Haqqani network on top as US shares list of 20 terror groups with Pakistan |
2017-11-03 |
![]() Diplomatic sources have confirmed to the local news outlet Dawn News that the White House retains a list of 20 terrorist groups that the Trump administration claims are operating in Pakistain. The sources further added that the list has reportedly been shared with Islamabad by Afghanistan and the United States. In the meantime, reports indicate that the US Secretary of State Rex Tillerson has said the US and Pakistain had been engaged in "a very healthy exchange of information on terrorists" since his visit to Islamabad last week. Tillerson has further added that further information will also be shared with Pakistain in the future to include information on "specific location on any given day of where certain individuals or certain cells may be located." According to reports, the Haqqani terrorist network is on the top of the list shared with Islamabad as the US officials are saying that the network has safe havens in Fata and uses them to launch attacks into Afghanistan. But the Pak officials reject the claims by Washigton and insist that no such safe havens exist in the country. Added from Dawn: Top on the list is the Haqqani network which, the United States claims, has safe havens in Fata and uses them to launch attacks into Afghanistan. Pakistan strongly rejects the charge, saying that there are no such safe havens inside the country. Harakatul Mujahideen is a Pakistan-based militant group operating primarily in Kashmir. The US says that group had links to Osama bin Laden and Al Qaeda as well. Jaish-e-Mohammed operates mainly in Kashmir and the liberation of the Indian occupied Kashmir is its declared objective. Jundullah is associated with the Tehreek-i-Taliban Pakistan (TTP) and was commanded by militant Hakimullah Mehsud, the Emir of TTP until his death in November 2013. It had vowed allegiance to the militant Islamic State group. The United States identified Lashkar-e-Taiba as one of the largest and most active terrorist organisations in South Asia. Founded in 1987 by Hafiz Saeed, Abdullah Azzam and Zafar Iqbal in Afghanistan, the group had its headquarters in Muridke. It too is focused on Kashmir. Lashkar-e-Taiba was involved in the 2001 Indian parliament attack and the 2008 Mumbai attacks. Lashkar-i-Jhanghvi, an offshoot of anti-Shia sectarian group Sipah-i-Sahaba Pakistan, was founded by former SSP activists Riaz Basra, Malik Ishaq, Akram Lahori and Ghulam Rasool Shah. The US blames this group for committing hundreds of target killings and dozens of mass attacks inside Pakistan. Tehreek-i-Taliban Pakistan, an umbrella organisation of various militant groups, was based in Fata, but has now relocated to Afghanistan. The US says that the group wants to enforce its own interpretation of Sharia and plans to unite against Nato-led forces in Afghanistan. It has conducted hundreds of terrorist attacks inside Pakistan. Other groups on the list are: Harakatul Jihadi-i-Islami, Jamaatul Ahrar, Jamaatud Dawa al-Quran and Tariq Gidar Group, which is one of 13 TTP affiliates. The Tariq Gidar Group has been behind some of the deadliest attacks inside Pakistan, including the Dec 16, 2014, massacre at the Army Public School in Peshawar that left 132 schoolchildren and nine staffers dead. Islamic Revolutionary Guard Corps, Commander Nazir Group, Indian Mujahideen, Islamic Jihad Union, Islamic Movement of Uzbekistan ISIS-Khorasan, Al Qaeda in the Indian Sub-Continent and the Turkistan Islamic Party Movement are also on the list. |

ATC acquits two in Sri Lanka team attack case |
2017-06-22 |
[DAWN] An Anti-Terrorism Court (ATC) on Wednesday acquitted two accused in the Sri Lanka cricket team attack case. Obaidullah and Ibrahim Khalil had been accused of providing arms and training to the gunnies involved in the attack on a visiting Sri Lankan cricket team in Lahore on March 3, 2009. Seven people had been killed and 20, including seven Sri Lankan players, injured in the attacks. The Lankan team had escaped owing to the heroics of the team's bus driver. The doors of international cricket in Pakistain had, till recently, closed as a result of the incident. Representing the accused, Advocate Rana Baleegh had argued that the allegations against his clients were false and baseless. His clients should, therefore, be acquitted, he said. The court had therefore ordered acquittal of the two accused in the case. Six individuals -- Qari Zubair alias Naik Mohammad, Adnan Arshad, Abdul Wahab, Javed Anwar, Ibrahim Khalil and Obaidullah -- had been indicted in 2016 for the attacks. Qari Zubair, Adnan Arshad and Abdul Wahab were later killed in an alleged encounter with security officials. The alleged criminal mastermind of the attack, Lashkar-e-Jhangvi ... a 'more violent' offshoot of Sipah-e-Sahaba Pakistain. Earlier, the case had been transferred from the ATC to military courts, from where it was transferred back to the ATC. |

