Mohammad Karim Khalili has shown reactions to Dostum’s statement and has asked the Uzbek leader to apologize for his words.

Khalili has written on his Facebook page that his political party believes that war and violence is not the solution of Afghanistan’s crisis and the country needs to switch from a centralized system to a fully decentralized administration system through negotiations.

This comes as the majority of political figures in Afghanistan are living outside after the intra-Afghan peace negotiations failed and the country fell in the hands of Taliban last August.

The world did not recognize the Taliban’s government which was taken by force and asked the Taliban to form an inclusive administration having all other ethnic and religious groups in the circle, but the Taliban has not showed any positive intention to include others in the government.

The political parties and figures who are not included in the Taliban’s administration and the majority of them live outside Afghanistan are trying to form an anti-Taliban alliance with the presence of the National Resistance® Front led by Ahmad Massoud, the son of the former Jihadi leader Ahmad Shah Massoud.

We seriously deny the reports and propaganda being spread in this regard," said Bilal Karimi, deputy front man for the Islamic Emirate.

The UN Special Rapporteur for Afghanistan, Richard Bennett said it was "essential for international human rights and humanitarian law to be upheld" and that they are "watching closely."

Two sources said that President Ashraf Ghani has left the country after the Taliban entered the city on Sunday.

According to the sources, his close aides have also left the country along with him.

Earlier in the day, acting defense minister Bismillah Mohammadi said that the president has handed the authority of solving the crisis in the country to political leaders.

Mohammadi said that a delegation will travel to Doha on Monday for talks on the country’s situation.

The delegation includes key political leaders, including Younus Qanooni, Ahmad Wali Massoud, Mohammad Mohaqiq among others.

Sources close to the Taliban said that it has been agreed that Ghani will resign after a political agreement and hand the power to a transitional government.

Afghans have said that they seek a political settlement and an end to the ongoing violence in the country.

The statement further added that the group’s fighters, Ahmad al-Tajiki and Abdur Rahman al-Muhajir carried out the attack, killing or wounding at least 150 people.

The security officials said late on Friday that the attack which targeted the death anniversary of a prominent political leader in Kabul city left 32 dead and 81 others maimed.

Khalili Says Islamic Emirate Not Acceptable For Afghans

[ToloNews] Amid optimism by the Afghan government and the United States on a potential peace deal ahead of the upcoming polls in Afghanistan, the head of the High Peace Council, Mohammad Karim Khalili said he supports the efforts for the reconciliation process but added that an Islamic emirate will not be a responsive system for Afghanistan, which he says has seen a major change ‐ compared to the Taliban

Khalili, who addressed the second consultative and political gathering of Hizb-e-Wahdat-e-Milli, led by him, said agreeing on an Islamic emirate as part of a peace deal means "surrender" of one party to another.

Therefore, Khalili suggested that the Afghan government and its international partners should ensure a dignified peace which he says is the demand of every Afghan.

"Peace under the shadow of an Islamic emirate is not peace; rather, it is surrendering of one party to another. Meanwhile,

Khalili criticized the new politicians in the Lower House of the Parliament for failing to elect a speaker and called it a crisis.

Sources close to Hekmatyar have confirmed that the leader of Hezb-e-Islami will not participate in the gathering.

Turkey hosts Afghan talks with Taliban factions

[PAJHWOK] A quadrilateral intra-Afghan peace dialogue began on Saturday in the Ottoman Turkish capital Istanbul, to find a negotiated end to the decades-long conflict in Afghanistan, a reliable source said.

A participant of the meeting confided to Pajhwok Afghan News the gathering initiated on Saturday would last three days (until Monday).

The source, wishing anonymity, also shared a few photos of the gathering with Pajhwok, saying the peace dialogue was arranged in cooperation with the Ottoman Turkish government.

A source close to Taliban admitted the peace negotiations but said no one from their supreme leader Mullah Haibatullah group was participating in the gathering.

He said a Taliban member named Rahmatullah Wardak was attending the gathering. Wardak, a former Da Afghanistan Bank (DAB) employee had served as an intelligence operative in the Tailban regime. Wardak has been running a bee honey business in Dubai over the past few years.

