The long-awaited vote still faces challenges, including unresolved issues over election laws and occasional infighting among gangs. Other obstacles include the deep rift that remains between the country’s east and west, split for years by the war, and the presence of thousands of imported muscle and troops. Libya opened registration for candidates on Monday. In a video released by the elections office where he registered, Seif al-Islam addressed the camera said that God will decide the right path for the country’s future. He wore a traditional Libyan robe and turban and spectacles. Seif al-Islam, 49, the second of Qadaffy’s eight children, was sentenced to death in July 2015 for his role in the murderous repression of the 2011 revolt. He was released from Libyan prison in 2017. In a rare interview, he said he wanted to "restore the lost unity" of Libya after a decade of chaos and did not rule out running for the presidency. ICC Unveils Second Arrest Warrant for Benghazi Commander |

[AnNahar] The International Criminal Court revealed Thursday it has issued a second arrest warrant for a Libyan military commander accused of shooting dead 10 jihadist prisoners after a Benghazi mosque attack. The new warrant for Mahmoud Mustafa Busayf Al‑Werfalli, issued Wednesday, cites "his alleged responsibility for murder as a war crime" in the Libyan conflict, the ICC said in a statement. Despite an earlier warrant issued in August, Werfalli, a commander of the Benghazi-based al-Saiqa Brigade loyal to Libyan strongman Khalifa Haftar ![]() , has remained on the lam. Now ICC judges have found "reasonable grounds to believe" that Werfalli "allegedly rubbed out 10 persons in front of the Bi’at al-Radwan Mosque in Benghazi" on January 24. Almost 40 people were killed and scores injured in twin boom-mobileings outside the mosque after evening prayers frequented by jihadist opponents in Libya's second city. The first warrant accused Werfalli of the cold-blooded executions of at least 33 civilians or injured fighters in seven incidents in 2016 and 2017. The ICC judges referred to video footage allegedly showing Werfalli personally shooting hooded and bound prisoners, or ordering a firing squad to open fire on them. In February, Werfalli said in an unconfirmed Facebook video post that he had handed himself in to Haftar, insisting on his innocence, and justifying any executions as "sentences" against jihadist killers. Libya fell into chaos after the ouster of strongman Moamer Qadaffy in October 2011, with competing authorities in Tripoli ...a confusing city, one end of which is located in Lebanon and the other end of which is the capital of Libya. [DAWN] Nearly a year after a Libyan militia announced it had set free the son and heir apparent of slain dictator Moamer Qadaffy, the fate of Seif al-Islam remains a mystery. His reported release from detention by the Abu Bakr al-Sadiq Brigade which once controlled the town of Zintan in western Libya has never been confirmed and has fuelled wild rumours. While some insist he is still somewhere in Zintan, others claim Seif is dead. One thing, however, is certain: he has not been seen or heard of since June 2014 when he appeared via video from Zintan during his trial by a Tripoli ...a confusing city, one end of which is located in Lebanon and the other end of which is the capital of Libya. In a 2011 interview with the Euronews television network, Seif said Sarkozy must "give back the money he took from Libya to finance his electoral campaign". Seif al-Islam ‐ whose name means "sword of Islam" ‐ was captured by the Zintan-based militia in November 2011, days after Qadaffy was killed in a NATO ...the North Atlantic Treaty Organization. The Abu Bakr al-Sadiq Brigade, a militia of former rebels that controls the town of Zintan in western Libya, said Seif al-Islam was freed Friday evening, "the 14th day of the month of Ramadan", under an amnesty law promulgated by the parliament based in the east of the country. Libya has rival administrations, with the authorities in the east not recognizing the UN-backed Government of National Accord (GNA) based in the capital Tripoli ...a confusing city, one end of which is located in Lebanon and the other end of which is the capital of Libya. Libya’s authorities and the International Criminal Court (ICC) are in dispute over who has the right to judge him. ’Sword of Islam’ Seif al-Islam Qadaffy, 44, was sentenced to death in July 2015 by a court in Tripoli for his role in the murderous repression of the 2011 revolt. His name means sword of Islam, and he is the second of Qadaffy’s eight children, the eldest son of his second wife Safiya. The fluent English speaker often appeared in the West as the public face of his father’s regime. He held no official post but had influence as a loyal emissary of the regime and architect of reform. In July 2016, Seif al-Islam’s lawyers claimed that their client had been released under an amnesty issued by the unrecognized authorities in the east of the country. But the GNA said the amnesty, enacted in April that year, cannot apply to persons accused of crimes against humanity. In all, three of Qadaffy’s seven sons were killed during the revolution. One son who survived, Saadi, is still on trial in Libya for his alleged involvement in the crackdown and killing of a former football coach. The deposed dictator’s widow Safiya and three more of their children found refuge in Algeria in the wake of the revolution and then later in Oman. But the shockwaves created by the ouster and grizzly killing of Muammar Qadaffy by rebels in his home town of Sirte continue to ripple across the troubled country. Late last month, Tripoli was rocked by fierce festivities between forces loyal to the unity government and rival militias, with more than 50 members of the pro-GNA forces reported killed. Relying on militia support and pitted against the rival administration in the east, the GNA has struggled to assert its authority. |

Seddiq es-Sour, of the prosecutor’s office, told Libyan television the bodies were found in various parts of the capital and confirmed that all were former prisoners. Earlier this month, es-Sour had said the supreme court had ordered the release of six Qadaffy regime officials pending an appeal, for reasons linked to their health and age. The Lebanese judiciary issued an arrest warrant for Hannibal Qadaffy on December 14, days after he was handed over to Lebanese security forces after a brief abduction at the hands of an gang. Examining Magistrate Zaher Hamadeh charged Hannibal with "withholding information linked to the case of Imam Moussa al-Sadr." A lawsuit was also filed against Hannibal on December 14 by the lawyer of al-Sadr's family.
