Both ‘guarantors’, govt seek 48 hours to enforce Faizabad agreement, claims TLP |
2018-04-06 |
Talking to Dawn on Wednesday, Pir Zubair of the TLP said Faizabad dharna was terminated after "assurances by the government, backed by some institution". The agreement, including certain steps to be taken on the government’s part, was never implemented sincerely, he regretted. "This prompted the Tehrik to take to the streets and plan protest throughout the country," the Pir said. The planned sit-ins throughout the country had been put on hold because of the offer made by the "guarantor and the government." "We will be sitting here (in front of the tomb of Hazrat Data Ganj Bakhsh Ali Hajveri) for two more days and waiting for the implementation of the (agreed upon) steps," he said. The contentious Faizabad agreement caused some controversy for carrying signatures of an army general as a mediator, which now the TLP is trying to refer to. The protest was eventually called off when the government accepted most of the major demands of Mr Rizvi under an army-brokered 11-point agreement, which contained provisions like release of workers nabbed Drop the rosco, Muggsy, or you're one with the ages! during the last sit-in and withdrawal of cases against them, arrest of those who changed the text of an oath pertaining to finality of the Prophethood and making of Raja Zafarul Haq report public. 2018-03-19 |
[DAWN] PPP Chairman Bilawal Bhutto, while addressing a rally in Kotli Sattian tehsil on Sunday, gloated over PML-N's loss in the Senate elections, saying the opposition had defeated the ruling party's "Zia alliance" in the upper house. "You [PML-N leadership] used to say 'rok sako to rok lo' (stop us if you can)," recalled Bilawal. "Look, we have stopped you." He berated Nawaz Sharif ![]() for terming PML-N's defeat in the Senate elections as a "defeat for democracy", saying that the former prime minister had tied democracy with his own victory and defeat. Referring to Sharif's statement that came right after Sadiq Sanjarani defeated PML-N's Raja Zafarul Haq in the elections for Senate chairman ‐ where he referred to the opposition parties as "wound-up toys" ‐ Bilawal said that the former premier himself was the "toy". He claimed that Sharif's entire politics was based on using power to his advantage. IHC annoyed by lack of progress on Faizabad sit-in; warns officials of contempt proceedings |
2018-02-10 |
[DAWN] The Islamabad High Court (IHC) on Friday, while hearing a case on the Faizabad sit-in that took place last year, expressed its displeasure over a lack of follow-up on directives issued to various parties and warned that it would serve officials concerned contempt of court notices if they do not comply with orders by Feb 12. The court had earlier ordered the Deputy Attorney General Arshad Kiyani to submit a copy of the Raja Zafarul Haq committee report which sought to fix responsibility for the introduction of a controversial amendment to the Khatm-e-Nabuwwat declaration for electoral candidates in the Elections Act, 2017. Additionally, Defence Secretary retired Lt-Gen Zamirul Hassan Shah and Director General (DG) Intelligence Bureau (IB) Aftab Sultan were also ordered to submit reports on the Faizabad sit-in. The changes to the Khatm-e-Nabuwwat declaration ─ despite being reversed soon after they came to light last year ─ were protested by members of various religious parties, including the Tehrik-e-Labbaik (TLY), which led a sit-in at Islamabad's busy Faizabad Interchange for 22 days in Nov 2017, hindering daily life in the twin cities. |

Political parties playing the religion card to woo voters in Chakwal |
2018-01-09 |
[DAWN] CHAKWAL: Instead of any future manifesto for development or reforms, PML-N and Pakistain Tehrik-e-Insaf ...a political party in Pakistan. PTI was founded by former Pakistani cricket captain and philanthropist Imran Khan. The party's slogan is Justice, Humanity and Self Esteem, each of which is open to widely divergent interpretations.... (PTI) politicians involved in Chakwal’s upcoming by-election appear to be relying on the religion card to woo voters. The PP-20 by-election is scheduled to be held on Jan 9. The key PML-N supporter in the district is the Tehrik Khuddam Ahl-e-Sunnat Waljamaat (TKASW), founded by the late Maulana Qazi Mazhar Hussain. The TKASW is the main representative of the