PPP and JUI-F agree on sending government home, opposition leaders say after meeting

(PTI) government packing, but that the method of accomplishing that objective is still open to discussion.

The resolve came after JUI-F leader and convener of the opposition’s Rahbar Committee Akram Durrani called on PPP leaders Syed Nayyar Hussain Bukhari and Sherry Rehman at the latter's office in the parliament.

The meeting was a part of JUI-F's efforts to get the PPP on board for its anti-government long march which is scheduled for next month. The PPP leadership has previously announced it will not join the march but promised to provide "moral and political support" to the JUI-F.

Speaking to news hounds following their meeting, Durrani said leaders of the two parties had "good" discussions.

He said the JUI-F and PPP had reached complete consensus on one idea: "We have to send this government home. We have to send this prime minister home."

Addressing a public meeting held here in connection with the PK-8 by-election to be held on May 12, the PTI chief highlighted the menace of rampant corruption in the country and the offshore companies owned by the prime minister’s son and disclosed in Panama Papers and said corruption ruined a country if it wasn’t checked.

He said Malaysian leader Mahathir Mohammad told him once that an honest leader was the main ingredient of a country’s development and prosperity.

Imran Khan began his speech by cheering the youths for their presence despite mismanagement and firing in the air ahead of his arrival at the venue.

He later challenged JUI-F leader and former chief minister Akram Khan Durrani to fulfil what he had promised to Prime Minister Nawaz Sharif.

"Akram Durrani told PM he could topple the KP government. How could he do so since the PTI has the majority in the provincial assembly? Bribery could be his only means (to oust the government). I would let him do it to cleanse my party," he said.

Insider involvement suspected

[DAWN] DIG Mirani claimed that the police are looking into several factors. He also hinted at the 'sectarian aspect' of the killing and that police are also looking into the aspect of 'insider involvement' as well.

"Gunmen struck right at the time when Fajr prayer was about to commence and people getting ready for the prayer. So we are obtaining CDR [call data record] of those present there. The timing was so accurate and this makes us suspect the involvement of some insider at this point of time," Mirani added.

"Situation on ground regarding [the marks of] the car's wheels indicate it was reversed when the assailants fled," he said.

Police authorities are preparing sketches of the assailants on the basis of initial statements from those present at the time of the killing, while the scene of the offence has been preserved.

JUI-F activists blocked roads in protest in Sukkur and Larkana. Business remained closed in Sukkur, while traffic sparse and fuel stations were also closed as a mark of mourning.

JUI-F secretary general Abdul Ghafoor Hyderi, Akram Durrani, JUI-F Sindh front man Maulana Taj Mohammad Nahiyoon reached Larkana following the incident.

"We are part of a movement and such movements do not stop. He laid down his life for the cause of Islam," said Nahiyoon. He said that Soomro always remained undeterred despite previous attempts on his life.

Soomro had been frequenting the seminary previously, where was staying in the room adjacent to the mosque. His two police guards were also staying there in another room. According to DIG Mirani, Soomro was provided ten coppers for his security.

"But he left eight of them in Larkana and two accompanied him on Friday night," he said.

A Sukkur special branch official claimed that assailants did not touch anyone except Soomro.

"We are collecting details regarding previous attacks on his life...[and] some speeches he delivered recently. We will also be probing a property dispute regarding the seminary land but it is premature to comment on it in definite terms," he said.

He claimed that Larkana police had provided him six coppers for security purpose and four were his personal security guards.

APC calls for immediate peace talks with Pakistani Taliban

[Dawn] Pakistain's government should take immediate steps to initiate peace talks with Talibs, says a declaration by the All Parties Conference (APC) called to discuss ways to restore peace in the country's militancy-hit tribal areas.

The APC, summoned by the Jamaat Ulema-e-Islam
...Assembly of Islamic Clergy, or JUI, is a Pak Deobandi (Hanafi) political party. There are two main branches, one led by Maulana Fazlur Rahman, and one led by Maulana Samiul Haq. Fazl is active in Pak politix and Sami spends more time running his madrassah. Both branches sponsor branches of the Taliban, though with plausible deniability...
-Fazl (JUI-F) and attended by major political parties and tribal leaders, also agreed on using the platform of a grand tribal jirga for peace negotiations with the Pak Talibs.

The declaration also agreed on expanding the membership of the grand jirga to include stakeholders representing all schools of thought.

The APC statement also emphasised on taking steps towards peace, keeping in consideration the law and the writ of the government.

The main ruling Pakistain People Party (PPP) and the leading opposition party, the Pakistain Moslem League-Nawaz (PML-N), assured their complete support for steps taken for the establishment of peace in the country.

Sharif said that the offer of dialogue by the Pak Taliban should be taken seriously. He said that today not only Pakistain, but the entire region was plagued by terrorism.

