ISIS-Sinai Province (Wilayat Sinai) is the most active and capable jihadist terrorist group operating in Egypt. Since 2014, the group has committed over 500 attacks in the Sinai region, mostly against Egyptian security forces. The group is based primarily in northern Sinai, Egypt. The US State Department designated ISIS-Sinai as a foreign terrorist organisation. As of early 2023, Wilayat Sinai remains largely inactive after several intensive operations against it by the Egyptian Armed Forces (EAF) and Sinai Tribes Union. However, the Israel-Hamas conflict threatens the group’s revival as thousands of displaced Palestinians flee into the Sinai via the Rafah crossing. 2.1 HISTORY In 2011, ISIS-Sinai first formed under the name Ansar Bayt al-Maqdis (ABM, أنصار بيت المقدس), variously translated as Ansar Jerusalem, Supporters of Jerusalem, Champions of Jerusalem, Supporters of the Holy House. ABM had ties to al-Qa’ida and conducted attacks against Israel and its interests. In 2013, the Egyptian military removed former President Muhammad Mursi from office, and the ABM escalated its attacks on Egyptian government and military targets. In 2014, the group formally pledged its alliance to ISIS and changed its name to ISIS-Sinai. [source] EAF has pursued a containment strategy rather than eradication in addressing insurgency in North Sinai, leading to a prolonged conflict without definitive success. Despite declarations to “end terrorism,” the EAF’s actions suggest a focus on containment due to political and institutional challenges. The military’s centralised decision-making structure and reluctance to address root causes hinder effective counterinsurgency efforts. While the current strategy has contained the threat since its peak in 2015, ongoing attacks highlight its persistence. [source] 3.1 PLACE WITHIN BROADER GOVERNMENT, TERRORIST, OR OTHER STRUCTURES Unlike other militant organisations, Wilayat Sinai does not enjoy formal state support or a large diaspora. Instead, it depends on local mobilisation and neighbouring collaboration, from groups like Hamas in Gaza. 3.2 FINANCING When the ABM pledged allegiance to the Islamic State and became known as Wilayat Sinai, it acquired enhanced capabilities to carry out high-profile attacks and coordinated strikes. Receiving funds and guidance from the Islamic State’s central authority in Syria and Iraq, Wilayat Sinai attacks became deadlier and more frequent than its predecessors in the ABM. [source] In early 2023, the U.S. Treasury imposed sanctions on Brukan al-Khatuni, an Iraqi residing in Turkey, for funding ISIS activities. He formerly held the position of head of foreign financing Wilayat Sinai from Iraq. [source] 3.3 BUSINESS STRUCTURE Wilayat Sinai shares similarities with the broader ISIS organisation, but specific details might vary based on the local context. Wilayah Sinai is believed to rely on a combination of local extortion, criminal activities, and external financial support from sympathisers. 3.6 CONNECTIONS WITH HAMAS For many years, militant groups like Hamas and Wilayat Sinai relied on transactional collaboration. Their geographic proximity and isolated safe havens nurtured intimate ties between the militant groups. Additionally, the groups had mutual enemies: Egypt and Israel. For Hamas, Wilayat Sinai was vital in cross-smuggling networks. According to Israeli intelligence, Hamas once transferred tens of thousands of dollars a month into Sinai to secure arms shipments. [source] [source] In February 2016, a member of Wilayat Sinai penned a letter to Abu Bakr Al-Baghdadi, the central leader of the Islamic State, advocating for the prohibition of ties with Hamas. The argument put forth was based on the perception that Hamas is considered an apostate group by the leadership of the Islamic State in Syria and Iraq. From 2017-2018, Hamas cultivated closer relations with Cairo which eased border restrictions with Gaza to allow essential supplies in. In turn, Hamas adopted harsher measures to crack down on IS-affiliated fights in Gaza and around the border with Sinai. [source] In January 2018, a video released by Wilayat Sinai showed member Muhammad al-Dajani executing fellow IS member Musa Abu Zamat. Abu Zamat had been facing accusations of smuggling weapons to Hamas, where al-Dajani had defected from before joining Wilayat Sinai. In the same video, Wilayat Sinai militants called for attacks against Hamas. 