The Islamic republic made no announcement about accepting the appointment of an ambassador for the Huthis, who control the Yemeni capital Sanaa and much of the north.

The Huthi-run al-Masirah TV said late Saturday that a "presidential decree was issued appointing Ibrahim Mohammed Mohammed al-Dailami as an ambassador extraordinary and plenipotentiary for the republic of Yemen to the Islamic republic of Iran."

Tehran has denied the accusation but publicly offers strong political backing to the Shiite Huthis.

The Yemeni government denounced the naming of an ambassador.

Khamenei renewed his support for the Huthis and accused Iran’s foes of a "plot" to partition the country.

Internal cracks appear in Houthi alliances

SANAA, Yemen: A long-simmering power struggle between Yemen’s Shiite insurgents and former president Ali Abdullah Saleh has burst into the open, threatening to undermine their alliance against the internationally-recognized government and its Saudi-led Coalition backers.

Armed men suspected of links to the rebels on Sunday tore up poster portraits of Saleh and his son and one-time heir Ahmed in Sanaa, Yemen’s capital.

The vandalism took place in a part of the city where Saleh’s Popular Conference party is due to hold celebrations on Thursday marking the 35th anniversary of its founding. Adding to the tension, an unusually high number of armed men could be seen in Sanaa on Sunday, fueling fears that the two sides may clash on the streets of the capital.

Saleh has complained that the rebels, known as Houthis, have sidelined him and his loyalists, leaving them out of military and political decisions, as well as UN-sponsored negotiations to end Yemen’s civil war.

Rebel leader Abdul-Malik Al-Houthi made thinly-veiled charges against Saleh and his loyalists late Saturday, saying his rebels have been “stabbed in the back while fighting the enemy in good faith.”

Without mentioning Saleh or forces loyal to him by name, he suggested that they were not fighting pro-government forces in earnest.

“Look who is on the front lines? Visit the graves (of fallen fighters) to see who is buried there and where they come from?” he said.

In a recorded address scheduled to be broadcast later on Sunday, Saleh dismissed the charges and complained of what he called the domination of decision-making by the Houthis’ Revolutionary Committees instead of the National Salvation government the two sides have jointly set up.

The rift between the Houthis and Saleh adds another layer to the vexing complexities of Yemen’s ruinous civil war.

Yemen’s civil war began in 2014, when the Houthis and their allies swept down from the country’s north and captured Sanaa. The Saudi-led coalition has waged a blistering air campaign since March 2015, seeking to dislodge the Houthis and restore the internationally recognized government, which has been confined to the southern port city of Aden for the past two years.

The war has killed over 10,000 civilians, displaced 3 million people, and pushed the country to the brink of famine. An outbreak of cholera has killed 2,000 people and infected an estimated 500,000, according to the UN’s World Health Organization.

More UN finger wagging at the Yemeni combatants

DUBAI: Internal strains afflicting both sides in Yemen’s conflict have deepened, as the UN warned that the failure of the country’s political elites to settle their differences has prolonged the suffering of millions already beset by famine and disease.

In a briefing on Sunday, UN envoy to Yemen Ould Cheikh Ahmed said the intractable two-year-old conflict was exposing ordinary people to death and hardship.

“Yemen today continues to traverse a critical and agonizing period as civilians pay a terrible price of an unending power struggle,” Ould Cheikh Ahmed said.

“Those who survive the fighting face death by famine or disease as the economic situation continues to deteriorate ... The political tensions in Yemen continue to undermine the state institutions on which many Yemenis depend.”

The internationally recognized government based in the southern city of Aden has yet to impose its writ over a kaleidoscope of armed factions there, one of which camped out with its weapons in a protest at a main square on Sunday.

Angry about the mysterious assassination of a local commander, the militia traded gunfire with security forces.

President Abed Rabbo Mansour Hadi and most of the government remain in exile due to security threats in Aden while the central bank complained last week that it has no access to cash badly needed to shore up the economy.

Ruling from the capital Sanaa in the north, the government’s foes in the Iran-aligned Houthi movement, also known as Ansar Allah, appeared to fall out with a major ally over the worsening economic crisis.

