Govt deliberates on UN request to limit military's role in civil spheres |

[DAWN] The federal government asked the concerned ministries and departments to take "requisite legislative, policy and administrative measures" in accordance with the recommendations of the United Nations ...a formerly good idea gone bad... (UN), calling for the termination of military courts and limiting the role of the army in civil spheres, DawnNews reported on Thursday. The UN had urged Islamabad to ensure the implementation of 111 recommendations in accordance with its human rights ...which often include carefully measured allowances of freedomat the convenience of the state... conventions. The Ministry of Human Rights forwarded the recommendations to the relevant departments and ministries for further action. According to an "office memorandum" issued by the human rights ministry, a copy of which is available with DawnNews, Pakistain has ratified seven "core human rights conventions". Subsequently, four progress reports were prepared and submitted before the relevant UN bodies through the Ministry of Foreign Affairs. A high-level delegation led by the human rights minister presented and defended these reports before the concerned UN committees in the review meetings, held during 2016 and 2017. The UN committees, while reviewing the obligatory reports, had made concluding observations and recommendations. Based on the recommendations put forward by the UN committees in this regard, the human rights ministry compiled a matrix and forwarded it to all concerned ministries and departments, asking them to take "requisite legislative, policy and administrative measures". According to the document, the UN asked Islamabad to immediately put a moratorium on the capital punishment and eventually "consider abolishing the death penalty ![]() The UN also recommended that the death penalty should only be awarded for the most serious crimes, involving intentional killings. The UN committees also recommended to "repeal or amend Actions in Aid of Civil Power Regulations 2011 in order to abolish the military's power to establish internment centres in the Federally Administrated Tribal Areas (Fata) and Provincially Administrated Tribal Areas (Pata)". It also urged Islamabad to ensure that no one is held in secret or incommunicado detention anywhere in the country. |

Sindh leading in sending terrorists to the gallows |

ISLAMABAD: As per latest statistics collected by the Ministry of Interior, Sindh has over the past five years led in sending terrorists to gallows, followed by the three other provinces and independent administrative regions. The PPP-ruled province, according to the ministry’s figures, also has more terrorists awaiting execution than the rest of the country. Until the last week of November Sindh carried out capital punishment in 106 cases, followed by Punjab with 64 terrorists. The Islamabad Capital Territory, Khyber Pakhtunkhwa and Balochistan each have sent one terrorist to the gallows. Not a single death punishment has been carried out in the Federally Administrated Tribal Areas (Fata), Gilgit-Baltistan (GB) and Azad Jammu & Kashmir (AJK) during this period. Same is the case regarding the number of terrorists awaiting execution. Here, Sindh stands out with 98, Punjab 81 and Khyber Pakhtunkhwa 25. Balochistan and Islamabad each have one condemned prisoner. There is no terrorist on death row in Fata, AJK and GB. During the PPP government at the centre (from 2008 to 2013) there was an unannounced moratorium on the death penalty. Though the figures are of the past five years, most of these executions have been carried out after the terrorist attack on the Army Public School in Peshawar in December last year. With 11 military courts set up under the 21st Amendment in January this year, the number of terrorists facing death penalty is likely to go up in coming days. The latest figures released by ISPR (Inter-Services Public Relations) over the weekend said that of the 142 cases of terrorism heard by military courts 55 had been finalised and 87 were in process. Military courts convicted 31 terrorists, 27 of them have been executed and four sentenced to life imprisonment. On Dec 8, Army Chief Gen Raheel Sharif signed the death warrants of another four terrorists. In the category of terrorists killed in actions carried out by law-enforcement agencies, Fata leads with 2,530, followed by Balochistan with 435, Khyber Pakhtunkhwa 351, Sindh 342, Punjab 90, Islamabad 7, AJK 3 and GB 1. The marked difference in the number of terrorists killed in Fata is largely because of the ongoing military operations in tribal areas. KP and Fata are on top of the list of law-enforcement personnel and civilians killed and injured in terrorist attacks. In KP, 872 security personnel lost their lives and 1,696 suffered injuries. It suffered death of its 2,422 civilians while 2,725 people were injured. In Fata, 1,487 personnel were killed and 2,224 injured. The number of civilian deaths is 1,470 and of those injured 2,761. In Punjab, 107 security personnel lost their lives and 582 suffered injuries. Terrorist attacks in the province have claimed 152 civilian lives and left 1,827 people injured. In Sindh, 64 security personnel were killed in terrorist attacks and 84 injured while 313 civilians lost their lives and 1,045 suffered injuries. Though only one security man lost his live in a terrorist attack in Islamabad, the number of civilian deaths in such attacks is 61 with 211 others suffered injuries. In GB, 17 security personnel lost their lives and 32 suffered injuries in terrorist attacks. The number of civilian deaths in such attacks in GB is 63. Published in Dawn, December 14th, 2015 |