5.1 OPERATIONS The majority of the group’s operations have taken place in North Sinai, but it has also claimed attacks in greater Cairo, Daqhalia, South Sinai, Matruh, Qalyubia, New Valley, and Ismailia. Since 2022, the group has been mostly inactive. Downing of Russian Metrojet Flight 9268 Wilayat Sinai claimed responsibility for bringing down Russian aircraft Metrojet Flight 9268, en route to Saint Petersburg from Sharm el-Sheikh. On 31 October 2015, a suspected bomb attack on board occurred over Hasna, Egypt. All 224 passengers were killed. On 17 November 2015, Russian President Vladimir Putin confirmed that a bomb attack had caused the flight to crash. [source] El Barth Base Attack On 7 July 2017, Wilayat Sinai militants encircled and ambushed an Egyptian military base in Rafah known as el Barth, killing 23 Egyptian troops and wounding 26 in northern Sinai. 40 Wilayat Sinai militants were killed and 6 vehicles were destroyed. [source] Al-Rawda Massacre On November 24, a coordinated attack by approximately 25-30 gunmen targeted the Al Rawdah mosque in Bir al Abed, northern Sinai, resulting in the deadliest terrorist incident in Egypt’s modern history, claiming at least 305 lives. The attackers drove to the mosque in five vehicles displaying IS flags, detonating bombs inside and shooting worshippers both within and outside. The assault, part of a surge in attacks totalling over 338 in 2017, underscores the increased activities of regional affiliates like the Sinai Province SP following the Islamic State’s territorial losses in Syria and Iraq. Reports indicate SP may have warned residents beforehand and sought to demonstrate its continued lethality, aligning with a broader trend of internal competition among extremist factions. [source] 2022 Water Lifting Station Attack Along Suez Canal On 7 May 2022, Wilayat Sinai attacked a water-lifting station along the bank of the Suez Canal. At least 11 Egyptian security forces members were killed, including 1 officer, and 5 were injured. The military says they were killed as they tried to foil a Wilayat Sinai attack. [source] 5.3 PERSONNEL SIZE In 2016, ISIS-Sinai had an estimated 1,500 fighters. According to the National Counterterrorism Center in 2022, ISIS-Sinai had fewer than 1,000 personnel. The U.S. State Department has announced a $3 million reward for information that leads to the whereabouts or arrest of the new leader of the Islamic State (ISIS/ISIL/IS/Daesh), Muhammad Ramadan. The State Department indicated that Muhammad Ramadan, who was born in Jordan, is considered one of the most prominent officials in the terrorist organization. They said, “He played an essential role in the propaganda operations of (ISIS) in order to recruit and incite elements and make them extremists, and supervised the planning, coordination and production of many videos, propaganda leaflets and online platforms that published violent scenes of torture and mass executions of civilians.” The reward will be provided for information that leads to the location or seizure of Ramadan under the State Department’s “Rewards for Justice” program. Since the death of the former leader and founder, Ibrahim Abu Bakr Al-Baghdadi, the terrorist group has remained relatively silent, except for one brief recording by the new ISIS commander. |

He added that "the operation came after a not-so-brief follow-up of the movements of this dangerous terrorist and his permanent movement inside and outside Iraq, where he was targeted by an air strike by the international coalition air forces in the Syrian area of Deir al-Zour, according to accurate intelligence information by the anti-terrorist agency, knowing that the caged criminal has more than one passport and IDs to move around."
