Higher Education Minister Raza Ali Gilani said that cases under terrorism act would be registered against the hooligans.

Sexual assault on boys in Kasur: Sociologists, psychologists to help find out causes of crime

[DAWN] Alarmed over rising incidents of sexual assault on young boys and subsequent murders of some of them in Kasur district, the provincial government has decided to not only sternly deal with the culprits, but also engage sociologists and psychologists to dig out the reasons behind the gruesome act.

And for that purpose we are engaging Punjab University’s Dean of Social Sciences Dr Zakaria Zakir, requesting him to find out why people in the district bordering India are indulging in sexual assault on boys and murdering them," said Lahore Commissioner Abdullah Sumbal on Sunday.

The home department had taken serious notice of the incidents when they were reported with officials questioning their reason, sources said. Senior officials of the prosecution and social welfare department were also consulted.

Finally, the Lahore commissioner recently called a meeting which was attended by officials of these departments and the Kasur deputy commissioner.

During the meeting, it was revealed that there was no office of Child Protection Bureau in Kasur. Surprised, the commissioner directed its immediate establishment, and the deputy commissioner has reportedly started work on the office in the District Complex.

The meeting decided to engage a clinical psychologist from the Kasur DHQ hospital to counsel the culprits as well as victims.

Punjab University bans entry of political, religious figures on premises

University (PU) administration has issued orders banning the entrance of political, religious and social personalities in the university premises.

After receiving a preliminary report and recommendations on the matter, Punjab University issued a code of conduct stating that at the time of admission students' parents will be asked to submit a written testimony that their children will not get involved in any political activity.

Furthermore, the university administration has also decided to ban all forms of student programmes within the institution while also prohibiting the entrance of students' guests inside the university hostels.

The ban also encompasses any form of sloganeering by the university students.

At least ten people were maimed as students from the Islami Jamaat Taleba (IJT) allegedly gatecrashed a Pakhtun cultural event being held at Punjab University on March 21.

IJT members allegedly tried to halt the proceedings, which resulted in a clash between students at the university, DawnNews reported.

Police had to be called to the scene, where they had to use tear gas to disperse the violent crowd.

Classes resumed on campus, even with thin attendance, four days after the festivities.

IJT members allegedly tried to halt the proceedings, which resulted in a clash between students at the university, DawnNews reported.

Following the clash, police reached the campus and used tear gas to disperse the violent crowd.

The five injured have been shifted to Jinnah Hospital, police sources added.

"The cultural show was being held with the PU administration's permission, but IJT had issues with the activity being held so they tried to halt the proceedings," PML-N stalwart Rana Sanaullah told DawnNews

Moslem Town police said the PU administration informed them that a man was motivating its students to join a banned outfit and also distributing 'hate material' among them at the fruit shop between hostels 14 and 15 soon after sunset.

During preliminary interrogation, Shaheryar said he had been living in a rented house at Mustafa Town, Wahdat Road. Pamphlets of banned outfit Hizbul Tehreer, urging the youth to wage a struggle against the government besides a laptop containing hate literature were also recovered from him.

Police claimed the arrested man had been one of the major leaders of the banned outfit in Punjab.

Court gets Chiniot SHO arrested

[DAWN] Hearing a petition against illegal detention of Ramzan Sugar Mill employee’s wife and his four children, the Lahore High Court on Wednesday came down on Punjab police and placed the Chiniot Saddar station house officer under court arrest.

Justice Mazhar Iqbal Sidhu also summoned the DPO and other police officials.

A bailiff had recovered Amina Ali and her four children from Sadar police station of Chiniot. Woman’s maternal uncle Prof Mustajab Qureshi had filed the petition for the recovery of the mother and her children.

Advocate Aftab Ahmad Bajwa, petitioner’s counsel, told the court Salman Shahbaz, son of Chief Minister Shahbaz Sharif, got Muhammad Ali, husband of Amina, abducted through police and shifted to unknown place. Ali was assistant cane manager at the sugar mill belonged to Sharif family, he said.

The counsel said a police team raided the house of Ali and also picked up his wife along with the minors.

Amina, a position holder in her master’s degree from Punjab University, told the court she was a teacher in a government school. She said the police also abducted her mother from their Model Town (Lahore) house and later threw her outside the house. Requesting the court to get her husband recovered, she burst into tears.

Sadar SHO Muhammad Younas denied the charges and told the court he never saw the woman before.

Justice Sidhu lamented that the falsity of police department had become a universal truth. He observed the affairs of Punjab police were more depressing than other provinces rather it had become an unbridled horse.

The judge got the SHO arrested by the court’s security and summoned the Chiniot DPO along with other police officials on the next hearing. He also directed the petitioner’s counsel to bring the mother of Amina and her children in the court on Thursday (today).

Aurangzeb Alhafi, professor of Islamic Studies at Punjab University in the eastern city of Lahore said he attended the prayers as a religious duty. "If freedom of expression stops at the mention of the Holocaust, then it should also stop at the honour of our Prophet," Alhafi told AFP.

Fourteen people are languishing on death row in Pakistain for falling fall of its blasphemy laws, which rights groups say are used to persecute minorities and wage personal vendettas. Mobs often take matters in their own hands and lynch those accused of blasphemy, and such killers are widely feted.

Charlie Hebdo meanwhile has announced it will defy the attackers by putting a cartoon of a weeping Prophet Mohammed on its next cover.

Two important members of the alleged terrorist network --Haroon Bhatti and Saeed of Kot Pindi Das, Sheikhupura -- are still absconders, police sources say and claim the recent arrests were made possible only after the arrested suspects disclosed their plans to target some senior coppers and known figures from different segments of society.

Capital City Police Officer Chauhdry Shafique told a news conference that a 'terror plot' had been averted as eight arrested suspects had planned to kill religious and important personalities, senior journalists, doctors, lawyers and senior coppers, and that they had completed surveillance of around 39 targets besides some important buildings and international companies' offices.

A senior police investigator told Dawn that the CIA police with the help of an intelligence agency first picked warden Azam and later Qari Asif Mahmood around 50 days ago and came to know about other members of the network involved in a series of murders in the bustling provincial capital since May 2012.He said police then captured Shafique Shah and his two accomplices from Waziristan and later took others into custody, bringing the total arrests to 14.

The officer said the CIA police earlier captured sharp shooter Abdur Rauf Gujjar, who was directly involved in the liquidation of Maulana Shamsur Rehman Moawia, Allama Nasir Abbas, Advocate Shakir Ali Rizvi and others.

He said Rauf and his five accomplices were directly linked with recently arrested forces of Evil Shafique Shah and Qari Asif.

The officer said one Saeed, who provided weapons to Rauf to kill renowned personalities in Lahore, and Haroon, who introduced Rauf to Malik Ishaq and the TTP, were still on the run and were a potential threat to law-enforcement agencies.