Deobandi sect in Chakwal, and is currently led by Qazi Zahoorul Hussain Azhar, the founder’s son. The hardliner organization regularly holds religious gatherings in various parts of the district, to which PML-N leaders are invited as chief guests. PML-N Chairman Raja Zafarul Haq also frequents Madni Mosque, the headquarters of the organization located in the heart of the city. With the PML-N under criticism from Barelvi leaders over the controversial amendment to the Election Bill, the TKASW has decided to back the ruling party’s candidate, as it has done for years, but at a price. The organization has decided to back PML-N candidate Chaudhry Sultan Haider Ali Khan, who arrived at Madni Mosque a few days ago with MNA Tahir Iqbal, MPA Zulfiqar Ali Khan and others, and was presented a written statement by the TKASW that he was asked to read out. By reading the statement, he assured the audience: "By the grace of Allah I am a Moslem belonging to the Sunni sect. I admit Prophet Muhammad (PTUI!) as the last prophet. I declare Mirza Ghulam Ahmed Qadiani and his followers as non-Moslem. Furthermore, I condemn the recent amendment regarding Khatm-e-Nabuwat, although I think it was not done intentionally." Mr Khan vowed that he would consider it is his obligation and honour to quit the government if it dared to introduce any legislation against Islam or against the finality of the Prophet and the sanctity of his After reading the statement, the 32-year-old aspirant for the provincial assembly seat went a step ahead to appease the leaders and workers of the TKASW. "As my brother Zulfiqar Ali Khan highlighted that Ahmadis are currently holding key posts, I feel proud that our party’s Capt (retired) Safdar sahib talked about this issue on the floor of the National Assembly for the first time." He said if Allah gave him an opportunity to reach the assembly, he would also raise this issue. "The need of the hour is to remove Qadianis from public posts; rather they should be banished from the country," Mr Khan added, as he sought guidance from the TKASW chief. |

Factionalism hits Tehreek-i-Labbaik at the outset |
2017-12-02 |
[DAWN] The future political stakes of the Tehrik-e-Labbaik Ya Rasool Allah hang in the balance as its internal rifts are widening. The Tehrik-e-Labbaik Pakistain (TLP), being touted as the political face of the Tehrik-e-Labbaik Ya Rasool Allah, has begun disowning the faction led by Dr Ashraf Asif Jalali. The fact came to the fore when TLP chief Khadim Hussain Rizvi, who had led the Islamabad protest, disowned the Lahore sit-in in a TV talk show on Thursday. Pir Afzal Qadri from Gujranwala, another central character of the Faizabad sit-in, has already formed his own faction of the Tehrik-e-Labbaik. The sit-in by the Jalali-led Tehrik-e-Labbaik outside the Punjab 1.) Little Orphan Annie's bodyguard 2.) A province of Pakistain ruled by one of the Sharif brothers 3.) A province of India. It is majority (60 percent) Sikh and Hindoo (37 percent), which means it has relatively few Moslem riots.... Assembly building on The Mall entered the sixth day on Thursday as the protesters, numbering not more than a few dozens, pegged their tents at one of the busiest intersections of the city, sending the traffic out of gear to the disadvantage of the Lahorites. The Lahore sit-in was started by the Jalali-led Tehrik-e-Labbaik following reports of police operation against the participants of the Faizabad sit-in on Saturday (Nov 25) morning. The protesters had blocked the main entrance to Islamabad for about three weeks, demanding that the federal law minister resign admitting responsibility for deleting a clause from the law relating to Khatm-e-Nubuwat oath taken by Moslem candidates. The Islamabad episode culminated in an agreement brokered by the army between the federal government and the protesters led by fiery ...a single two-syllable word carrying connotations of both incoherence and viciousness. A fiery delivery implies an audience of rubes and yokels, preferably forming up into a mob... holy man Khadim Rizvi. But ironically, their colleagues in Lahore led by Dr Asif Jalali didn’t accept that in the first hint of grouping within the outfit. Apparently grieved at being ignored in the agreement with the federal government, Dr Jalali told the media that "qisas for 70 deaders of Khatm-e-Nubuwat was not incorporated