On Friday the US-led coalition announced the death of two ISIS leaders in a coalition airstrike. The strike killed Ahmad ‘Isa Ismail al-Zawi, otherwise known as Abu Ali al-Baghdadi, the terror group’s leader in North Baghdad, and Ahmad ‘Abd Muhammad Hasan al-Jughayfi, a senior supplies and logistics leader across Iraq and Syria. "The removal of these ISIS leaders will disrupt future attacks against innocent civilians and our security partners and in the region," the coalition added. Qirdash is the highest ranking Islamic State officer to ever be taken into custody. It should be noted that while Qirdash was nominated to replace Baghdadi, the Islamic State ultimately chose to ’Abdul-Rahman al-Mawlah as the leader of the group. He was first arrested in Syria last year, but was not handed over to the Iraqi authorities until recently. The former Islamic State leader, Baghdadi, was killed during a special U.S. military operation in northwestern Syria in October of 2019. [Libya Observer] The anti-ISIS![]() al-Bunyan al-Marsous has welcomed the US announcement of the killing of ISIS leader Abu Bakr al-Baghdadi, reminding the world that it lost 788 fighters, while 3500 were maimed in the war on ISIS in Sirte. The operation said in a statement on Sunday that Khalifa Haftar ...Self-proclaimed Field Marshal, served in the Libyan army under Muammar Qadaffy, and took part in the coup that brought Qadaffy to power in 1969. He became a prisoner of war in Chad in 1987. While held prisoner, he and his fellow officers formed a group hoping to overthrow Qadaffy, so it's kind of hard to describe him as a Qadaffy holdover. He was released around 1990 in a deal with the United States government and spent nearly two decades in the United States, gaining US citizenship. In 1993, while living in the United States, he was convicted in absentia of crimes against the Jamahiriya and sentenced to death. Haftar held a senior position in the anti-Qadaffy forces in the 2011 Libyan Civil War. In 2014 he was commander of the Libyan Army when the General National Congress (GNC) refused to give up power in accordance with its term of office. Haftar launched a campaign against the GNC and its Islamic fundamentalist allies. His campaign allowed elections to take place to replace the GNC, but then developed into a civil war. ![]() Mustafa Mousab Alowemer was taken into custody on Wednesday and charged with one count of "attempting to provide material support ISIS, and two counts of distributing information relating to an explosive, destructive device, or weapon of mass destruction in relation to his plan to attack a church," according to an affidavit filed in U.S. District Court in Pittsburgh The affidavit states the FBI’s Pittsburgh branch undercovered a plot by Alowemer to bomb the Legacy International Worship Center on the North Side. "Our top priority is protecting the citizens of western Pennsylvania," said U.S. Attorney Brady in a statement. "Every day investigators and prosecutors work tirelessly behind the scenes to disrupt terrorist activity and keep our community safe. While the public does not always see the results of the hard work of these dedicated men and women, this case is a visible demonstration of our commitment to rooting out terrorists and bringing them to justice." Information provided to law enforcement by the Department of Homeland Security shows Alowemer was born in Daraa, Syria and granted refugee status in the United States on August 1st, 2016. He is said to have recorded a video of himself pledging allegiance to ISIS leader Abu Bakr Al-Baghdadi. Both the FBI and local police are conducting a search of the suspect’s Northview Heights home. "Targeting places of worship is beyond the pale, no matter what the motivation," Assistant Attorney General John Demers said. "The defendant is alleged to have plotted just such an attack of a church in Pittsburgh in the name of ISIS. The National Security Division and our partners will continue our efforts to identify and bring to justice individuals in our country who seek to commit violence on behalf of ISIS and other terrorist organizations. I want to thank the agents, analysts, and prosecutors who are responsible for this investigation."
In May 2019, Alowemer distributed multiple instructional documents on how to build and use of explosives and improvised explosive devices (IEDs) to an undercover FBI agent who he believed was a fellow ISIS supporter, according to the Department of Justice. Alowemer met with an FBI Undercover Employee (UCE) and/or an FBI Confidential Human Source (CHS) in person four times between April 16 and June 11.

