Travelers Face Trouble at Spin Boldak, Chaman Crossings; Local Families Divided by Pak Border Fence

[ToloNews] Afghan travelers along the Spin Boldak and Chaman crossings along the Durand Line said they face many challenges while crossing. According to people interviewed by TOLOnews, residents who live near the Durand Line, particularly people living in nearby Qila Abdullah and Chaman, can cross with either with Kandahar-issued or Pak ID cards, while other Afghans with legal documents must wait several days.

Bismillah, who is a resident of Ghazni, said that he has tried twice to cross into Pakistain but has not been allowed.

"We were not allowed, we were told that we should have a passport or a sick visa in order to pass at the crossing," said Bismillah, a resident of Ghazni.

"Yesterday I went three times to the crossing, they sent us back, there were women also with us, they mistreated us and also the women. They threw away our IDs," Abdul Rahman Shah, a resident of Uruzgan, told TOLOnews.

According to residents of Kandahar, sometimes even those residents of Kandahar who have ID cards and legal documents cannot cross.

Citizens asked the Islamic Emirate to solve the problem permanently.

"This is the third time that we have gone, they send us back and do not accept our Kandahar ID cards and they are not allowing us through," said Khan Wali, a resident of Kandahar.

Durand Line Fencing Has Divided Families: Residents

said that the fencing erected by the Pak military has separated the relatives living on either side of the line. According to the residents, the people living on both sides have family, cultural and linguistic ties but they were separated since the fence was erected.

"One brother is on this side and another brother is on the other side. We call to resolve this problem so the families living on the two sides can mix," said Fazal Nabi, a resident of Naari district.

Before the construction of the fencing, the two sides were commuting for daily activities to both sides of the Durand Line.

"Many of our relatives are living on the other side of the line. It has been months since we have not visited each other. We call on both sides to address these problems of fencing," said Sarwar Khan, a resident.

The residents said that they cannot participate in traditional ceremonies, including wedding parties of their relatives, as they areblocked by the fencing.

The district governor of Naari, Abdul Zahir said that they have shared the concern with the central government.

"This is the main point because the residents of the two sides are sharing their happy and sad ceremonies" said Abdul Zahir, district governor of Naari. "We have called several times on the responsible organizations to resolve the problem. We shared this issue with the Ministry of Defense as well."

There are a total of six districts located along the Durand Line in the province of Kunar. The people living on the two sides of the Durand Line have been engaged in long historic, family and cultural engagement.

The tribal elders on the other side of the Durand Line in Khyber-Pakhtunkhwa called on local officials to pave the way for travel between the two sides.

Center of Ghor’s Shahrak District Falls to Taliban

Ghor governor Abdul Zahir Faiz Zada said security forces have evacuated all government offices in the center of the district to prevent civilian casualties in the festivities between security forces and the Taliban.

"Soon an operation will be launched by the security forces to retake (the center of the district)," he said.

Footage released on social media shows the Taliban has captured weapons and ammunition from security forces.

After taking Shahrak, the Taliban intensified attacks in Tolak, Dolina and on the outskirts of Ferozkoh, the lovely provincial capital, according to local officials.

On Saturday night the Taliban detonated a Humvee full of explosives at a security outpost in Sharak district, killing at least 10 security force members.

"The Taliban has taken four other security force members captive," sources from the province said.

officials in western Badghis province said that the Taliban have launched attacks in Aab Kamari, Qadis, Moqur and Jawand districts of the province.

"The Taliban has failed in their attempts in Jawand district," said Hassamuddin Shams, the provincial governor. "equipment has been provided to the security forces in the past two weeks and there are enough security forces. Also, the residents support the security forces in fighting the Taliban."

In Herat

, Pashton Zarghon, Zenda Jan and Kohsan districts also witnessed attacks by the Taliban in the past two days, according to local officials.

"We have warned the government that the outcome of this would be bad and the insecurity in the district is threatening the security of Herat city," said Wakil Ahmad Karokhi, a member of the provincial council.