He congratulated the JUI-F for convening the APC, adding: "We should keep aside our political differences and play our due role in maintaining peace in the country."

PPP President Makhdoom Amin Faheem said that his party would support every step taken for peace in accordance with the Constitution.

Speaking earlier at the inaugural address of the APC, the JUI-F chief said that talks with Pak Talibs would be useless without taking the military into confidence. Fazl also stressed that peace in Pakistain's tribal region is closely linked to peace in neighbouring Afghanistan.

"Peace in the tribal areas is linked to peace in Afghanistan. We should put the past behind us and move forward towards peace talks," said Rehman.

Pakistain Moslem League-Quaid Secretary General Mushahid Hussain asked that if dialogue with India could be pursued, then why not with the Taliban.

Mistrust major hurdle in MMA's restoration

The mistrust among component parties of the Muttahida Majlis-e-Amal (MMA) is the biggest hurdle in the way of the restoration of the religio-political alliance.

The two parties -- the Jamaat-e-Islami (JI) and Jamiat Ulema-e-Islam-Fazl (JUI-F) -- who claim massive support among the religious groups, however, are not ready to trust each other.

In a recent meeting convened to take a decision on the revival of the alliance, the leaders of these parties quoted several incidents of the past and accused each other of defying unanimous decisions taken by the Central Executive Council of the MMA. Six religio-political parties representing various sects of the Muslims of the country had formed the MMA initially.

The Jamaat-e-Islami, the country's oldest religio-political party, claims to be the home of Muslims belonging to all sects, saying they are not representatives of any specific sect. The Jamiat Ulema-e-Pakistan (Noorani) represents the Barelvi school of Sunnis.

"We are registered as the Jamiat Ulema-e-Pakistan (JUP) and do not add Noorani or any other name to it," said Qari Zawar Bahadur, the central secretary general of the party. Former National Assembly leader Fazlur Rehman-led JUI-F, and former senator Sameeullah-led Jamiat Ulema-e-Islam-Sameeullah (JUI-S), represent the Deoband school of thought.

Professor Sajid Mir-led Jamiat-e-Ahle Hadith represents the Ahle Hadith (Wahabi) school of thought, while Allama Sajid Naqvi-led Pakistan Islami Tehreek represents Shias. About three years ago, the JUI-S quit the alliance over differences on policies, but the party's major contention was with Fazlur Rehman, as he refused to give more share in power to Sameeullah in Khyber Pakhtunkhwa, where the MMA was ruling under Akram Durrani of the JUI-F.

To keep the number of parties at six, the alliance leaders allowed the entry of a new party, Jamiat Ulema-e-Islam-Senior (JUI-S).

The party represents the Deoband school of thought in Punjab and is headed by Maulana Abdur Raheem from Chakwal.

The other two, the JUI-F and the JUI-S, have a majority in Khyber Pakhtunkhwa.

The formation of this alliance has roots in the peace committees formed by the Punjab government in mid-1990s, when sectarian violence was at its peak.

The Shias and Sunnis and the Deoband school of Muslims were declaring each other Kafir (non-Muslim). The Shias were united under the banner of Sipah-e-Muhammad, while the other two, the Sipah-e-Sahaba and Lashkar-e-Jhangvi, under Sunnis.

The groups were always in confrontation with each other and killings were at their peak.

JUI-F mulls goodbye to MMA

A debate has started within the Jamiat Ulema-e-Islam-Fazl (JUI-F) on whether to quit the “dysfunctional” Muttahida Majlis-e-Amal (MMA) before the general elections or not, party sources said on Tuesday.

“Staying with the Jamaat-e-Islami (JI) in the alliance is politically risky, but campaigning without the MMA platform is not less than a gamble,” a senior JUI-F leader said on condition of anonymity. “Hawks in both parties are making strong arguments to part ways with each other.”

The JI and JUI-F, the two major components of the alliance, are having differences over the MMA decision to dissolve the NWFP assembly before the presidential poll.

“The people perceive the MMA as a symbol of unity among religious parties. If the MMA breaks then the public opinion will also change,” he said.

Another JUI-F insider said that JUI-F NWFP chief Senator Gul Naseeb was against staying together with the JI. Gul Naseeb told a JUI reception in honour of former NWFP chief minister Akram Durrani and his cabinet members on Tuesday that there was “not much difference between the JI and secular parties”.

Gul asked party leaders how the JUI-F could work together with the JI when his party had beaten the JI in Dir district in the 2002 polls. Another JUI-F leader said that the Monday meeting between JUI-F chief Maulana Fazlur Rehman and JI chief Qazi Hussain Ahmad was aimed at controlling the situation, which he said “has reached a tipping point”.

