Zardari urges India to return to dialogue

President Asif Ali Zardari has said that the resolution of all outstanding issues between Pakistan and India is vital for durable peace in the region, a private TV channel reported on Tuesday.

According to the channel, President Zardari called for resumption of the composite dialogue process, which had broken off after the terrorist attacks in Mumbai in November last year.

Zardari expressed these views during a lunch hosted for New Delhi's TERI University Director General Dr RK Pachauri at the Presidency.

Indian High Commissioner Satyabrata Pal, Federal Minister for Environment Hameedullah Afridi, Planning Commission Deputy Chairman Assef Ali, Planning Commission Adviser for Science and Technology Ishfaq Ahmed, Water Resources Special Adviser Kamal Majidullah, former WAPDA chairman Shamsul Mulk and former information minister Javed Jabbar were also present.

Issues related to energy cooperation, science and technology and environment also came under discussion. Zardari said greater bilateral cooperation in the fields would only be possible if outstanding issues were resolved first.

Peace in Swat not fully restored: Mulk

The caretaker NWFP government conceded on Saturday that the law and order situation in Swat was not fully under its control, but said the military had “put out the militancy-triggered fire to a great extent”.

The army was called into the Swat Valley last year to quell pro-Taliban cleric Maulana Fazlullah’s attempts to take over the district and install a government of extremists there. A pocket of resistance still exists in Swat, although significant areas have been regained from the control of militants. “Swat district was engulfed by a fire [of militancy]. The army has put out this fire to a great extent. But the smoke is still there. This is not the army’s job to put out this smoke,” NWFP Caretaker Chief Minister Shamsul Mulk told a press conference at his residence.

Mulk urged people to come forward and help the government “extinguish this smoke”.

He denied that the army’s presence was the cause of disturbances in the district. “Who was doing all these [unlawful] things before the arrival of the army in Swat. It’s not an occupational force that needs to go back,” he said. Mulk said the army did not want to operate in Swat “but it had to after the militants were least interested in a peaceful solution to the conflict”.

NWFP government hopes for federal ratification of surrender to TNSM new Islamic laws

NWFP Caretaker Chief Minister Shamsul Mulk said on Saturday that his government had adapted the previous Islamic regulations into a set of Islamic laws for the entire Malakand Division. He hoped the federal government would agree to ratify them.

Talking to a 20-member delegation of the Malakand division at his office, he said that regardless, Shariah would be the supreme law of the division. The delegates assured Mulk of their support for permanent peace in Swat and its surrounding districts. They also appreciated Shams’ caretaker government for addressing the core issue of Swat and Malakand division. Mulk said the set of Shariah laws would be Malakand division-specific.

He said the enforcement of Shariah in Malakand would ensure quick and inexpensive access to justice. He hoped the new laws would deliver as all weaknesses in the previous regulations have been removed and the process of implementation would be completed soon. The new Islamic regulations would not cause any disputes because legal experts had overseen their adaptation, he added.

Mulling release: The delegates also appreciated the government’s shifting of Sufi Muhammad from Dera Jail to Peshawar. Mulk told them that the government was also considering Sufi Muhammad’s release so that the people could see the tenacity and sincerity of the government for the fulfillment of their demand. He said a board of doctors was taking care of the ailing Sufi Muhammad, adding that there was no threat to his health.

According to Mulk, the government wanted the safety of Sufi Muhammad. He hoped that Muhammad would guide people on the right path. He said the government would ensure compensation for the people affected by the military operation, adding that a development package would soon follow.

'Unrest due to division of Malakand grand jirga over Swat'

Chief Minister NWFP Shamsul Mulk Saturday said that the government would call a grand jirga of elders of Malakand Division to discuss and evolve a consensual strategy for amicable settlement of the Swat imbroglio in order to pre-empt its spill over to other districts.

Talking to reporters after addressing a jirga of Upper Dir District here at Frontier House, the Chief Minister said, he would convene the grand jirga after completing district level jirgas of Malakand Division, which comprises of seven districts. He said he held a number of jirgas with the elders of Swat District and Malakand Agency and a jirga of notables from Upper Dir District are also calling on him. The jirga members were apprised of the ticklish situation in Swat and sought their cooperation and assistance forehand to stop its spill over to their district which was too close to Swat.

