[Dawn] PESHAWAR: Most of the victim students of the Army Public School received bullets in the head and they were targeted from a point blank range by the attackers, according to the students and a minister. The students said that the attackers scaled the boundary wall from the adjacent graveyard and started firing while moving towards the classrooms and auditorium. They said that a large number of students had gathered in the auditorium to get first aid training. ?Most of the students have received bullets in the head,? said provincial information minister Mushtaq Ahmed Ghani while talking to mediapersons at the Lady Reading Hospital (LRH). He said that most of the bodies were received in the Combined Military Hospital and around 30 at the Lady Reading Hospital. Of the injured students, 25 were at death's door, the minister said. The parents, who usually wait outside the school to pick their children at the closing time, were seen crying . They were frantically searching for their children in the LRH and CMH as they wanted to know about safety or condition of their kids after the attack. Besides the parents and relatives, the people visiting both the hospitals were also seen mourning on seeing the bodies and injured students in their blood-stained school uniform. ?I saw 17 bodies at the CMH and all of them had received bullets in the head,? said a journalist who was covering the event. He said that some of the bodies were mutilated. Mohammad Zeeshan, a student of grade-7, told Dawn that he and many other students were getting first aid training in the school hall when they heard the gunfire. ?Our trainer told us to lie down on the floor,? he said, adding that in the meantime the gunnies entered the hall. Mr Zeeshan said that the gunnies started shooting the students in their heads at a close range. ?They killed our class-fellows and then left us in the main hall. I received a bullet in my foot,? he said. Another injured student said that gunnies were firing on the students in classrooms. ?They also killed one of our teachers,? he said. [Pak Daily Times] Seven people, including two civilians, were killed on Monday in an attack on the office of the chief administrator for the neighbouring Khyber tribal![]() The attackers wearing levies uniform reportedly aimed to free colleagues under detention. Two kabooms were heard, followed by gunfire at the compound of Muttahir Zaib Khan, where tribal officials and members of political parties had gathered for talks. The blasts were heard by residents living across the Old Bara Road. "At least five people were killed and seven others injured in the incident," Jamal Shah, front man for the Lady Reading Hospital (LRH), told Daily Times. The dead included three personnel of the Khasadar Force (tribal police) and a line officer. The identity of the fifth victim could not be ascertained. Police sources said that two civilians were also killed when the gunfire erupted following the attack. At least two suicide kaboomers entered the office of the political agent where a Jirga was being held with elders from Khyber tribal region, discussing the upcoming election process in their areas. "It appears the cut-throats attacked the compound of the political agent freeing prisoners who were brought to the political agent's office," said a security bigshot. PESHAWAR: Khyber Pakhtunkhwa Chief Minister Ameer Haider Hoti escaped a terrorist attack when police seized a truck laden with 200 kgs of explosive material and a huge cache of heavy weapons on Taal Road near Hangu, on Monday. The chief minister was scheduled to pass through a rally in Hangu city. District Police Officer (DPO) Dr Mian Saeed Ahmed said that police intercepted a suspicious truck on Taal Road. The explosive-laden truck was seized in Dalaro area, on a tip-off, he added. The DPO has said that during search, police recovered several bags with heavy explosive material and other weapons. Qaiser, resident of Bara Khyber Agency, along with another suspect has been arrested. |

Their bereaved family members, friends and enemies would, though, recall them by their names, for many among newspaper readers and television viewers they have slipped into the memory databank as mere numbers. Mohammad Israr, Sabz Ali, Tariq, and Mohammad Hussain, all ANP workers, are the latest addition to the tally after they fall victim to the Nowshera roadside kaboom blast approximately 17 minutes after Chief Minister Ameer Haider Hoti was flown in a helicopter after addressing the party workers. According to the government's tally, the country has lost 35,000 civilians. Perhaps, it requires to update its much repeated figure of 35,000 lives lost to militancy, all carrying an equal price tag of Rs300,000 in compensation for each of the victims. Moslem and Abdullah could see only 8 and 12 springs, respectively. They might have slipped from the readers' mind who read the new stories of their death. They have been lost to the barbarity of criminal hands who planted a deadly bomb that destroyed a Peshawar bus terminal on February 22. Their deaths did not attract reaction from