the waging of war against the state.

The lawyer said the APA had pronounced the order on Oct 13, 2018, and by that time, the FCR was repealed through the Fata Interim Governance Regulation (FIGR) and therefore, the APA had no authority to convict a person under the abolished law.

He said the APA had acknowledged in its order that the petitioner was taken into custody by security forces in 2011 over his alleged connection with the banned Tehrik-e-Taliban

The lawyer said his client didn’t undergo a fair trial and had remained in illegal detention for many years.

He said after the merger of Fata with Khyber-Pakhtunkhwa through the Constitution (Twenty Fifth Amendment) Act, 2018, there was a legal vacuum in tribal districts as no appellate forum was available there for the petitioner to get relief and therefore, he had moved the high court.

The lawyer said his other client, Akhtar Nawaz, was taken into custody by security forces in 2014 on the charge of links with the TTP and waging of war against the state.

He said the petitioner had remained missing before he was handed over to the administration in 2017.

The lawyer said a ’so-called’ council of elders was constituted under Section 11 of the FCR and that his client was convicted by the APA.

He added that the petitioner was sentenced to 14 years imprisonment though there existed no evidence of his involvement in the said offence.

The lawyer wondered how a person could illegally detained for many years before being tried on ’vague and ambiguous’ charges.

2 die in IED blast in Mohmand Agency

Officials said that Malik Ayaz Khan, along with his three security guards, was on his way to Ziarat Masood area at Safi tehsil from his home. When he reached Ziarat road, an IED, planted by suspected Taliban insurgents, went off at 8:30am.

As a result of the blast, security guards, Ibrahim Khan, Amjad Khan and Siraj Khan, were seriously injured. Malak Ayaz, however, escaped unhurt.

The injured guards were taken to a hospital in Nawagai area of Bajaur Agency where Amjad and Siraj died.

Confirming the report, Tehsildar Miraj Khan said that soon after the blast, security personnel conducted a search operation in adjoining areas but no arrest was made till late in the night.

The Taliban have intensified attacks on security forces and former peace committee members in the area.

A week ago security forces warned tribesmen in a grand jirga to ensure law and order in their respective areas or stern action will be taken against them.

The Taliban have warned tribesmen through pamphlets distributed in Khakh bazaar in Safi tehsil not to cooperate with the government and security personnel or be ready to face consequences.

The security forces have shut down Khakh bazaar for the last five days because of growing incidents of IED blasts and attacks on security forces and pro-government tribal elders.

Man killed, trader injured in Turbat

QUETTA: Unidentified armed men shot dead a man and injured a shopkeeper in Turbat, Balochistan. Police informed on Sunday that the Amjad Khan, a resident of Turbat, was on his way home when armed assailants opened fire at him and killed him on the spot.

Meanwhile, a shopkeeper namely Saghar also received wounds during firing. The body and the injured were rushed to nearby hospital where the body of the deceased was handed over to the heirs after legal formalities. Police registered a case and started investigation.

4 TTP militants killed in Karachi 'encounter'

[DAWN] The city chief of the banned Tehrik-e-Taliban Pakistain (TTP) was among four suspected murderous Moslems rubbed out in an alleged encounter with police and Rangers here on Monday.

The encounter took place after contingents of police and Rangers cordoned off an alleged hideout of the murderous Moslems in Surjani Town's Sector 10.

Senior Superintendent of Police Azfar Mahesar said: "We had received secret information that the murderous Moslems were planning to attack five important places and persons, including blowing up the Manghopir cop shoppe."

Police claimed to have seized a suicide jacket, two grenades and four pistols from the place. Mr Mahesar said that a constable, Usman, was injured in the clash.A Rangers front man said two personnel of the force were also injured.

According to officials, Tariq Khan alias Chota Abid, said to be chief of the Tehrik-e-Taliban Pakistain's Khan Sajna group in Karachi, was killed along with his deputy Rehmanuddin alias Lala, Amjad Khan and Sardar Rab Khan.

ASWJ activist killed, three wounded

Two passers-by, including a 40-year-old woman, also received gunshot wounds in the attack.

The ASWJ took out a huge rally on M.A. Jinnah Road to mark the death anniversary of Hazrat Abu Bakar on Wednesday.

An official at the Soldier Bazaar cop shoppe said that the ASWJ had organised a march in Lasbella to observe 'Hazrat Abu Bakr Day'. After the march, the activists were returning home when four suspects riding two cycle of violences opened fire on them on Nishter Road near Zeenat Mahal, leaving four persons maimed. They were taken to the Civil Hospital Bloody Karachi

The ASWJ spokesperson said that the firing incident occured after their rally had ended. He said the dear departed was an activist of their group in Hazara Colony of Lyari. He added that Tayab was also their worker. He said that rivals attacked the ASWJ workers.

Karachi tense as eleven more killed in violence

[Pak Daily Times] A leader of the Majlis Wahdat-e-Mohammedaneen (MWM) and three members of Tableeghi Jamaat were among 11 people killed in separate incidents of murder in the city on Tuesday.