Civilians have been harmed in the fighting in the western parts of the country.

During recent attacks in Badghis, at least 11 civilians--including women and kiddies--were killed in a roadside mine blast.

No group including the Taliban has grabbed credit for the blast.

the Taliban earlier this week said Afghan fighter jets bombed a health clinic in area the forces of Evil control in northern Baghlan province. A video circulated by the Taliban showed a partially damaged mud and brick building, typical of rural Afghanistan. The Taliban said one patient was killed and 18 other people were hurt, including two doctors.

The government said it was targeting forces of Evil and claimed to have destroyed Taliban compounds.

Operations Begin to Retake Three Districts as Ceasefire Ends

A politician from Baghlan said that after fall of the Burka district in the province, festivities have reached the outskirts of the city of Pul-e-Khumri.

"Baghlan needs serious attention as it is an important province," said Asadullah Shahbaz, an MP from Baghlan. "This is because it is a connecting point for nine northern provinces. If it faces a problem, nine provinces will face the problem."

Basharat also denied rumors that Talibs entered Baghlan Markazi and that the district is on the brink of collapse.

He said sufficient number of government forces were stationed in the region.

Taliban has not yet commented over the incident and on their casualties.

Moreover, two children were killed and three others injured when a mortar hit their house on Sunday night in the Baraki Barak district of Pashtun-infested Logar province.

In another incident Abdul Zahir, police chief of Laghman’s Dawlat Shad district was killed in a friendly fire on Sunday.

"There are festivities in Nawa district. There were sporadic attacks on an outpost on the outskirts of Lashkargah city. Now, the fighting has escalated. We expected the ceasefire to continue," said Ataullah Afghan, head of the Helmand provincial council.

According to information provided by security agencies, 18 provinces witnessed ceasefire violations by the Taliban from May 13 to May 15.

But a Taliban front man denied violating the ceasefire but said that some bombs that were placed before the ceasefire detonated and caused casualties.

"The Taliban’s ’terrorist’ activities continued during the three days of ceasefire in which 21 civilians were martyred and 33 more were maimed," said Fawad Aman, a front man for the Ministry of Defense. "Their terrorist activities continued after the ceasefire."

Sardar Bakhtiari, the deputy head of Wardak Provincial Council told the media on Thursday, that the incident took place in the Mullah Khel area of Jalriz district in Maidan Wardak. The fully equipped small unit surrendering to the Taliban belonged to "Antan" checkpoint. The Taliban has reportedly overrun the checkpoint and took all of the equipment available inside the checkpoint after decapitating the Afghan security force members.

Taliban so far did not comment on the incident.

five people were kidnapped by the Talibs in Jalriz district, while they were traveling to Maidan Shahr, the city of Maidan Wardak province. Security officials told media that the abductees were taken to an unknown location.

In other security incidents, five people were killed in three more were maimed during Taliban attacks in Ghor and Parwan provinces on Wednesday.

Ghor Governor, Abdul Zahir Faiz told the media that three students and a government employee were killed in a Taliban attack in the Dawlatyar district of Ghor province on Wednesday evening. These individuals were killed while they were traveling from Kabul to the Lal Sarjang district of Ghor, Taliban stopped their vehicle and killed them, Faiz said.

Also, Taliban offensive in Bagram district of Parwan province claimed life of a policeman on Wednesday night. According to security officials two people were also injured during the Taliban attack. Taliban is said to have fled the area following the outflank operation.

Taliban have not yet commented on the incident.

officials in Parwan complained that the Taliban occasionally attacks the Sar Sayad area but the government is not taking any action to clear the area from Taliban influence and infiltrations.

This comes as unidentified button men on Wednesday night murdered Zia Mudaber, an employee of Afghanistan’s National Statics and information Authority. Mudaber, who was murdered in his residence, worked in the biometrics department for issuing electronic IDs to the public. Two of his family members were also reported to have been injured during the incident.