the official quarters or the civil society in strongest possible words. The carnage of Parachinar, too, could not jolt the society's conscience in the manner it should have. The smoothness with which three jacket wallahs entered a heavily manned Peshawar cop shoppe exposed our vulnerabilities, but no one raised voice for naming the names for the administration's failure. The chief minister flew in and out of the Nowshera public meeting venue amidst tight security, but what happened to Israr, Ali, Tariq, and Hussain. No questions being asked, it seems complacency has penetrated deep into the social order. Perhaps, the society on the lam has become prone to shocks after having suffered so many terrorist attacks during the last ten years. The killing of an X-number of people in, an every other day, terrorist attacks has, apparently, left so deep an imprint on the minds and consciousness of the many that people have started taking it as an usual happening, nothing extraordinary. The fact, however, remains clear: they have not fallen victims to the causes of their own making. They died because of the incapacities and inefficiencies of those who are responsible and paid to protect them. In their deaths they demand: they should not be taken as mere numbers, heads must roll, and responsibilities must be fixed to save countless others who are at risk of meeting the same sorry end in identical circumstances. Chief Minister Ameer Haider Hoti and Governor Masood Kausar are expected more to do than expressing condolences. People want them to reach out to them. Extraordinary situations necessitate unusual responses from those in power. Leadership role does not give a right to govern, it requires greater responsibility. Good leaders are remembered for serving their people, steering them out of problems. Nothing can be more disappointing than hearing the Peshawar's top cop during these past few days. Altaf lamely said after the February 22 kaboom that such attacks could be expected anywhere since the war on terror had been going on. He could have done better by explaining the preventive measures he has taken to thwart future attacks. Cops are viewed by people as their saviours. They are trusted for their valour, professional skills and ability to protect citizenry against all odds.People have a right to be told about the 'effectiveness' of police checkposts that have been thrown around the city to curb the terrorists' entry to the capital city. Those at the helm of affairs should accept their failure, at least. |

"The federal government went back on its words after the devolution of the education department," they said. They recalled that following President Zardari`s announcement, the Khyber-Pakhtunkhwa government developed a plan to construct these schools in areas facing shortage of primary schools, especially due to destruction of school buildings by Death Eaters. Education department officials agreed that the Khyber-Pakhtunkhwa government lacked the financial resources needed for constructing the 1,000 schools. According to them the provincial government could construct only up to 200 schools a year. Called the Crash Programme for Establishment of One Thousand Primary Schools, the project was mentioned in the federal government`s Public Sector Development Programme (PSDP) for fiscal year 2009-10. It was also part of the Mid Term Development Framework (MTDF) drawn to improve access to education in Khyber-Pakhtunkhwa, especially at primary level. In the light of the President`s pledge, Chief Minister Ameer Haider Hoti and Elementary and Secondary Education Minister Sardar Hussain Babak had repeatedly promised the construction of these schools on the floor of the provincial assembly and in their public meetings, terming the project `a big achievement` of the ANP-led government. "The provincial government lacks the capacity to build such a large number of schools," officials in the E&SE department told Dawn . Some officials questioned the view that the provincial government had the capacity to build 200 schools a year, saying it had not been able even to reconstruct the schools damaged in the 2005 earthquake, destroyed by Death Eaters and those washed away in the last year`s floods in Khyber-Pakhtunkhwa. "We have asked the provincial government to raise this issue in the meeting of Council of Common Interests (CCI) and press the federal government to fulfill its promise," the education department officials said. They said that a total of Rs3.13 billion was estimated for construction of the schools and the provincial government had agreed to provide the land free of cost for the project. Rural areas, girls` education and districts hit hard by militancy such as Malakand division were to be given preference in the federal government`s project. Of the 1,000 schools, it was decided to construct 281 primary schools in Malakand division, including 77 in Swat ![]() and 75 in Buner -- of them 51 for boys and 101 for girls; and 34 in Lower Dir, 10 for boys and 24 for girls. Swat, Buner and Lower Dir are the districts most-affected by militancy. Khyber-Pakhtunkhwa