He said Taliban and army are main parties in the ongoing talks and both should sit on the table to resolve the issues. He said the army was a main party in the grinding of the peace processor and talks could not succeed unless it holds direct talks with the Taliban. He said that they appeal both Army and Taliban to silence their guns and resolve the issue through dialogue. He also urged the government to fully implement the Islamic clauses in the constitution. Ibrahim said that the founder of the nation Quaid-e-Azam Muhammad Ali Jinnah had termed the rustics as 'Shamsher-zan' of the country, and Pakistain has no need to keep army on the frontier in the presence of tribal people. He warned that his team would separate itself from the grinding of the peace processor if the government would not show its sincerity thorough concrete measures. He said they had offered their service just for the sake of the nation. JI ameer Sirajul Haq said tribal elders, political parties and even common people are unanimous to resolve the issue through talks instead of force. "The key to peace is with Islamabad, and the decade-old conflict can come to an end certainly if the government wanted so," he held. He said that success of dialogue is actually the success of Pakistain, and warned that failure of talks would be failure of the country. Bashing the US, as per the JI leaders tradition, he said, "Those having beards and turbans are not terrorists, rather the biggest terrorist is the United State of America." He added that the violators of the constitution were not in the tribal areas rather they were setting in the federal capital Islamabad. The rustics were being defamed, he added. |

Masood Kausar on Wednesday urged the people of the Federally Administrated Tribal Areas to keep a close eye on the troublemakers, fearing that they might resurface to disrupt peace restored by law-enforcers and political administration after great efforts and sacrifices. "There is no doubt that tribal people are peace-loving but a handful of elements are there to disrupt peace for their ulterior motives. The people should remain vigilant," he told a 14-member delegation of elders of Orakzai Agency ... crawling with holy men, home to Darra Adam Khel, the world's largest illegal arms bazaar. 14 distinct tribes of beturbanned primitives inhabit Orakzai agency's 1500 or so square kilometers... during a meeting.Malik Naseer Hussain led the delegation, which called on Mr Kausar at the Governor`s House here. The governor said sectarian hatred was one of the issues that led to disturbances in some Fata agencies. He said those fanning sectarian hatred must be identified for punishment, adding that the people should promote religious harmony, tolerance and cohesion in the society. He said implementation of Fata reforms was underway in phases and would be ensured by all means. He said security agencies were taking on bully boyz and destructive elements effectively, while most of the areas had been cleared of such elements. He urged the rustics to play their due role in anti-terrorist activities. The governor said the lasting peace in Fata could be maintained and development process furthered with the people`s support and cooperation. "Progress and development in Fata is a priority once peace is restored. We want the development process to continue without obstruction for early completion of public welfare schemes," he said. Mr Kausar informed the delegation that political administrations of tribal agencies would serve the people in future instead of ruling them as was done in the past. "From no onwards, the administration will take the people along in development activities and will have to have close liaison with political activists," he said. The delegates apprised the governor of their problems, mostly related to education, health, communication and water supply schemes, prompting the latter to issue directions to the relevant officials for their early redressal. |