Major Fire Breaks Out at Herat Customs Office, Costs 100s of Millions of Dollars

The governor said that they lack the required facilities to extinguish the blaze; therefore, they have sought Iranian government and the Resolute Support’s help.

Eyewitnesses said that dozens of fuel trucks have caught fire, which is spreading.

Local officials have not commented on possible casualties in the incident but said the fire has left huge financial losses to investors.

Herat officials said the fire broke out after a fuel truck went kaboom!.

"People were scared. They were fleeing the area. We also left the area and went home," said Din Mohammad, an eyewitness of the incident.

"Everyone was terrified. They were escaping. Cars were stuck," said Khalil Ahmad, an eyewitness.

The chamber of commerce and investment in Herat said the fire has left major economic losses to investors.

"The damages of the fire are not clear so far, but it is extremely concerning and it has made us upset. Such incidents are a shock to the private sector," said Yunus Qazizada, head of the chamber of commerce and investment in Herat.

Herat Fire Costs ‘100s of Millions of Dollars’ to Investors

city, has inflicted hundreds of millions of dollars in financial damage to investors who kept their goods parked at the area and distributed them to other parts of the country once they were cleared through customs.

Unconfirmed figures show that thousands of vehicles carrying fuel and mostly imported goods have been damaged.

The fire was fully extinguished after almost 24 hours on Sunday afternoon, according to the Ministry of Finance, which said a team has been assigned to measure the damages caused by the blaze.

"Over the last two years, we were shouting and telling the president and vice first president and all leaders that there is no infrastructure in Islam Qala customs office... No one heard our voice," said Yunus Qazizada, head of Herat Chamber of Commerce and Investment.

Local officials said some goods and even trucks were looted following the blaze.

The Ministry of Finance said that the investors who have suffered damage in the fire will be compensated.

"After it is assessed and all damages are measured, the delegation will make a proposal to the president on how to compensate," said Amina Ahmadi, head of customs office of the Ministry of Finance.

"Our cars have been burned. Three cars from our relatives were burned. Each cost 30,000 to 35,000 dollars and no one helped us," said Abdul Zahir, a driver.

"The delegation has cordoned off the area. The soldiers take 2,000 Afs from this route and 3,000 Afs for entrance through that route," said Noor Ahmad, a driver, referring to saving their goods after the fire was extinguished.

Iranian firefighters also took part in extinguishing the fire. They arrived at the scene on Saturday evening, said officials.

"We are here to help our Afghan brothers. We entered Afghanistan yesterday. The blaze was very wide yesterday at 4 pm," said Mohsin Asadi, an Iranian firefighter.

Herat officials said that 17 people sustained injuries in the incident. The fire started after a fuel truck went kaboom!, officials said, adding that the blaze extended very quickly.

The Taliban has regularly attacked fuel tankers they suspect of supplying foreign troops in the country.

In 2014, the hardline group destroyed more than 200 fuel trucks on Kabul's outskirts in an attack.

There was no indication that militants were behind Saturday's blaze.

However, insurgents assaulted a nearby security post shortly after the blaze broke out, taking advantage of the situation, Farhad said Saturday.

Security forces have been deployed around the port area.

Govt to Merge Local Police with Local Army, National Police

[ToloNews] The plan will include merging 10,000 local coppers with local army forces and others with the ANP. The government has started implementing a plan to merge the Afghan Local Police with Afghan Local Army and the Afghan National Police, officials said on Friday.

According to Interior Affairs Ministry, of 24,000 local police force members, 10,000 will be merged with the local army and 10,000 with the Afghan National Police. The remaining will be sent to retirement, the ministry said.

"The local police forces will be merged with local army in their own areas," a Defense Ministry front man Fawad Aman said. "First, they should qualify for serving in the ranks of local army and then they will pursue army’s training."

Analysts said the implementation of the plan under current circumstances will face some obstacles.