According to the Taliban source, this was a third meeting of the kind taking placing between the Afghan government and Taliban representatives in Turkey. "But the recent (this meeting) is organized as a result of HIA leader Gulbuddin Hekmtyar’s visit to the country."

Syed Ahmed Gilani Appointed New Chairman of Afghan High Peace Council

[Khaama (Afghanistan)] An influential political and religious figure Pir Syed Ahmad Gilani has been appointed as the new Chief of the Afghan High Peace Council.

The former Afghan Vice President Karim Khalili has been appointed as the Deputy Chief of the High Peace Council along with Mawlavi Ata-ur-Rehman, Mawlavi Khaibar and Habiba Surabi.

The new appointments comes days after the major international donors suspended aid to the council due to the lack of the leadership.

The council officials said earlier this month that the major donors that have suspended financial aid included the United States Agency for International Development and the government of the United Kingdom.

A senior member of the council, Mohammad Ismail Qasimyar, confirmed that the donors have suspended financial support to the High Peace Council since the beginning of the year, citing lack of chairman for almost a year and issues within the secretariat of the council.

The current Minister of Foreign Affairs Salahuddin Rabbani was previously serving as the chairman of the council while the acting Minister of Defense Masoom Stanikzai was the secretariat chief.

Council of Jihadi Party Launched in Kabul

[Tolo News] Afghanistan's former president Sebghatullah Mojaddedi on Thursday announced the establishment of a new political party -- the Council of Jihadi -- which aims to put pressure on the National Unity Government to bring about reform.

Mohadedi said that eight parties had come together to form the new party. According to him, the party's main aim is to fight corruption, bring peace and security to the country and to support civil action movements.

"The new party will support good performance by government but it will strongly oppose wrongdoing on the part of government," Khalili added.

But party members raised their concerns over interference in Afghan affairs by neighboring countries and said that most of the security issues stem from outside the country.

The party members said that they will support the grinding of the peace processor and will not allow any group to make Afghanistan a safe haven for terrorists.

"The party supports, and will defend, the grinding of the peace processor and the party will not allow Afghanistan to be a safe haven for terrorists," Khalili said.

The party called on anti-government groups to join the grinding of the peace processor.

"We call on Afghan Taliban to stop destroying their 'house'," said Qazi Amin Weqad one of the party members said.

In addition, Ahmad Zia Massoud, special envoy to Ghani, who was also present, says today was a historic moment in Afghan politics - where different role players came together to find solutions.

"Despite problems the country has seen development and Afghanistan has made some achievements," Massoud said.

According to him it is usual for political parties to come together during a crisis in order to find solutions for their country.

Massoud went on to say that nepotism is rife in the country and even political parties are formed on the back of it.

"We should weaken the tribal axis but strengthen the national axis as any tribal government does not have good consequences," Massoud said.

, echoed Muhaqiq's sentiment, saying that those who have remained reluctant regarding the Jalrez battle should be exposed.

Former Vice President Karim Khalili also blamed the large amount of casualties on mismanagement by security officials. "Most of the casualties are because of inattention and irresponsible attempts by the relevant organizations and lack of coordination among security agencies," he said. "This is not acceptable to us."

Abdullah, whose relative named Reza was also among the soldiers killed, told TOLOnews that Reza was in contact with him in the last moments of his life. Reza allegedly asked Abdullah repeatedly to deliver his pleas for backup to top security officials in order to save lives.

"He told me repeatedly to call the leaders to support them, and we called several officials, but they did not pay attention, despite that there was an army and public protection force base near them," Abdullah said.

Local accounts of the Jalrez battle have substantiated the claims made by leaders at the ceremony on Saturday. Azizullah, a resident of Maidan Wardak who lost his brother in the battle, says the fighting raged on for 72 hours, and only ended once the coppers ran out of ammunition. "The Taliban, after killing my brother, tied his body behind a vehicle and pulled him on rocks and dust," Azizullah told TOLOnews.

It is said that one of the fallen officers is from the Chindawol area of Kabul, while the others are all from Bamyan province.
