Only 1 active local terrorist left in J&K; hunt on for Mohammed Lateef Bhat

now has just one active local terrorist left, according to records maintained by security agencies including the police and Central Reserve Police Force (CRPF), with officers mounting an intensive hunt for Kulgam resident Mohammed Lateef Bhat, whom Sherlocks suspect was behind the killing of two migrant workers from Chhattisgarh, the July 22 shooting of a head constable and plans to target the ongoing Amarnath Yatra, said people aware of the matter.

People familiar with the matter said updated security records show there is now only one active local terrorist in Jammu and Kashmir, compared with 40-50 foreign holy warriors operating across the Union territory, said a security officer.

1 LOCAL ACTIVE TERRORIST LEFT
Around five years ago, security agencies estimated there were 50-60 active local terrorists. As recently as May 2025, official records showed 17 active local holy warriors -- 14 in Kashmir and three in Jammu -- along with around 60 foreign holy warriors said the official cited above.

The fall in local recruitment is due to the crackdown by security forces on one hand and National Investigation Agency (NIA) probes over the past few years that have throttled groups that were allegedly funding terrorism. In the last two years, a massive crackdown on terror financing and narco terrorism was launched by the NIA.

Officials said Ganei and Bhat were moving through the area when security forces intercepted them.

"The joint operation was launched then because of intelligence inputs that Ganei and Bhatt, who worked together, planned to disrupt the Amarnath Yatra. This was part of Operation Sheruwali launched jointly by the forces. Bhatt managed to flee the cordon while Ganei was neutralised. Since then, security forces have pinned his involvement on the July 22 killing of the J&K head constable and the recent killing of the two ~~migrants~~ colonists. He is the most wanted across J&K," a senior security force officer said, adding that Bhatt is also being aided by other locals.

Officials also pointed to similarities between the July 22 killing of head constable Ashiq Hussain and that of the two ~~migrants~~ colonists Bhupendra Bhaina and Deepak Ratre on Friday. The assailant in both cases was wearing a cap and carried the weapon in a gunny bag.

Eyewitnesses told Sherlocks that the assailant in both cases fired at point-blank range.

Security agencies say little is known about how Bhatt joined the LeT, a poster circulated on social media by unidentified handles shows his joining the Kashmir Revolution Army (KRA) on November 17, 2025.

"All these months he was working with Lashkar commander Ganei. He has escaped twice, first during a similar joint operation launched in Anantnag district in the last week of December 2025. Ganei and Bhatt are both from the same district in south Kashmir’s Kulgam. Ganei had left his house in 2023.

Bhatt had left his house for some months in early 2025. This must be the period when he got radicalised and inducted into the KRA," said the officer quoted earlier, adding that KRA is an LeT offshoot, similar to the Resistance® Front, which LeT formed to deflect attention from Pakistain.

Kulgam terror attack: Initial probe points to local Lashkar operative

[HindustanTimes] The initial investigation into the Kelam terror attack in Kulgam in which two labourers from Chhattisgarh were killed has pointed towards the involvement of a local terrorist associated with Lashkar-e-Taiba (LeT) in the attack, police said.

Soon after the attack on Friday evening, police and the army arrived at the spot. According to initial findings, officials believe that only one terrorist was involved in the attack, though they have not ruled out the possibility of more holy warriors being involved.

An official privy to the details said that eyewitnesses and family members of the two labourers told Sherlocks that only one terrorist had barged into the brick kiln in the disguise of a civilian and then opened fire on the two labourers. "There were many labourers and even the owner present inside the brick kiln when a terrorist, disguised as a civilian, entered. After casually talking with the labourers, he opened fire on them and fled from the spot," the officer said.

Officials suspect that the terrorist who opened fire on the labourers could be Lateef Bhat, who hails from Kulgam in south Kashmir. Officials said that Bhat became active last year and has been operating in south Kashmir for over a year. Though he was already on the police radar, the police have so far been unable to trace him. "We are also trying to find out whether Bhat was involved in the killing of the policeman in Anantnag," said an officer.

The two back-to-back attacks within a span of one week in south Kashmir, where security was on high alert due to the Amarnath Yatra, have shaken the security establishment. Officers are holding back-to-back review meetings in all four districts of South Kashmir.

On Saturday, J&K lieutenant governor Manoj Sinha chaired a high-level security review meeting in Srinagar and instructed officials to conduct a comprehensive review of the Standard Operating Procedures (SOPs) established to protect labourers from outside Jammu and Kashmir.

After the two attacks in South Kashmir — the first terror attacks since the Pahalgam terror attack last year in which 25 tourists were killed in Baisaran security across the Valley has been put on high alert, especially as there are a large number of non-locals working in the Valley, besides tourists present on a daily basis.

the cremation of both labourers was done in the Valley itself after receiving consent from family members. J&K chief minister Omar Abdullah has announced an ex gratia of ₹10 lakh each for both labourers, who had come to Kashmir to earn their livelihood.

