"I don't think that I can give any timeline at the moment, but I can say right now that we will need time for this," Qatar's foreign ministry front man Majed al-Ansari said as indirect negotiations continued into a third day in Doha.

Israel's Prime Minister Benjamin Netanyahu was in Washington, meanwhile, on his third visit to the White House since Trump returned to power.

Trump, who is pushing for a ceasefire, expressed confidence that a deal could be reached, saying: "I don't think there is a hold-up. I think things are going along very well."

Qatar, a mediator along with the United States and Egypt, said the meetings in Doha were focused on a framework for the talks, while a Paleostinian official close to the negotiations said no breakthrough had been achieved so far.

Trump's special envoy Steve Witkoff was set to join the talks in Doha this week.

    Fatah being the largest faction in the PLO, and therefore of its figleaf, the PA.
    Last March, Abbas fired all of his ministers and formed a new cabinet led by Prime Minister Mohammed Mustafa, another longtime ally. In recent months and weeks, he has replaced the heads of the PA’s Security Forces, Preventive Security Service, police and civil defense. Three of those four agencies are now headed by former senior members of Abbas’s security detail.
    Not looking far afield, then, to bring in young, new blood with new ideas.
    Faraj is the last security chief to remain in his post, and the three sources speaking to The Times of Israel said he is hoping to avoid the fate of his now-former counterparts. At the very least, Faraj is hoping to shift to a spot on the Paleostine Liberation Organization’s powerful Executive Committee.

    The sources said a final decision regarding Faraj’s fate is expected in the coming weeks, with the PA president likely to appoint a new intel chief. Spokespeople for Abbas and Faraj did not respond to requests for comment.

    Abbas, who has not stood for elections since winning a four-year term in 2006,

    Israel annexed East Jeruslaem in 1980, taking it off the table, but President Abbas like to pretend he would hold elections if he could, though all know that his party would lose resoundingly to Hamas if elections were actually held. This is why they have not been since Hamas drove the PLO out of Gaza.
    In November, Abbas declared that if his post were to become vacant before elections are held, he would be temporarily replaced by Rawhi Fattouh, the former speaker of the Paleostinian Legislative Council.

    A statement posted to the PA’s official Wafa news site said that in such an event, Fattouh would serve as interim president for no more than 90 days, during which presidential elections would be held. But if it were not possible to hold elections, the Paleostinian Central Council could grant a one-time extension to the interim president’s term.

    Another reform announced by Abbas in February — which was aggressively pushed by Western countries — saw the cancellation of legislation that conditioned welfare payments to Paleostinian security prisoners on the length of their sentence in Israeli jails.

    Payments to prisoners and the families of slain attackers have not yet been updated, though, because the cash-strapped PA is running several months behind on the stipends, two Paleostinian officials told The Times of Israel last week.

    Following their return to Israel, Prime Minister Benjamin Netanyahu’s office issued a statement saying that after Hamas violated the agreement, which required including Yehud among Saturday’s releases, Israel would delay allowing Paleostinians on foot to return to the northern Gaza Strip.

    "Israel has received four female hostage soldiers from the Hamas terrorist group today, and in return will release security prisoners" in accordance with the deal, the Prime Minister’s Office said.

    The decision was reportedly made during security consultations held by Netanyahu on Friday night, soon after Hamas released the names of the four female soldiers it was freeing, but was announced after the release so as not to jeopardize it.

    The announcement also meant that the IDF would not withdraw from part of the Netzarim Corridor as scheduled on Sunday. The corridor bisects Gaza from east to west and divides its south from its north.

    A White House national security spokesperson told The Times of Israel: "We are continuing to push for Arbel Yehud’s release through negotiation channels."

    Israel had earlier this week conveyed to Hamas that it expected Yehud — who is thought to be held by fellow terror group Paleostinian Islamic Jihad — to be released this weekend. In November 2023, Yehud had been on the list to be released in the only previous hostage-truce deal, but the deal collapsed before the final scheduled releases.

