Chechnya: Rebels Want Peace Talks

The unrecognized rebel government of Chechnya is ready to begin peace negotiations with Russia, Chechen Foreign Minister Akhmed Zakayev said July 16. Zakayev said Chechnya acknowledged that continued military action and violence will not lead to resolution of the conflict, so negotiations with Russia should begin without preconditions on either side. Russian Federal Security Service director Nikolai Patrushev declared a two-week amnesty offer for Chechen guerrillas July 15.

Too bad they forgot to coordinate with Iran and Hizb'Allah...the festivities in Lebanon are apparently sucking up all the oxygen at the conference. Not that anyone at the G-8 really gives a rat's patootie about the plight of the Chechens anyway. That goes double with the demise of Basayev.
Considering, that Russians and Chechens, during their shared history over the last four centuries, have been in an ongoing conflict, which has endangered the mere existence of the Chechen people through wars and deportations,

Considering that since the agreements in Moscow, Nasran and Khasavyourt – followed by the peace agreement of 12 May 1997 - ten years have passed - ten years during which resumed hostilities have caused the death of maybe a hundred thousand persons, forced an even greater number of refugees to leave the republic, brought further destruction of the material basis of society and made life for the remaining population extremely hard,

Considering, that the ongoing conflict has led to increasingly barbaric violations of human rights - torture, seductions, illegal imprisonments and terrorist acts - and has weakened or destroyed moral values in society; religious traditions have been undermined by the influence of foreign ideologies and youth has lost any perspective for a decent life in future,

Considering, that this conflict has serious effects on the entire region, destabilizes the whole of Northern Caucasus by aggravating ethnic conflicts and by jeopardizing its potential of becoming a prosperous zone where all different ethnic and religious groups could live together in peace,

Considering that the late President Maskhadov who had been elected in the free and fair elections, officially recognized by Moscow, has launched in early 2005 a substantial peace initiative, proposing unconditional talks with Moscow, and declared a one-sided one-month-ceasefire for the month of February 2005 – this initiative remained without any reaction from the Russian side and Maskhadov was killed on March 8, last year;

Today we declare that urgent action is needed for a peaceful solution of this conflict as the only way out for bringing stability and progress to the whole region. In this perspective we define our goals as follows:
  • To guarantee the security in the life of the people of Chechnya, the respect of human rights and of law,
  • To establish political power structures, based on free and fair elections,
  • To create the conditions for economic and social development for normalizing life and allowing the return of the refugees.
For achieving these goals our means are the following:
  • Our people have been fighting for defending independence during all these years through the first and the second war. In view of Russian aggression against our Republic, we always have considered independence as the fundamental means to achieve our goal of peace for the Chechen people and as guarantee for its security. However, if based on international law, any other solution for peace with the Russians can be found, for achieving the above mentioned goals, we are open for according negotiations.
  • Through our conflict with the Russians a lot of violence has been brought into our society, the consequences of which constitute a heavy burden for future internal peace. Therefore, all efforts for general conciliation and internal peace in Chechnya have to be brought about. For this not only amnesty measures are necessary but also means - like truth commissions – , with allow an active participation of the family members of the victims of violence.
  • For reconstruction of the Republic foreign assistance has to be mobilized.
We know that there is no solution of the conflict by continued warfare and violence. Therefore, we declare that negotiations with Russia have to start without preconditions. We condemn all forms of violence against the civilian population, including terrorist acts.

Patrushev suggests Chechens surrender
The head of the FSB (Russian Secret Service) Patrushev has made a-long-time-forgotten propagandistic statement in Moscow. He has suggested Chechens to lay down weapons and surrender. The time for those who are ready to surrender is certain till August 1st, 2006.

The statement of the leader of FSB in itself is remarkable. On the background of bravura reports on full rout of Mujahideen several years ago, and for a long time stopped war, to call someone to lay down weapons, is strange enough. According to Patrushev's explains, this appeal to Chechens is connected with death of vice-president of CRI, the Military Amir Shamil Basayev who as Patrushev assures, did not allow Mujahideen to surrender.

