Muslim chaplain 'smuggled' box-cutter blades into jail

A city Department of Correction Muslim chaplain who served 14 years in prison for murder and robbery was arrested today for carrying three utility blades and a pair of scissors into a lower Manhattan jail, authorities said. The chaplain, Zulqarnain Abdu-Shahid, had the utility blades and scissors in his duffel bag when he arrived at the Manhattan Detention Complex in the morning, according to the city Department of Investigation.

The dangerous items were found after an X-ray machine alerted correction officers to the presence of metal in the bag, the DOI said. Authorities did not say why Abdu-Shahid was visiting the jail, commonly known as the Tombs, or why he was carrying the scissors and the rectangular blades, which were 1-and-1/2 inches long by three-quarters of an inch wide.
They were for religious ceremonies?
Abdu-Shahid, 58, was arrested at the scene and charged with four counts of first-degree promoting prison contraband — a felony carrying a maximum 7-year prison term — and four counts of the same charge in the second degree, a misdemeanor. The Staten Island resident, who is married with three children, was ordered held in lieu of $30,000 bail during a hearing in Manhattan Criminal Court last night, where he appeared in a long robe and navy blue skull cap.

His lawyer, James McQueeney said the blades were ‘injector razor blades from an injector razor," and that when Abdu-Shahid told that to the correction officers who stopped him, "his explanation that he didn't know there were there [in the duffel bag] was accepted."

"He was allowed into the" Tombs after the blades were confiscated," McQueeney said. "Only later were questions raised about this."

Despite that claim, DOI Commissioner Rose Gil Hearn said, "This arrest demonstrates the serious consequences of bringing in contraband to the city's correctional facilities."

"Thanks to the immediate action of a DOC officer, this potentially dangerous situation was disarmed."
Correction Commissioner Dora Schriro said Abdu-Shahid was immediately suspended.
And then thanks to the DOC, he walked out ...
"Additional steps up to and including dismissal will be pursued consistent with the findings of" DOI, said Schriro, whom sources added has ordered "a thorough review of his hiring."

"I commend our officers whose diligence prevented contraband from entering the jail. They are representative of our workforce, whose commitment to excellence keeps our city safe," Shriro said.

Abdu-Shahid was hired as a Muslim imam chaplain by the DOC three years ago tomorrow, and has a salary of $49,471 annually.

State Corrections Department records show that he entered state prison in September 1979 to begin serving a sentence of 15-years-to-life for a second-degree murder and a first-degree robbery committed in Manhattan. He was paroled in August 1993, and finished his parole in August 2001.

The Post also has learned that his criminal record includes an arrest for sexual assault in Queens, but that case later was dismissed. Abdu-Shahid's lawyer, McQueeney, said, "He's been out of prison since the early '90s. He's completely reformed."

Abdu-Shahid's boss — head chaplain Umar Abdul-Jalil — himself was hired by the DOC despite having done a 14-year stint in prison for drug dealing.
So they got more than one Muslim 'chaplain' ...
Abdul-Jalil who also is a Muslim imam, last year was stripped of two weeks vacation as punishment for signing off on a plan by Tombs chaplain Rabbi Leib Glanz to allow a bar mitzvah party for the son of an inmate in that jail. After The Post uncovered the bar mitzvah — which included catered food, a live band, and scores of non-inmate guests, Abdul-Jalil among them — the politically connected Glanz resigned as chaplain, as did Correction security chief Peter Curcio.

In addition to the party, Glanz had also routinely arranged other preferential treatment for Jewish inmates at the Tombs, including allowing them nearly unfettered use of his office and phone, and bringing them food from the outside, The Post disclosed. A DOI probe into Glanz's conduct has dragged on for months, with no official result.

Radical Muslim chaplains, trained in a foreign ideology, certified in foreign-financed schools and acting in coordination to impose an extremist agenda have gained a monopoly over Islamic religious activities in American state, federal, and city prisons and jails.

Soon after September 11, 2001, I and a group of individuals with whom I have worked first began consultations on the problem of radical Islam in prison. We identified change in the prisons as a leading item in the agenda of our nation in defeating the terrorist enemy. Some of us had received letters from American Muslim prison inmates complaining that radical chaplains had harassed and otherwise subjected moderate Muslims in prison to humiliation, discrimination, confiscation of moderate Islamic literature, and even physical threats.

Muslim chaplains have established an Islamic radical regime over Muslim convicts in the American prisons; imagine each prison Islamic community as a little Saudi kingdom behind prison walls, without the amenities. They have effectively induced American authorities to establish a form of "state Islam" or "government-certified Islam" in correctional systems.

The federal, state, and city jails in America have allowed the seizure of a privileged position for missionaries of Wahhabism, the state religious sect in Saudi Arabia. Wahhabism teaches hatred of all non-Wahhabi Muslims, especially Shia Muslims and the spiritual Muslims known as Sufis.

Wahhabis serve as chaplains at all levels of incarceration in America. They are mainly certified and trained as religious officials by two groups: The Islamic Society of North America (ISNA) and the Graduate School of Islamic and Social Sciences (GSISS), which moved to Ashburn, Virginia, after renaming itself Cordoba University in 2005. Both ISNA and GSISS represent forms of radical Islam aligned with Wahhabism, and both are currently under federal investigation for ties to terrorism.

Warith Deen Umar is the former chief Muslim chaplain in the New York State Department of Correctional Services (DOCS). Born Wallace Gene Marks, Umar — now 61 — was once an adherent of the Nation of Islam, with the alias Wallace 10X. (NOI is not considered an authentic expression of the Islamic faith by normal Muslims.)