Its native Baloch propulation is being displaced by Pashtuns and Punjabis and they aren't happy about it... , security officials told Dawn. The operation in the hills near Mastung started on Friday and was continuing when this report was filed late Saturday night. The action was prompted by intelligence reports that two Chinese-language instructors kidnapped from Quetta on May 24 were being held in the area. The security forces are said to have recovered the vehicle allegedly used in the kidnapping of the Chinese duo from the area. Earlier in the month, about 28 people were killed in a suicide kaboom on the convoy of Senate Deputy Chairman Maulana Abdul Ghafoor Haideri ![]() ...Central Secretary General of JUI-F, member of the Pak senate, formerly provincial minister of Balochistan. The Inter-Services Public Relations, the media wing of the military, did not immediately comment on the reports about the operation. According to reports, top 10 commanders of the IS from different parts of the country had assembled in the Mastung area for a meeting when the raid began. It is claimed that at least eight or nine of the commanders were killed and the remaining have been captured. The names of the slain commanders were not immediately available. At least seven troops were maimed in the operation, including three officers. Two of the injured soldiers are said to be in a critical condition. The level of the IS leadership claimed to have been taken out, when confirmed, indicates that it could be the biggest operation against the murderous Moslem outfit since Lashkar-e-Jhangvi ... a 'more violent' offshoot of Sipah-e-Sahaba Pakistain. "The battle is going on ... kidnapped Chinese persons are inside a deep cave being used as command base by the IS. Special Services Group commandos are going in," a security source said in a late-night update. |

Between the devil & deep state |

[DAWN] THE devil’s disciples have descended on Balochistan![]() ...the Pak province bordering Kandahar and Uruzgun provinces in Afghanistan and Sistan Baluchistan in Iran. Its native Baloch propulation is being displaced by Pashtuns and Punjabis and they aren't happy about it... with full force this year, their evil machinations on naked display in the gory games being played within the region’s strategic depths. (IS) Lion of Islam group has grabbed credit for the recent assault on a police academy in Quetta, security officials believe that Lashkar-e-Jhangvi ... a 'more violent' offshoot of Sipah-e-Sahaba Pakistain. LeJ's purpose in life is to murder anyone who's not of utmost religious purity, starting with Shiites but including Brelvis, Ahmadis, Christians, Jews, Buddhists, Rosicrucians, and just about anyone else you can think of. They are currently a wholly-owned subsidiary of al-Qaeda ... al-Alami (LJ-A) executed the carnage. In a series of terror attacks -- including the targeting of Quetta’s Civil Hospital on Aug 9, which killed at least 70 lawyers -- there is increasing evidence that banned Lion of Islam outfits are not only emerging with new names, but are also expanding their scope of activities from sectarian attacks to targeting state institutions in a cross-border rage. These are ominous developments. Balochistan finds itself caught between the terrorist devils unleashed by dark elements of deep states within the region, their tentacles spreading far and wide. Our intelligence sleuths are convinced that those responsible for Quetta’s mayhem were sponsored and steered by the hostile intelligence agencies of some neighbouring countries. According to security officials investigating these attacks, local Lion of Islam groups -- especially Lashkar-e-Jhangvi (LJ) and its offshoot LJ-A, along with Jamaatul Ahrar ...A Pak Taliban splintergroup that split off from the Mullah Fazlullah faction because it wasn't violent enough... -- have developed a nexus with IS criminal masterminds in Afghanistan’s Nangarhar The unfortunate Afghan province located adjacent to Mohmand, Kurram, and Khyber Agencies. The capital is Jalalabad. The province was the fief of Younus Khalis after the Soviets departed and one of his sons is the current provincial Taliban commander. Nangarhar is Haqqani country.. province. Over the last five months, Uzbek, Tajik and Afghan nationals have been inducted as part of an orchestrated terror campaign. Let us examine the resurgence of LJ under the new brand of LJ-A. One of the deadliest sectarian Lion of Islam outfits, it is affiliated with both the TTP and Al Qaeda. As part of a drive against banned outfits as stipulated in the National Action Plan, it was claimed that LJ stood completely eliminated following a police ’encounter’ in Punjab 1.) Little Orphan Annie's bodyguard 2.) A province of Pakistain ruled by one of the Sharif brothers 3.) A