North Waziristan tribes wary of brutal foreigners |

As foreign militants gather in North Waziristan and the Haqqani Network relocates, local tribes say their fears and concerns are being ignored Although the United States is putting pressure on Pakistain for a full-scale operation against the Haqqani Network and other thug groups operating in the North ![]() Located between the Khost province ... across the border from Miranshah, within commuting distance of Haqqani hangouts such as Datta Khel and probably within sight of Mordor. Khost is populated by six different tribes of Pashtuns, the largest probably being the Khostwal, from which it takes its name... of eastern Afghanistan and Khyber Pakthunkhwa of northwest Pakistain, North Waziristan is the second largest tribal region of Pakistain's Federally Administrated Tribal Areas (FATA). According to security experts, the area is considered today to be the epicentre not only of violence in Afghanistan and Pakistain but also a major source of International terrorism. Along with its geographic isolation, difficult terrain and relatively stable coalition of thug groups, they believe that the region has become the most important centre of militancy of FATA because of the impunity with which bully boyz in the area have operated. The most important thug group operating in the region is the Haqqani Network, an Afghan myrmidon group led by Maulvi Jalaluddin Haqqani. Haqqani left his native Khost province and settled in North Waziristan as an exile during the republican Afghan government of Sardar Mohammad Dauod Khan in early 1970s. His son Sirajuddin, popularly known as Khaleefa, who became a key myrmidon leader in the Afghanistan in mid 1980s, manages the network's organization from the Danday Darpakhel village near Miramshah in North Waziristan and carries out attacks on US and NATO ...the North Atlantic Treaty Organization. Originally it was a mutual defense pact directed against an expansionist Soviet Union. In later years it evolved into a mechanism for picking the American pocket while criticizing the cut of the American pants... forces in Afghanistan, according to security experts and local elders. The second most important group in North Waziristan is led-by Hafiz Gul Bahadur, a key thug leader known for hosting foreign thugs. Bahadur was announced as Naib Amir (deputy head) under the leadership of Baitullah Mehsud upon the formation of the 2007 Tehreek-e-Taliban Pakistain (TTP), an umbrella organization of various thug groups operating in FATA. However Bahadur later formed an anti-TTP bloc by joining hands with Maulvi Nazir's South Waziristan based group because of disagreements over TTP attacks against the Pak security forces and tribal rivalries of Mehsuds. The Haqqani Network and Bahadur are considered 'good Taliban' by the Pakistain military authorities as they don't carry out attacks inside Pakistain and focus only on Afghanistan. North Waziristan also provides shelter to several other local, foreign and international thug groups, such as the Islamic Jihad Union (IJU), the Islamic Movement of Uzbekistan (IMU), the Islamic Army of Great Britain, Ittehad-e-Jihad Islami (IJI), the TTP, the Lashkar-e-Jhangvi ... a 'more violent' offshoot of Sipah-e-Sahaba Pakistain. LeJ's purpose in life is to murder anyone who's not of utmost religious purity, starting with Shiites but including Brelvis, Ahmadis, Christians, Jews, Buddhists, Rosicrucians, and just about anyone else you can think of. They are currently a wholly-owned subsidiary of al-Qaeda ... , the Harkat-ul-Jihad al Islami, the Fidayeen-e-Islami, Harkat-ul-Mujahedeen, the Jaish-e-Muhammad and Lashkar-e-Taiba, according to a latest report published in The News. Elders and political activists of North Waziristan say that many of the foreign thugs, especially Central Asians, Arabs and Afghans, arrived in Pakistain's tribal areas when their bases in Afghanistan were closed down in late 2001. They say that the local population does not approve of the presence of foreign thugs, especially the Uzbeks and ![]() "We hate Taliban and there are no two opinions about it, but we are compelled to bear the atrocities of these thug outfits because the state has no writ," said another elder from the Utmanzai tribe. "Our voices are not heard and we are not given appropriate space and airtime in the mainstream media." Because of the reluctance of Pak authorities to carry out a military operation in the region, US drone have targeted the Mir Ali, Dattakhel and Miramshah areas of North Waziristan extensively, with five out of six drone strikes in Pakistain now being reordered in North Waziristan. Residents of the tribal region say that they live in a constant state of fear of being hit, because of local and foreign thugs. The attacks occur without any warning and are often not related to the Pak military's operations. "The drone frightens women and kiddies who sometimes become the victims, especially if the intended targets are close to their homes," the Utmanzai elder said. Tribal elders believe many foreign and local thug leaders have been killed in drone strikes in North Waziristan. New America Foundation, a Washington-based think tank, estimates on basis of media reports that 80% of the people killed in drones were Al Qaeda and Talibs. The accuracy rose to an astonishing 95% in 2010. This assertion was corroborated by Pak security official Maj Gen Ghayur Mehmood, who commands troops in North Waziritan, in a March 9 media briefing. Between 2007 and 2011, he said, 164 drone strikes had carried out and over 964 bully boyz had been killed. Of those killed, 793 were foreigners - Arabs, Uzbeks, Tajiks, Chechens, Filipinos and Moroccans. When drones kill a key thug leader or fighter, the Ittehad-e-Mujahedeen-e-Khurasan (IMK), a relatively less-known alliance of all local and foreign thug outfits, kill innocent people belonging to local Utmanzai and Dawar tribes, accusing them of spying. The murders have created more hatred for the foreigners. Most of the killings are carried out by Uzbek and Arab members of the IMK, tribal elders say. Some Pak thug groups have abandoned the IMK because of the brutal ways in which they murder people. "We tried our best to reform the IMK but repeated attempts to correct them failed," Bahadur said in a recent statement issued after pressure from local Wazir rustics. It is pertinent to mention here that with the help of bully boyz led by Nazir, the Ahmadzai Wazir tribe of South Waziristan successfully flushed out Uzbek bully boyz of IMU from Wana and other Wazir-dominated areas of the region in a spring 2007 uprising sparked by the brutality of the Uzbeks. Similarly, the tense relationship between local and foreign thug outfits operating in North Waziristan has been displayed several times in the past, particularly in November 2006, when the IMU and the IJU accused Bahadur of betraying them and jumping into the government camp by demanding their eviction from the North Waziristan. Differences between Gul Bahadur and Central Asian thug outfits were solved after the Haqqani Network intervened. Security experts say that the Haqqani Network has been playing the role of bridge between the local and foreign thugs, especially Pak and Afghan Taliban and Al Qaeda. It was the Haqqani Network that brokered a truce between the Nazir-led thug group and the TTP in South Waziristan when they were fighting over expulsion of Uzbek bully boyz from the region, said a Bannu-based journalist, adding that that the Haqqani Network has strong presence not only in North Waziristan but also in South Waziristan, Kurram and Orakzai tribal agencies. The Shia Turi tribes of neighbouring ![]() ...home of an intricately interconnected web of poverty, ignorance, and religious fanaticism, where the laws of cause and effect are assumed to be suspended, conveniently located adjacent to Tora Bora... say the growing drone attacks that killed dozens of Al Qaeda, Haqqani Network and TTP leaders, and the US pressure on Pak government to begin an operation in North Waziristan, has increased the importance of Kurram for the Haqqani Network. The network will also find in Kurram Agency new passages into Afghanistan, especially with help from former TTP leader Fazal Saeed Haqqani. And it will bring new problems for the Shias of Kurram Agency. |

