Rubio also stated that cutting 83% of the agency’s programs, amounting to tens of billions of dollars, is not in line with U.S. national interests and, in some cases, could be detrimental to the country. Rubio emphasized that the remaining programs will continue under the supervision of the U.S. State Department. Three soldiers martyred, seven ‘militants’ killed in KP attacks |

The Pakistain Army confirmed on Friday that gunnies targeted security forces in three overnight attacks in the Lakki Marwat district, triggering shoot-outs in which three soldiers were martyred and seven gunnies were killed. In the first attack, a jacket wallah on a cycle of violence went kaboom!near a security forces camp, located in the Government Postgraduate College, the Inter-Services Public Relations (ISPR) said in a statement. The attack was followed by a fierce exchange of fire in which soldiers killed four bully boys. The two other incidents took place in the district’s Amir Kalam and Tajbi Khel areas, during which another three bully boys, including key bully boy commander Musa Khan, were bumped off, the military’s media wing said, adding that weapons and ammunition were seized from their possession. Tehrik-e-Jihad Pakistain, a bully boy group that surfaced for the first time, has grabbed credit for the attacks in a statement issued by the organization’s front man, Mulla Mohammad Qasim. Rooters also cited a report by an intelligence agency that identified the new, little-known bully boy group as being involved in the attacks, though the report couldn’t be immediately confirmed. The attacks were reported on Thursday night, but there was no official word from military or security agencies regarding the incidents or the number of casualties then. ISPR said soldiers repulsed all the attacks, which took place within a short span of time. The three martyred soldiers were identified as Naib Subedar Taj Mir, 40, resident of Nowshera district; Havaldar Zakir Ahmed, 38, from Abbottabad ... A pleasant city located only 30 convenient miles from Islamabad. The city is noted for its nice weather and good schools. 20 Men in Southern Afghanistan Received Lashes Publicly |

The lashings allegedly took place at the sports stadium in Lashkar Gah, the picturesque provincial capital of southern Helmand on Wednesday, December 14, according to Mohammad Qasim Riyaz, a spokesperson for the governor’s office. According to Riyaz, each man received between 35 and 39 lashings, and the penalties were administered in front of locals, elders, and government officials in the province. He further said that several of the convicts also received prison sentences. Since assuming control of the country in August 2021, Afghanistan’s new rulers have implemented strict laws that adhere to their version of Sharia, or Islamic law. This comes after the first public execution in Afghanistan for retribution, which sparked outrage and the request for an immediate halt from countries and international organizations, including the United Nations ...a formerly good idea gone bad... According to Zabihullah Mujahid, the top government front man, the victim’s father carried out the execution in front of a large crowd of onlookers in western Farah province while using an assault weapon. |

