ISIS-Sinai Province (Wilayat Sinai) is the most active and capable jihadist terrorist group operating in Egypt. Since 2014, the group has committed over 500 attacks in the Sinai region, mostly against Egyptian security forces. The group is based primarily in northern Sinai, Egypt. The US State Department designated ISIS-Sinai as a foreign terrorist organisation. As of early 2023, Wilayat Sinai remains largely inactive after several intensive operations against it by the Egyptian Armed Forces (EAF) and Sinai Tribes Union. However, the Israel-Hamas conflict threatens the group’s revival as thousands of displaced Palestinians flee into the Sinai via the Rafah crossing. 2.1 HISTORY In 2011, ISIS-Sinai first formed under the name Ansar Bayt al-Maqdis (ABM, أنصار بيت المقدس), variously translated as Ansar Jerusalem, Supporters of Jerusalem, Champions of Jerusalem, Supporters of the Holy House. ABM had ties to al-Qa’ida and conducted attacks against Israel and its interests. In 2013, the Egyptian military removed former President Muhammad Mursi from office, and the ABM escalated its attacks on Egyptian government and military targets. In 2014, the group formally pledged its alliance to ISIS and changed its name to ISIS-Sinai. Despite declarations to “end terrorism,” the EAF’s actions suggest a focus on containment due to political and institutional challenges. The military’s centralised decision-making structure and reluctance to address root causes hinder effective counterinsurgency efforts. [source] 3.1 PLACE WITHIN BROADER GOVERNMENT, TERRORIST, OR OTHER STRUCTURES Unlike other militant organisations, Wilayat Sinai does not enjoy formal state support or a large diaspora. Instead, it depends on local mobilisation and neighbouring collaboration, from groups like Hamas in Gaza. 3.2 FINANCING When the ABM pledged allegiance to the Islamic State and became known as Wilayat Sinai, it acquired enhanced capabilities to carry out high-profile attacks and coordinated strikes. Receiving funds and guidance from the Islamic State’s central authority in Syria and Iraq, Wilayat Sinai attacks became deadlier and more frequent than its predecessors in the ABM. 3.6 CONNECTIONS WITH HAMAS For many years, militant groups like Hamas and Wilayat Sinai relied on transactional collaboration. Their geographic proximity and isolated safe havens nurtured intimate ties between the militant groups. Additionally, the groups had mutual enemies: Egypt and Israel. For Hamas, Wilayat Sinai was vital in cross-smuggling networks. According to Israeli intelligence, Hamas once transferred tens of thousands of dollars a month into Sinai to secure arms shipments. [source] [source] In February 2016, a member of Wilayat Sinai penned a letter to Abu Bakr Al-Baghdadi, the central leader of the Islamic State, advocating for the prohibition of ties with Hamas. The argument put forth was based on the perception that Hamas is considered an apostate group by the leadership of the Islamic State in Syria and Iraq. From 2017-2018, Hamas cultivated closer relations with Cairo which eased border restrictions with Gaza to allow essential supplies in. In the same video, Wilayat Sinai militants called for attacks against Hamas. 5.1 OPERATIONS The majority of the group’s operations have taken place in North Sinai, but it has also claimed attacks in greater Cairo, Daqhalia, South Sinai, Matruh, Qalyubia, New Valley, and Ismailia. Since 2022, the group has been mostly inactive. Downing of Russian Metrojet Flight 9268 Wilayat Sinai claimed responsibility for bringing down Russian aircraft Metrojet Flight 9268, en route to Saint Petersburg from Sharm el-Sheikh. On 31 October 2015, a suspected bomb attack on board occurred over Hasna, Egypt. All 224 passengers were killed. On 17 November 2015, Russian President Vladimir Putin confirmed that a bomb attack had caused the flight to crash. The attackers drove to the mosque in five vehicles displaying IS flags, detonating bombs inside and shooting worshippers both within and outside. The assault, part of a surge in attacks totalling over 338 in 2017, underscores the increased activities of regional affiliates like the Sinai Province SP following the Islamic State’s territorial losses in Syria and Iraq. Reports indicate SP may have warned residents beforehand and sought to demonstrate its continued lethality, aligning with a broader trend of internal competition among extremist factions. At least 11 Egyptian security forces members were killed, including 1 officer, and 5 were injured. The military says they were killed as they tried to foil a Wilayat Sinai attack. Egypt hunts for killers after mosque carnage | |

[ARABNEWS] At least 235 people were killed and 109 injured in a terrorist attack on a mosque in North Sinai, which Egyptian President Abdel Fattah El-Sisi vowed to respond to with "brute force." The Egyptian Air Force targeted the vehicles of the attackers during their escape and killed at least 15 gunnies suspected of carrying out the assault. In the deadliest terrorist attack in Egypt’s modern history, holy warriors targeted worshippers during their Friday prayers at al-Rawdah mosque in Bir al-Abed, about 40 kilometers from al-Arish city in North Sinai. Militants set off a bomb and opened fire on worshippers inside the mosque and those trying to escape. The holy warriors then escaped using 4WD cars.