Similarly, he said, he would also meet the elders from Shangla, Buner, Dir Lower districts to apprise them about the situation on ground and their responsibilities in this critical hour. He said people of Malakand are law abiding citizens and have an earnest desire for peace in their districts.

To a question about implementation of Nifaz e Shariat in Malakand Division, Shamsul Mulk said, the Shari Nizam Adl Ordinance was already enforced in the division in 1999 but it was not properly delivering. He said “we will look into the loopholes that marred its effective implementation in Malakand Division”. He reiterated that prime responsibility of his caretaker setup was to ensure strict implementation on laws of the land.

Responding to another query, he said, the NWFP government has taken certain measures to establish government’s writ in the affected areas of Swat district. He said, there would be no need even to use the police force against the miscreants if the social and political figures played their role in the maintenance of public order. He said the elders of Dir upper district have held out categorical assurance to him that they would not allow the miscreants to make their presence in their district. The jirga members were informed in detail about their responsibilities and importance in the maintenance of public order in their area. Dir Upper District, he said, was vulnerable to the miscreants because of its location.

Afghanistan or India behind Swat unrest

ISLAMABAD: NWFP Caretaker Chief Minister Shamsul Mulk said on Saturday India or Afghanistan could be supporting the militants who are creating unrest in Swat.“The involvement of foreign militants in the prevailing situation in Swat can’t be ruled out. India or Afghanistan may be behind such elements,” Mulk told a news conference at the Frontier House.He said the security forces would intensify their operation against militants in Swat if the latter did not surrender. He said the military operation in the valley had been launched on the demand of the locals.

Pakistani forces launch offensive against militants in Swat valley

(KUNA) — Hundreds of Pakistani troops with aerial support launched an operation against a local holy man militant commander and his supporters in the once peaceful Swat valley in northern frontier province, NWFP, a day after huge explosions killed over 30 security personnel and wounded dozens others in the area. Paramilitary troopers, after Friday noon prayers, raided a seminary of local militants' commander Maulana Fazlullah at Imamdehri village, security sources told KUNA.

They said a fierce gunbattle erupted between the supporters of Maulana and troopers when they tried to enter into the seminary. They added that the two sides were still exchanging heavy fire, adding that troops fired mortar shells as well. According to media reports, at least six gunship helicopters were hovering in the area and sounds of explosions could also be heard. Sources said that forces had taken control of the militants' training camp adjacent to the religious seminary. Another source claimed that at least five militants had been killed and several, including security men, were wounded in the ongoing offensive. The source said the two sides were using heavy weapons against each other.

The operation was launched a day after in a suicide explosion that caused ammunition in military truck to explode, killed over 30 security personnel and wounded several others.

The attack has been seen in reaction to recent troops reinforcement in the valley in the aftermath of rising militancy and attacks on security forces. Military Spokesman Waheed Arshad said troops had been dispatched at the request of provincial government to improve the situation of law and order.

Militancy and extremism is on the rise in once peaceful touristic Swat valley since Tahreek Nifaz-e-Shariat Mohammadi (TNSM), Fazlullah's Al-Qaeda linked banned group, established its strongholds in the area. Despite the government ban on his group and its illegal radio station, Fazlullah, also known as "Mullah Radio," has been broadcasting fiery anti-government and anti-west speeches on his illegal FM radio station.

A few hours ahead of the operation, Caretaker Chief Minister NWFP Shamsul Mulk told Pakistan Television that the government had no intention to launch a specific operation in Swat if the efforts to establish its writ are not resisted. He said the writ of government was weak in the area and the government was trying to strengthen it by deploying more troops. If these efforts are not resisted the law enforcers will not go in pursuit of anyone to his doorstep, the chief minister said.

MINGORA/PESHAWAR: Security forces battled with armed supporters of rebel cleric Maulana Fazlullah here on Friday, killing one militant and injuring three others, while bodies of four abducted security personnel were found on a roadside, witnesses and officials said. Two civilians were also killed in the clashes, as hundreds of residents of Imam Dheri started leaving the area fearing a full-scale operation, Online reported.

