From jihadi group to gov’t, cont’d: New regime HTS in Syria said to appoint some foreign Islamist fighters to military
2024-12-31
[IsraelTimes] Prominent Uighur, Jordanian, and Turkish foreign fighters given military ranks, as Islamist rebel group at core of de facto new government in Syria arranges formal armed forces

Syria’s new rulers have installed some imported muscle including Uighurs, a Jordanian, and a Turk in the country’s armed forces, as Damascus tries to shape a patchwork of rebel groups into a professional military, two Syrian sources said.

The move to give official roles, including senior ones, to several jihadists may alarm some foreign governments and Syrian citizens fearful about the new administration’s intentions, despite its pledges not to export Islamic revolution and to rule with tolerance toward Syria’s large minority groups.

A Syrian government spokesperson did not reply to a request for comment on the thinking behind the appointments.

The sources said that out of a total of almost 50 military roles announced by the Defense Ministry on Sunday, at least six had gone to foreigners.

Rooters was not able to independently verify the nationalities of the individuals appointed.

Thousands of Sunni Moslem foreigners joined Syria’s rebels early in the 13-year civil war to fight against the rule of Bashir Pencilneck al-Assad
One of the last of the old-fashioned hereditary iron-fisted fascist dictators...
and the Iran-backed Shiite militias that supported him. Some imported muscle formed their own gangs while others joined established formations such as Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that they were al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're really very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear western pols talk they're not really Moslems....
as it rampaged across Iraq and Syria, briefly declaring a so-called caliphate before being routed by US and Iran-backed forces.

Other groups of foreign jihadists joined Islamist group Hayat Tahrir al-Sham, formerly al-Nusra, before that it was called something else
...al-Qaeda's Syrian affiliate, from which sprang the Islamic State...
(HTS), which disavowed previous links to al-Qaeda and Islamic State and fought bloody battles against them before going on to spearhead the lightning advance that toppled Assad on December 8.

Ahmed al-Sharaa, the HTS-leader-turned de facto ruler of Syria, has purged dozens of foreign jihadi fighters as part of a campaign to Syrianize and moderate his group.

In remarks broadcast on Sunday, Sharaa said the new Syria "cannot be run by the mentality of groups and militias."

Syria’s new rulers, drawn mainly from HTS, have indicated that imported muscle and their families may be given Syrian citizenship and be allowed to stay in the country because of their contributions to the fight against Assad.

The Defense Ministry on Sunday announced 49 appointments to the army that included leaders of key Syrian armed factions. Among them were several imported muscle, three given the rank of brigadier-general and at least three others the rank of colonel, a Syrian military source said.

’TOKEN OF RECOGNITION’
"This is a small token of recognition for the sacrifices Islamist jihadists gave to our struggle for freedom from Assad’s oppression," an HTS source told Rooters.

Chinese Uighur Abdulaziz Dawood Khudaberdi, also known as Zahid and the commander of the separatist Turkistan Islamic Party’s (TIP) forces in Syria, was appointed a brigadier-general, a TIP statement said and the Syrian military source confirmed.

Two other Uighur fighters, Mawlan Tarsoun Abdussamad and Abdulsalam Yasin Ahmad, were given the rank of colonel, said the TIP statement published on its website, congratulating them and the Uighur community on the appointments.

All the names appear in Sunday’s Defense Ministry announcement, though the nationalities are not included.

The TIP is thought to have hundreds of fighters in Syria and aims to establish an Islamic State in parts of China and central Asia, where there is a large Uighur Moslem population.

Rights groups accuse Beijing of widespread abuses of Uighurs, a mainly Moslem ethnic minority that numbers around 10 million in the western region of Xinjiang, including the mass use of forced labor in camps. Beijing denies any abuses.

There was no immediate comment from the Chinese foreign ministry.

China labels the TIP a terrorist organization responsible for plots to attack overseas Chinese targets. Beijing has said TIP "gravely threatens" China’s interests and security overseas and that combating the group was China’s "core concern" in its counter-terrorism effort.

Ottoman Turkish citizen Omar Mohammed Jaftashi and Jordanian citizen Abdul Rahman Hussein al-Khatib were also made brigadier-generals, the Syrian military source and the HTS source said.