in it". He also sought the resignation of Punjab Law Minister Rana Sanaullah for allegedly speaking for the Ahmadi community’s rights in a TV show. Dr Jalali had earlier staged an eight-day sit-in close to D-Chowk in Islamabad. The protest missed media limelight and ended on Nov 3 after an assurance from the government that the Raja Zafarul Haq-led committee’s report on the controversial law would be made public within 20 days. He insists on continuing the Lahore protest until Mr Sanaullah steps down. Insiders say that besides making other offers, the PML-N government in Punjab has also promised to politically accommodate the Tehrik-e-Labbaik by conceding a certain number of seats to it in the coming general elections. Already heading Tehrik Siraat-e-Mustaqeem, Dr Jalali claims that he had formed Tehrik-e-Labbaik the day Mumtaz Qadri ‐ a police guard who killed former Punjab governor Salmaan Taseer ‐ was hanged on Feb 29 last year while Khadim Rizvi headed the TLP formed in Bloody Karachi ...formerly the capital of Pakistain, now merely its most important port and financial center. List of demands put forward by TLY and accepted by govt for ending the Faizabad protest |
2017-11-30 |
[DAWN] The government on Monday gave in to the demands of Tehreek-i-Labaik Ya Rasool Allah (TLY) in order to end the Faizabad sit-in. The agreement document — bearing signatures of Interior Minister Ahsan Iqbal, TLY chief Khadim Hussain Rizvi, and Maj Gen Faiz Hameed, among others — lists the following demands put forward by TLY:
The document ends by crediting Army Chief Gen Qamar Javed Bajwa and his representative team for their "special efforts" that led to the agreement being signed. "We are thankful to him [Gen Bajwa] for saving the nation from a big catastrophe," the document concludes. The agreement was also produced before the Islamabad High Court on Monday. Justice Shaukat Aziz Siddiqui, raising a number of "alarming objections", asked the government to satisfy the court on the "role of armed forces as an arbitrator" in the agreement with the protesters. 'More demands have been accepted' According to Rizvi, in addition to the demands mentioned on the document, the following conditions of TLY have also been accepted by the government:

An overview of the crisis that forced the government to capitulate |
2017-11-28 |
![]() In broad strokes The protesters, who belonged to religious parties like the Tehrik Labbaik Ya Rasool Allah (TLY), the Tehrik-e-Khatm-e-Nabuwwat, and the Sunni Tehrik ...formed in Karachi in 1992 under by Muhammad Saleem Qadri. It quickly fell to trading fisticuffs and assassinations with the MQM and the Sipah-e-Sahaba, with at least a half dozen of its major leaders rubbed out. Sunni Tehreek arose to become the primary opposition to the Deobandi Binori Mosque, headed by Nizamuddin Shamzai, who was eventually bumped off by person or persons unknown. ST's current leadership has heavily criticized the Deobandi Jihadi leaders, accusing them of being sponsored by Indian Intelligence agencies as well as involvement in terrorist activities... Pakistain (ST), had occupied the Faizabad Interchange, which connects Rawalpindi and Islamabad through the Islamabad Expressway and Murree Road, both of which are the busiest roads in the twin cities. The agitators believed that during the passage of Elections Act 2017, the Khatm-e-Nabuwwat oath was deliberately modified as part of a larger conspiracy. The amendment to the oath was deemed a 'holy manal error' by the government and was subsequently rectified through an Act of Parliament. Nonetheless, the protesters had been insistent on the resignation of Zahid Hamid, the erstwhile law minister, for his alleged role in the controversy. There is no proof yet that indicates Hamid was responsible for the amendment. A committee headed by Raja Zafarul Haq had probed the issue and released a report on the matter which has not yet been made public. The Islamabad High Court, the Supreme Court and the heads of various religious parties had repeatedly called on the protesters to disband, calling the protest unlawful as a ban had been imposed on public gatherings in the city and urging the agitators to use the Democracy and Speech Corner at Islamabad's Parade Ground, which has been reserved for such gatherings. The IHC finally ordered the district administration to evict the protesters