PM vows to maintain government writ in Fata |

Prime Minister Syed Yousuf Raza Gilani on Friday vowed to maintain the writ of the government in the Federally Administrated Tribal Areas (Fata) and sought cooperation from the opposition and tribesmen to bring peace to the area. "The government intends to eliminate terrorism and extremism that have disturbed peace in our society, and the government could not spare any one who is involved in these heinous crimes," he said while responding to a point of order in the National Assembly. The point of order was raised by Aftab Ahmad Khan Sherpao, who pointed out that situation became very grave due to heavy shelling and bombardment in Bajaur, Mohmand agencies and Michni areas, and a huge number of people had been displaced who needed shelter. The prime minister said the role of the state is to protect life and property of the people, and if the government fails to do so, it has no right to remain in the power. "We are here to protect the life and property of the people ... otherwise I have no right to be the prime minister. The government is actively engaged in bringing peace which is vital for economic progress as bomb attacks result in the flight of capital from the country," he added. He said the NWFP government entered into agreements with local people to maintain peace but regretted that girl schools, CDs and barber shops were torched and FC people were targeted. He said when the writ of the government was challenged and the FC and the Army were attacked, then it became imperative for the government to take action. The prime minister said that he had sought briefing from the Army chief on the prevailing situation. He said the elements bent upon destroying the peace were unpatriotic as there were only a few of such persons and most of them were foreigners, including Chechens and Uzbeks. The PM said development of tribal areas is also a priority of the government as the foreign terrorists, who are one per cent of the total population of these areas, exploit poor people for their nefarious designs while use of power is the last option for the government to tackle the situation. "The excessive use of power erodes the authority of the state," he added. Referring to the situation arising out from Bajaur and Mohmand agencies, the prime minister said he has sent his adviser on interior to ensure shelter for the displaced persons of these areas. He said the government would also welcome NGOs and philanthropists that want to cooperate with the government in this regard. He said members of the National Assembly from Fata were taken into confidence before launching action in these agencies against the foreign terrorists who are there to destroy peace and are playing the lives and property of the local people are really patriotic. He said that He informed the House that security forces have captured a number of terrorists from Rawalpindi. He assured the House that the government will take it into confidence and would welcome proposals of the members to mitigate the situation. Earlier speaking on a point of order, PPP-S leader Aftab Ahmed Sherpao expressed his concern over the migration of people, escaping air strikes against terrorists, from Bajaur Agency. The former interior minister said that at least 200,000 people have left their homes fearing collateral damage in the action against terrorists. He said the government has so far not provided them any help in the form of shelter, food or medicine and these people have been left on their own. He said the government needs to play a pro-active role in the situation, which was getting very serious. Sherpao called for an immediate end to the air strikes by gunship helicopters as it was also claiming innocent lives. Commenting on the Fata situation, Engineer Amir Muqam of the Q-League claimed that civilians also lost their lives in ground operation and air strikes. He reckoned the present loss 10 times more than the loss in operations by the previous government. He called for taking him and other members into confidence on the situation. |