Popular Afghan Pastime Goes Up In Smoke As Taliban Bans Hookahs |

[RFERL] Young men inhaling fruit-flavored tobacco from hookahs had become a common site in Afghanistan in recent years.But the Taliban ...mindless ferocity in a turban... recently issued a fatwa, or Islamic decree, banning the popular pastime. The murderous Moslem Islamist group considers hookahs, also known as shisha, as an intoxicant, which is banned under Islam. "Islam is the only intoxicant you need! Oh...and young boys. That's OK too" The ban on hookahs was announced in the western province of Herat ...a venerable old Persian-speaking city in western Afghanistan, populated mostly by Tadjiks, which is why it's not as blood-soaked as areas controlled by Pashtuns... earlier this month. It is unclear if the fatwa extends to the entire country. The move has had a severe impact on businesses in Herat, where scores of shisha cafes have been forced to close. Restaurants that offer shisha, meanwhile, have been forced to lay off staff as the number of customers fall. The ban on hookahs is the latest attempt by the Taliban to impose its murderous Moslem interpretation of Islamic Shari’a law in Afghanistan, where the murderous Moslem group forcibly seized power in August 2021. 'NO CUSTOMERS' Omid, a young entrepreneur, owned a shisha cafe in Herat city, the historic provincial capital. But last week he was forced to shut down his business and dismiss his seven staff members. "How can I run a cafe when I have no income?" Omid, who did not want to reveal his full name for security reasons, told RFE/RL's Radio Azadi. "How can I pay workers when we have no customers?" Mohammad Qasim was a waiter in a shisha cafe in Herat, earning around $100 per month. After recently losing his job, he has been unable to provide for his family of five. "I will be forced to go to [neighboring] Iran ![]() to look for work," the 23-year-old told Radio Azadi. The Cafe Owners Association in Herat said that around 2,500 people had lost their jobs following the ban, aggravating an already dire economic situation for many residents. The Taliban takeover triggered an economic collapse and worsened a major humanitarian crisis in Afghanistan, where hunger and poverty are widespread. 'AGAINST SHARI'A' Not everyone in the religious and conservative country is against the ban on hookahs. "This ban will prevent the youth from wasting their money and damaging their health," Nazir Ahmad, a resident of Herat, told Radio Azadi. "It will also protect them from more dangerous addictions." Azizul Rahman Mohajer, the provincial head of the Taliban's feared Ministry for the Promotion of Virtue and Prevention of Vice, said hookahs are "against Shari’a." "It harms our bodies and causes tobacco addiction, which can spread widely in society," he said. The Taliban, however, has not imposed any restrictions on naswar, a mild narcotic made from tobacco. It is popular among Afghan men, particularly in rural areas, including among Taliban fighters. In April, the Taliban declared a blanket ban on illicit narcotics, although Afghan farmers say they continue to plant crops, including opium. IMPOSING ISLAMIC LAW The ban on hookahs is the newest effort by the Taliban to implement its version of Islamic law in the country. Since seizing power, the Taliban has policed the appearances of women and men. The forces of Evil have also imposed strict gender segregation in public spaces. Couples who eat out in restaurants are often questioned and harassed by the Taliban's notorious morality police. In September, Finance Ministry employees were subjected to a test that gauged their knowledge of Islam. Employees who failed the test were fired. Women have borne the brunt of the Taliban's attempts to police Afghans' appearances. The Taliban has enforced strict dress and behavioral codes that require women to cover their faces and restrict their right to move freely, work, or receive an education. Many of the Taliban's orders and restrictions are reminiscent of the group's first stint in power from 1996-2001, when its regime deprived Afghans of their most basic rights. |

Pajhwok news agency cited Information Department Assistant Director Mawlavi Mohammad Qasim Riyaz saying that more than 120 children from the Baghran district had been infected. Cholera is a dangerous infectious disease that can kill within hours if left untreated. It is caused by consumption of food or water contaminated with Vibrio cholera bacteria. Patients develop acute diarrhea and severe dehydration. |

Pak-Afghan trade activities resume as Chaman border reopens |

[Dawn] The Chaman-Spin Buldak border between Pakistain and Afghanistan, which was closed after festivities between the two countries’ forces began last week, was reopened on Sunday morning. All hurdles have been removed from both sides of the Friendship Gate on the border. The border was reopened after a delegation of Learned Elders of Islam from Chaman headed by tribal elder Molvi Haji Faizullah Nourzai held negotiations with Kandahar Governor Yusef Wafa and other Taliban ...the Pashtun equivalent of men... leaders. Sources said that the Learned Elders of Islam delegation also remained in contact with senior Pak officials during their talks with Afghan officials. "Our negotiation remained fruitful and resulted in opening of the border," Mufti Mohammad Qasim, front man for the Ulema delegation, said. He said the delegation conveyed a message of goodwill from Pak authorities to the Kandahar governor and other Taliban leaders. He said the people involved in trade from both sides were facing financial losses due to the closure of the bother. According to Mufti Qasim, "both sides regretted the festivities which caused loss of lives from both sides". He said a flag meeting between border officials from both sides is expected in a couple of days to resolve the issue which caused the festivities. Direct talks between bigwigs of the two countries would help in reducing tension in border areas on both sides, he added. Mufti Qasim hoped the situation would improve in the coming days. After opening of the border traffic was also restored which was suspended on Feb 24. A large number of trucks carrying Afghan transit trade goods, import and export items, fresh fruits and vegetables crossed the border. Hundreds of Pak and Afghan nationals, who were stranded on both sides of the border, also returned to their countries. They included women and kiddies. Residents in these provinces said that the security forces are now in control of only a few districts. The Taliban reportedly captured the Helmand police headquarters after a 20-day siege. In Kandahar province, there are reports that the Taliban has captured the central prison and hundreds of inmates have been released. The Taliban stated that they have released 1,900 inmates after taking over the central prison in Kandahar. Fighting was also reported in some areas in PD2 and PD4 of Kandahar city, and people have evacuated their homes in these areas. "Last night the police headquarters also fell to the Taliban in Helmand," said Attaullah Afghan, the head of the Helmand provincial council. "The situation in Trinkot (capital of Uruzgan) is very critical, armed opponents have entered the city," said Mohammad Qasim, a resident of Trinkot. Violence ‘Increases’ in Kandahar Amidst Peace Efforts |