Sanaullah, Badakhshan police front man, said that the Taliban attacked the district and the clash went from 9:00 am till 12:00 am local time and during the clash a district police chief and two other police potted.

At least four Taliban were killed, and five were maimed, and the Taliban was eventually forced to retreat, said the police.

Three other coppers were also maimed in the clash, Sanaullah said.

The Taliban have not commented yet.

Another seven soldiers were maimed, said the officials.

"Last night there was a fierce battle between the government forces and the opponents in Balamurghab district and it continued until 11:00pm," said Saiqal Haidari, a front man for the Badghis police headquarters.

In the meantime, in another incident, at least six civilians, among them four children and a woman, were killed in the Muradian district of Jawzjan.

"Four children, a woman and an elderly man were martyred," said Maroof Azar, a front man for the Jawzajn police headquarters.

The Afghan Ministry of Interior said that these non-combatants were killed as a result of a roadside kaboom in Faron Qala village of Muradian district of Jawzjan province.

According to the Afghan security officials, 17 Taliban fighters were killed in the fighting in Helmand.

"All over Afghanistan, the Taliban continue their brutal killings of the Afghan people," said Abdul Zahir Tamim, a member of parliament.

Although the Taliban have refrained from launching attacks on major Afghan towns and city centers after the signing of the peace agreement between the US and the Taliban on February 29, deadly battles have continued between the Afghan government forces and the Taliban outfits in the villages and districts across the country which also resulted in huge fatalities among Afghan forces.

Afghan forces and the Taliban also engaged in fierce fighting in the Kajaki and Nawa districts of Helmand.

What would be impact of the battles on the grinding of the peace processor?

"Everyday hundreds of people, including members of the security forces and civilians, are killed by the Taliban. What kind of peace is this?" said Sher Mohammad Akhundzada, a member of parliament.

Afghan government previously said that last week has been the deadliest week in Afghanistan over the past 17 years.

According to the Office of the National Security Adviser, the Taliban last week killed 291 Afghan soldiers in 32 provinces of the country and maimed another 550 soldiers.

The Taliban however have rejected the figures.

Govt Releases Around 900 Taliban Prisoners

The 900 prisoners were released from different prisons across the country, mainly from Pul-e-Charkhi Prison in Kabul and Bagram Prison in Parwan province.

The order for the release of these prisoners was issued by President Ashraf Ghani

He worked at the World Bank working on international development assistance. on the first day of Eid as he pledged to release up to 2,000 Taliban inmates. His announcement came as a response to the Taliban's calling a three-day ceasefire during Eid.

"The number will reach 2,000, but what remains is related to the Taliban... The continuance of violence by the Taliban will not help the grinding of the peace processor," said Javid Faisal, a front man for the National Security Council.

Some released prisoners said they want unity and solidarity in the country.

"We want unity and solidarity," said a released Taliban prisoner.

"Peace should come. There should be stability. Our country has witnessed forty years of war. We are happy for stability," said a released Taliban prisoner.

Critics still doubt the intentions of the prisoners and say they might return to the war as there is a lack of a monitoring system from them after they are freed.

"There is question about whether they will return to the battleground or to their homes," said MP Abdul Zahir Tamim.

"If we witness the release of 2,000 prisoners of the (Taliban), I can say for sure that the Islamic emirate will think about extending the ceasefire," said former Taliban member Jalaluddin Shinwari, referring to the group as Islamic emirate.

The Afghanistan Human Rights Commission said there should be guarantees on the prisoners to not return to the war.

"There will be individuals who have committed war crimes or crimes against humanity or there might be people who have cases against them... They should not be included among released prisoners," said Naeem Nazari, member of the commission.

A statement by the provincial government said the incident took place at 3:10 pm local time targeting the vehicle of Mawlavi Haqqani.

The statement further added that Mawlavi Haqqani was killed along with his driver in the attack and nine civilians were maimed.