province of India. It is majority (60 percent) Sikh and Hindoo (37 percent), which means it has relatively few Moslem riots.... on July 29, 2015, in which chief of the defunct outfit, Malik Ishaq, was killed along with four other key leaders. However, a clean conscience makes a soft pillow... the lethal organization made its presence felt when it hit back just over two weeks later when a jacket wallah targeted and killed Punjab’s home minister, Shuja Khanzada. The LJ-A came to notice soon after 9/11 by establishing a presence in Afghanistan with assistance from the Afghan Taliban and Al Qaeda. It was founded by Abid Mehsud, who hailed from South ![]() a clean conscience makes a soft pillow... it retained contact with LJ; the distinction was that one exclusively targeted Shias while the other hit security agencies and government installations. Reportedly, it was LJ-A that was responsible for kidnapping and killing two Pak intelligence officers. That incident is said to have resulted in the killing of Abid Mehsud in October 2010 at the behest of the then emir of Tehrik-e-Taliban Pakistain Hakeemullah Mehsud. His next in command, Yahya Afridi, was also killed with four companions in ![]() ...home of an intricately interconnected web of poverty, ignorance, and religious fanaticism, where the laws of cause and effect are assumed to be suspended, conveniently located adjacent to Tora Bora... . Shaukat Mehsud became the new commander. However, a clean conscience makes a soft pillow... due to the military operation in South Waziristan, the group went underground and lay dormant for quite some time. This year, LJ-A became active again under the runaway Syed Safdar (alias Yousaf Khorasani) from Bloody Karachi ...formerly the capital of Pakistain, now merely its most important port and financial center. It is among the largest cities in the world, with a population of 18 million, most of whom hate each other and many of whom are armed and dangerous... . Suicide attacks on security forces have intensified. The Lion of Islam outfit was the prime suspect in the Karachi Nishtar Park attack. It has footprints all over the targeting of Quetta’s legal community, as was evident from its front man’s belligerent statements blaming security agencies for targeting their commander’s family in Karachi. There were clear signs that the group was planning for bigger, more lethal attacks -- and then the police academy attack occurred. Our state agencies were, yet again, caught napping. While the devil’s disciples are known by our security agencies, it is the primary responsibility of all the state’s stakeholders to ensure that we are not mired in these games. We should instead address internal security fault lines. I agree with ANP chief Asfandyar Wali Khan when he asked the government to reconsider its internal and foreign policies so that similar attacks can "at least be reduced if not entirely eliminated". He also added that "a peaceful Pakistain is impossible without a peaceful Afghanistan". The Iranian Supreme National Security Council’s secretary also denounced the Quetta carnage as "a sign of unbridled growth of terrorism and extremism across the region". The helplessness of Balochistan’s government is evident from the statement given by its home secretary before a parliamentary committee: "Balochistan has become a cocktail of insurgencies, religious extremism and other criminal activities. We cannot hide that the system has failed..." However, a clean conscience makes a soft pillow... the remedy sought is through draconian administrative pre-1958 powers under the Frontier Crimes Regulation to combat terrorism and organised crime in the province. It would be yet another recipe for failure as the provincial administration laments its lack of legal powers in a ’war zone’. It is unfortunate that a sound legislative framework established by Police Order, 2002 -- along with extending the writ of the state in the entire province by replacing ineffective levies with a well-trained, fully equipped police force, established in all 30 districts on Aug 14, 2007-- was frittered away at the altar of expediency by tribal political chiefs and a scheming, power-hungry bureaucracy. The resultant void in the absence of a well-oiled law-enforcement machinery has seen sectarian and Lion of Islam outfits proliferate in lawless regions of the vast province. Civil armed forces and military cannot be a substitute for a long-term and enduring law-enforcement framework. Meanwhile, ...back at the laboratory, Igor and Oleg were discussing what the quickest way might be to deal with the monster... the police is marginalised and demoralised, with restricted jurisdiction and lack of political will to enhance its effectiveness through professional capacity-building, and expansion and allocation of resources. Its vulnerability was further exposed on proving such a soft