    IDF Spokesman Rear Adm. Daniel Hagari said in a televised statement on Saturday that Hamas violated the hostage agreement with the release of the four female soldiers before releasing the civilian women. "Hamas did not abide by its obligation in the deal to free civilian women first," he said.

    Hagari said Israel would make sure that Yehud — who Israel believes to be alive — was released soon, along with Shiri Bibas and her children, adding, "We have heavy concerns for their fate."

    He said Israel expected more information on the Bibas family soon. Shiri Bibas is the only other female civilian hostage on the list of 33 yet to be freed in the first phase of the deal.

    Hagari also said the military was "committed to the return of" Agam Berger, another surveillance soldier kidnapped on October 7, 2023, and all the other hostages. Berger was the only one of the five remaining female soldiers not released Saturday.

    The five are among seven female soldiers kidnapped from the IDF surveillance unit at the Nahal Oz army base during the Hamas-led massacre on October 7, 2023. One of the kidnapped surveillance soldiers, Ori Megidish, was later rescued, and the body of a second one, Noa Marciano, was recovered after she was murdered in captivity.

    An official from the Hamas terror group told the Rooters news agency that mediators have been informed that Yehud is alive and will be released next Saturday.

    A similar message was conveyed to the Al Jazeera network by the terror group. However,

    there was no formal announcement from Hamas on the matter and it was not clear why they did not release her as scheduled.

    Israel’s Channel 12 news reported that Israel may demand that the Gaza terror groups provide some kind of sign of life or guarantee that Yehud is alive and will be released next Saturday.

    the Kan public broadcaster said that Israel was in contact with the mediators in a bid to secure Yehud’s release before Saturday.

    "We expect that Arbel Yehud will be freed in the next few days, before Saturday. If that happens, Gazooks will be allowed to return to northern Gaza before Saturday," an Israeli source told Kan.

    In a statement, Yehud’s family said, "Our hearts filled with joy at the return of Karina, Daniella, Liri and Naama. We are waiting and expecting that the moment we can hug our Arbel will come as soon as possible."

    Hamas did later issue an official statement on the continued ban on residents returning to northern Gaza, claiming that Israel was "still delaying the implementation of the terms of the ceasefire" and hostage deal.

    "We hold the occupation responsible for any disruption in implementing the agreement and its repercussions on the rest of the stations [of the agreement]," Hamas added, without any mention of Yehud.

    Mediator Qatar also didn’t mention Hamas’s violation when it announced what it described as the successful completion of the second weekend of hostage and prisoner releases.

    "As part of the second exchange since the ceasefire began, mediators announce the completion of the handover of 4 Israeli women hostages, one of whom holds a Bulgarian nationality, to the Israeli side in exchange for the release of 200 Paleostinians from Israeli prisons," Qatar’s Foreign Ministry spokesperson Majed al-Ansari tweeted.

    Paleostinian reported dead after trying to head northward

    Following the announcement regarding the delayed return of Gazooks to the north of the strip, IDF Chief of Staff Lt. Gen. Herzi Halevi wrapped up an assessment with the heads of the military’s regional commands.

    The IDF said Halevi discussed the military’s preparations in the Netzarim Corridor area of central Gaza and stressed the troops’ readiness to remain there "until further notice."

    Later, Paleostinian media reported one dead and several maimed after IDF troops opened fire on Gazooks approaching the Netzarim Corridor area.

    One person was killed and several were maimed by Israeli fire on the Salah a-Din road, and some two dozen more were maimed on the coastal road, according to the reports.

    The IDF did not immediately comment on the claims.

    Under the deal, Israel was to withdraw from the northern half of the Netzarim Corridor on Sunday and allow Paleostinians to return to northern Gaza via the coastal road. On day 22 of the deal, Paleostinians are to be allowed to return via Salah a-Din.

    The incident came hours after the IDF reiterated its warning to Paleostinians against returning to northern Gaza from the south via the Netzarim Corridor, where troops are still deployed.