When ISIS outfits initially announced their presence in mid-2014, the hardline hard boy group quickly transformed all aspects of daily life in some of Afghanistan’s remote regions in the east including Nanagarhar’s Achin district. In this report, TOLOnews’ news hound Sharif Amiri, who recently visited the area, has reflected some of the untold stories of the residents under ISIS rule in the east. The areas which were used by ISIS as hideouts and training centers for their new recruits have now turned into a marketplace which witnesses a large number of customers on a daily basis. There is no sign of the black-colored flags and propaganda on the walls in Shadal Bazar, the local market in Achin. The flags have now been replaced with Afghanistan’s flag and the shops have given a colorful image to the area. The shops sell everything from vegetables, commodities, to beverages and candies which is the favorite of the Achin residents. Ahmad 9, who at the time was only seven years old, was one of the victims of the repressive group who was kidnapped from his school and received military training for four months in a Daesh camp in the east of Afghanistan. Ahmad was ready to go for a suicide mission after being brainwashed at a Daesh training camp. “They were also showing me videos and were saying that you should cut the heads of these infidels,” said Ahmad. When reports Initially surfaced in the media about the emergence of Daesh in Afghanistan, the Afghan political and security leadership tried to play down the rumors of growing influence of the group in the country and said it did not have the capacity to infiltrate and carry out attacks in Afghanistan. But this observation was totally miscalculated as it was not based on facts or credible intelligence reports. At first, the Afghan government claimed the rumors about Daesh fighters in Afghanistan was just propaganda. But within the span of a few months, the reality of the situation emerged when it became clear the brutal and ideologically extremist group was active in the unstable regions in eastern Afghanistan. Daesh first appeared in Nangarhar and Kunar provinces – both of which border Pakistan – when they hanged several Taliban commanders who refused to pledge allegiance to the group. This however was just the start of yet another issue for a nation that was still trying to rid itself of the oppression imposed by the Taliban militancy. With the announcement of a caliphate by Daesh’s infamous leader Abu Bakr Al-Baghdadi in June 2014, the group quickly found some supporters among extremist individuals in Afghanistan. In early September 2014, reports surfaced of Daesh leaflets being distributed in the Pakistani city of Peshawar, the capital of Pakistan’s Khyber Pakhtunkhwa province and nearby Afghan regions where some militants pledged allegiance to the group. On January 26, 2015, Daesh announced Afghanistan-Pakistan and nearby regions as its Khorasan province with Hafiz Saeed Khan as its governor and Abdul Rauf as his deputy - after both swore an oath of allegiance to the group’s leader Baghdadi. On February 9, 2015, Mullah Abdul Rauf was killed by a NATO airstrike, and his replacement, Hafiz Wahidi, was killed by the Afghan security forces on March 18, 2015. Hafiz Saeed Khan, the Emir of Daesh’s Khorasan Province, was reportedly killed in a US drone strike in eastern Afghanistan on July 25, 2016. |

On the record, the Chinese Foreign Ministry only admitted that Beijing was involved in “capacity-building” in Afghanistan, while NATO’s Resolute Support Mission, led by the United States, basically issued a “no comment.” The military base will eventually be built in the mountainous Wakhan Corridor, a narrow strip of territory in northeastern Afghanistan that extends to China and separates Tajikistan from Pakistan. It is one of the most spectacular, barren and remote stretches of Central Asia and according to local Kyrgyz nomads, joint Afghan-Chinese patrols are already active there. True to Sydney Wignall’s fabled Spy on the Roof of the World ethos, a great deal of shadow play is in effect. Apparently, this is basically about China’s own war on terror. Beijing’s strategic priority is to prevent Uyghur fighters of the East Turkestan Islamic Movement (ETIM), who have been exiled in Afghanistan, crossing the Wakhan Corridor to carry out operations across Xinjiang, an autonomous territory in northwest China. There is also the fear that ISIS or Daesh jihadis from Syria and Iraq may also use Afghanistan as a springboard to reach the country. Even though the jihad galaxy may be split, Beijing is concerned about ETIM. As early as September 2013, the capo