Umar began his activities as a prison chaplain in 1975. New York Gov. George Pataki barred Umar from prisons in 2003, after the Wall Street Journal reported that Umar had expressed support for the 9/11 terrorists — even stating that Muslims "who say they are against terrorism secretly admire and applaud" bin Laden's mass murderers. (According to Umar, the Koran does not forbid terrorism even against the innocent. "This is the sort of teaching they don't want in prison," he said. "But this is what I'm doing.")

But after dismissing Umar, the state of New York failed to take further action about the clique of radical clerics he had installed during the more than 25 years he worked in the prison system. Imam Salahuddin Muhammad, the chaplain at Fishkill Correctional Facility in Beacon, N.Y., was one of the men hired by Umar.

In complaints brought by Shia convicts, Salahuddin Muhammad was alleged to have referred to Shia prisoners as "infiltrators and snitches" during his Friday sermons. He is also one of many prison chaplains who have circulated an anti-Shia pamphlet produced by Wahhabis, titled "The Difference Between the Shiites and the Majority of Muslim Scholars." (This document was published by the World Assembly of Muslim Youth, an official Saudi agency.)

There are other troubling characters working the prison system. In March 2006, Umar Abdul-Jalil, executive director of ministerial services and chief Islamic chaplain in the New York City Department of Corrections, was reported to have said in a speech that the "greatest terrorists in the world occupy the White House," that Jews control the media, and that Muslims are being tortured in Manhattan jails. Abdul-Jalil ministers to Muslim inmates at one of New York's most dangerous jails, Rikers Island. New York mayor Michael Bloomberg, on free speech grounds, refused to dismiss him.

A month before the Abdul-Jalil incident, Marwan Othman el-Hindi, a Jordanian-born American citizen, was one of the three individuals indicted in Ohio. In that case, Mohammed Zaki Amawi, a dual Jordanian-American citizen, and El-Hindi (along with a Lebanese immigrant) were charged with recruiting terrorists to fight in Iraq. El-Hindi had previously served as imam at the Toledo Correctional Institution.

Saudi Wahhabi organizations recognized that the growth of normative Islam (as opposed to groups like the Nation of Islam) offered an extraordinary opportunity for the infiltration of radical ideology. In the United States, this normative base lacked a communal or institutional structure. So imams were imported to America, many from, or after training in, Saudi Arabia.

Wahhabi radicals and their apologists claim that there is only one Islam, and it is represented by Wahhabism; that Wahhabism is a reforming movement comparable to Unitarianism in Christianity; and that, of course, Saudi Arabia is an ally of the United States and a target of al Qaeda. In dealing with this phenomenon, American judicial and correctional authorities lacked the legal and educational expertise to distinguish between radical and moderate forms of Islam.

The solution is simpler than it might seem: Identify those chaplains who follow and preach Wahhabism and remove them. Moderate Muslim scholars can easily supply a new group of chaplains to cover the gap until a suitable program for training and certification, including a standard curriculum for chaplaincies, emphasizing rehabilitation and good citizenship, is in place.

Head Muslim Chaplain for NYC Prisons Spreads the Message of "Peace"

The head of Islamic chaplains in the New York City Department of Correction said in a recent speech that the "greatest terrorists in the world occupy the White House," Jews control the media, and Muslims are being tortured in Manhattan jails.

The outlandish remarks were made by one of the city's most prominent Islamic leaders, Imam Umar Abdul-Jalil, the executive director of ministerial services for the city Department of Correction. He spoke at a conference of Islamic leaders in Tucson, Ariz., and was secretly recorded by the counterterrorism organization The Investigative Project.

The recordings capture Abdul-Jalil - speaking at two separate symposiums on Islam in America held by the Muslim Students Association on April 15 and 16 last year - making incendiary charges and espousing extremist views.

Abdul-Jalil, 56, who is also imam of the Masjid Sabur mosque in Harlem, initially denied making the comments - but later admitted to The Post that the tape was most likely accurate and said his words are being "taken out of context."

At one conference session, Abdul-Jalil charged that Muslims jailed after the 9/11 attacks were being tortured in Manhattan, according to the tape.

"They [some Muslim inmates] are not charged with anything, they are not entitled to any rights, they are interrogated. Some of them are literally tortured and we found this in the Metropolitan Correctional Facility in Manhattan. But they literally are torturing people," Abdul-Jalil said.

Abdul-Jalil also accused the Bush administration of being terrorists, according to the tape.

"We have terrorists defining who a terrorist is, but because they have the weight of legitimacy, they get away with it . . . We know that the greatest terrorists in the world occupy the White House, without a doubt," he said.

At another session, Abdul-Jalil urged American Muslims to stop allowing "the Zionists of the media to dictate what Islam is to us" and said Muslims must be "compassionate with each other" and "hard against the kufr [unbeliever]."

Abdul-Jalil, a Bronx resident who said he converted to Islam while at Attica prison in 1970, participated in interfaith reconciliation efforts after 9/11. He recently took part in an educational ceremony with Gov. Pataki on Martin Luther King Day.

"His comments betray an effort to instill hatred of the United States as the enemy of Islam by making a series of false allegations portraying the U.S. as an evil country," said anti-terror expert Steve Emerson, director of The Investigative Project.

"This is a man who is supposed to be spreading words of reconciliation and moderation as head Islamic chaplain - not inciting followers to believe that the U.S. government and 'Zionists' are plotting a conspiracy of persecution against Muslims," Emerson added.

In two telephone interviews with The Post while ministering to inmates of Rikers Island yesterday, Abdul-Jalil insisted that he was not promoting extremism.

He said he was "offended, as an African-American, that someone would have the audacity to question my citizenship" and love of his country.
