"[O]nly the Home Secretary [Priti Patel] can provide further closure by fulfilling the previous promises that have been made to deport the offenders whose citizenship has been removed," he added. There have been growing calls for debt forgiveness, including from Pope Francis ![]() and French President Emmanuel Macron, given the need for countries to lift spending on health care to confront the pandemic and its economic fallout. For 76 eligible nations, including 40 in sub-Saharan Africa countries, La Belle France "obtained a moratorium from bilateral creditors and private creditors, for a total of $20 billion," Le Maire said in conference call. That breaks out to $12 billion in payments to bilateral creditors and $8 billion to private creditors. The total debt servicing costs for those nations this year was $32 billion. Le Maire said the deal was reached at the level of the Gay Paree Club of creditor nations and the G20 group of most industrialised countries thanks to China's support. "There remains $12 billion in multilateral payments of which the World Bank accounts of a large part. Le Maire acknowledged that a moratorium fell short of that goal, but said it represents a "major step" towards helping countries respond to the coronavirus crisis. "If for certain countries among the poorest on the planet it appears that the debt is not sustainable... that could lead us cancel debts," Le Maire said. He said cancellation of debts would be done on a case by case basis and on a multilateral level by creditors.
The fund together with the World Bank have called for rich nations to stop collecting debt payments from poor countries from May 1 through June 2021. The debt relief will be funded by the IMF's Catastrophe Containment and Relief Trust (CCRT), which was first set up to combat the West Africa Ebola outbreak in 2015 and has been repurposed to help countries fend off COVID-19. The fund currently has $500 million, with Japan, Britain, China and the Netherlands among its main contributors. "I urge other donors to help us replenish the trust's resources and boost further our ability to provide additional debt service relief for a full two years to our poorest member countries," Georgieva said. Last week, the World Bank said it would roll out $160 billion in emergency aid over 15 months to help countries stricken by the virus, including $14 billion in debt repayments from 76 poor countries to other governments. I was at the airport, picking up my brother, sister-in-law and niece from holiday. As I walked through the terminal, I noticed people being ushered out the way I’d come in. I wasn’t sure what was going on ‐ there was no panic ‐ but I thought that if something had happened, I wasn’t leaving without my family. I carried on walking in the opposite direction to everyone else. By the time I got to the doors at the other end, I was on my own. I walked outside, and that’s when I saw a burning jeep crashed into the building. There was a guy lying next to it engulfed in flames, a couple of police officers, and parts of the road were on fire, too. At first, I thought it had been an accident. A police officer used a fire extinguisher on the burning guy, then they turned away. I thought he was dead, and maybe they did, too. It was when he got up that I realised he was an attacker. It was eerie ‐ he didn’t even groan as he stood; it was as if being on fire hadn’t affected him. I learned later he was on morphine. He tried to get to the jeep’s boot ‐ apparently, it was full of petrol bombs. The police were trying to stop him, but he kept kicking at their legs. As they fought, they moved towards me. One of the officers used pepper spray, and my eyes were streaming. The next time I opened them, this lunatic was coming in my direction. When you’re involved in something like that, it’s hard to remember afterwards exactly how it went. You just act on instinct. My partner, Gillian, had recently passed away, after battling cancer. I had watched her fight like hell to survive, and these characters were trying to take people’s lives as if they meant nothing. It enraged me, as did having pepper spray in my eyes, to be honest. So I went for him. As soon as I hit him, I knew that he was going down. I don’t mean to sound blasé. He’d been doing these commando-style moves to fight off the police, and he seemed well trained, but I grew up in Glasgow: it seemed natural to me that a wee forearm smash would sort it out ...I got a couple of awards, including the Queen’s Gallantry Medal. I met the prime minister, Gordon Brown, too. He said, "Thanks for everything." I said, "Nae problem." Probably the biggest buzz came a few months later. I saw a horse called Secret Hero. I was looking at the name, thinking I’d seen it before, and I remembered that’s what the Daily Record had called me in a headline. I stuck £125 on it, it won and I took home £500. ![]() In fact, has-beens and once-weres often are brought in as decorations for international gatherings, meant to add gravitas to the proceedings. A few years back I shared an elevator with former British Prime Minister Gordon Brown, who was speaking at Qatar’s Doha Forum. He said nothing of note either in private or public, but exuded the air of a man who still mattered. It turns out he’s the UN Special Envoy for Global Education, which must be as superfluous a position as exists. People recognized the importance of schooling long before there was a UN. And there’s not much the global organization can do for a service that can only be delivered locally. Indeed, in poor countries schools tend to get worse the more the national government is involved. Inexpensive private schools often are the only hope for the most disadvantaged and marginalized people in the most impoverished and oppressed nations. However, Brown unburdened himself in the Huffington Post, and the subject wasn’t education. Rather, he said we all are responsible for the depredations of Nigeria’s murderous Boko Haram. Really. "The World Should Be Ashamed of the Failure to #BringBackOurGirls," he titled his article. It’s been more than two years since the group--which has attributes of both insurgency and terrorism--kidnapped 276 girls from the town of Chibok. Boko Haram is an Islamist-jihadist group; its name roughly means "Western education is forbidden." The militants kill moderate Muslims but typically target Christians, as in Chibok. They usually slaughter male students, but often capture girls for sex slaves, child wives, and suicide bombers. Despite promises from the Nigerian government, proffers of Western assistance, and a twitter campaign led by First Lady Michelle Obama, none of the girls have been rescued. |