Abdul Jashari, an ethnically Albanian fighter also known as Abu Qatada al-Albani, was appointed colonel, the military source said. Jashari heads the Albanian jihadist group Xhemati Alban and was designated a terrorist by the US Treasury in 2016.

Egyptian Alaa Mohammed Abdel-Baqi was also given a military rank, the source said.

Egypt’s foreign ministry did not immediately respond to a request for comment.

Xhemati Alban: Albanian Snipers in Syria
December 8, 2024
Excerpted from a much longer post witht he usual Grey Dynamics information.
[GreyDynamics] Xhemati Alban is a Sunni jihadist militant group operating in the Idlib Governorate in Syria. Garnering attention for its formidable “sniper squad”, they have been active in spreading propaganda detailing the unit’s exploits. Linked to Hay’at Tahrir al-Sham (HTS) they have been involved in several operations together. Comprised of ethnic Albanians from Kosovo and North Macedonia, the group’s current membership numbers are unknown but believed to not exceed two dozen members. Despite claiming establishment in 2012, the group’s earliest piece of propaganda dates back to 2017.

The group’s fighters are relatively unadorned when compared to contemporary modern fighting forces and their propaganda pieces are usually without patches of any kind. However, the group does have one patch of note which is that of Albanian Tactical which is a further subgroup within Xhemati Alban. Albanian Tactical offers tactical training in line with other mercenary or contract organisations in the region such as Yurtugh Tactical and Muhojir Tactical. This has allowed them to frame themselves as a contract enterprise and not simply a militia/terror group.

Xhemati Alban, which translates to “Albanian Group,” comprises ethnic Albanians from Kosovo, Albania, Macedonia, and the Presovo Valley in Serbia. Although the group claims to have originated in 2012, reports indicate that its active operations began around 2017, coinciding with its involvement in conflicts such as those in Ras al-Ayn, Abu al-Duhur Airbase, and Jisr al-Shughur.

Under the leadership of Abu Qatada al-Albani (Abdul Jashari), born in 1976 in Skopje, North Macedonia, the group appointed its military leader, as designated by former Jabhat al-Nusra leader, Abu Mohammad al-Jolani in 2014. Al-Albani’s association with Jabhat al-Nusra led to his inclusion in the U.S. Department of Treasury’s Specially Designated Nationals and Blocked Persons List in late 2016. Notably, al-Albani also serves as a close military advisor to the leader of Hay’at Tahrir al-Sham (HTS).

HTS appoints Maysaa Sabrine to lead central bank, first woman to hold position
[IsraelTimes] Syria’s new rulers have appointed Maysaa Sabrine, formerly a deputy governor of the Syrian central bank, to lead the institution, a senior Syrian official says.

Sabrine does not immediately respond to a request for comment.

She will be the first woman to lead the institution in its more than 70-year history, replacing Mohammed Issam Hazime who was appointed governor in 2021 by now-toppled president Bashar al-Assad.

3 ISIS Turbans executed in Anbar

Qaim (IraqiNews.com) Islamic State militants executed three young men accusing them of collaboration with security forces, a security source said Friday as the province anticipates imminent military offensives to eliminate the extremist group.

The source told Alghad Press that the three young people were executed in the center of the town of al-Qaim, but did not give details of the method the execution.

Islamic State militants have systematically executed civilians fleeing areas they had taken over since 2014. Many other civilians were also executed for contacting security forces. Recent reports from Anbar have also said that the militants had forcibly recruited young people to fight for the group.

ISIS preachers, families flees Kirkuk

Kirkuk (IraqiNews.com) Three Islamic State prominent preachers escaped from the group’s haven in southwestern Kirkuk to unknown destination along with their families, a local source said.

“Three IS preachers in Hawija, Kirkuk, escaped along with their families to unknown place last on Thursday,” the source told AlSumaria News.

“The group stormed houses of the three preachers and inspected houses of their relatives in efforts to find them,” the source, who asked to remain anonymous, added.

Earlier on the day, the group reportedly executed a senior leader, known as Abu Qatada al-Muhajir, for attempting to flee the town.

Hawija and other neighboring regions, west of Kirkuk, have been held by IS since mid-2014, when the group emerged to proclaim an Islamic “caliphate” in Iraq and Syria. The group executed dozens of civilians and security members there, forcing thousands to flee homes.