of historic al-Qaeda, Ayman al-Zawahiri, supported jihad against China in Xinjiang. Later, in July 2014, Abu Bakr Al-Baghdadi, the leader of Daesh said: “Muslim rights [should be] forcibly seized in China, India and Palestine.” Then, on March 1, 2017, Daesh released a video announcing its presence in Afghanistan, with the terror group’s Uyghur jihadis vowing, on the record, to “shed blood like rivers” in Xinjiang. At the heart of the matter is China’s Belt and Road Initiative, or the New Silk Road, which will connect China with Asia, Africa, the Middle East and Europe. For Beijing, the stability of one of its links, the $57 billion China-Pakistan Economic Corridor (CPEC), is seriously compromised if terror threats abound in Central and South Asia. [ALMASDARNEWS] The Islamic State leadership is cracking down on fighters trying to desert the caliphate after Kurdish troops have reached the doorstep of Raqqa city. On Monday, ISIS reportedly ordered the immediate execution of three of its own members for trying to escape the battlefield in northern Raqqa by abandoning their posts, accusing them of “high treason” and disloyalty to the Abu Bakr Al-Baghdadi. The three unidentified ISIS members were executed by a firing squad in downtown Raqqa on Monday afternoon while hundreds of locals witnessed the ordeal. |

![]() ISIS continues attacks west of Palmyra ISIS appears to be hitting Syrian forces with concentric attacks on the westernmost extent of the pocket the Syrians have held since the summer. It appears that once Aleppo started to rise in importance, the Syrians shifted their forces there and left a small contingent in Palmyra. ISIS sniffed it out and started to attack, and appear to be pressing their attacks westward. [ARANews] Homs – Militant fighters of the Islamic State (ISIS) on Monday launched an offensive on the Syrian T4 Military Airport. ISIS fighters assaulted the airport with mortar shells, Grad rockets and heavy machine guns. “The group destroyed at least three warplanes in the T4 Airport and captured some parts of the base after clashes with the Syrian Army forces,” media activist Amro al-Hussein told ARA News, citing a military source. Located in the eastern countryside of Homs, central Syria, the T4 Airport is a main base for the Syrian regime’s Air Force. ISIS was able to storm the base after taking security checkpoints from the Syrian Army in the nearby districts of Mashtal and Qasr al-Hir. This comes just one day after the hardline group recaptured the ancient city of Palmyra east of Homs subsequent to heavy clashes with the Syrian Army. Activists and military sources confirmed the rout, reporting that the army had been forced to withdraw under fire. “The army withdrew after the clashes reached the city center and it became impossible for them to push ISIS back,” local media activist Abas al-Omar reported. Syrian regime forces were obliged to evacuate their headquarters in Palmyra, heading westward toward the Doua District and Tiyas Airbase. According to al-Omar, ISIS had “continued shelling the army’s positions inside Palmyra with mortars and heavy artillery for hours, causing large losses in the army ranks.” Dozens of soldiers were killed on Sunday and a number of others remain unaccounted for, likely taken as prisoners. Russia had supported the Syrian Army in Palmyra, with airstrikes and logistical support but their efforts were apparently insufficient to save the city. ISIS first took over Palmyra in May 2015, following a protracted battle with Syrian regime forces. The Islamic State’s occupation was exceptionally brutal, even by the standards of Syria’s 5-year-long conflict. ISIS published images of their jihadists massacring civilians and destroying ancient monuments, arguing that the monuments were idolatrous and locally worshiped. ISIL Attack on Palmyra Proves Terrorists Must Not Be Given Chance to Recuperate [AlManar] Terrorists of the so-called ‘Islamic State of Iraq and the Levant’ (ISIL) takfiri group used vehicles loaded with explosives and suicide bombers during their attack on Palmyra, and entrenched themselves at the suburbs of the city, the Russian Defense Ministry’s spokesman Maj. The spokesman added that the Syrian Army, supported by the Russian Aerospace Forces, had repelled two powerful attacks. The militants actively used cars loaded with explosives and driven by suicide bombers, as well as tanks and rocket artillery systems. According to Konashenkov, the recent offensive by ISIL terrorists on Palmyra that forced the government forces to abandon the city clearly proves that the terrorists must not be given even a small chance to recuperate and