MWM Deputy Secretary General Maulana Deedar Ali Jalbani and his security guard Sarfaraz Ali were bumped off in a targeted attack near NED University within the jurisdiction of Mobina Town Police Station.

SHO Jamal Leghari said that Maulana Jalbani and Sarfaraz Ali were on their way to MWM office in Ancholi Society when six gunnies riding three cycle of violences intercepted their car and opened fire. Maulana Jalbani and his guard died in the attack.

Their bodies were taken to Abbasi Shaheed Hospital for an appointment with Dr. Quincy and then to Ancholi Society.

Maulana Jalbani had contested elections from PS-126 as a candidate of MWM. He was also prayer leader at the Jamia Masjid Hussaini in Ayub Goth.

The killing sparked tensions in parts of the city, particularly in Shai-dominated areas such as Ancholi Society, Rizvia Society, Ayub Goth, Jaffar Tayyar Society in Malir and Abbas Town. Angry mobs staged protests and shouted slogans against the incident.

The MWM has announced three days of mourning to protest its leader's killing.

Separately, a scout of Payam-e-Wilayat was rubbed out near Singer Chowrangi within the vicinity of Sharafi Goth Police Station.

Police said the dear departed, identified as Syed Zakir Hussain, worked at a garment factory. Police added the victim was waiting for a bus on road when unidentified gunnies, riding a cycle of violence, shot him dead and fled. Police said Hussain was presumably killed over sectarian rifts.

Also on Tuesday, three members of the Tableeghi Jamaat were rubbed out and two others maimed in a targeted attacked in North Nazimabad.

Police said the victims were returning from Madni Masjid after delivering a sermon when three gunnies on a cycle of violence opened fire on them.

SP Muhammad Akhtar said Maulana Abdul Majeed, Omar Khitab and Salman died in the attack while Qari Hanif was among the injured.

A man was also found dead in an empty plot in Sector 7-A, Baldia Twon on Tuesday.

Police said the dear departed, identified as Amjad Khan, worked at a factory. He was tortured to death after being kidnapped by unidentified persons, police said.

In another targeted attacked, gunnies killed four suspected members of Tehrik-e-Taliban Pakistain (TTP) and injured another near Sarina Shopping Centre, within the precincts of Shahrah-e-Noorjahan Police Station.

Police said that unidentified armed motorcyclists sprayed bullets on a vehicle, killing Mushtaq Mahmond and his guards Jamshed Mehsud, Zar Khan Mehsud and Mujahid Mehsud. Shair Zaman Mehsud was injured in the attack.

According to reports, the dear departed and injured were residents of Kunwari Colony and hailed from Wazoo.

DSP Iftakhar Lohdi said that Mushtaq Mahmond ran four to five water hydrants in the city and was "associated with TTP Karachi network".

Tuesday's killings followed another day of violence in Karachi as five people, a doctor and a political worker among them, were rubbed out in separate incidents of murder in different parts of the metropolis on Monday.

Woman among three shot dead for honour

[Dawn] NOWSHERA: Two men and a woman were rubbed out for 'honour' here on Saturday.

A police official said Zeenat Khan and her father-in-law Wali Mohammad were rubbed out by the woman's brother Javed Khan with the help of his uncle when the dear departed were sleeping in their home late on Friday night.

Sources said Zeenat Khan had married Amjad Khan in a local court about two years ago and lived in Umer Abad. The bodies were taken to the district hospital for post-mortem.

Amjad Khan filed an FIR against Javed Khan and his uncle at the Akora Khattak cop shoppe for murder of his wife and father.

Police said the unidentified Afghan was accused of forcibly taking Shabeena Naz, daughter of Abdul Rasheed, to Afghanistan. They said it appeared that brothers of Ms Naz had killed the man as they were missing from their home.

Rehman visited Mansoora- the JI headquarters in Lahore- to invite the JI leadership at the All Parties Conference (APC) scheduled for Feb 28 in Islamabad.

Speaking to media representatives, Syed Munawar Hassan said the prevailing law and order situation called for a decisive dialogue with the Pak Taliban for restoration of peace. He said the government's attitude of ignoring the offer of Tehrik-e-Taliban Pakistain (TTP) and taking it as a sign of weakness was the worst example of indifference.

The JI chief said the federal as well as the provincial governments have failed to discharge their duties, therefore, the national leadership should step forward for restoration of peace in the country.

He said the country was facing terrorism and lawlessness, adding the whole nation wanted to get rid of terrorism at the earliest. The menace of terrorism had also given rise to the problems of price hike, energy crisis, unemployment and more, he said.

Hassan appreciated Fazlur Rehman's peace efforts and accepted the Islamabad moot invitation.

To a question, he said the JI had recommended the name of justice (retd) Nasir Aslam Zahid as caretaker prime minister and added that now it was for Leader of the Opposition in NA Chaudhry Nisar Ali Khan to meet the prime minister and ensure the formation of caretaker setup.

Speaking on the occasion, Maulana Fazlur Rehman informed that the FATA tribes have formed a "Grand Jirga" for restoration of peace, and the Jirga had expressed the desire to meet national leaders for putting forth their proposals.