Further reinforcements from the Federal Police were sent earlier this month from Baghdad to the town, as the military command declared, late August, the end of operations in Tal Afar, the militants’ last haven west of Nineveh, and the approach of the launch of offensives for Hawija.

Spokesperson of the Iraqi Joint Operations Command Yehia Rasool said, last week, there were 2000 IS militants inside Hawija.

ISIS executioner dies in Kirkuk

Kirkuk (IraqiNews.com) Islamic State’s second executioner was killed this month in southwest of Kirkuk, a senior paramilitary official said on Friday.

“An IS executioner was killed near his house by unknown gunmen at the outskirts of Hawija, Kirkuk, marking the second accident of its kind in one month,” Jabbar al-Maamouri, of al-Hashd al-Shaabi (Popular Mobilization Forces) told AlSumaria News on Friday.

“The significant rise in murder of IS militants and leaders indicate people’s rejection against the group’s crimes,” Maamouri added.

The group’s executioner is one tasked with beheading using sword.

ISIS recruitment official dies

Tal Afar (IraqiNews.com) A senior recruitment officer with the Islamic State was killed Tuesday as Iraqi forces, backed by paramilitary troops, entered a third day of operations to retake the town of Tal Afar, the group’s last stronghold in Nineveh province.

Intelligence sources told Shafaq News website that Abu Qatada al-Afri was killed in an airstrike while being in a group headquarter in central Tal Afar. Four other companions were also killed in the raid, said the sources.

Iraqi Prime Minister Haider al-Abadi declared early Sunday the launch of operations to recapture the enclave where military commanders believe up to 2000 fighters are bunkered.

Over the past two days, Iraqi field commanders reported remarkable victories, saying government and paramilitary troops continue to advance towards the center of the town.

On Tuesday, the pro-government Popular Mobilization Forces said through their media that troops advanced towards the center of the town from the southeast. They also reported encounters in the south at al-Jazirah and “silo” regions.

Federal Police chief Shaker Jawdat said also that his forces took over 20 kilometers of Tal Afar, and began bombarding Kefah, Wahda and al-Saad regions on the western side of the town preparing to invade them.

The United Nations said at least 40.000 civilians fled the town since the start of operations.

Iraqi forces recaptured Mosul, Islamic State’s former capital, early July, marking an effective collapse of the group’s self-proclaimed “caliphate”.

Following Tal Afar, the Iraqi government eyes the few remaining IS havens in Anbar, Kirkuk and Salahuddin.

Iraqi troops enter central Tal Afar

Tal Afar (IraqiNews.com) Iraqi forces reached Tuesday the center of Tal Afar as operations heighten to retake the group’s last bastion in Nineveh province.

The Defense Ministry’s War Media Cell said army troops, backed by the Popular Mobilization Forces, invaded the center of Tal Afar from the eastern direction and continue their advances.

Earlier on Tuesday, Badr Organization’s brigades, a component of the Popular Mobilization Forces, said through their media they took over Tarmi neighborhood, northwest of the enclave, in a joint effort with the government’s Federal Police forces.

The media service said troops circumvented a concrete barricade erected by the militants around the area, and seized several medium arms and rockets during their advance.

The WMC had also said army forces recaptured Teshtiya and Tal al-Samn villages, as well as al-Kasak oil refinery east of Tal Afar.

Also on Tuesday, Altaghier.TV quoted a source at the Iraqi army’s 16th division’s artillery forces saying that U.S. artillery began bombarding Islamic State locations in Tal Afar as part of the Iraqi campaign. The bombardment launched from the military base recently erected by the U.S. forces in Kahriz, near Tal Afar. It targeted IS defenses in al-Nour, al-Sarai, al-Nasr and al-Jazirah regions in the south.

Iraqi forces smoke 25 ISIS Bad Guys

Tal Afar (IraqiNews.com) Iraqi forces and paramilitary troops killed 25 Islamic State militants and foiled a drone attack as they gained more ground in Tal Afar, the group’s last entrenchment in Nineveh province.

The pro-government Popular Mobilization Forces’ media service said troops fully recaptured the districts of al-Kefah in the northwest and al-Nour in the southeast of the town.