target for the terrorists. Merely suspending the academy’s commandant and deputies cannot absolve the provincial police command and the government of criminal negligence for failure to protect a facility that had been attacked twice before. Who is responsible for the loss of 63 precious lives and over 160 injured in this morale-sapping atrocity? One expected the provincial police chief to accept responsibility for the glaring security lapse, and the insensitivity shown in not appropriately dispatching bodies of the fallen to their final resting places. Making scapegoats of junior minions clearly erodes the leader’s moral authority. Pakistain has the dubious distinction of being one of the 10 most lawless countries according to the World Justice Project’s 2016 Rule of Law Index. Our companions are Venezuela, Cambodia, Afghanistan, Egypt, Cameroon ...a long, narrow country that fills the space between Nigeria and Chad on the northeast, CAR to the southeast. Prior to incursions by Boko Haram nothing ever happened there... , Zim-bob-we, Æthiopia, Uganda and Bolivia. Is this the hall of shame we are comfortable occupying? |

Deep-rooted sectarianism |
2016-02-14 |
[DAWN] AS opposed to much more recent problems with 'jihadi' militancy, the state has been battling the monster of sectarian terrorism since at least the 1980s. They're making the false distinction. Lashkar-e-Jhangvi is merely an arm of al-Qaeda in Pakistain. Regrettably, it is also true that both the military and civilian leaderships have played ball with the political controllers of sectarian turbans whenever the need has emerged. But the scenario may finally be changing, especially in the aftermath of the APS tragedy in Beautiful Downtown Peshawar ...capital of Khyber Pakhtunkhwa (formerly known as the North-West Frontier Province), administrative and economic hub for the Federally Administered Tribal Areas of Pakistan. Peshawar is situated near the eastern end of the Khyber Pass, convenient to the Pak-Afghan border. Peshawar has evolved into one of Pakistan's most ethnically and linguistically diverse cities, which means lots of gunfire. , as the state has begun to take visible action against sectarian myrmidons. For example, in his media briefing in Bloody Karachi ...formerly the capital of Pakistain, now merely its most important port and financial center. It is among the largest cities in the world, with a population of 18 million, most of whom hate each other and many of whom are armed and dangerous... on Friday, DG ISPR Lt-Gen Asim Bajwa announced that amongst 97 nabbed Please don't kill me! turbans were three 'most-wanted' leaders of banned outfits. This included Naeem Bukhari, a dreaded Karachi-based myrmidon associated with Lashkar-e-Jhangvi ... a 'more violent' offshoot of Sipah-e-Sahaba Pakistain. LeJ's purpose in life is to murder anyone who's not of utmost religious purity, starting with Shiites but including Brelvis, Ahmadis, Christians, Jews, Buddhists, Rosicrucians, and just about anyone else you can think of. They are currently a wholly-owned subsidiary of al-Qaeda ... . On the same day, the Punjab 1.) Little Orphan Annie's bodyguard 2.) A province of Pakistain ruled by one of the Sharif brothers 3.) A province of India. It is majority (60 percent) Sikh and Hindoo (37 percent), which means it has relatively few Moslem riots.... Counter-Terrorism Department said it had apprehended nine turbans in Lahore, again associated with various myrmidon outfits. And 2015 was marked by the killings of Malik Ishaq and Usman Saifullah Kurd, in separate 'encounters'; both men were associated with LJ and were notorious for perpetrating sectarian violence. For there to be effective and long-lasting action in Pakistain against sectarian myrmidon groups, two things must be considered. Firstly, it appears as if the establishment is continuing with its 'good myrmidon, bad myrmidon' policy. For instance, while the 'bad' turbans are being pounded in Fata and rounded up in the cities, the 'good' ones -- especially Kashmire-centric fighters -- are hardly being touched. The authorities must know that sectarian outfits and jihadi groups have a symbiotic relationship. In many cases, they share ideologies, while also providing each other with manpower. For example, Naeem Bukhari, the LJ leader, has been described as being instrumental in bringing his concern closer to Al Qaeda. The criteria must be simple: any group espousing or condoning violence against innocent people -- whether in the name of religion, sect or ethnicity -- must be dismantled. Unless action is taken against all myrmidon groups, efforts against sectarian concerns will not prove effective. Secondly, while the state pursues counterterrorism activities, there is a lack of movement on countering extremism and sectarian tendencies within society, which are arguably high. Taking out sectarian killers will