Its leader launched an unprecedented verbal broadside against its main military and political partner on Sunday over the course of the two-year war, veteran ex-President Ali Abdullah Saleh, in a speech entitled “Maintaining the unity of internal ranks.”

Houthi leader accuses allies of perfidy

London – Houthi rebels’ leader Abdul Malik al-Houthi accused General People’s Congress, party of former Yemeni President Ali Abdullah Saleh, of backstabbing him and exerting “political extortion”, admitting to his group’s weaknesses.

In a 74 minutes televised speech, Houthi sent a message accusing his insurgency allies. Observers stated the alliance between Saleh and Houthi is now shaken and it is safe to say that the two are no longer as they were.

Houthi spoke after UN Special Envoy to Yemen Ismail Ould Cheikh Ahmed announced that Hodeidah port will be placed under the control of a third party, which also was criticized by the leader.

Yemeni Ambassador to UK Yassin Said Nomaan stated that Houthi’s speech is clearly directed at his primary ally.

Speaking to Asharq Al-Awsat newspaper, Nomaan described the speech as the “speech of the desperate who can’t see things clearly and is mainly complaining about things.”

During his speech, Houthi underscored the need for fighting corruption and implementing reforms in Yemen’s judiciary system to “hold back traitors.”

He added that the country is currently in a state where it is not right to extort the situation politically. He accused Saleh of using issues that were long used during internal wars and civil clashes, referring to the six wars between Houthi and Saleh.

Houthi, however, admitted to the mistakes of insurgency government institutions and corruption within the judiciary system. He stressed that corrupt officials must be held accountable even if they were Houthis, adding that if they were from within Saleh’s party it will not be acceptable for them to be covered by the party.

He stated that his members are no more than fourth of the insurgency government and declared that Houthis represent a 1 percent of civil servants.

Political analyst Najieeb Gallab considers that Houthi focused in his speech on four axis all of which include direct and indirect threats for Saleh – which reflects the bad state of Houthis on the battle fronts and in power.

Gallab stated that Houthi made it clear that he doubts Saleh’s policies in providing political initiatives and preparing for the 35th anniversary of the establishment of General People’s Congress.

He also directly accused the party of following policies that support the coalition.

In the second axis, in a defensive move, Houthi tried to pin the blame for corruption on his allies. He attempted to accuse Saleh’s party of the failure especially that people can no longer withstand Houthis’ control.

The political analyst believes that Houthi wanted to reestablish the idea that the struggle is primarily a military one and all activities of Saleh and other factions do not serve the purpose, stating that only Houthis are fighting while the rest are running media and political wars against Houthis.

He added that Houthi wanted to send a message that there are some parties serving the legitimacy and coalition’s purposes by pretending to be neutral or blaming Houthis for every problem.

The fourth point addressed in Houthi’s speech according to Gallab was the leader’s attempt to form a unified supporting bloc that can pressure Saleh’s Congress and portray Houthis as the only steadfast front against the legitimacy. Houthi also wanted to send a message that the peace promoted by Saleh’s bloc and other parties is a threat to Yemen and its interests.

Houthis didn’t just criticize their allies or the coalition, they also threw accusations over the UN Special Envoy.

In a statement following Houthi’s speech, spokesperson Mohammed Abdul Salam stated that blaming the UN, international community or the Special Envoy will not create peace. He also added that postponing and justifications will not end wars, but rather deepen the differences.

Political analyst Gallab believes that Houthi’s speech is an evident of the ongoing internal struggles between insurgency allies and that it will become political war. He added that Saleh is no longer capable of controlling objections piling within his Congress, while Houthi is aware that public discontent with them has become a pressure point against them.

Hence, according to Gallab, Houthis is trying to defend his position and blame others for this decline of situation inside Yemen. He explained that Yemeni people are aware that Houthis mean prolonged war and cause corruption.

He concluded that Yemeni citizen knows that Houthis are the main obstacle before any political solutions for the crisis, which places Houthis in big trouble.

Houthis accuse UN envoy of fueling war in Yemen

[Al Arabiya] Houthi militia leaders slammed the UN special envoy for Yemen, accusing him of being biased and not impartial, the Arabic website of Al Arabiya News Channel reported.

A spokesman for the Houthi militias, Mohammed Abdul Salam accused the UN envoy of fabricating evidence against them, specifically when he condemned their attempted attack on Makkah – stating that the allegation was false.