Qazi belittled MMA: He said the JUI-F accused Qazi of belittling the MMA by joining hands with the Pakistan Muslim League-Nawaz-dominated All Parties Democratic Movement.

An NWFP bureaucrat called the alliance “clinically dead”, adding that the leaderships of both parties were keeping the alliance alive under compulsions. He said Qazi and Fazl were aware of the hatred among their parties ranks against each other, but were waiting for the other to announce a separation from the alliance.

Separately, a source in the JI said both parties were also debating the distribution of elections seats despite differences between them. “The JI wants to contest on the seats it won in the 2002 polls, but the JUI-F is calling for a new approach to be adopted,” he said.

Analysts said the JI joined hands with the PML-N and the Pakistan Tehrik-e-Insaf in the APDM to win maximum seats in Punjab.

Opposition slams NWFP dissolution as another JUI-F 'drama'

Opposition party leaders in the NWFP Assembly termed the chief minister’s advice for the governor to dissolve the Frontier Assembly another “political drama” staged by the Jamiat Ulema-e-Islam (JUI-F) with the All Parties Democratic Movement (APDM) leadership.

The opposition leaders said Maulana Fazlur Rehman again supported President Pervez Musharraf, as he had done in the past by supporting him on the 17th amendments under the cover of the Legal Framework Ordinance (LFO).

“Dissolution of the NWFP Assembly was an option of the APDM before October 6 and not on October 8. Chief Minister Akram Durrani and his party chief Maulana Fazlur Rehman paved the way for President Musharraf’s re-election and dissolution of Frontier Assembly is now meaningless for the APDM,” PML-N parliamentary leader in the NWFP Assembly Anwar Kamal Marwat, who recently resigned, told Daily Times after chief minister advised the governor to dissolve the NWFP Assembly. “Fazlur Rehman and Akram Durrani announced assembly’s dissolution on October 2, which provided an opportunity to pro-Musharraf MPAs to move a no-trust motion against him. Had they kept the assembly’s dissolution secret, pro-Musharraf MPAs would no have tabled the no-confidence motion,” Marwat said.

JUI-F lawmakers submit resignations

The Jamiat Ulema-e-Islam-Fazl’s (JUI-F) 42 members in the NWFP Assembly on Saturday submitted their resignations with JUI-F NWFP President Senator Maulana Gul Naseeb. NWFP Chief Minister Akram Durrani is also among them.

“All the 42 JUI-F members in the NWFP Assembly have submitted their resignations to me following the All Parties Democratic Movement (APDM) and the Muttahida Majlis-e-Amal (MMA) Supreme Council’s decision to oppose President General Pervez Musharraf’s re-election,” Gul said, adding that NWFP Education Minister Maulana Fazl Ali Haqqai and NWFP Irrigation Minister Hafiz Akhtar Ali submitted their resignations before going abroad. He said Durrani would advise the NWFP governor to dissolve the NWFP Assembly on October 2 as per the APDM-MMA decision. JUI-F is an MMA and APDM component.

NWFP govt calls for army's help

The NWFP government has called for the army’s help to fight terrorism in Swat district, a private channel reported on Tuesday. According to Dawn News, the NWFP government has identified 12 sensitive areas in Swat district needing tight security to sustain law and order. NWFP Chief Minister Akram Durrani has written a letter to law enforcement agencies requesting the deployment of more troops in these areas, the channel reported. Contingents of the army might be deployed along with the police and FC there.

Angry mourners chase away Pakistani officials

A chanting throng of more than 100,000 mourners chased away senior Pakistani officials from the funeral of a leading pro-Taliban cleric, police and witnesses said.

They hurled shoes at government officials who tried to enter the sprawling stadium where the prayers were being held for Maulana Hassan Jan, 69, who was killed Saturday in the northwestern city of Peshawar. "Get out!" they chanted when Interior Minister Aftab Sherpao arrived, and provincial chief minister Akram Durrani was given similar treatment.

Security officials hurriedly escorted Durrani out of the stadium to other chants directed against Pakistani President Pervez Musharraf and US President George W. Bush.

The crowd, mostly made up of students at religious schools, also smashed windows and gates at the stadium, witnesses said.

Provincial information minister Asif Iqbal said more than 100,000 people attended the prayers, and that Jan was buried at a graveyard on the outskirts of Peshawar. Jan, who preached a message of harmony among different Muslim sects, was a respected Islamic teacher who had pupils in Pakistan, Afghanistan and several other Arab and Islamic countries. He taught Sharia law in Saudi Arabia and was an influential figure among Taliban leaders, including the hardline militia's fugitive chief Mullah Omar, his friends said.

He was against suicide attacks and had issued fatwas (religious decrees), calling suicide bombings "un-Islamic."