not be helpful in the long run unless the factors contributing to sectarian intolerance in society are addressed. Of course, communal violence in the Middle East has done much to fuel sectarian feelings in Pakistain. And while there is little the state can do to shield the country from what is happening in Syria or Iraq, or the effects of the Saudi-Iranian spat, it is entirely possible to at least mitigate the effects of these situations. A credible counter-narrative is needed which stresses that while doctrinal differences and various interpretations of Muslim history have always existed, in today's Pakistain such differences must be tolerated and accepted. This message must particularly resonate within the mosque, madressah and curriculum. |

'Encounters' continue |
2016-01-02 |
[DAWN] IN the year that has just ended, law-enforcement agencies -- including the police and Rangers -- continued to make widespread use of so-called encounters to eliminate suspects. For example, in Bloody Karachi ...formerly the capital of Pakistain, now merely its most important port and financial center. It is among the largest cities in the world, with a population of 18 million, most of whom hate each other and many of whom are armed and dangerous... , where clearly 'encounters' are a favoured method of law enforcers, nearly 700 suspects were killed in this manner in 2015, while the number of security personnel who fell in the line of duty is 95, as per official figures. If it is any consolation, the number of 'encounters' was less than in 2014; around 925 suspects were killed in the city in such shootouts that year. The Punjab 1.) Little Orphan Annie's bodyguard 2.) A province of Pakistain ruled by one of the Sharif brothers 3.) A province of India. It is majority (60 percent) Sikh and Hindoo (37 percent), which means it has relatively few Moslem riots.... police is not too far behind, as regular reports of 'encounter killings' also came in from that province in 2015. In fact, one of the most high-profile examples of such slayings was that of dreaded Lashkar-e-Jhangvi ... a 'more violent' offshoot of Sipah-e-Sahaba Pakistain. LeJ's purpose in life is to murder anyone who's not of utmost religious purity, starting with Shiites but including Brelvis, Ahmadis, Christians, Jews, Buddhists, Rosicrucians, and just about anyone else you can think of. They are currently a wholly-owned subsidiary of al-Qaeda ... holy warrior Malik Ishaq and his sons in July last year. Though it is difficult to establish a correlation, Karachi police also claim that there was a considerable drop in assassination'>assassinations in the city last year as compared to 2014; in 2015, 986 people fell victim to assassinations while the number was 1,925 the year before. As Pakistain wages an uphill battle against crime and militancy, it is clear that law enforcers continue to prefer short cuts such as 'encounters'. This is a deeply troubling approach. Perhaps the main problem is that senior police officials condone the practice in not so many words. For example, Rao Anwar, a seasoned Karachi police officer who is known as an 'encounter specialist', shrugged off questions from this paper recently about the use of extrajudicial methods in the course of police work. Police officials appear to believe that 'encounters' are a requirement of getting the job done, especially when it comes to dealing with suspects of notorious repute. However, a person who gets all wrapped up in himself makes a mighty small package... in order to maintain the sanctity of fundamental rights and due process, the police hierarchy, as well as the high command of other security forces, must take a clear stand against extrajudicial methods, including 'encounters', of eliminating suspects. In other words, security personnel cannot be allowed to play judge, jury and executioner, whether they are dealing with violent criminals, or forces of Evil of various persuasions. Instead, criminal justice reform -- something that seems to be completely missing from the official agenda -- is the only way to deal with dangerous criminals and turbans without violating the bounds of fundamental rights and misusing authority. |

CTD apprehends six Lashkar-i-Jhangvi activists from Lahore |
2015-12-18 |