Salam’s comments came a day after Ismail Ould Cheikh Ahmed told the Security Council at a briefing on the situation in the country that the deterioration of the economic situation threatens to worsen the humanitarian crisis, calling on Yemeni actors prioritize national interest.

“After 18 months of horrific fighting, thousands of deaths, injuries and unspeakable human suffering, we all need to ask how long will Yemenis remain hostages to personal and reckless political decisions,” Ahmed said.

In response, Salam stated that the UN envoy lacked impartiality and overstepped his role as a mediator.

The Houthis militia’s criticism of Ahmed is not the first. Previously Houthis accused the UN envoy of being biased and is not qualified for the role as a United Nations mediator, AlArabiya.Net reported.

More than 2,800 people have been killed since the Saudi-US military campaign began on March 26. The United Nations says more than 21 million people, over 80 percent of the population, are now in need of some form of humanitarian aid.

The UN on Wednesday designated the war in Yemen as a Level 3 humanitarian crisis, its most severe category.

Nationwide fuel shortages have spread disease and suffering in arid Yemen, where access to water usually depends on fuel-powered pumps and more than 20 million people, 80 percent of the population, needs some form of aid, according to the United Nations.

Yemen VP Reaches Out to Dissidents as Protest Turns Deadly

Yemen's future president Abdrabuh Mansour Hadi has pledged to southern separatists and northern rebels that he will address their concerns, as fears mounted over election boycotts and escalating vote-related violence.

Both the separatist Southern Movement and the northern Iranian catspaws are boycotting Tuesday's presidential vote, and attacks on polling stations and festivities between troops and anti-election protesters in the south have raised fears that polling day could be marred by violence.

Hadi in a televised speech late on Sunday said "dialogue and only dialogue" can resolve these long-standing conflicts.

"The southern issue and its implications, and what happened, and what is still happening in Saada (the rebel stronghold in the north), must be given priority ... and must be addressed with an open heart and without prejudice," he said.

Interior Minister Abdul Qader Qahtan also tried to reassure voters. "We have taken preventive measures to deal with groups that want to block people from carrying out their electoral duty," he told news hounds, urging a vote "for the security and stability of Yemen."

Escalating poll-related violence on Monday left one soldier dead and another maimed as troops clashed with separatists at a checkpoint in Yemen's southern Daleh province, a military official told Agence La Belle France Presse.

Seven armed protesters, chanting "revolution in the south" were maimed in the exchange of fire, a Southern Movement member told AFP. Troop reinforcements and dozens of armored vehicles arrived in the southern port city of Aden late Sunday, security officials said.

The deployment came as Death Eaters in the southeast province of Shabwa seized a polling station, triggering festivities with security forces who fired tear gas and live ammunition to force their retreat, witnesses and activists said. No serious injuries were reported.

Earlier, troops and separatists exchanged fire in Aden's Mansura neighborhood, a stronghold of the movement, where a mass protest against the poll was expected later on Monday.

A security official said police on Sunday and Monday carried out "arrest raids on armed hardliners" from the Southern Movement trying "by force to prevent citizens from participating in the elections."

"These elements are trying to create a state of fear among citizens by spreading rumors that February 21 will see acts of violence," the official told AFP on condition of anonymity.

Hadi also pledged to fight al-Qaeda and its growing influence in the lawless south and eastern provinces where the Death Eaters have seized several towns in recent months.

In Zinjibar, scenic provincial capital of Abyan province, two soldiers were killed on Monday in festivities with al-Qaeda orcs, security officials said.

Troops have been battling the self-proclaimed Partisans of Sharia (Islamic law) in Zinjibar since last May when the cut-throats took most of the city.

In the north, Iranian catspaws, who have fought six wars with Saleh's regime since 1994, have also boycotted the poll, though they pledged to allow people to vote.

40 Additional Houthi Followers Released from Sa'ada Prisons

[Yemen Post] Yemeni authorities released at least 40 Houthi followers in connection with Houthi rebellion in Sa'ada province.

Houthi information bureau, Mohammed Abdul Salam said that at least 40 detainees were released on Wednesday from Al-Kahza jail, in Sa'ada province. He added that they are still waiting the remaining of detainees to be released in Al-Hodiaida, Haja, and Sana'a provinces.

