Assembly put their heads together in a closed-door meeting here Monday and discussed prevailing security situation in the province.

Sources said bigwigs briefed parliamentary party leaders about the law and order situation and said 39 bully boy outfits were operating in the province, while 20 other groups functioning in the garb of Pak Taliban were involved in extortion, kidnapping for ransom and other criminal activities.

Inspector General of Police Nasir Durrani and home and tribal affairs secretary Akhtar Ali Shah briefed politicianship about the provincial government's counter terrorism strategy.

It is learned that the officials disclosed 39 bully boy groups were operating in the province, while 20 more criminals groups carrying out extortion, assassinations and other high profile crimes in the name of Taliban also had their presence there.The officials told parliamentary leaders that the counter terrorism force was being established in the province, which would be equipped with high-tech equipment and weapons.

According to them, 30 detection dogs have been purchased for police but their handlers have yet to be hired.

The meeting was informed that the federal government did not take the provincial government into confidence about peace talks with the outlawed Tehrik-e-Taliban Pakistain (TTP).

Sources said parliamentary leaders of the opposition parties asked the government to share with them report on the inquiry into the DI Khan jailbreak.

The forces of Evil had attacked the jail in July 2013 freeing over 2,050 prisoners, including 30 suspected bully boys.

The government had constituted a high-level committee to investigate the incident. However,
corruption finds a dozen alibis for its evil deeds...
the inquiry report has yet to be made public.The next meeting of the parliamentary party leaders will take place on March 7 wherein the opposition is to give suggestions to the government on how to improve security situation.

Govt to ban firebrand speakers in Muharram

According to a statement, the decision was taken in a meeting held here on Thursday with Home and Tribal Affairs Secretary Syed Akhtar Ali Shah in the chair. The meeting was attended by commissioners and regional coppers, who informed the participants about the Muharram security plan.

The meeting also discussed the threat perceptions and contingencies plans to deal with the situation in a befitting manner. The officials said that they were in high state of preparations.

Similarly, the meeting decided that walls should be white-washed in the districts where Muharram activities were carried out and timings of processions must be observed to avoid clash with prayers timings of other sects.

The meeting decided that code of conducts must be Govt to ban firebrand speakers in Muharram followed by both the sects and places of gatherings of other sects should be shifted and cleared by the special branch and bomb disposal unit (BDU).

Similarly, the civic bodies would remove all the garbage and proper sanitation be ensured by the staff of relevant town municipal officers. The staff of gas and postal departments would check their installations before the start of processions and on daily basis and give a certificate to the police officials concerned.

The meeting said that Peshawar Electric Supply Company should ensure that power supply would not be interrupted and there should be alternate arrangements of lighting in case of breakdown in advance. The statement said that Kohat DIG would calculate the exact number of Levies personnel in Kohat, Hangu and Karak to equip them with arms and ammunition, to be provided by the police department.

"Mardan, Nowshera, Bannu and Lakki Marwat shall not be taken as light and the divisional administration and police should not be ignorant of the situation in the adjoining districts. Rather, they should be more active as compare to most sensitive districts," it added.

The meeting decided that police would conduct targeted operations to arrest bully boys, proclaimed offenders and anti-social elements and submit reports to the home department.

The meeting asked the local government department to release funds to municipal committees for Muharram on urgent and daily basis to carry out repair work and sanitation in their areas.

AIGP Masood Khan Afridi has said that special branch would l be given the status of an agency as it was playing vital role against terrorism in Khyber-Pakhtunkhwa province.

Addressing a training session for special branch here on Thursday, he said that chances of terrorism always persisted but the credit went to special branch, which foiled sabotage attempts and saved lives of people. He said that special branch was also facing serious challenges to foil anti-state conspiracies.

KP govt announces anti-terror strategy, divides Peshawar into four zones

[Dawn] Following a series of attacks in the capital of Khyber Pakhtunkhawa province, the KP government has devised a counter-terror strategy to ward off threats to the city.

Secretary Interior Akthar Ali Shah, while briefing the media, after a high-level security meeting on Sunday night, said that two special task forces would be set up for the city to maintain peace and counter krazed killer threats.

One of the committee's will be headed by the Commissioner and the other will be under the Inspector-General (IG) Police.

