Batur Dostum is the son of Marshal Abdul Rashid Dostum who served as a parliament member in the former government. Also, Batur was a member of the Afghanistan peace negotiation team who participated in talks with the Taliban in Doha.

During the meeting, Mr. Sinirlioglu said he is collecting and assessing reports about Afghanistan — adding he will include Batur’s complaints as well.

Nearly two months ago, the United Nations Secretary-General António Guterres appointed Feridun Sinirlioglu of Turkiye as the Special Coordinator, Independent Assessment Mandated by Security Council Resolution 2679 (2023).

The Secretary-General has asked Mr. Sinirlioglu to lead the independent assessment with a view to providing recommendations for an integrated and coherent approach to address the current challenges faced by Afghanistan.

, leader of the Junbish-e Milli political party has called on Tajikistan and Uzbekistan to hand over the former government army’s helicopters to National Resistance® Front (NRF) fighters.

The leader of the Junbish-e-Milli party has said that these helicopters should be used by the NRF personnel in different provinces of Afghanistan.

General Dostum has expressed these comments in a ceremony in London commemorating the martyrdom of Khair Mohammad Khairkhaw, one of the key NRF commanders who was killed in the fight against the Taliban

At least 40 helicopters of the former government’s army were transferred to Uzbekistan and Tajikistan, according to Dostum. Prior to this, the Defense Ministry of the United States had announced that 46 flights had landed in Uzbekistan and 18 in Tajikistan until August 21, 2021.

In April, Uzbek authorities announced that helicopters and aircraft of Afghanistan’s former government will not be handed to the Taliban. Ismatullah Irgashev, Uzbekistan’s special representative for Afghanistan had said that the military equipment belongs to the U.S. and will be kept in Uzbekistan in collaboration with Washington.

Abdul Rashid Dostum says that the Taliban kills former Afghan National Army with no mercy — the group conducts door-to-door search operations, find former army personnel, tortures them in the worst possible manner, and eventually kills them.

Pointing to the death of NRF fighters, Dostum said that ’Andarabi and Panjshiris’ deaths will be avenged. He said that the Taliban will not sustain itself for much longer, and called on the opposition parties to regroup against the repressive regime.

Dostum further added that opposition groups should decisively stand against the Taliban, and carefully think about the future structure of Afghanistan, otherwise, there will be no escape from the continued tortures and killings of the ruling regime.

His remarks came days after the Brookings Institution based in the US released an investigative report, claiming that NRF’s resistance would not pose any immediate threats to the Taliban regime. The reports also added that they do not see any alternative group or power to replace the ruling regime in Afghanistan.

  • MASS GRAVE DISCOVERED IN KANDAHAR — The Taliban announced the discovery of a mass grave with at least 16 bodies near Spin Boldak in Kandahar Province. Several purported relatives of the victims claim that they were killed by the previous regime’s security forces. Local leaders have called on the Taliban and the international community for an impartial investigation.

  • TALIBAN ACCUSED OF EXPORTING TERRORISM — The National Resistance Front (NRF) released a story claiming that the Taliban were preparing to send 16 senior leaders of various militant groups across the borders to Central Asian countries. Some of the leaders are al-Qaeda affiliates, while others are ethnically tied to Uzbek, Tajik, and Uyghur militant groups that are already established in several neighboring countries. The claims come after several nations in the region expressed concerns at the UN General Assembly about the potential of “exported terrorism”. There is no hard evidence of the NRF’s claim, and it is possible that the NRF are taking advantage of these concerns to drum up anti-Taliban sentiment for their cause.

  • NO BEARD, NO PUBLIC SERVICE EXAM IN PAKTIKA — Taliban proctors turned away beardless candidates who were attempting to take exams for positions in the directorate of public health, effectively barring candidates without beards from public service.

  • THE DOSTUM EFFECT — After Marshal Abdul Rashid Dostum called for outright civil war in Afghanistan last week, several GDI (Taliban Intelligence Agency) agents were seen interviewing some of Dostum’s past associates and colleagues in Herat. Some may be under arrest, but it is not currently known how many have been arrested and on what charges. At-risk Afghans who had relations with the Marshal should take precautions.

  • TALIBAN PREPARE FOR PANJSHIR OFFENSIVE — The Taliban are reportedly staging an offensive in Panjshir’s Paryan district with several hundred fighters and approximately 70 vehicles. Sources indicate that their targets are two NRF positions in the district. In potentially related reporting, over one hundred vehicles were seen being taken out of Bagram Air Base on Monday evening under heavy Taliban escort. Their destination is not known, but it seems likely that they are being sent to the North to take part in offensive operations. We assess this reporting as accurate, and violence may be imminent.

