UK to shut down Afghan embassy after Taliban warnings

Coalition Government Only Solution to Electoral Tensions

Sherzai had 106,673 votes in the preliminary results, making up 1.6 percent of votes nationally; he had the second most votes in Kandahar.

Few minutes later, Abdullah took the stage welcoming Sherzai to his team.

Abdullah explained to the media, that they have a long road ahead of them in rebuilding Afghanistan.

"If we all work together, we will solve our current issues, taking a step forward to a superior Afghanistan," Abdullah said.

Last week, the Independent Election Commission (IEC) announced preliminary results of the presidential election with Abdullah leading with 44.9 percent.

Abdullah also accused the government of "meddling" in the vote.

Preliminary results released on Saturday showed Abdullah secured 44.9 percent of the first-round vote, with Ghani on 31.5 percent.

The final result is set to be announced on May 14 after a period for adjudication of hundreds of fraud complaints -- followed by a run-off tentatively scheduled for June 7.

Another expensive, and potentially violent, election could be avoided by negotiations in the coming weeks, but both sides have dismissed talk of a power-sharing deal.

Ghani sounded a defiant note despite finishing 13 percentage points behind Abdullah.

"After inspection of fraud, the distance between the two top candidates will lessen," he said. "A second round is a must according to the constitution. Any doubts will threaten the stability of Afghanistan.

"If the polls are transparent, I will be the first to congratulate the winner, and we expect the same from them, because we will be the winner," Ghani added.

"We will go for principles, not deals. The people's votes tell me not to strike any deals with anyone behind the curtains."

Rassoul could still play a key role in power-broking before the next president is chosen, as could former Islamist warlord Abdul Rab Rasoul Sayyaf, who collected seven percent.

Abdullah, a pro-U.S. politician who came second in the 2009 election, was a close adviser to the late Ahmad Shah Massoud, a revered Tajik ethnic leader who fought the Taliban during their 1996-2001 rule.

Nuristani said there are 1,719 polling sites that are still being investigated. He adds that it is too soon to determine whether a runoff will take place or not.

"We cannot comment whether the election will go into a runoff, but we are ready if it does," he said. "The delay with preliminary results will not affect the final outcome."

Nuristani also added, that more frauds were conducted by IEC staff and that they will be dealt with by the legal and judicial institutions.

Free and Fair Election Foundation of Afghanistan's Chairman, Nadir Nadiri, said that the audits of suspicious ballots should be performed before presidential candidates and observers.

Leading presidential candidate Abdullah Abdullah said in an interview with TOLOnews that he is waiting for the announcement of preliminary results.

He criticized the IEC and their reasoning behind delaying preliminary results saying, "Their reason behind it is not satisfactory."

"The remaining 17 percent will have a great impact on the final outcome of elections," Abdullah said.

In reaction to the 50 percent partial results released on Sunday, Ghani questioned the results announced by the IEC, asking: when the exact number of votes have not been confirmed, how is it possible for the IEC to release the outcome of 50 percent of votes?

"We demand the election commission avoid announcing partial results without differentiating the votes," Ghani said. "Because this only confuses the public's perceptions and what we need to do now is move forward with trust because our duty is to stabilize the country. At this stage no one can say that the votes are clean because the results were partly clean and partly dirty."

In response to Ghani's statement, IEC Spokesman Noor Mohammad Noor said that they have not hidden any information from the public.

"The constitution states that information cannot be withheld from the people," he said. "We have shared all information with the people round the clock."

He continued to criticize the IEC stating the term "clean vote" used by the commission is used loosely and that they did not consult with him prior to the release.

Into his speech Ghani called on the other presidential candidates and encouraged them to harmony in fighting against fraud together like good colleagues, not rivals.

The IEC said the front-runner could easily change as counting continues in the coming days.

Following the announcement, the candidates rejected the results and called for an investigation into the allegations of fraud in the polls.

Possible electoral fraud remains an important concern, but the country's election complaints commission said it would take weeks before it rules on the issue.

The UN has appealed for calm until the vote count ends. The counting of votes will continue until April 20 with results expected on 24.

IEC authorities said unless there is an outright winner with more than 50 percent of the vote, there will be a run-off between the two leading candidates at the end of May.

The election came ahead of the planned 2014 withdrawal of US-led foreign troops from Afghanistan.

The central provincial office been closed off and Khost IEC chief Shafiq Wafa said election officials have already begun investigating the incident. As of now, it is unknown what candidate, or candidates, the men were attempting to advantage.

The two men were reportedly arrested in the act. "...the police arrived in time to prevent this and the security forces have arrested two people in connection to the crime," Khost Police Chief Faizullah Ghairat said on monday.

The IEC's provincial headquarters in Khost is located just 20-50 meters away from the National Directorate of Security's (NDS) provincial office.

Rassoul's campaign team has categorically rejected the allegations.

The Electoral Complaints Commission (ECC) reported in Monday that it had received 600 complaints regarding fraud during Saturday's historic vote, which marked the first democratic transition of power in Afghanistan's history. Many of the complaints were said to have come from the presidential candidates themselves.