18 Imams among 600 Afghanis detained in Mardan

[Geo News] Police has apprehended 18 Imams (prayer leaders) among 600 illegal Afghani immigrants residing in Mardan. Deputy inspector police Mardan region, Syed Akhtar Ali Shah told journalists on Wednesday that detained illegal Afghanis have been sent to jail. He also said that a grand operation against criminal elements in Mardan and Swabi will start from October 25. Twenty police teams have been specially formed for this operation. He said that fool-proof security arrangements have been made to prevent terrorism in Mardan.

Five killed in suicide attack on army convoy in Charsadda

Three security forces personnel and two civilians were killed after a Mohmand Rifles convoy was bombed near Shabqadar in Charsadda district on Wednesday. A suicide bomber smashed an explosives-laden car into the convoy wounding six security forces personnel and four civilians. Charsadda Superintendent of Police (SP) Riaz Khan confirmed that three security forces personnel and two civilians were killed and ten people were injured. Local police official Akhtar Ali Shah said the convoy was carrying reinforcements to Mohmand Agency next to the Afghan border where security forces are battling Taliban, AP reported.

Pakistan: Suicide bomber targets police convoy in northwest

(AKI) - Eight people including three policemen were killed and several others were injured when a suicide attacker targeted a convoy in Pakistan's northwest on Friday. Pakistan's Geo News said that a suicide bomber blew up himself close to the security convoy escorting Akhtar Ali Shah, the local deputy inspector, near his home near the frontier town of Mardan.

The convoy's driver and two guards were among the casualties, while the injured were transferred to local hospitals. Many were reported to be in a critical condition.

Mardan is around 110 kilometres northwest of the Pakistani capital Islamabad and close to the Afgan border.

(APP): Mardan Police Chief Akhtar Ali Shah survived attempt on his life when a suicide bomber blew himself up close to main gate of his residence, killing at least nine persons including five patrolling squad of the DIG and injured 13 others. "The bomber apparently targeted the vehicle of the DIG but he luckily remained unhurt. However the mobile squad vehicle was smashed into pieces in the deadly attack", Provincial Information Minister Mian Iftikhar Hussain said.

DPO Mardan Muhammad Iqbal Khan told APP that the suicide bomber had come on foot to the main gate and detonated himself up while facing resistance to enter the official residence of the DIG Mardan ,which was heavily guarded by the police. He said four policemen and as many civilians died on the spot.

Later another police constable, Qamar Alam succumbed to his wounds in hospital. The policemen killed in the deadly explosion are driver Adil, constables Sher Nawaz, Akhtar Zada and Havaldar Tariq.

The DPO said DIG Mardan Syed Akhtar Ali Shah escaped unhurt in the attack as he was about to leave his residence. Most of the victims were members of the patrolling squad of the DIG, a police official said.

The District police chief said that legs and head of the suicide bomber have been recovered. Soon after the incident, the police cordoned off the area and shifted the injured to district headquarters hospital. Five critically injured have been shifted to Peshawar.

Later talking to reporters in Mardan, DIG Syed Akhtar Ali Shah said he was present in the vehicle when the deadly explosion occurred. He said it was a suicide attack. To a question, he said he will continue to serve country and its people with more zeal, determination and commitment. Eyewitnesses said the bang of explosion was so powerful that it was heard in three kilometer radius. The residents said thick black smoke engulfed the area as people ran in panic.

Emergency has been imposed in DHQ hospital.

The condition of several injured is stated to be critical. NWFP Governor, Owais Ahmed Ghani has strongly condemned the suicide attack on Friday and expressed grief and sorrow over the loss of precious lives in the tragic incident.

In a condolence message, the Governor, while expressing his deep sympathies with the members of the bereaved families, said "such inhuman acts of cowardice, not only innocent precious lives are lost and properties destroyed, they also bring a bad name to the nation and country.

He said that elements, involved in such subversive activities would no more remain at large and would be brought to the court of law shortly. The Governor prayed for eternal peace of the departed souls and courage to the bereaved families to bear the irreparable loss with patience. He wished early recovery of the injured.

NWFP Chief Minister Ameer Haider Khan Hoti has strongly condemned the explosion and termed it act of cowardice. He directed the hospital administration to provide every possible facility to the victims. He said that elements behind this brutal act will not remain at large and will be brought to book. The Chief Minister expressed profound grief and sorrow with members of bereaved families and prayed to Allah Almighty to rest the departed soul in eternal peace. He prayed for early recovery of the injured.