Aljournal News website said the Interior Ministry’s Rapid Response Forces killed 15 IS members and detonated 12 explosive devices planted by the group in al-Kefah and Mulla Jassem regions, southwest of the town.

PMF media also said in a statement they killed ten militants in al-Khadraa district in the southeast, and detonated a booby-trapped vehicle driven by a suicide bomber before he attacked troops in the area.

Anadolu Agency also quoted Cap. Qusai al-Zawbai, from the Iraqi army, saying troops shot down a drone guided by the militants and supplied with two rockets before it attacked forces in the southern axis of operations.

Iraqi military media said earlier on Tuesday that troops invaded the center of the town from the east.

The Iraqi government plans to wage further offensives at other IS holdouts in Anbar, Kirkuk and Salahuddin once it is done with the recapture of Tal Afar, which commanders predict to be achieved soon.

Who benefits from Zawahiri pledge to Taliban?
2015-08-17
[RFE/RL] After almost a year of silence, Ayman al-Zawahiri has released an audio message swearing allegiance to Mullah Akhtar Mohammad Mansur, the new Taliban chief.

Zawahri's message is another response to, and nullification of, Daesh and its claims to have established a caliphate. In declaring a caliphate, Daesh leader and Zawahiri's archrival Abu Bakr al-Baghdadi confirmed his rejection of Al-Qaeda's authority.

But in his pledge to Mansur, Zawahiri does not mention Baghdadi, Daesh, or its "caliphate" at all. And he refers to Mansur as Amir al-Mu'amin, the leader of the faithful -- the same title adopted by Baghdadi.

"We pledge allegiance to you to establish the Islamic caliphate that rises on the choice and preference of the Muslims, with the spreading of justice and consultation, realizing security, removing injustice and restoring rights, while raising the banner of jihad," Zawahiri said, implying not only that the Daesh caliphate has not fulfilled these criteria, but that it doesn't even exist.

Zawahiri calls his vow to Mansur as a continuation of the "path of jihad" of Al-Qaeda's "just leaders," including Al-Qaeda in Iraq founder Zarqawi and -- notably, since he led the Islamic State of Iraq (ISI), the forerunner of Daesh -- his successor, Abu Hamza al-Muhajir (Abu Ayyub al-Masri).

Zawahiri's pledge to Mansur could lend the new Taliban leader greater credibility, according to one Afghan intelligence official. But how much?

One major difficulty for Zawahiri in his pledge to Mansur is the highly damaging revelation that the Taliban lied about Mullah Omar's death for two years. Beyond that, Mansur is not viewed as a figure with particularly strong jihadi credentials, some analysts say.

Zawahiri's pledge could prove boon for Daesh. Soon after the audio recording of Zawahiri's pledge was released, online Daesh supporters began to mock it, saying that the Al-Qaeda leader had effectively pledged himself to the Pakistani intelligence service.

Mansur accepted Zawahiri's pledge in a statement published on the Taliban's English-language website on August 14. But other key figures, including some of Daesh's most fierce critics -- Abu Muhammad al-Maqdisi, Al-Qaeda's intellectual godfather, and Sheikh Abu Qatada al-Filistini, who has referred to Daesh as a "mafia group" -- have yet to react.

Al Qaeda Ideologue Calls For Freeing British Hostage
2014-09-21
Al Q vs. ISIS, round 3:
[IsraelTimes] A renowned jihadi ideologue on Saturday urged the Islamic State group to release British aid worker Alan Henning, saying Islam forbids harming non-Moslems who work with relief agencies.
"But tourists, journalists, and those working for neutral parties are fair game," he added. "Jihadis have to find some reward for their sacrifices."
Abu Mohammed al-Maqdisi, who was released by Jordan in June after serving a five-year sentence on terror charges, said in a statement posted on his website that non-Moslems who aid needy Moslems should be protected.

The Islamic State group has released grisly videos showing the beheading of two American journalists and a British aid worker. It has threatened to kill Henning -- a British former taxi driver who was taken captive in December shortly after crossing into Syria from Turkey in an aid convoy -- in retaliation for US and European military action against it.

Also known as Essam al-Barqawi, al-Maqdisi was the mentor of Abu Musab al-Zarqawi, the leader of al-Qaeda in Iraq, who was killed in a US Arclight airstrike in 2006.