Although Afghan and international observers have applauded the process, and compared the vote positively to the 2009 election, which was marred by irregularities, reports of ballot box stuffing and voter fraud have increased in the days since the election. With many of these reports still unverified, however, Saturday's vote remains widely regarded as a resounding success in light of the unexpectedly high voter turnout and general security maintained around the country.

Eight boxes of votes were destroyed in the blast, which came as the three leading candidates voiced concerns about possible fraud.

Around seven million people turned out to vote, according to the Independent Election Commission (IEC), a turnout of over 50 percent despite poor weather and Taliban threats to target the election.

Sayed Sarwar Hossaini, police front man for the province of Kunduz, said the truck was hit as it carried ballot boxes from polling stations to Kunduz city.

"The blast killed three people, including an IEC member, a policeman and a driver. The truck and eight ballot boxes were destroyed," Hossaini said.

Amir Amza Ahmadzai, the head of the IEC in Kunduz, confirmed the incident.

Roadside bombs have been a key weapon for the Taliban in the bloody insurgency they have waged against Karzai's government and its Western backers since being ousted from power in 2001.

In the run-up to the poll the Islamists urged their fighters to target election workers, voters and security forces to disrupt the vote, which they rejected as a foreign plot.

Saturday's polling day passed off without major Death Eater attacks, though casualties were reported from small incidents around the country.

Emanuele Nannini, program coordinator for International NGO Emergency which runs three hospitals in Afghanistan, said they treated an unusually high number of maimed on Saturday.

"Around 30 war-related casualties were admitted into our hospitals in Kabul and Lashkar Gah," he told AFP.

Preliminary results are due on April 24 and if no candidate secures more than 50 percent of the vote, a runoff is planned for late May.

Afghan Women Defy Taliban to Vote

What was it Kipling said about Afghan women? At any rate, this is a wonderful thing. May it merely foreshadow the changes yet to come.
[AnNahar] Lines of blue burqas marked Saturday's Afghan elections as women turned out in large numbers to vote in several cities -- unthinkable under the Taliban, who would not allow women to work or study, let alone cast their ballot.

In the eastern city of Jalalabad, three women posed for photographers outside a school turned into a polling station for the first round of the presidential election.

Each held a baby in one hand and with the other proudly showed her index finger, stained purple to show she has voted.

Nearby, 20-year-old Ayesha wore a look of unwavering determination as she went to cast her first-ever vote, ignoring the threat to attack the polls from Taliban bully boys, ever-present in this part of Afghanistan.

"I am eligible to vote and even if there were suicide kabooms by the Taliban, I would have not cared about it," she told Agence La Belle France Presse.

"We have to vote to show the enemies we are not afraid of them. We should give our enemies a jaw-breaking answer by casting our ballot."

Shabnam, in her 20s, who like many Afghans uses only one name, shared her defiance.

"Today is women's day for us and it is our day, I have come here with lots of excitement to come and cast my ballots to choose our next leader," Shabnam said.

In Jalalabad and the surrounding area, women formed long queues even before polls opened -- a sign of a changing society, increasingly aware of the importance of elections.

The deputy head of the U.N. mission in Afghanistan, Nicholas Haysom, pointed to encouraging numbers such as the 300 women standing in provincial council elections.

"When I left home, my wife and daughter told me they were also interested to cast their ballots for the election, and I did not oppose them," one male voter in Jalalabad told Agence La Belle France Presse.

But, according to local sources, female voters were much fewer in number in rural areas, where the Taliban have more influence.

In the last presidential election in 2009, women made up 40 percent of voters. But, in the conservative rural areas, the darker side of the female vote came out -- fraud through fake voting cards and communal bloc voting.

Women also voted in large numbers on Saturday in Kabul, where presidential candidate Daud Sultanzoi cast his ballot with his wife, Zohra, who made an appeal on TV.

"I have never been afraid of the Taliban and ask the women to practice their rights and vote if they want their voices heard. Their vote is a blow to dark-minded people," she said.

pledged to combat militancy and corruption effectively if elected president on Tuesday in front of his supporters in Kunduz.

Rassoul's first vice president Ahmad Zia Masoud, who was also at the campaign rally, called on the people of the province to vote in the elections scheduled to take place on April 5.

As the elections near, security challenges and intimidating gangs in some regions have residents in Kunduz distressed.

"From an economic perspective, Kunduz is an important province because Sher Khan Port, Amu River and agriculture play a major role in Afghanistan's economic growth," Rassoul said. "There are also issues in Kunduz in regards to the presence of Illegal Armed Groups (IAGs) and mistreatment of people by these groups; I will address these issues if we win the elections."

At the gathering, female participation was visible and the role of women in the elections was expressed with importance by Rassoul and his team members.

"As I analyze Rassoul's construction and moderation of his team, my study shows that his team would be a good team for Afghanistan," former Member of Parliament Fazel Kareem Emaq said. "This team hasn't been formed on the basis of language and ethnicity, but in the form of a good political structure."