    "We confirm that all the instructions we issued are still in effect, especially the ban on approaching the Netzarim Corridor until it is announced that it is open," Col. Avichay Adraee, the IDF’s Arabic-language front man, said on X.

    "The instructions will remain in effect until new instructions are issued with the transition to the next stage of the agreement and after Hamas [carries out] its commitments," he said.

    Hamas was also expected to provide Israel with details on the status of the 26 remaining hostages on the list later Saturday, including long-sought specifics on which hostages are alive. There was concern in Jerusalem, however, that Hamas might merely provide an overall number of how many of the 26 are alive.

    The Paleostinian prisoners to be freed in exchange for the three hostages will not be released before 4 p.m. on Sunday — roughly when the first hostages are expected back in Israel, some 7.5 hours after the ceasefire comes into effect.

    In exchange for all 33 hostages, Israel will, by the end of phase one, hand over up to 1,904 Paleostinian prisoners and detainees, including several serving multiple life sentences for deadly terror attacks and murders.

    As part of the first phase of the deal, a major surge of humanitarian aid will also flow into Gaza, with Egypt saying that 50 fuel trucks are set to enter the Strip when the ceasefire starts on Sunday morning.

    Egyptian Foreign Minister Badr Abdelatty, whose country mediated the deal with Qatar and the United States, said the agreement calls for "the entry of 600 trucks per day to the Strip, including 50 trucks of fuel."

    Hundreds of trucks have lined up on the Egyptian side of the Rafah Border Crossing — previously a vital entry point for aid that has been closed by Egypt since last May, when Israeli forces seized the Paleostinian side.

    At a joint news conference on Saturday with his Nigerian counterpart, Abdelatty said: "We hope that 300 trucks will go to the north of the Gaza Strip," where thousands are trapped in what aid agencies say are desperate conditions.

    According to a report by the BBC, citing a senior Paleostinian official, as part of the security arrangements between Israel and Hamas in the upcoming ceasefire, Israel will allow Hamas coppers who deal with the civilian population to operate in their blue uniforms in certain Gaza areas.

    The report said Hamas coppers will oversee the movement of displaced people within Gaza but will avoid areas where IDF troops remain located in the Strip. They will carry weapons when they must, and Egyptian and Qatari officials will help mediate in the event of any conflicts between the sides.

    The IDF said on Saturday that it had begun preparations for the ceasefire, and was readying to receive hostages and "implement the operational procedures" that the agreement dictates, likely referring to the withdrawal of IDF troops from populated areas within Gaza to certain agreed-upon zones.

    "The IDF has been preparing to receive the hostages upon their release from Hamas captivity and is acting to provide suitable physical and psychological support, with careful attention to every detail," the statement continued.

    "Alongside the agreement and our commitment to bringing home all the hostages, the IDF will continue to operate in order to ensure the security of all Israeli citizens, particularly those in communities near the Gaza Strip," it added.

    As part of the preparations, the IDF established three complexes near the border with Gaza to receive the released hostages, where they will meet with IDF representatives, including doctors, psychologists and mental health officers.

    The complexes have been erected at Re’im Base, the Kerem Shalom Crossing and the Erez Crossing. Hostages released from Gaza will reach one of the three sites depending on their release route.

    The military’s 99th Division will withdraw from the Netzarim Corridor of central Gaza, the 162nd Division will be tasked with defending the northern Gaza area, and the Gaza Division will be responsible for the southern portion of the Strip. The Gaza Division will also withdraw gradually from parts of the Philadelphi Corridor area under the deal.

    Under the first stage of the agreement, the IDF said Paleostinian civilians will not be allowed to return to areas where the military has a presence, as well as areas close to the border.

    "The IDF is prepared with clear lines of defense and is ready to remove threats. Any threat to our forces will receive an aggressive response," the military said.