police chief Fayaz Toro briefed the cabinet on the situation in Upper Dir where security forces suffered casualties in festivities with the Afghan Taliban last week. The provincial cabinet also questioned the NATO's ability to stop such attacks, according to the government's front man. "The NATO could have stopped these attacks, if it had liked doing so," he maintained. and said, "We may conclude that the NATO, by not stopping these attacks, was, actually, supporting the Taliban." This was the first time when Hussain was seen using strong words against the NATO. In the attacks, the Taliban torched schools and damaged other infrastructure while overrunning security checkposts and killing over two dozens security officials. The provincial government also demanded the federal government that all Frontier Constabulary officials serving outside the province should be called back to beef up security in the northern districts which are under the threat of further offensives by the Afghan Taliban. Hussain said that the meeting was of the view that the frontiers should be guarded by the army instead of the Levy. "Police and paramilitary forces cannot guard the borders. The FC is a provincial force and it should not be used by the federal government in Islamabad and Bloody Karachi," said the front man, adding that "without wasting any more time, Islamabad should send all FC personnel back to Balochsitan." The Khyber-Pakhtunkhwa government also expressed anger over the delay in giving teeth to anti-terrorism laws as jugged hard boyz were freed on bail due to "toothless laws". "We need strong laws to deal with terrorism." He said the provincial government would encourage lashkars in Dir and Chitral to check attacks by the Taliban. |

[Pak Daily Times] An Awami National Party (ANP) leader was killed in an ambush in Mardan on Thursday. According to police, unidentified motorcyclists sprayed the car of Mardan ANP Information Secretary Jehar Khan Hoti with bullets. He sustained wounds on his chest and head and pegged out on way to hospital. Soon after the incident, police cordoned off the area but the killers managed to escape. Police have collected important evidence from the scene of the crime and started the paperwork but haven't done much else. Meanwhile, ...back at the ranch... "We are at war," he said, adding that spreading chaos in Hangu and Kohat during the sacred month of Muharram is regrettable. He said concerted efforts had been made in collaboration with Shia and Sunni holy mans to curb terrorism. The chief minister clarified that US Counsel General Elizabeth Rood went back home for personal reasons. "Her performance during her stay in Beautiful Downtown Peshawar was brilliant and she was too active during floods." Local media reports said on Saturday that she allegedly "received threats from Taliban" and "requested the State Department to relieve her of her job in Peshawar." According to witnesses, the bomber detonated his boom vest after he was intercepted by coppers deputed at the entrance of an alley in the Miagan area where the minister lived. The blast destroyed nearby shops and caused some damage to a number of houses and a mosque. Three relatives of the minister were among the injured. A number of women were present in Mian Iftikhar's house, about 40 metres from the place where the blast took place, to offer condolences over the death of his son. The minister, the most vocal critic of hard boys, was at the Government Degree College outside the town meeting people who had come to offer condolence. "We suspect that the target of the attacker was the mosque in the street, but the coppers on duty sacrificed their lives and averted what could have been a large-scale devastation," Beautiful Downtown Peshawar police chief Liaqat Ali Khan said, adding that the bomber had used eight to 10kgs of explosives. The police official said there were reports about presence of another two bombers in the area and a search was under way. Frontier Constabulary Commandant Safwat Ghayur ordered a thorough search for suspected hard boys around the area. A relative of Mian Iftikhar told Dawn that the mother and wife of Chief Minister Ameer Haider Hoti were at his home when the blast took place. "I am not sure whether the attacker wanted to attack the house or the mosque," Mian Naveed said. "We received seven bodies, some of which were mutilated. Most of the injured were shifted to Beautiful Downtown Peshawar," Pabbi Satellite Hospital Medical Superintendent Dr Akber Khaksar said. He said the hospital had also received two legs, apparently of the bomber. "I saw the attacker in black clothes with a bandaged arm. He was posing as a drug addict or a beggar and was trying to force his way into the street," local resident Zabiullah said. When the man approached the police checkpoint, he blew himself up. There was a loud explosion which raised a plume of dust. He said he fell on ground and when the dust settled he saw a number of bodies lying around. People who were injured were crying in pain. The place was littered with human limbs and shards of glass.