Car Bomb Kills 4 in Mardan

A car bomb has ripped through a police station in northwestern Pakistan Friday, killing four people and wounding at least 30 others. Local Taliban militants say they have carried out the attack to avenge killings of their fighters. The bombing took place in the northwestern town of Mardan, where Taliban militants have frequently carried out attacks.

Speaking by telephone, local police chief Akhtar Ali Shah told VOA that the bomb was planted in a car packed with explosives. He says initial evidence at the scene suggests a timer was used to explode the bomb. The police chief condemned the attack as an act of terrorism.

A pro-Taliban movement led by Pakistan's most wanted militant commander, Baitullah Mehsud, took responsibility for the attack. A spokesman said said the bombing was carried out to avenge the killing of a senior Taliban commander by the police in Mardan. Friday's attack seems to have ended a month-long lull in militant violence in Pakistan. Until the lull, terror attacks claimed hundreds of lives this year.

Friday's bombing comes despite orders from Taliban leaders to their fighters to stop attacks on security forces and official installations. It also comes amid reports that Pakistan's new government is attempting to strike a peace deal with Mehsud. The Taliban spokesman said the group is still observing the ceasefire but will respond if security forces hit them.

Fugitive Taliban commander Mehsud is accused of planning terror attacks on security forces in the country, especially in the tribal areas near the Afghan border. He is believed to have close ties with the al-Qaida network and is also alleged to have ordered the assassination, in December, of former Prime Minister Benazir Bhutto.

TNSM delegation meets DIG Malakand

Members of the Tehreek-e-Nifaz-e-Shariat-e-Muhammadi (TNSM), a banned religious outfit, met the deputy inspector general (DIG) of police for the Malakand Division on Tuesday, and asked for the withdrawal of cases against them. DIG Akhtar Ali Shah told the delegation that officials would review the cases against TNSM members and leaders, sources said. The meeting is the first of its kind since the ban on the Sufi Muhammad-led TNSM, who is now in jail. The TNSM delegation included Safiullah, Khalid Khan, Bacha Sardar, Bakhtawar Khan and others, sources told Daily Times.

3 FM stations shut down, 16 held in Swat

Security forces on Saturday held 16 men, including two commanders backing Taliban leader Fazlullah, and shut down three radio stations that had been airing Fazlullah’s speeches. Police said they had seized three FM transmitters, weapons, ammunition and cassettes of Fazlullah’s speeches.

An FM transmitter and several audiocassettes were seized from the house of pro-Fazlullah commander identified as Ashraf, in Bara Bandai area of Kabal tehsil. Another radio transmitter and weapons and ammunitions were seized in a raid on the house of Muhammad Ali Shah Nadar in the same area. Nine suspected militants were arrested in a search operation. Two AK-47 assault rifles, 12 pistols and 150 bullets were seized during the operation.

A suspected militant commander, Chamnay Khan, was held from Chaparyal area of Matta tehsil, and security forces held four suspects at the Landakay checkpost.

A victim of the February 29 Mingora bombing died in a hospital in Peshawar on Saturday. The death toll in the bombing has now reached 53. More than 1,200 suspected militants had been arrested during the operation in Swat, police officials said on Saturday. Presiding over a meeting of police officers, Malakand DIG Syed Akhtar Ali Shah said 100 of them were being questioned and the rest had been sent to jails, he said. Those found innocent during investigation had been released, he added.

'Police stations, checkposts, restored in Swat'

Malakand Region Deputy Inspector General of Police (DIG) Syed Akhtar Ali Shah said on Friday that all police stations and checkposts in the militancy-hit Swat district had been restored and the police was ready to deal with any kind of situation.

The police kept the situation under control in cooperation with the general public during elections and no unpleasant incident took place, DIG Syed Akhtar Ali Shah told Daily Times in an interview.

Restoration of police stations and check posts comes weeks after a military operation started against militants loyal to pro Taliban cleric Maulana Fazlullah who made an unsuccessful attempt last year to take over the district and establish ‘Islamic administration.’ Shah said that police personnel had also been deployed at the restored police stations and that they had resumed their professional duties.

Preparedness: The DIG said the Swat police was well prepared to handle any unpleasant incident and was effectively dealing with militants in the area. The police official said the people of Swat played a courageous and commendable role during the general elections, which made the elections not only possible but also peaceful.

The DIG said 569 polling stations in Swat were declared ‘highly sensitive’ while 116 were declared dangerous.