    The ceasefire agreement, which was approved by Israel’s government on Friday night, will bring a halt to the 15-month-long war between Israel and the Paleostinian terror group Hamas, which began when Hamas-led snuffies invaded southern Israel, killing over 1,200 people and kidnapping 251 hostages during their October 7, 2023, onslaught.

    Time to expose Hamas' 'civilian' network in Europe

    [Jpost] A new report reveals how Hamas-affiliated NGOs fundraise, lobby, and promote the agenda for the terrorist organization in the UK, Germany, Italy, the Netherlands, and Belgium.

    European governments expressed shock at the atrocities perpetuated by Hamas on October 7, 2023, but Hamas has been fundraising, and continues to fundraise, in Europe for its terrorist activities while also lobbying in European political and social circles to promote the Hamas agenda.

    Hamas - an EU-designated terrorist organization with close ties to the Muslim Brotherhood, which also serves as a proxy of the Islamic Republic of Iran - does not operate solely in the Middle East.

    Therefore, Europe must heed the warning: Hamas has spent decades building an infrastructure of "civilian fronts" in Europe that garner financial, media, and political support on European soil through partnerships with its operatives and affiliates in Europe and even European politicians, the latter of whom are likely unaware that Hamas exploits them to promote its terror agenda.

    The European Leadership Network (ELNET), an NGO whose mission is to strengthen relations between Europe and Israel, exposes in a new report six Hamas-affiliated groups that operate in Europe: The European Campaign to End the Siege on Gaza (ECESG), the Council for European Palestinian Relations (CEPR), European NGOs Empowerment Services (ENES), the Palestinians in Europe Conference (PIEC/EPC), the European Palestinian Council for Political Relations (EUPAC), and the European Palestinians Initiative for National Action (EPINA).

    Three of these groups –ECESG, CEPR, and ENES—were dissolved after being recognized as Hamas affiliates. As for PIEC/EPC, EUPAC, and EPINA, they were merely rebranded but continue to lobby EU officials, spread Hamas propaganda, and fundraise for Hamas.

    All six organizations are overseen by the very same leaders who have been designated as Hamas operatives by Israel, including Amin Abou Rashed, Majed Al-Zeer, Mazen Kahel, Adel Abdullah Doghman, Mohammad Hannoun, and Zaher Birawi.

    The fact that three Hamas-affiliated groups in Europe were shut down only to reemerge under different names is crucial to understanding how Hamas operates in Europe. Hamas-affiliated activists know that they operate under the radar of law enforcement authorities. Therefore, they try to bypass those authorities by opening new organizations.

    ELNET published this report because information on Hamas in Europe was scattered across multiple sites, in different languages, and without a coherent picture. Thanks to ELNET, there are now integrated reports that cover all Hamas-related activities in Europe. This will make it easier for policymakers, law enforcement authorities, and financial institutions to do their jobs.

    On the first anniversary of the October 7 massacre, the U.S. Treasury Department's Office of Foreign Assets Control (OFAC) designated Al-Zeer, Doghman, Hannoun, and Hannoun's Italy-based "charity" organization (Charity Association of Solidarity with the Palestinian People or (ABSPP), as Hamas' fundraising facades.

    ELNET calls upon European leaders and law-enforcement authorities to examine its findings and investigate Hamas-affiliated organizations still operating in Europe. Banks and other financial institutions should monitor Hamas-affiliated individuals in Europe and review their financial activity. We also encourage research institutes, think tanks, and journalists to expose Hamas' fundraising activities in Europe.

    Hamas has declared war not only on Israel and on the Jews but also on the West. This common enemy requires a common strategy. Hamas must be denied not only its military power but also its fundraising capabilities. Israel is taking care of the former; it is time for Europe to handle the latter.

    Brussels venue de-platforms Al-Jazeera-funded conference over Hamas leader participation

    [Jpost] Majed Al-Zeer, who was designated by the US earlier this week, was set to lead an event at the private-owned Brussels Press Club with his lobbying organization, EUPAC.