Al-Maqdisi said Henning worked with a charitable organization led by Moslems which sent several aid convoys to help the Syrian people. "Is it reasonable that his reward is being kidnapped and slaughtered? ... He should be rewarded with thanks."

"We call on the (Islamic) State to release this man (Henning) and other aid group employees who enter the land of Moslems with a guarantee of protection... according to the judgment of Shariah law," he said, adding that he hoped to "protect the image of Islamic Shariah law from being disfigured."

Al-Maqdisi said Abu Qatada, a locked away
Maw! They're comin' to get me, Maw!
Jordanian preacher described as a onetime lieutenant to the late Osama bin Laden
... who used to be alive but now he's not...
, had asked the Islamic State group eight months ago to release Henning. He said Abu Qatada's son told him that the group denied holding Henning.

Al-Maqdisi went on to criticize the group for attacking fellow Moslems in Iraq and Syria, where it has carved out a self-styled caliphate by seizing territory from Syrian and Iraqi forces as well as Syrian rebels fighting to oust Hereditary President-for-Life Bashir Pencilneck al-Assad
Oppressor of the Syrians and the Lebs...
The Islamic State group has its roots in al-Qaeda's Iraqi affiliate but was expelled from the global terror network over its brutal tactics and refusal to obey orders to confine its activities to Iraq.

The hard boy group has been widely denounced by mainstream Moslem authorities.

Iraq
With ISIL Caliphate Declared Whats Next
2014-06-30
[Iraq Sun] Iraqis aren't alone in wondering if the Sunni Muslim insurgency led by the al-Qaida offshoot the Islamic State of Iraq and Levant (ISIL) can be stemmed. Al-Qaida, once the world's leading terror organization, is being surpassed by its onetime, wayward affiliate and it is none too pleased, say analysts.

In the winter, al-Qaida's top leadership disowned ISIL and its mercurial leader Abu Bakr al-Baghdadi - a slap down for refusing to obey orders and for his ambition to carve a borderless caliphate across the Levant taking in Syria, Iraq, Jordan and even Lebanon. And al-Qaida's official affiliate in Syria joined Islamist and mainstream Syrian rebels in battling ISIL and pushing its fighters out of some key northern Syrian border towns and the city of Aleppo.

On Sunday, in an audio recording posted online, ISIL declared its chief "the caliph" and "leader for Muslims everywhere" - another affront to al-Qaida, which claims that al-Baghdadi swore allegiance it its overall leader Ayman al-Zawahiri, Osama bin Laden's successor.

According to ISIL spokesman Abu Mohammad al-Adnani the group decided "to establish an Islamic caliphate and to designate a caliph for the state of the Muslims."

He added: "the words 'Iraq' and 'the Levant' have been removed from the name of the Islamic State in official papers and documents."

Caliphate refers to a system of government stretching across most of the Middle East and Turkey that ended nearly a century ago with the fall of the Ottomans.

ISIL's recent successes in Iraq have increased its standing among jihadi groups worldwide and more foreign fighters are choosing to join ISIL rather than al-Qaida, analysts say. "The two groups are now in an open war for supremacy of the global jihadist movement," according to Middle East scholar Aaron Zelin in a research paper published by the Washington Institute for Near East Policy, a think tank bas in the U.S. capital.

"ISIL holds an advantage, but the battle is not over yet," Zelin believes.

The announcement of the establishment of a caliphate by ISIL will likely exacerbate the feuding between the two terror groups and intensify their fierce competition to secure the loyalty of affiliates and offshoots across the Middle East and Africa. Jihadi religious scholars skirmished in the winter and spring with opposing rulings about al-Baghdadi's refusal to obey instructions and withdraw ISIL to Iraq and allow al-Qaida affiliate Jabhat al-Nusra to assume the lead role in Syria.

Most of the leading jihadist ideologues such as Abu Qatada al-Filistini and Iyad Qunaybi sided with al-Qaida. Abu Qatada al-Filastini, a Jordanian whom Britain deported to Jordan this summer, criticized al-Baghdadi for being power hungry.

Abu Muhammad al-Maqdisi - according to the Washington, D.C.-based Middle East Media Research Institute the most senior jihadist ideologue - bewailed the al-Qaida disputes in Syria but condemned al-Baghdadi.