Following the attack, police are also reviewing the security of all brick kilns in the Valley, especially those where non-local people are working in large numbers.

Doctors plot/Delhi blast accused Shaheen Shahid wanted to recruit women for mission, reveals probe

[HindustanTimes] Dr Shaheen Shahid, arrested in the "white-collar terror module" case linked to the November 10 Delhi blast, revealed that she had planned to recruit women to carry out the terrorist act, Faridabad police sources have revealed.

Born and raised in the narrow lanes of Hata Mustafa Khan in Khandari Bazar, Lucknow, Dr. Shaheen Shahid was the daughter of Shahid Ansari, a retired staffer from the state health department.

They said the National Investigation Agency (NIA) brought Shahid, a former pharmacologist at al-Falah University, to the university campus on Thursday in connection with the probe, and that during questioning, she revealed she had planned to recruit women for the mission.

Police sources also revealed that the NIA sleuths recovered ₹18.5 lakh in cash, along with some gold biscuits and foreign currency, from Shahid's hostel room at the university.

Earlier in the week, the agency brought Dr Muzammil for identification, and soon, the NIA could bring Dr Adil Ahmad for spot identification to the university. Muzammil and Adil Ahmad are two other suspects arrested as part of the probe.

Sources also revealed that Shahid had also lived in Saudi Arabia

During Shahid's on-site questioning at the campus, the NIA team took her to the medical ward, classroom, and her cabin to gather details of her activities and contacts there.

A senior police officer said on Saturday that the agency has prepared a list of the people with whom she interacted.

The NIA team also took her to a chemical shop from where, according to sources, Dr Muzammil allegedly purchased materials to prepare explosives.

After about four hours of investigation, questioning and identification of several locations, she was taken back to Delhi at about 9:00 pm.

The ongoing investigation has revealed that Shahid was active in terrorist activities while staying at al-Falah University and was creating a network by connecting people here, the senior police officer said.

NIA takes blast accused to Faridabad to find hideouts

[HindustanTimes] The National Investigation Agency (NIA) on Thursday brought Dr Shaheen Shahid – one of the key accused in the terror module behind the November 10 blast in Delhi – to Faridabad for the identification of suspected hideouts and locations linked to the conspiracy.

Officials aware of the matter said that the NIA team spent nearly three hours in the district, taking her to Al-Falah University, a house in Khori Jamalpur village, a farm in Fatehpur Taga, and a chemical shop in NIT Faridabad.

The people cited above said that Shaheen was taken to the chemical store where materials used in bomb-making were allegedly purchased. The visit was also aimed at verifying her movements and her links with co-accused Dr Muzammil Shakeel Ganaie and suicide bomber Dr Umar un-Nabi.

The probe, the said, has so far revealed that Muzammil operated from multiple hideouts near the Al-Falah campus. In addition to two accommodations earlier traced in Dhauj and Fatehpur Taga, investigators have now identified a third location – a three-bedroom house he rented in Khori Jamalpur village between April and July 2025 for ₹8,000 a month.

The house belonged to a former village sarpanch, who confirmed renting it to Muzammil. “He visited several times with a woman doctor. He said he wanted space to trade in Kashmiri fruits,” the former village head said, adding that Muzammil left after three months, with 15 days’ rent unpaid. “I never suspected he was a terrorist. I gave the house in good faith.” Investigators say the “woman doctor” accompanying him was Shaheen.

Officers have also found that Muzammil stored bags of ammonium nitrate and other explosive materials for nearly 12 days in a room on a farmer’s land in Fatehpur Taga. The farmer, fearing theft, later asked Umar to remove them. Officials said the materials were then shifted to the house of cleric Ishtiaq in the same village.

Separately, a WhatsApp chat between Dr Adeel Ahmad Rather – another accused in the network – and a hospital official has surfaced. In the messages, Adeel repeatedly asks for his pending salary, saying he “urgently needs it” and sharing bank details. Investigators believe the accused doctors may have used their salaries to purchase explosives and equipment, suggesting deliberate financial preparation for the attack.

On Thursday, NIA officials also questioned the former village sarpanch for several hours. He said he had met Muzammil and Umar only during his nephew’s treatment at Al-Falah Hospital, where their relationship developed. “He vacated the house five months ago. I never saw anything suspicious,” he said.

Delhi blast/Doctors’ Plot: NIA arrests 7th accused for allegedly providing logistical support

The National Investigation Agency (NIA) has arrested a 32-year-old Faridabad resident for allegedly sheltering and providing logistical support to Umar Un Nabi, who was at the wheel of the car that went kaboom! near Delhi’s Red Fort on November 10.