    A conference funded by Al-Jazeera and led by Hamas officials in Europe was deleted by its Brussels host venue’s website following a recent US treasury designation.

    The event was organized by the European Palestinian Council for Political Relations (EUPAC), a Belgium-registered lobbying organization led by two Hamas officials in Europe, chairman Majed Al-Zeer and deputy chairman Mohammad Hannoun, both designated only this week by the US treasury as officials in Hamas who raised millions of dollars for the benefit of the terror group.

    The conference was supposed to take place on October 14, yet now the invitation has been taken off the venue’s website, and a different event appears on that same date. It was originally titled "The Genocidal War in Gaza One Year On: Humanitarian, Legal and Political Implications in the European Context", and was supposed to feature members of the European Parliament, including Lynn Boylan (Ireland), Daniel Attard (Malta) and Vicent Marzà Ibáñez (Spain), with aforementioned EUPAC chairman Majed Al-Zeer as a key speaker. Despite this, as of now, the decision to freeze the conference altogether has not yet been taken, and it is unclear whether the conference will take place at the venue or at a different location.

    THE AL-JAZEERA-HAMAS CONNECTION
    As mentioned, the conference, which is meant to host a designated Hamas official, was funded by Al-Jazeera, a fact which may further highlight the relations between Hamas and the Qatari outlet.

    Hamas, a terrorist organization designated by the EU, Canada, the US, and many other nations, defines itself as the Palestinian branch of the Muslim Brotherhood, an Islamist political and social movement that was founded almost a century ago in Egypt and seeks to establish an Islamic state with Sharia as its law. Other tributaries of the Muslim Brotherhood include Al-Qaeda and ISIS, both of which are part of the Salafi Jihadist stream of the movement.

    Qatar, who owns the Al-Jazeera network, is known as one of the major patrons of the Muslim Brotherhood, promoting its branches across the globe with funding and moral support. In Israel, local courts argued that Hamas views Al-Jazeera as their propaganda and intelligence arm, and indeed on many occasions the Qatari-owned channel publishes exclusive footage and first-hand statements and information originating from Hamas and its militia, the Al-Qassam Brigades.

    The new US designation, which was published on the one year commemoration of the October 7th Massacre, stressed that other parties are prohibited from providing funds, goods or services for the benefit of the newly recognized Hamas officials, warning of ‘secondary sanctions’ to those who engage in “certain transactions.” However, it is unclear whether Al-Jazeera would also be subject to those sanctions in the case of funding this event.

    ACTIVISTS AND POLITICIANS ENCOURAGE PRESS CLUB TO FREEZE THE EVENT
    Michael Freilich, a member of the Belgian Parliament, encouraged the Press Club to freeze the conference, adding: “I urge the Press Club to adhere to the US designation and freeze the event. However, regardless of the outcome, nothing would absolve Belgium of its responsibility. The urgent need to shut down EUPAC, freeze its assets, and expel its leaders back to the West Bank cannot be ignored. With the U.S. Treasury's recent designation of this organization’s leaders, it is clear that the time for decisive action is now. The current Belgian government must prioritize this issue, especially given the disturbing tendency to blur the line between legitimate support for the Palestinian people and tacit acceptance of Hamas's violent agenda. This is not a matter of diplomacy, but of national security and moral clarity.”

    A spokesperson for IMPAC, a Brussels-based not-for-profit engaged in promoting democratic values and countering radicalization, who highlighted Al-Zeer’s designation, commended the decision to take the event off the Press Club’s website, adding: “A swift and clear cancellation of the event would be a positive outcome that reflects the Brussels Press Club’s dedication to upholding its standards and ensuring that its premises are not exploited by individuals with ties to terrorist organizations. This would send a clear message that terrorism has no place in our public forum.”