Chechens, Uzbeks want to destabilise country: PM |

The militants arriving from Chechnya and Uzbekistan want to destabilise Pakistan but the government would establish its writ at every cost, Prime Minister Syed Yousuf Raza Gilani said on Friday. Speaking in the House in response to a point of order raised by former interior minister Aftab Ahmad Khan Sherpao, the prime minister said the government would not allow two parallel governments in the Tribal Areas, adding that action against the militants was essential. Gilani said Pakistan was envisioned free of terrorism and extremism by the government, and a political dialogue with all the stakeholders would be initiated for the purpose. Poverty: He termed poverty as the prime reason for instability in the Tribal Areas. "The terrorists exploit and use the poor people for their objectives," he added. Gilani said the army high command had held a briefing for the members of parliament belonging to the Federally Administrated Tribal Areas (FATA) for consulting them on possible operations against militants in the area. He assured the House that the federal government would fully co-operate with the provincial administration to resolve the issues of displaced people in Bajaur and other Tribal Areas. |

Pakistan's ungoverned tribal region has been both a Taliban haven and a constant headache for nato partners throughout the war here. But their frustration with the area is growing, as cross-border attacks coming from the Federally Administrated Tribal Areas of Pakistan, commonly known here as the fata, doubled from 20 in March 2007 to 41 in March 2008 in eastern Afghanistan alone. U.S. forces drove home that displeasure last week with a Predator attackthe fourth since Januaryon what U.S. officials described as an al Qaeda and Taliban sanctuary. Among U.S. troops, too, frustration with cross-border movement of the Taliban is increasing, along with the movement itself. "Between this year and last, it was significantly worse this year," says former State Department official Daniel Markey, now senior fellow for India, Pakistan, and South Asia at the Council on Foreign Relations. Col. Bill Carranza, the staff judge advocate at the U.S. military's Combined Air Operations Center, says he is getting "a lot of questions" passed up through commanders from troops on the ground about rules of engagement along the borderhow to respond to attacks, whether to pursue for potshots. "But a border's a border," he says. "Commanders tend to be very cautious around them." So, too, are U.S. officials "They have been deeply reluctant to go into tribal areas," says a U.S. military analyst, who adds that Special Operations forces "have been begging for sustained operations" in the fata, so far to no avail. They are lobbying because every major insurgent group "has a command-and-control structure on the Pakistan side of the border," says Seth Jones, an Afghanistan analyst at the Rand Corporation. A highway that runs from Quetta, Pakistanthe epicenter of Taliban operationsto Kandahar, Afghanistan "has been a major route for weapons and fighters. You can basically jump on it and drive a truck all the way through. When I was there, there wasn't a lot stopping you. It's been a complete sieve," says Jones. "It is a tremendous source of sanctuary," agrees Lt. Col. Bill Pinter, strategist for the Combined Air Operations Center. Though "lots of operations occur on the border, they are highly restricted," he says. Predators fly just inside the Afghan border area "constantly," adds a U.S. military official. Even while flying within the constraints of the border, the official adds, "We can see pretty well into" Pakistan. In the meantime, border incursions will be one of the major problems facing U.S. marines as they attempt to clear contested areas of southern Afghanistan's Helmand province in the weeks to come. |

Former premier Benazir Bhutto told an American reporter that a brother country had warned her that four networks, three of them operating in the Afghanistan-Pakistan border area, and one based in Karachi, planned to kill her. Steve Coll, former Washington Post correspondent, writes in the January 28 issue of the New Yorker magazine that the three Federally Administrated Tribal Areas groups were Al Qaeda, the Afghan Taliban and Lal Masjid survivors. President Pervez Musharraf said on Wednesday that armed forces had played a tremendous role in Pakistans development, and hoped that terrorism and extremism would be soon eliminated from Swat and the Federally Administrated Tribal Areas (FATA), Geo news reported. He was addressing a large gathering of army officers at the Command and Staff College, Quetta. Musharraf said the countrys defence had been made impregnable in the last nine years, agencies reported. He said the security forces had achieved considerable success in FATA, while in Swat the army had restored law and order and secured Matta and Khawzakhela, which were the main strongholds of miscreants. He said the situation in Balochistan was stable except for a few minor incidents. Extremists wont be allowed: He said extremists would not be allowed to hijack democratic institutions, and that they would be defeated at any cost. He said the army had supported the country at difficult times, and that completion of projects worth billions of rupees spoke volumes of its credibility. Musharraf said the per capita income, which was $400 in 1999, had been raised to $935 today. Separately, addressing the Balochistan caretaker cabinet meeting, Musharraf said that the general elections would be concluded smoothly and the country would emerge stronger after them.He urged caretaker ministers to play their role in holding the elections in a fair and peaceful manner. |