A former lawmaker, Jan was among a group of officials and clerics who went to Afghanistan in late 2001 to convince Mullah Omar to expel Al-Qaeda leader Osama bin Laden following the September 11 attacks in the United States.

He was shot dead by unidentified gunmen who fled in a car, in what senior police office Tahir Khan called a "terrorist act." "The murder was plotted to trigger unrest in the country," he said.

Jan was also a vice-president of the Pakistan madrassa federation, which looks after thousands of seminaries across the country.

22 killed in Kohistan landslides

A wild storm triggered landslides and collapsed houses in the rugged Kohistan district early on Monday, killing 22 people, an official said. Many of the casualties were trapped inside collapsing buildings in Rano Mera village, according to Kohistan District Coordination Officer Saeed Khan Aurakzai. Relief and rescue teams, including doctors, were rushed to the remote village to treat the injured, whose numbers were not immediately known, Aurakzai said.

He said floods wreaked havoc in the area and a number of houses had been demolished. He feared the death toll could rise, adding that three mosques were also washed away. Karakoram Highway was closed for traffic at Patan, he said. Orakzai said locals were retrieving the bodies. So far 13 bodies have been recovered, he said. Some of those killed were identified as Jamdad, Abdul Rehman, Sikandar, Ishaq, Hajasab, Lado, Abdul Majeed and Abdul Qawi. NWFP Chief Minister Muhammad Akram Durrani has announced Rs 100,000 each in compensation for the heirs of deceased, and Rs 50,000 and Rs 25,000 for those who sustained severe and minor injuries respectively. Heavy monsoon rains and storms lashed many parts of the country late on Sunday and early on Monday. In Islamabad, roads were cut by low-level flooding and falling tree branches. Parts of Karachi remained inundated on Monday, four days after a violent storm left at least 35 dead, most of whom were electrocuted or crushed by falling roofs or walls.

Musk smell from the grave of Ghazi Abdul Rashid
As reported in daily Khabrain, thousands of aqeedatmand (devotees) of Ghazi Abdul Rashid are thronging to his grave in Rojhan, Taunsa Sharrif, and are taking samples of mud from his grave as tabarrak (blessed gifts). Gul Khan from Waziristan said that the grave of Ghazi Abdul Rashid smells of kasturi (musk) and roses. The sheet that covered the body of Ghazi Abdul Rashid was divided by hundreds of devotees.

Karzai pardons Pakistani suicide bomber
As reported in daily Khabrain, Afghan President Hamid Karzai pardoned a 14 year old Pakistani boy. The boy, Rafiqullah, illegally crossed the border wearing a suicide belt to kill the governor of Khost Arsalla Jamal. Rafiqullah said that he met a person in Afghanistan who gave him the jacket. He said he was threatened when he refused to attack the governor. His father, Matiullah, said he didn’t know about the activities of his son.

Extremists critical of “political ulema”
In daily Nawa-e-Waqt, lyrical columnist Irfan Siddique wrote that many people believe that the target of the army in Swat is Maulvi Fazalullah (Maulvi Radio). Maulvi Fazalullah is running a seminary in Imam Dheri that has become famous for its dars Quran course. A large section of the public have become his devotees because of his emotional, fiery speeches and his hostility to the “political ulema.” Ghazi Abdul Rashid also criticised the “political ulema,” and therefore the security of Maulana Fazl ur Rehman was also beefed up.

Don’t let Imran and Qazi influence Nawaz Sharif
As reported in Daily Pakistan, the leader of the opposition, Maulana Fazl ur Rehman, has sent a message to Benazir Bhutto, saying she should revise her political policies and should not distance herself from Nawaz Sharif, else he will be influenced by Qazi Hussain Ahmad and Imran Khan. If the situation remains the same, then they will make emotional rather than political decisions. He said that such a situation would be dangerous for both of us.

Pakistan army equipped only to fight India
Daily Express, quoting from The New York Times, reported that when Al Qaeda was organising in Afghanistan, the Clinton administration was in the dark about their activities. Now that American intelligence agencies are convinced of Al Qaeda’s presence in the tribal areas of Pakistan, they are in the same situation as the Clinton administration was. According to CIA officials, the Pakistan army is incapable of fighting Al Qaeda in the tribal areas, as the army is equipped with traditional weapons and is only trained to fight India.

17th amendment was a mistake
As reported in Daily Pakistan, Naib Amir of Jamaat Islami Pir Ghafoor Ahmad and ex-mayor of Karachi, Maulvi Naymat Ullah, went to the High Court to congratulate lawyers on their successful campaign for the restoration of the Chief Justice. The secretary of the High Court Bar welcomed them and said that if the MMA had not supported the 17th amendment, Pervez Musharraf wouldn’t have been in office today. Professor Ghafoor said that they would make up for the mistake of the 17th amendment.