    Arsen Ostrovsky, a human rights attorney and CEO of The International Legal Forum, commented: “Common sense must prevail. It is inexplicable that on the anniversary of 12 months since the Hamas slaughter, the largest mass murder of Jews since the Holocaust, that anyone would contemplate even for a moment, to provide a platform to a Hamas-designated terrorist. The Press Club must implement a more stringent review process for future events and speakers, to ensure space is not provided to designated terrorists and individuals inciting racial hatred."

    The Treasury on Monday said: "Hamas has exploited the suffering in Gaza to solicit funds through sham and front charities that falsely claim to help civilians in Gaza," adding that as of early this year, the group may have received as much as $10 million a month through such donations. Since at least 2013, Al Ahmar has also been the chairman of the Lebanon-based Hamas sham charity Al-Quds International Foundation, which OFAC designated in October 2012 for being controlled by Hamas.

    OFAC is also designating the following nine entities pursuant to E.O. 13224, as amended, for being owned, controlled, or directed by, directly or indirectly, al Ahmar:

    EUROPE-BASED HAMAS FUNDRAISERS
    Mohammad Hannoun (Hannoun) is an Italy-based Hamas member who established the Charity Association of Solidarity with the Palestinian People, or Associazione Benefica di Solidarietà con il Popolo Palestinese (ABSPP), a sham charity in Italy which ostensibly raises funds for humanitarian purposes, but in reality helps bankroll Hamas’s military wing. As an executive at ABSPP, Hannoun has sent money to Hamas-controlled organizations since at least 2018. He has solicited funding for Hamas with senior Hamas officials and sent at least $4 million to Hamas over a 10-year period.

    Majed al-Zeer (al-Zeer) is the senior Hamas representative in Germany, who is also one of the senior Hamas members in Europe and has played a central role in the terrorist group’s European fundraising.

    Adel Doughman (Doughman) is in charge of Hamas activity in Austria and is another one of the most prominent Hamas representatives in Europe. Doughman participates in conferences and delegations on behalf of Hamas and works with other institutions designated by the United States for their affiliation with Hamas, to include Union of Good and the al-Quds International Institution.

    THE TERRORISTS ELIMINATED IN THE STRIKE
    Muhammad Adnan Abu Zayd, a UNRWA employee and one of the nine turbans listed, launched mortars at Israel as part of his role in Hamas's Military Wing, the military said.

    Yasser Ibrahim Abu Sharar, another of the eliminated turbans and an employee of UNRWA, reportedly acted as both a member of Hamas's military wing, the Izzadin al-Qassam Brigades, and as an operative in Hamas's emergency bureau in Nuseirat.

    The military also said that Ayad Matar was both a UNRWA employee and a terrorist in Hamas's military wing.

    The other turbans named by the IDF were Aysar Karadia, a member of the Izzadin al-Qassam Brigades, and Bassem Majed Shaheen, who took part in Hamas's October 7 attack and was also a member of the group's military wing.

    Also named were Amar al-Jadili and Akram Saber al-Ghalaydi, both members of Hamas's military wing and operatives in the group's Internal Security Forces.

    Muhammad Issa Abu al-Amir, involved in the October 7 attack, was also part of Hamas's military wing. Finally, the IDF identified Sharif Salam as a member of Hamas's military wing.

    HAMAS'S USE OF CIVILIAN AND UNRWA INFRASTRUCTURE
    Since and before October 7, Hamas has been recorded using civilian structures for their terrorist activities. Airstrikes have frequently eliminated Hamas turbans and headquarters embedded within schools, where Gazook sources reported that a number of displaced Paleostinian civilians were taking shelter.

    During a search of a UNRWA school in May, IDF personnel found an extensive collection of terrorist weaponry.

    Additionally, a total of 17 turbans were eliminated in a strike on a UNRWA school in June.

    Controversies surrounding the UN agency have led to a number of countries pausing or ceasing to fund UNRWA. Most of the pause in funding came after UN Watch alleged that several UNRWA workers had actively participated in Hamas's October 7 attacks.

    In UN Watch's investigation, the NGO revealed that a 3000-member Telegram group for UNRWA staff praised the attacks on October 7.