LAHORE: The Counter-Terrorism Department (CTD) of Punjab police apprehended six suspected activists of the banned sectarian outfit Lashkar-i-Jhangvi (LeJ) from Lahore on Thursday. The CTD spokesman claimed that the arrested activists were running the affairs of proscribed LeJ after the death of Malik Ishaq. The police also claimed to have recovered a huge amount of explosives and electronic detonators from the arrested accused. Three suspects were arrested from Khokhar Chowk area near College Road, while the other three were nabbed from Baidian Road, the CTD spokesman said. The arrested accused are namely Umer sajid Jhangvi, Hidayatullah Farooqi, Muhammad Sadiq, Inamul Haque, Ataullah Usmani and Muhammad Yaseen. Moreover, two separate First Information Reports (FIRs) were registered in CTD police station against the six suspects over possession of explosives. In July this year, former LeJ chief Malik Ishaq along with his two sons Usman and Haq Nawaz was killed in an alleged exchange of fire with police personnel A spokesman for CTD Multan at the time had said Ishaq and his two sons were taken to Muzaffargarh to aid in the recovery of arms and explosives. As the police party was returning after making the recovery, it was attacked by some 12 to 15 gunmen following which an encounter ensued. Ishaq and his sons were arrested by the CTD only a week before the alleged encounter took place. The LeJ is also said to have links with Al Qaeda. The organisation was banned more than a decade ago by former president Pervez Musharraf. Ishaq, who was the leader of the feared organisation, was implicated in dozens of cases, mostly murder. |

Five terror suspects killed |
2015-12-12 |
LAHORE: Five alleged terrorists belonging to the banned Lashkar-e-Jhangvi (LeJ) and Tehreek-i-Taliban Pakistan (TTP) were killed in an encounter with the police’s Counter-Terrorism Department (CTD) in Nankana Sahib on Friday night. The miasma of hate |
2015-12-05 |
[DAWN] FANATICS flourish in the soil of hatred. The seeds of bigotry were sown in Pakistain unfortunately by none other than an army general. Let me share a personal account. Earlier in my career as assistant superintendent, I was posted as sub-divisional police officer of Jhang city in 1981. Little did I know I had walked into the epicentre of developing sectarian tensions and conflicts. I found the Barelvi and Deobandi holy mans hurling the choicest expletives at each other on their mosque loudspeakers. Suddenly, we noticed the Shia community being targeted in tirades by the Deobandi holy mans, chief amongst them one diminutive firebrand ... firebrandsare noted more for audio volume and the quantity of spittle generated than for any actual logic in their arguments... named Haq Nawaz. This rang alarm bells, especially in the wake of the Iranian revolution and the Soviet Union's invasion of Afghanistan in 1979. A proxy war, it appeared, was being fought on our soil between the international stakeholders. The Anjuman-e-Sipah-e-Sahaba was established in response to the formation of Tehrik-e-Nifaz-e-Fiqah Jafria. The name of the former was later changed to Sipah-e-Sahaba Pakistain ...a Sunni Deobandi organization, a formerly registered Pak political party, established in the early 1980s in Jhang by Maulana Haq Nawaz Jhangvi. Its stated goal is to oppose Shia influence in Pakistain. They're not too big on Brelvis, either. Or Christians. Or anybody else who's not them. The organization was bannedin 2002 as a terrorist organization, but somehow it keeps ticking along, piling up the corpse counts... . I was soon to see the fallout on law and order. Every year on Muharram 7, Shias take out one of the largest mourning processions in Jhang city. Some locations along the route traditionally entail tension which is resolved in advance through adherence to a code of conduct. In 1981, while I was on duty for the procession, Maulvi Haq Nawaz reached a mosque en route and violated the code of conduct by launching into a provocative speech. This created unrest amongst the Shia processionists. They stopped near the mosque and refused to move forward unless the holy man was stopped. With a 40-men force, I was caught between the fury of the huge procession and the fire-breathing holy man. Deputy commissioner Shehzad Hasan Parvez and district superintendent police Ahmed Nasim arrived, entered the mosque and tried to persuade Haq Nawaz to put an end to his hate speech and leave the mosque, but he refused. The Shia youth became restive and wanted to attack the mosque. It was time for a quick decision: stop the madness or allow a bloodbath. I asked the coppers to take off their shoes and we stormed the mosque, making a beeline for the rostrum where the five-foot 'maulvi' was making the congregation chant vitriolic sectarian slogans. Getting hold of him by his neck, we dragged him out of the mosque, put him in my police jeep and headed straight to the cop shoppe. Meanwhile, ...back at the wreckage, Captain Poindexter wished he had a cup of coffee. Even instant would do... the procession started moving along its assigned route. I was in the process of filing a report of the incident when I received an urgent call from the deputy commissioner to reach his camp office. When I reached there I found the DC and SP standing outside in the lawn looking worried. The DC told me he had received a call from Gen Zia ul Haq ![]() who wanted 'Maulana' Haq Nawaz to be released forthwith. I was taken aback. How could we do that while the Shia