[Jpost] A combined bombing and shooting attack at a mosque in the northern Sinai on Friday has caused major casualties, according to Egyptian officials. A state of emergency was declared across the province following the attack that came as worshipers were conducting their Friday prayers at the Al Rawdah mosque in Bir al-Abed, west of Arish city. At least 54 were killed and 75 were wounded in the attack, according to a health ministry spokesman. Egyptian defense officials said the attack began with explosions and then assailants began firing with machine guns into the mosque. Witnesses said militants entered the mosque, shot the worshipers, lit a vehicle outside the mosque on fire, and then proceeded to close the area to prevent rescue forces from operating. The Sinai Peninsula has been the arena for increasing violence between the Egyptian military and jihadi militants loyal to ISIS. In the past, military or police checkpoints and convoys were the preferred tactic.

Houthi-led militias have been exploiting the Sana’a airport against the international community. In exchange of allowing aid planes to land at the airport, militias want to have the green light on resuming ‘civil’ flights at the airport. Renewed fighting in Nihm is both fierce and intense, al Shandaqi said. “Pro-government forces have liberated strategic mountains overlooking the areas Harshafa and Daboua,” added al Shandaqi. “At least 16 insurgency militants have been killed, and dozens wounded .. another seven were arrested, ” he said. The Popular Resistance spokesman explained that the areas brought into government control oversees Sana’a’s eastern gates and will greatly aid in future endeavors to free the capital from insurgency hold. Iran-aligned militants continue to record losses amidst a substantial lowering of morale. Aided by the Saudi-led Arab Coalition forces, the Yemeni National Army and Popular Resistance succeeded in weakening insurgency, chiefly composed of Iran-backed Houthi and Saleh militias, in a number of the Yemeni directorates. Dissent continues to grow louder among the Yemeni tribes against these militias. Yemeni tribes revealed that Houhti and Saleh militias have come to enforce foreign agendas seeking to destroy Yemen. Political analysts said that these facts have made the tribes to withdraw fighters from the troops of coup militias while the Houhti and ousted Saleh militias are forcing students to join their ranks. Taiz, one of the key battlegrounds on which national forces have pushed through, have come under repeated rebel fire. A medical source at the city’s Al-Rawda hospital told AFP that seven civilians were also wounded by the insurgency’s mortar fire. A loyalist military source said that the rockets struck one after the other in the city’s Al-Nour district. A garrison loyal to President Abedrabbo Mansour Hadi has held out in the city largely surrounded by the Houthi rebels and their allies who control the capital Sanaa and much of the north. Taiz is one of the key battlegrounds of the civil war and government-held neighborhoods have come under repeated rebel fire. A medical source at the city’s Al-Rawda hospital told AFP that seven civilians were also wounded by the rocket fire. A loyalist military source said that the rockets struck one after the other in the city’s Al-Nour district. Since March 2015, pro-government forces have been backed by a Saudi-led military coalition. The UN has stepped up peace efforts this week with UN envoy Ismail Ould Cheikh Ahmed meeting Hadi at his base in second city Aden on Monday. The envoy has been pushing a peace plan that would see a restored cease-fire leading to a political transition under which Hadi’s powers would be significantly reduced. [Dawn] Five Yemenis, three civilians and two anti-regime gunnies, were killed on Saturday in shelling by government forces targeting the country's second city of Taez and in shootings, medics and witnesses said. Three members of one family were killed in shelling blamed on government forces, while two gunnies were rubbed out during festivities with forces loyal to President President-for-Life Ali Abdullah Saleh ![]() , witnesses said. The five bodies were taken to a field hospital in Al-Rawda neighbourhood in central Taez, which is under the control of anti-Saleh protesters. The new casualties take the corpse count of festivities and heavy bombing by government forces since Thursday to 30, after nine people, including a young girl, two soldiers and colonel, were killed on Friday. On Thursday, 16 others, including five soldiers and three gunnies, were all killed in festivities and bombing. The escalation of violence came hot on the heels of an order by Vice President Abdrabuh Mansur Hadi late on Friday to cease fire and negotiate a pullout of troops and hard boyz from the city. Hadi now holds the constitutional powers of Saleh who last month in Riyadh signed a Gulf-brokered power transfer deal under which he transferred powers to his deputy and remains honorary president for three months. Gunmen backing anti-Saleh protesters control the centre of Taez and most of its streets, while government forces have taken up position on hills within the city and on its outskirts. Witnesses said that forces loyal to Saleh continued to bombard most neighbourhoods in Taez, while festivities raged in western parts of the city, including al-Hasab, Beir Basha, Wasi al-Qadi and al-Murur. The bloodshed sparked recriminations between the government and parliamentary opposition, which signed the hard-won accord in Riyadh last month that had raised hopes of an end to the violence. Prime minister-designate Mohammed Basindawa, chosen by the opposition to head a government of national unity under the power transfer agreement, has threatened to resign unless the loyalist offensive against Taez stops. And opposition front man Mohammed Qahtan accused Saleh loyalists of blocking the formation of a key commission also stipulated by the accord that is to be given the task of reuniting the deeply divided security forces. Hadi late on Friday ordered the governor of Taez to begin talks with the Common Forum opposition aimed at reaching a ceasefire and the withdrawal of troops and militias from the city. But its effectiveness is in question as the forces do not fall under the governor's authority. As well as most of Taez, dissident troops also control a large swathe of the capital Sanaa, and there have been repeated deadly festivities with loyalist units, some of them commanded by Saleh's relatives. |