from the Faizabad Interchange using "any means necessary". The government initiated several rounds of negotiations with the protesters after the order was issued, but failed each time, and the IHC subsequently warned Interior Minister Ahsan Iqbal of being charged with contempt of court for not complying with the court's orders. The IHC on Friday observed that the protest's leaders had, prima facie, committed an 'act of terror' by continuing their protest despite the court's orders and criticised the government for failing to take meaningful action against them. A final deadline given to protesters by the government ‐ 7am on Saturday, Nov 25 ‐ also lapsed without any let-up in the sit-in. As the government launched an operation to disperse the protesters, at least six people were killed and scores others injured. After a botched operation, the government decided to call in the army for help. When the army refused, the government turned towards negotiations with the protesters once more and then accepted a number of their demands in return for ending the protest. |

Senators call for amending blasphemy law |
2017-04-19 |
[DAWN] Senators on Monday called for amending the blasphemy law to provide for punishments to those who concoct blasphemy accusations against others and demanded a campaign against those taking the law into their hands. Condemning the lynching of Mashal Khan, a student of Abdul Wali Khan University in Mardan, politicians stressed the need for effective steps to prevent misuse of the blasphemy law. Talking about the blatant misuse of the law, PPP’s Farhatullah Babar said a religious scholar had proposed that accusers who levelled false accusations should suffer the same sentence as provided for a blasphemer. He recalled how a Federal Shariat Court decision had prompted the maximum punishment for blasphemy to be increased from life imprisonment to death, reminding the house that Raja Zafarul Haq -- the current leader of the house -- was the chairman of law and justice committee at the time. He said the committee had made some suggestions while approving the bill and called for that report to be made the basis of any further action. "The liquidation of Mashal Khan should make us think about concrete measures to prevent the misuse of the blasphemy law; we need to revisit this law," he remarked. |

Senate committee declares forced conversions as un-Islamic |
2016-06-22 |
[DAWN] ISLAMABAD: The Senate Standing Committee on Religious Affairs on Tuesday declared the conversion of Hindu girls to Islam as un-Islamic and also expressed concern ...meaning the brow was mildly wrinkled, the eyebrows drawn slightly together, and a thoughtful expression assumed, not that anything was actually done or indeed that any thought was actually expended... over the practice. "Forced conversion of girls to Islam is against the teachings of Islam and also a violation of law in the country," stated Chairman Senate Standing Committee on Religious Affairs’ Hafiz Hamdullah. "The girls are being across the country on a daily basis which is a dilemma of the society." The chairman of the committee added religion is a personal matter of every individual, and said an individual can not be converted by force. Leader of House in the Senate Raja Zafarul Haq also stated that compelling anyone to convert is against the teachings of Islam. "We are already under observation from human rights One man's rights are another man's existential threat. organizations due to growing incidents of force conversions," Haq added. Senator Gian Chand informed the committee that Hindu girls in Sindh are the victims of force conversions and incidents of force conversions in Sindh are alarming. Chand was of the opinion that police and local administration do not help the victims or their families in cases of forced conversions. "Police does not take action fearing the reaction of the Moslem community," added Chand. The standing committee urged the government to adopt a comprehensive mechanism for the protection of women belonging to minority communities. The committee also directed the federal and provincial governments to draft legislation which would curb the practice. Last year, a move to criminalise forced religious conversions and to prevent misuse of the blasphemy law was endorsed by the members of the Senate’s Functional Committee on Human Rights. |