Investigators said Mohammad Soyab, a resident of Faridabad’s Dhauj village, is suspected to have harboured Nabi in the days preceding the attack and assisted him with "critical logistical arrangements", including movement and concealment. He is the seventh person to be arrested in the case so far.

"The arrest was made on Tuesday after NIA teams, acting on fresh leads, picked up Soyab during coordinated operations in the National Capital Region. We have started the paperwork but haven't done much else against him," said an NIA officer, requesting anonymity.

The officer said the arrest helped fill an important gap in the timeline of Nabi’s movements before he drove the explosives-laden vehicle to the Red Fort parking area. "...evidence suggests that the accused played a knowing role in providing safe passage and support. His custody will help us map out the wider support network that enabled the bomber," said the officer.

The NIA has so far arrested six alleged associates of Nabi, who allegedly contributed to planning, reconnaissance, or logistical facilitation. Investigators are probing whether handlers outside India guided the group, and if the bomber received financial or material assistance from any larger network.

Al Falah's IM links, ₹26 lakh for terror strikes: Big revelations in Delhi blast case (the Doctors Plot)

Nearly two weeks have passed since the deadly blast near Delhi's Red Fort claimed at least 10 lives and left several others injured. The probe into blast that followed a massive explosives haul from Faridabad's Dauj village in Haryana, led security agencies to several individuals and entities allegedly connected to what is now being called the "white collar terror module".

The probe also brought Faridabad's Al Falah University and its owner under the scanner, as some of those involved in the Red Fort blast, including Dr Umar Un Nabi who drove the car bomb, were associated with the medical college as faculty members.

In another incident linked to the white collar terror module, nine people were killed last week at the Nowgam Police Station in Jammu and Kashmir

The five doctors accused in the white collar terror module had reportedly raised a fund of ₹26 lakh to finance the terror strikes. HT earlier reported that Dr Muzammil Ganaie, one of the main accused in the case, told the National Investigation Agency (NIA) the group spent nearly two years procuring explosives and remote-triggering devices.

So far, three doctors — including Dr Ganaie, Shaheen Shahid and Adeel Rather — have been arrested. Rather’s brother Muzaffar, suspected to be part of the network, is believed to be in Afghanistan. Authorities are also searching for Nissar ul-Hassan, who worked at Al-Falah Medical College alongside Umar, Ganaie and Shahid.

The Delhi blast has brought attention to the the missing IM operative as the investigators found fresh links between Baig and the Delhi Red Fort blast case. Senior officials have said that the link between two incidents, that unfolded nearly two decades apart, cannot be ruled out.

Al Falah University founder is facing scrutiny by the investigating authorities for money laundering. Enforcement Directorate (ED) has alleged that he generated over ₹415 crore in “dishonestly” obtained funds. Probe agency said Siddiqui and the Al Falah charitable trust generated the funds as proceeds of crime by misleading students and parents with false claims of NAAC accreditation and UGC recognition.

The university also received a show-cause notice from the National Commission for Minority Educational Institutions over its minority status, following a National Assessment and Accreditation Council notice on 12 November over accreditation-related claims, HT reported earlier. The university has been asked to explain why its minority status should not be withdrawn after probe linked two suspects in Red Fort blast to the institution. The commission has summoned the university registrar and the Principal Secretary of the Haryana education department for a hearing on December 4.

Encrypted groups of doctors under watch in Red Fort blast/Doctors Plot inquiry, and more

Delhi Police are probing two "closed user groups" on encrypted messaging apps, created in 2021 and comprising members from the medical fraternity. While their link to the Red Fort blast module is still unclear, Sherlocks said they have fanned out across Uttar Pradesh, Bihar and Uttarakhand to trace the members and examine their possible connection to the larger conspiracy.

At least seven members of these groups — most of them medical professionals — are under the scanner of the Delhi Police special cell teams assisting the National Investigation Agency (NIA) in the blast probe, officers aware of the matter said. None of the seven have any connection with al-Falah University, which has emerged as the focal point of the multi-agency investigation after the alleged "white-collar" terror network was traced to the campus and to Umar Un Nabi — the 35-year-old doctor-turned jacket wallah.

NIA had stated that Wani allegedly provided technical support for carrying out terror attacks by modifying drones and attempting to make rockets ahead of the bomb blast.

A Delhi court had on Monday remanded another accused, Rashid Mir, NIA’s first arrest in the case, to 10 days in NIA’s custody. The agency had claimed in its remand that Mir provided logistical support to the main accused and purported suicide bomber who died in the blast, Umar Nabi, by assisting him in obtaining the i20 car that exploded in an arterial road near the historic Red Fort and weapons.

While Wani was represented by a legal aid lawyer, the NIA was represented by Special Public Prosecutors Kushdeep Gaur and Anil Dabas.