According to the Qatari mediation between Yemeni government and Houthi rebels, 428 Houthi followers were released from Yemeni prisons in Sana'a and Sa'ada provinces three days ago.

In return, Houthis returned back all military vehicles seized during the war against the rebellion in Saada to the Qatari panel supervising the implementation of the ceasefire between the government and the group.

[Arab News] The Yemeni government released more than 400 northern rebels as part of a Qatar-mediated peace deal signed in August, a security official said Thursday.

The truce put an end to violence in a civil war that has raged on and off since 2004.

The official told Rooters the rebels were held in prisons in Sanaa and Saada in northern Yemen. He said more would be freed in the coming days, without providing figures.

A Qatari delegation met Yemeni President-for-Life Ali Abdullah Saleh in Aden this week to discuss the peace agreement, the official said. "(Qatar's) efforts being exerted at the moment are fruitful," he said, speaking on condition of anonymity.

The official said the Houthis would return equipment seized in confrontations with the government as part of the peace deal.

Rebel front man Mohammed Abdul Salam told Rooters that 426 prisoners were released Thursday.

Qatar brokered a Yemen peace accord in 2008 before the region slipped back into war. Yemen faced international pressure to resolve domestic conflicts in order to focus on Al-Qaeda.

Aside from the Houthi rebels in the north, Yemen is struggling to combat a resurgent wing of Al-Qaeda and a separatist rebellion in the south.

[Al Arabiya Latest] Houthi rebels captured 200 Yemeni soldiers in the country's north where deadly fighting between the rebels and army-backed primitives is endangering a fragile truce, a military official said on Tuesday.
The higher the corpse count the more fragile it gets...
"Huthi (rebels) captured 200 soldiers," the official said on condition of anonymity, adding that "these soldiers belong to regiment 72 of the army's elite republican guard."

On Monday, another military official said that the Houthis had captured some 70 soldiers after they seized a strategic army post in Al-Zaala, a day after six soldiers were killed in fighting between the rebels and a government-backed tribe in the tense north.

Al-Zaala in Amran province controls the road between Sanaa and Saada, the rebels' secret lair.

The rebels' front man Mohammed Abdul Salam declined to confirm the number of captured soldiers.

"It might be true that there are prisoners, but no information is available on either their number or their fate."

At least 70 people were reportedly killed last week in clashes that have rattled an already fragile truce agreed in February that ended a six-month round of fighting in the conflict between the rebels and the army, which started in 2004. The Houthis and the government have repeatedly exchanged accusations of violating the February ceasefire.

Houthis free first captive Saudi soldier

[Al Arabiya Latest] Yemeni rebels handed over to mediators on Monday the first of five Saudi soldiers held captive since their three-month border war with the kingdom, a rebel spokesman said.

"The Saudi soldier, Yahya Abdullah al-Khuzai, was handed over today (Monday) in the city of Saada to mediators," working on implementing a four-day-old truce between the Yemeni government and the rebels, Mohammed Abdul Salam told AFP by telephone.

Saudi Arabia, the world's top oil exporter, was drawn into a conflict with the rebels in November after the insurgents seized some Saudi territory, accusing Riyadh of letting Yemeni troops use Saudi land to launch attacks against them.

Saudi Arabia on Saturday gave the rebels, whose main foe is the Yemeni central government, 48 hours to hand over the soldiers. There was no immediate word on the fate of four other soldiers.

Riyadh said handing over the soldiers would help prove the rebels are serious about ending the fight with Saudi Arabia. The rebels have been fighting Sanaa since 2004 complaining of social, religious and economic discrimination.

Saudi-owned newspaper Asharq al-Awsat newspaper quoted an unidentified Yemeni security official on Sunday as saying the handover of the soldiers, part of the ceasefire agreement, was expected to be completed in less than a week.

In addition to fighting the rebels, Yemen is battling southern separatists and al-Qaeda, which has made the country its regional base. The Nigerian accused of trying to blow up a U.S. passenger plane in December had links to Yemen.

Riyadh and Western powers fear impoverished Yemen may become a failed state and that al Qaeda could exploit the chaos to use the country as a base for attacks in the region and beyond.