Aide denies Maskhadov role in siege

Ousted Chechen President Aslan Maskhadov has rejected through his representative in Europe claims he helped plan the Beslan school siege in which more than 330 people died.
"No, no! It was... ummm... somebody else!"
Ahmed Zakayev, former Chechen deputy prime minister, told Der Spiegel news magazine Maskhadov had in fact tried to do everything to bring the siege to a peaceful end. Following the bloodbath in Beslan, Russia's FSB intelligence has offered up to $10.3 million for information leading to the "neutralisation" of Maskhadov.
That's the way Russers refer to putting displaying his head on a pike...
The Chechen resistance chief is wanted in connection with the school siege in North Ossetia and earlier attacks, including the bombing of two Russian jetliners last month with 90 dead. According to the London-based Zakayev, Maskhadov had a number of telephone conversations with leading Russian politicians after the hostage crisis began. They included North Ossetian President Alexander Dzasokhov and the former president of Ingushetia, Ruslan Aushev, who helped negotiate the release of 26 hostages from the school. Maskhadov had agreed to do everything to de-escalate the crisis, and Zakayev said he himself had wanted to travel to Russia. However, events in Beslan went out of control. As shooting began, the captors phoned Aushev making it clear they were surprised by the apparent storming of the school, Zakayev told Der Spiegel.
"Yeah, sure there wuz bombs goin' off, but that was no reason to storm the place!"
The captors' action was also "a terrible blow" for all people in Chechnya as it had "discredited our idea of independence", Zakayev said.
You can kiss that idea goodbye...
He said Russian President Vladimir Putin was only trying to divert attention from the core conflict in Chechnya by calling Maskhadov a "child murderer" and blaming "international terrorism".
I think the core conflict involves fighting a war against people who intentionally kill children. As it happens, those people are usually involved with international terrorism. Quite a coincidence, ain't it?

The Breslan hostage-takers

Confusion reigns over the identity of the group who seized the school in North Ossetia taking hostage more than 1,000 children and their parents and teachers. The Russian authorities are telling one story, and Chechen sources are telling another. It may take time for the truth to emerge. The Russian version says the hostage-takers were a multi-national group linked to the radical Chechen rebel commanders Shamil Basayev and Doku Umarov, funded by al-Qaeda.
That sounds about right...
The Chechen version, as put forward by the Chechen rebel envoy in Europe, Ahmed Zakayev, is that the attackers may have been Ossetians, Russians or Ingush - but not Chechens. The pro-rebel Kavkaz Center website suggests the leaders may have been Ossetian Islamists - from a home-grown militant group or Jama'at. Most Ossetians are Christian or pagan, but a minority are Muslim.

The two accounts are not in fact mutually exclusive. Either would explain the reported presence of Arabs among the attackers. Also two men Russian forces believe may have been among the ringleaders are Magomet Yevloyev, said by some sources to be an Ingush, and Vladimir Khodov, a resident of North Ossetia (they are thought to have used the codenames Magas and Abdulla). Both reportedly took part in the attacks on the Ingush interior ministry in June, under the leadership of Basayev and Umarov.

Zakayev a man of peace: Redgrave

British actress Vanessa Redgrave has defended senior Chechen separatist Ahmed Zakayev — who is alleged to have been connected with hundreds of murders in Chechnya — as a "man of peace."
Well, we knew that. He's an Islamist, and Islam is a religion of peace, right?
The Russian Federation wants British authorities to extradite Zakayev, 43, based on a warrant that lists several charges against the Chechen envoy, including over 300 murders between 1995-96. But Redgrave, who has posted nearly $80,000 (£50,000) bail for Zakayev following his arrest in London, told CNN she was sure her friend would die if Britain decides to extradite him.
She says that like it would be a bad thing...

Vanessa takes up cudgel

Chechen terrorist Ahmed Zakayev detained after the World Chechen Congress in Copenhagen, left Denmark for cosmopolitan London. In a comfortable house of Vanessa Redgrave, the popular actress of the middle of the previous century, Ahmed Zakayev is waiting for a verdict from the British authorities.

"middle of the previous century"? That's pretty droll for a Russian!

After the meeting with officials of Britain’s Foreign Ministry and other governmental structures the Russian ambassador is sure that local authorities understand the seriousness of the situation and realize that it may have consequences to bilateral relations between the countries.

Somehow people don't shake in their boots anymore when threatened by the old Soviet Union Russians.

British actress Vanessa Redgrave supports the Chechen terrorist with his ideas. She said in an interview to BBC, she is sure that Zakayev is not a terrorist. In her words, Ahmed Zakayev entered the country with a multiple entry visa issued for him half a year ago. The actress says, the very fact of granting the visa to Zakayev proves that Britain’s special services checked him and discovered nothing criminal in his background and current activities.

The actress is sure that Britain’s justice will acquit her charge and won’t extradite him to “bloodthirsty Russia”; she says: “We have witnesses, documents and experienced lawyers.”

"We"? Looks like the old bag actress from the middle of the previous century has a new cause!

The rest of the article talks about all the legal procedures. Then it says that the final decision is still up to the foreign minister. I'd suggest Vanessa might want to start warming up for her next performance a street protest.

Zakayev wants political asylum in Britland...

Chechen rebel envoy Ahmed Zakayev faces possible extradition to Russia after arriving in the UK to seek political asylum. Mr Zakayev was arrested on his arrival at Heathrow airport on Thursday, but later released on bail. Russian reports say his bail was paid by the Trotskyite actress, Vanessa Redgrave.
We can put Vanessa up there on the list with Chomsky and Fisk and the other loons...