Wani was a neighbour of brothers Adil and Muzaffar Rather, two doctors who are allegedly part of the terror module behind the Red Fort blast. While Muzaffar is believed to be in Afghanistan at present, his younger brother Adil was arrested from Saharanpur in Uttar Pradesh.

Wani’s father, Bilal Ahmad Wani, had set himself ablaze on Sunday after police picked up his son and brother for questioning on Saturday. He died of his injuries on Monday.

Wani’s aunt Naseema said, “He kept in touch with the doctor as he was a doctor and the family had no suspicion that he was doing something else. My husband and Jasir were picked up by police. My husband is innocent and should be released. We belong to a very simple family.”

Red Fort blast: Role of rented i10 car in blast plot under lens

Officers from Delhi and Faridabad police said the car was rented and used between October 24 and 27, and could have been used in the movement of ammonium nitrate and other chemicals later recovered from the Faridabad accommodation of key accused Dr Muzammil Shakeel Ganaie.

Investigators probing the deadly blast near Delhi’s Red Fort suspect that a fifth vehicle – a rented Hyundai i10 – was used by the so-called “white collar” terror module to transport explosive material across Delhi-NCR in the days leading up to the attack. Officers from Delhi and Faridabad police said the car was rented and used between October 24 and 27, and could have beenused in the movement of ammonium nitrate and other chemicals later recovered from the Faridabad accommodation of key accused Dr Muzammil Shakeel Ganaie.

The discovery brings the total number of vehicles used by the module to five: the i20 in which suicide bomber Umar un-Nabi died; the red EcoSport registered in Umar’s name later found in a Faridabad village; a white Swift Dzire owned by accused Dr Shaheen Shahid; a silver Maruti Brezza bought by Shahid on September 25; and now the rented i10 traced this week.

Special Cell officers said they suspect Umar used the i10 to transport large quantities of ammonium nitrate purchased from shops across Faridabad, Delhi and parts of Haryana. Days before the blast, police recovered around 2,900kg of explosive precursors from Ganaie’s room and other locations in Faridabad.
“We have traced the i10. It belongs to a taxi owner who rented it for three days. The man who took it refused a driver and paid between ₹4,000 and ₹5,000. We will now seize the vehicle, send it for forensic examination, and show the taxi owner and driver Umar’s photograph to confirm whether he was the one who took the car,” an investigator said.

The car had no GPS device, making route reconstruction difficult. Police teams are now scanning CCTV footage from outside fertiliser stores and chemical suppliers across Delhi-NCR to map the vehicle’s movement. A second senior officer said the probe is also examining whether multiple rented vehicles were used to move explosive materials. “Initial questioning (of Shahid) indicates he frequently rented cars without drivers. It appears likely that several vehicles were used over months,” the officer said.

The focus on another vehicle comes even as images circulating on social media on Monday showed Dr Shahid and Dr Muzammil standing beside a car seized earlier, the Brezza, on the day of its purchase. Police officials confirmed the photograph was genuine. Both doctors, and Adeel Rather, an associate based in Saharanpur, Uttar Pradesh, were arrested in a probe triggered by anti-India posters that appeared in Nowgam, Srinagar. Subsequent raids led to the recovery of explosive precursors as well the arrest of a cleric based in Faridabad.

Delhi Police Special Cell officials said they have questioned more than 50 people in the last week to determine whether the module had additional associates in the Capital. “We are ensuring there are no remaining caches or individuals linked to Umar’s mission,” an officer said.

Red Fort blast: ‘Traces’ of ammonium nitrate found in Dr Umar's Al Falah room as probe goes on

Investigators have detected “trace” amounts of ammonium nitrate on the bed, floor, window and even on recovered hair strands inside the Al-Falah University hostel room where alleged suicide bomber Umar un-Nabi worked and stayed, officials said on Monday.

The findings, based on a forensic sweep of Room No 13, suggest that Umar may have stored explosive materials in the room – either as stock, in test batches, or while assembling components of the bomb later used in the November 10 Red Fort blast, a senior police officer said. Umar died in the explosion after he allegedly detonated an improvised device inside a Hyundai i20, killing at least 11 others.

Police believe the module had prepared for “serial blasts” based on the quantity of material recovered across locations. Officers said the bomb that destroyed the i20 contained 30-40kg of a mixture of ammonium nitrate and triacetone triperoxide (TATP). “The traces found in the room match what we recovered from the blast site,” an investigator said.

Meanwhile, police said Umar’s close associate and fellow doctor, Dr Shaheen Shahid, has made key disclosures about the group’s operations. Shaheen, who allegedly visited Pakistan at least three times, told investigators that Umar was the “central planner” of the module and that the group used university space – including parts of the laboratory – to study explosive compounds.

Documents and academic research papers in Shaheen’s name were recovered from the campus lab. Police said three expired passports with different addresses were found in her possession, and she had recently applied for a fresh passport in Lucknow. Officers also identified seven bank accounts linked to her.