Four Terror Suspects Arrested in Riyadh | |

On Tuesday, security forces in the capital began their second combing operation to flush out any terror suspects in Al-Murooj, King Fahd and Al-Khaleej districts. Twenty-five units from the security police, 10 units from the Special Forces Unit and 15 units from Riyadh Police Patrol Unit participated in Tuesdayâs operation. According to eyewitnesses in King Fahd district, police sealed off all entries and exits to the neighborhood and established a security checkpoint asking drivers in vehicles going in or coming out for their IDs and documents. They also gathered information from furnished apartments in the area and asked residents if they had seen any suspicious activities. Officers also asked citizens and residents alike for their legal papers in many byways in the district. Tuesdayâs combing of the three districts continued until 1 a.m. The ministry said that more neighborhoods in the capital would be combed in the following days, without specifying any particular district. The districts of Al-Naseem, Al-Rawdah, King Fahd and Al-Suwaidi have been the most notorious in the capital for terrorist activities. Later in the day, a source said that police arrested three other suspects on Riyadh-Taif road yesterday. Arab News learned that the suspects were stopped at a security checkpoint on the road and were arrested after police became suspicious of the vehicle they were driving in. During the first raid, two suspects were arrested without any struggle, the ministry said. âIn the second raid, security forces were shot at and exchanged fire with the militants,â the statement said, adding that the militants threw a hand grenade at security forces following the gunbattle. Two suspects were killed in the gunbattle, the ministry said. Forensic reports later established the identity of one of them as Younus Mohamed Al-Hayari, believed to be the leader of the terror network in the Kingdom. A suspect arrested in the second raid sustained serious injuries and was taken to a local hospital, sources said. The ministry said it would not reveal the identity of the three arrested suspects until after interrogations have been completed. Police also seized a large cache of weapons, ammunition, communication devices, computers and documents, which they found in the neighborhood. Interior Minister Prince Naif said the operation was the result of extensive surveillance by the security forces, and pledged to pursue other terrorists. âWhat happened today was the result of the effort of the previous period and, God willing, we will reach the rest using the same method,â he told reporters after visiting the wounded policemen in hospital. |

Gas Cylinder Blast Injures Two at Jeddah Restaurant |

A gas cylinder explosion ripped through a busy shopping complex in Jeddah's Khalediya district last night. At least two people were injured, three shop units were badly damaged and nearby cars had windows blown out. The explosion occurred at about 8.45 p.m. in the Shawarmat restaurant located in a line of shops facing directly onto Al-Rawda Street opposite the northern perimeter wall of Saudia City. The restaurant is located immediately next to a popular suburban Khalediya shopping complex, known locally as Filipino Souk. The National Guard and police were on the scene very soon after the explosion together with several unmarked white official cars. Many witnesses at the scene were full of praise for the police and troops for the rapidity of their response and the way they took immediate charge of the scene. Eyewitnesses say that the explosion occurred after Isha prayers ended and staff were returning to reopen the shops. Witnesses from the FedEx premises located next to the Shawarmat restaurant say that the gas had leaked from the cooking ranges and when the lights were switched on, the place exploded. The report was later confirmed by a three-star fire officer on the site who said that the cause of the explosion was gas leaks. |