procession was on the move? What if the enraged mullah headed back to another mosque en route and resumed his incendiary campaign? As in charge of the law and order situation, I could not allow that to happen. "You mean you want to defy the orders of the chief martial law administrator?" asked the DC in a mocking tone, for he understood the administrative imperative of maintaining order rather than appeasing a mullah. I told the DC and SP that it was for them to handle the military dictator while the police would fulfil their duty. Both of them supported my viewpoint and asked that the holy man be taken away from the cop shoppe located in the heart of the city and released on bail after the procession. I had no idea how they placated Gen Zia but in my heart I was beholden to them for not letting the police down. This episode, fairly early in my career as a law-enforcement officer, made me wonder at the nexus between the mullah and the military developed in the early 1980s and sustained throughout that decade in furtherance of 'national interests' based on convoluted ideology and politics. I got promoted and left as SP Quetta and served in Balochistan ![]() ...the Pak province bordering Kandahar and Uruzgun provinces in Afghanistan and Sistan Baluchistan in Iran. Its native Baloch propulation is being displaced by Pashtuns and Punjabis and they aren't happy about it... for the next four years. Meanwhile, ...back at the wreckage, Captain Poindexter wished he had a cup of coffee. Even instant would do... Jhang witnessed some bitter politics and sectarian violence. Maulana Haq Nawaz even won a provincial assembly seat. In an era of 'controlled' democracy, some turban mullahs were definitely enjoying state patronage. The sectarian hatred unleashed in Jhang led to horrendous consequences all over the country with tit-for-tat killings in a matter of a few years. By the time I returned to the Punjab 1.) Little Orphan Annie's bodyguard 2.) A province of Pakistain ruled by one of the Sharif brothers 3.) A province of India. It is majority (60 percent) Sikh and Hindoo (37 percent), which means it has relatively few Moslem riots.... Police in 1989, the sectarian menace had spread everywhere. Haq Nawaz's liquidation in 1990 followed the deadly turban violence perpetrated by Lashkar-e-Jhangvi ... a 'more violent' offshoot of Sipah-e-Sahaba Pakistain. (LJ) formed by Riaz Basra, Malik Ishaq, Akram Lahori and Ghulam Rasul Shah (four diehard supporters of Jhangvi's mission). Riaz Basra was tossed in the clink Drop the heater, Studs, or you're hist'try! in Lahore in 1992 under my command as police chief of the city. Despite my request for his jail trial, after my transfer in 1994, he was taken from prison to the Model Town courts complex from where he beat feet from the judicial lock-up and unleashed a reign of terror for about 10 years as a runaway. On promotion, I got posted as deputy inspector-general of Faisalabad ...formerly known as Lyallpur, the third largest metropolis in Pakistain, the second largest in Punjab after Lahore. It is named after some Arab because the Paks didn't have anybody notable of their own to name it after... police range on Aug 11, 1997. Late IG Punjab Jahanzaib Burki gave me one task: arrest Malik Ishaq of LJ. Just about a month later, on Sep 13, Ishaq was arrested by Faisalabad police in a sting operation. But by manipulating a faulty criminal justice system which failed to protect the judges, victims, witnesses, Sherlocks, prosecutors and prison officials, the dreaded LJ criminal mastermind survived for long and was even suspected to have received patronage from some political and security elements. In a nutshell, indifference, apathy and even collusion by elements of the state have resulted in our nation paying a heavy price in terms of violence and bloodshed. Now at last, another army general is trying to reverse the tide of sectarianism by hopefully breaking the nexus between obscurantist mullahs and the deadly turbans, including all the non-state actors, and their erstwhile sponsors. He is fighting a defining battle for the soul of Pakistain. Good luck, General. |

After getting a reply from Interpol, he constituted a police team, led by CIA SSP Umar Virk, to go to Dubai to arrest Bhatti. The team conducted a raid in Dubai in collaboration with Interpol, arresting Bhatti and his accomplices Ahmed Yar, Ghulam Mustafa, Tariq Nawaz Dhilon and Ayaz Ahmed. The CIA team brought Bhatti and his accomplices to Lahore on Thursday and drove them to an undisclosed place for interrogation. SSP Virk told news hounds at Lahore Airport that the LeJ activists had been operating from Dubai and planning attacks on Muharram processions in different areas of Lahore. According to a TV report, Bhatti was the last key leader of LeJ as all of its other leaders have either been killed in police encounters or arrested. |