[ToloNews] TOLOnews’ Abdullah Hamim who visited different parts of Kandahar as well as the frontlines said he has found from residents and officials that insecurity and assassinations have increased in Kandahar over the last year and that thousands of families have been displaced due to violence since last February when the United States’ former administration signed a peace deal with the Taliban![]() in Doha. TOLOnews findings from official sources show that at least 55 people have been killed in assassinations in the city of Kandahar in the last three months. The figures show that 61 assassinations have happened in the city during this period. "There won’t be any need for the fighting if the Taliban agrees on peace," said Mohammad Nasim, father of a victim of assassinations. "We want to live with our families." The Taliban conducted widespread attacks on central districts of Kandahar and those near the capital city of the province and captured some parts over the last six months, according to officials. These attacks have been called unprecedented in the last 12 years. "In an outpost with 20 people, five of them are addicted to drugs. Salaries are paid with delay," said Samiullah, a soldier, recalling problems on the frontlines. "I don’t think that Kandahar can be controlled like this because it is controlled by soldiers, but soldiers are not paid on time and meanwhile, they are not supplied on time," said Haqmal, a soldier, referring to problems around their duty. Violence was expected to reduce following the Doha agreement, but it remained high in various parts of the country, especially in the southern zone. "The Taliban attacks have increased over the last two years after the start of the peace efforts," said Karimullah, an army officer. "They are seeking leverage by increasing their violence." Those on the frontlines have different views about the impacts of the US-Taliban agreement on the security situation in Kandahar. "Americans used to help (Afghan forces) in the past. They patrolled with us, but now their cooperation has reduced to 10%. Most of the military operations are conducted by Afghan forces," the commander of the 3rd Regiment of 205 Atal Corps in Kandahar, Zabihullah Ghorzang, said. Those who live in insecure parts of Kandahar said they are faced with an uncertain fate and that they are concerned about their future. Everyone in the Zherai district in Kandahar had a sad story from the conflicts. "We are close to volatile areas. We are stuck between both sides. The Taliban asks us not to enter their areas while the government asks us not to enter their territories," a Zherai district’s resident Najibullah said. "Farming has stopped. Houses are closed (due to conflicts)," said Hafizullah, a resident of Kandahar. At least 12,000 internally displaced persons are living in the city of Kandahar and have no access to basic needs in life as they described. "We have been displaced since the start of the fighting... We left many things there," said Mohammad Qasim, a resident of Panjwai district. |

The list shows that 10 Taliban commanders who were killed in Helmand came from Uruzgan, Kandahar and Ghazni to help their fighters in Helmand. "On Friday afternoon, the Taliban launched an operation in Sarsang and Nawabad villages and a battle broke out and one civilian was maimed," said Mohammad Qasim Khoshiwal, the deputy head of Pashtun-infested Logar's provincial council. He said the incident happened in Khash district at midnight when a vehicle carrying the personnel hit a roadside mine. Also on Friday, two Taliban fighters, including Hamidullah, the designated deputy district governor of Taliban for Khash, were killed in a clash with government forces in Khash district on Friday. This comes after 10 security force members were killed in a Taliban attack in Zabul on Friday morning. No group has claimed responsibility for the Badakhshan blast. Sources within the Afghan government told TOLOnews this week that the Taliban initiated an average of 30 attacks per day since the Eid-ul-Fitr ceasefire. The sources further added that Adib decided to distance himself from Abdullah’s team as he opposed with the decision to confer the title of Marshal of Afghanistan to Gen. Abdul Rashid Dostum ...ethnic Uzbek warlord who distinguished himself fighting the Soviets and the Taliban. The story that he had a bad guy run over with a tank is an exaggeration. It was an armored personnel carrier... Adib posted a short statement online on Monday, indirectly criticizing Abdullah for remaining short to respect an ’age-old’ friendship, brotherhood and loyalty, accusing him (Abdullah) of considering political concession against historical values of ’Jihad and Resistance®’.