But the ISIL leaders have attracted the backing of his fair share of militant theologians in the continuing struggle for ideological supremacy. Another Jordanian sheikh, Omar Mahdi Zidan, defended the ISIL leader, arguing the mujahedeen (warriors) are entitled to exercise their own judgment and choose which commanders they want to follow.

And in shake-up of the global jihadi order, al-Baghdadi has secured the backing of some al-Qaida affiliates and other jihadist groups.

The Sinai-based Egyptian jihadist group Ansar Bait Al-Maqdis, which claimed responsibility for a suicide bombing of a tourist bus earlier this year in Egypt that left three South Koreans dead and more than a dozen people injured, has been sympathetic to al-Baghdadi. "There are indications that it is allying itself with ISIS (aka ISIL)", says Steven Stalinsky, executive director of the Middle East Media Research Institute.

He says ISIL "is positioning itself as an alternative to al-Qaida."

Ansar al-Sharia groups in the North Africa's Tunisia and Libya have posted pro-ISIL propaganda online. And jihadists in Gaza are siding with al-Baghdadi.

Sunday's declaration of a caliphate by ISIL "poses a huge threat to al Qaida and its long-time position of leadership of the international jihadist cause," says Charles Lister, a visiting fellow with the Brookings Doha Center.

"Put simply, Abu Bakr al-Baghdadi has declared war on al-Qaida. While it is now inevitable that members and prominent supporters of al-Qaida and its affiliates will rapidly move to denounce Baghdadi and this announcement, it is the long-term implications that may prove more significant," says Lister.

For Lister and other analysts Sunday's announcement demonstrates that al-Baghdadi has no intention of caving in to al-Qaida, and means to pursue a rivalry that they say represents its biggest challenge since U.S. Special Forces killed bin Laden.

Lister adds: "Taken globally, the younger generation of the jihadist community is becoming more and more supportive of ISIL, largely out of fealty to its slick and proven capacity for attaining rapid results through brutality. We will very likely find ourselves in a dualistic position of having two competing international jihadist representatives - al-Qaida, with a now more locally-focused and gradual approach to success; and the Islamic State, with a hunger for rapid results and total hostility for competition," says Lister.

But some analysts say the declaration also risks splitting the Sunni coalition ISIL has managed to pull together for an insurgency that in the last two weeks has swept northern and western Iraq.

Jordan Acquits Radical Cleric over Plot to Attack School
2014-06-27
[AnNahar] Radical holy man Abu Qatada
...called by some "Osama bin Laden's right hand man in Europe", and by others "Joe"...
was acquitted by a Jordan court Thursday of plotting an attack on the American school in Amman but he faces another terrorism charge and will remain in prison.

"The court did not find evidence to support charges against Omar Mahmud Mohammed Otman (Abu Qatada) that he conspired in late 1998 to carry out a terror attack on the American school in Amman," judge Ahmad Qatarneh said in a ruling.

"Based on that, the court unanimously declares the innocence of Omar Mahmud Mohammed Otman for lack evidence," added Qatarneh, before asking journalists to leave the court.

The holy man, who was deported from Britannia last July after a 10-year legal battle, burst into tears when the judge made the ruling and members of his family rushed to hug and kiss him.

The Paleostinian-born preacher was condemned to death in absentia in 1999 by an Amman court for conspiracy to carry out an attack on the American school. The sentence was immediately commuted to life imprisonment with hard labor.

A year later, he was sentenced in absentia to 15 years for plotting to attack tourists in Jordan during millennium celebrations.
More specifically, according to Ynet, "...of involvement in a plot to target Israeli and American tourists and Western diplomats in 2000."
In line with Jordanian laws, he is now appearing in a retrial and has pleaded not guilty
"Wudn't me."
to all charges.

The court adjourned the trial until September 7.

Reacting to the ruling, British Immigration and Security Minister James Brokenshire said the retrial was made possible due to the British government's "determination to successfully deport him from the UK."

"While the courts in Jordan have acquitted Abu Qatada of one of the two charges against him, it is right the due process of law is allowed to take place in his own country," Brokenshire said in a statement.

"We await a verdict on the remaining charge."