Maulana Fazlullah’s spokesman Sirajuddin confirmed the attack on the cleric’s headquarters in Imam Dheri and the death of a militant. He said that an 80-member delegation was heading for Islamabad to hold talks with the federal government on the invitation of Political Affairs Minister Amir Muqam when the security forces besieged Fazlullah’s headquarters. “Heavy weapons and helicopters were used when the forces surrounded Fazlullah’s headquarters,” security sources told Daily Times.

The local Taliban set up barricades at Sharialm, Chaprial and Shakar Dara in Matta Tehsil on Friday morning and took ‘suspicious’ people hostage at gunpoint, locals told Daily Times. Three Frontier Corps personnel and a policeman were reportedly among the ‘suspicious’ people the Taliban took hostage from the Chaprial and Pir Killi areas of Matta Tehsil. The militants later dumped the bodies of the four law enforcement personnel in Shakar Dara.

NWFP Home Secretary Badshah Gul Wazir said they received “unconfirmed reports” of the abducted soldiers’ killing. The militants paraded the soldiers’ bodies in their vehicles while holding the head of a soldier in the air to show their barbarity, he added.

A journalist of a local television channel was also taken hostage in Imam Dheri on suspicion of being an “undercover agent”, but was released after four hours.

Military spokesman Maj Gen Waheed Arshad said army helicopters joined the operation, and troops were sent to the region as reserves to help local authorities maintain law and order, if requested, AP reported.

Helicopter attacked: Separately, militants fired at a helicopter carrying FC Inspector General Maj Gen Alam Khattak who had come to inspect his troops deployed at Fizza Ghat. They missed the target and the helicopter made safe landing, said a local police official.

said the government was still trying to pacify the situation through peaceful means, while a meeting of the NWFP cabinet hinted at the promulgation of the Provincial Shariah Act 2003 to the Provincially Administrated Tribal Areas (PATA). The meeting also decided to implement the Nizam-e-Aadal Ordinance in the Malakand and Swat areas after removing the ‘legal hitches’ with the consultation of the Peshawar High Court chief justice.

It also considered allowing an FM Radio channel in the area for “peaceful teachings”. The cabinet also discussed a proposal for setting up Shariah courts and appointment of qazis.

NWFP cabinet to avoid force

The NWFP cabinet with Caretaker Chief Minister Shamsul Mulk in the chair on Thursday discussed the law and order situation in Swat district and decided to restore public order in the area through negotiations. The cabinet members decided that use of force would be avoided as per the proposals and suggestions of the peace jirga.
When you decide to avoid violence and the other side doesn't, this is known as "surrender."
Caretaker ministers Mohammad Ali Shah, Azam Khan, Bakht Baidar and Shahzada Gastasip, Federal Minister Ameer Muqam, NWFP Chief Secretary Sahibzada Riaz Noor, Home Secretary Badshah Gul Wazir and NWFP IG Sharif Virk attended. The ministers proposed that the CM should hold talks with all political and apolitical forces in Swat to bring peace to the area.

Governor dissolves NWFP Assembly

NWFP Governor Ali Muhammad Jan Orakzai dissolved the provincial assembly on Wednesday and appointed former WAPDA chairman Shamsul Mulk as the caretaker chief minister. Orakzai will administer the oath of office to Mulk today (Thursday) at 11am. Former chief secretary Sahibzada Imtiaz, former Provincial Public Service Commission chairman Muhammad Abdullah and current Peshawar District Nazim Haji Ghulam Ali were also considered for the post.

Mulk, who is in his dotage over 70 and has also served as provincial irrigation minister, told Dawn News later on Wednesday that he would ensure free, fair and transparent elections. He told APP that his other top priority as caretaker chief minister would be to maintain peace in the province. Sources said the NWFP caretaker setup would consist of five to eight ministers. The PML, PPP-Sherpao and JUI-Fazl are reported to be lobbying for candidates associated with their parties to be appointed in the caretaker cabinet.