regroup preparing for sudden strikes. “The pressure on terrorists to thwart their attacks and later destroy them must be applied simultaneously in all regions where they operate — in Syria, Iraq and other countries,” Konashenkov said. The ISIL attack on Palmyra showed once again that terrorists should not have the slightest opportunity for a pause that they always use to regroup and deliver sudden strikes,” he said. The Syrian Army evacuated the residents of Palmyra and took up defensive positions on the outskirts of the city. “Russian aviation has not conducted airstrikes on Palmyra’s residential districts. Taking advantage of it, the militants intensified their attacks. The Syrian troops evacuated the residents, left the city and took up positions on its outskirts,” the spokesman said. He underscored that Damascus was taking all measures to liberate the city. Konahsnkov said ISIL deployed significant forces to storm Palmyra after the US-led coalition suspended active operations in Raqqa. “Taking advantage of the fact that active military operations of the United States and the international coalition near Raqqa were suspended until spring, ISIL redeployed significant forces to storm Palmyra.” Konashenkov added that over the past two days, over 5,000 Daesh militants had made a few attacks on the Syrian troops’ positions near Palmyra. On Sunday, ISIL terrorists again reoccupied the ancient city after attacking it for two days. Over 5,000 militants, including hundreds of suicide bombers, as well as dozens of vehicles relocated from the Provinces of Raqqa and Deir ez-Zor, reportedly participated in the offensive. The governor of the Homs Province, where Palmyra is located, said the Syrian Army had evacuated 80 percent of the city’s population. The fate of the rest was of concern. The governor expressed hope the Syrian Army and militia would soon regroup and reclaim Palmyra. ISIS digs in at Palmyra Nice stationary targets for Russian airstrikes [AAWSAT] Beirut: Four days following its unanticipated attack, ISIS fighters have entrenched in Palmyra and took full control of the city, its airport, ancient city and its ancient castle. Regime forces were therefore forced to retreat to the southwestern desert despite Russia’s extensive airstrikes. According to the Syrian Observatory for Human Rights, ISIS sent more than 300 members to Palmyra’s fronts and the countryside of the eastern Homs province. Sham Network reported on Sunday that regime forces brought large military reinforcements to the outskirts of Palmyra, including foreign militias who were fighting in Aleppo’s fronts. The Observatory’s Rami Abdel Rahman told Ahsarq Al-Awsat that the regime does not possess the sufficient tools to fight on several fronts in Syria. “The regime was also confident that ISIS was on its way to collapse, therefore it mobilized its members to Aleppo’s fronts. Later, Syria’s forces were surprised by the attack on the city of Palmyra,” Abdel Rahman said. Mohammad Al-Sibai, spokesperson of the Homs Media Center told Asharq Al-Awsat that regime forces prevented Homs residents from fleeing the city, particularly young men who were arrested in large numbers. Al-Sibai said he expected regime forces to send those young men back to Homs and force them to fight at the Palmyra fronts. “Regime forces only allow the exit of residents who pay money,” he said. Meanwhile, Russia announced to have repelled an ISIS attack on Palmyra, saying it had launched 64 airstrikes overnight that killed 300 militants. But hours later, the activists said ISIS had seized a castle just outside the town that overlooks its famed Roman-era ruins. Separately, civilians trapped in eastern Aleppo were waiting on Sunday the U.S. and Russian final decision concerning their situation. Opposition officials with Aleppo rebel groups told Reuters on Sunday that the U.S. and Russia tabled a proposal to rebels in Aleppo that would offer safe passage from the city for fighters, their families and other civilians. However, Russia later denied that any deal had been reached, saying that reports of the proposal do not “necessarily correspond with reality”. The proposal would also require fighters from the jihadist group formerly known as Nusra Front to head to the northwestern province of Idlib. But it would allow fighters from other groups to go to other destinations including areas near the Turkish border to the northeast of Aleppo, which are held by groups fighting under the banner of the Free Syrian Army. However, Russia’s Deputy Foreign Minister Sergei Ryabkov told Russia Today that “Washington insists on unacceptable conditions concerning the ceasefire.” |