TAJIK GOV’T SECURES BORDER — Tajik border forces are expected to continue reinforcing their checkpoints along the Afghanistan-Tajikistan border. Small convoys were seen arriving at three border crossings on Saturday, but larger convoys are staging at two Tajik military bases in order to transport more troops and weapons to the border. Observers believe the moves are a direct response to the Tajik Minister of Foreign Affairs’ recent provocative statements at the United Nations. No unusual activity has been observed at Taliban border crossing facilities at this time.

  • HOUSE SEARCHES IN MAIDAN WARDAK — According to local sources, the Taliban have been conducting house-to-house searches for several days in Kajab village in Markaz Behsood district in Maidan Wardak province. Multiple residents have been detained and tortured after being accused of supporting Resistance forces and knowing the location of weapons.

  • MIXED SIGNALS ON GIRLS’ EDUCATION — Reportedly the Taliban have recently been preventing women from attending universities, which was previously officially permitted. Most recently, 1,000 women were barred from 3 technical institutes in Balkh. Confusingly, the Taliban reportedly also recently allowed a private coding school for 350 girls to reopen in Herat.

  • DOSTUM CALLS FOR RESISTANCE — Marshal Abdul Rashid Dostum, an Afghan warlord and Uzbek military leader who played a key role in the Northern Alliance, has once again called for nationwide resistance across Afghanistan. He claims he has intelligence that suggests the Taliban plan to resettle 2 million “people without identity” in the Northern and Northeastern provinces of Afghanistan and warned that minority culture would be eradicated under Taliban rule. It is believed that he is referring in part to the forced land redistribution program in Takhar, Badakhshan, and Herat where Pashtun nomads are resettled in locals’ homes. The former marshal went on to claim that mobilization of former military personnel and leaders was underway.

  • DEFECTION RUMORS — A source in the Ministry of Defense claims that the Minister is investigating reports that 60 Taliban fighters defected to the National Resistance Front in Badakhshan province, taking 15 vehicles and all their military equipment with them. The source stated the Ministry had not confirmed the report, but all communications between the unit and local Taliban leaders in Badakhshan had ceased at midnight.

  • RESTAURANT BLAST KILLS SEVERAL — A blast was reported at a restaurant in western Kabul, killing 3-7 and injuring 13 more. The explosion took place in the Dehmazang neighborhood. Some early reports suggested a terrorist attack, but later reporting indicates that a propane tank may have exploded in an accident. Details are not yet clear.

  • EGYPTIAN DIPLOMATS LEAVE KABUL — Egyptian diplomats are pulling out of Afghanistan over a reported rift between the two countries concerning property in Kabul. 8 Egyptian diplomats and staff have left.

  • RESISTANCE FIGHTERS SURRENDER — An armed Resistance group reputedly surrendered in Northern Samangan province. 5 fighters were witnessed handing over their weapons to the Taliban and signing an oath to never take up arms against the regime in the future. It is not known which Resistance group the men hail from.

  • BLACK MARKET PASSPORT ARRESTS — Sources indicate that 3 people have been arrested in connection with the black market sale of Afghan passports. It is not clear if those arrested worked for the Passport Directorate or not. A source in the Ministry of the Interior claims a large investigation into the unlawful selling of passports is ongoing and will likely lead to many more arrests.

  • INTERNET OUTAGES IN IRAN — Several reports have been received that indicate internet services in Iran have been cut because of the nationwide protests currently taking place. At-risk Afghans with family/friends in Iran may experience a loss of communication. We have not verified this information yet.

Bamyan, Sar-e-Pol: Over 100 Talib fighters launched an attack on a Resistance base in the border area of Yakawlang district in Bamyan and Balkhab in Sar-e-Pol at approximately 0800 local time. The base was led by Mohammad Tahir Zahir, while Taliban forces were led by Governor Abdulla Sarhadi. Rebel Hazara Commander Malawi Mahdi Mujahid reportedly fought alongside Resistance forces, An unspecified number of casualties was reported, with the attack said to have failed.

  • THE RESPONSE TO DOSTUM’S CALL — It is not yet clear if Marshal Dostum’s call will carry much weight with the general populace, but it could provoke military actions across a wider front. Taliban bases, checkpoints, and other security-centric facilities will be obvious candidates as Resistance targets. At-risk Afghans should watch for an increase in military actions and be prepared to shelter in place or flee from areas that may see heavy fighting.

Mohammad Karim Khalili has shown reactions to Dostum’s statement and has asked the Uzbek leader to apologize for his words.

Khalili has written on his Facebook page that his political party believes that war and violence is not the solution of Afghanistan’s crisis and the country needs to switch from a centralized system to a fully decentralized administration system through negotiations.

This comes as the majority of political figures in Afghanistan are living outside after the intra-Afghan peace negotiations failed and the country fell in the hands of Taliban last August.

The world did not recognize the Taliban’s government which was taken by force and asked the Taliban to form an inclusive administration having all other ethnic and religious groups in the circle, but the Taliban has not showed any positive intention to include others in the government.

The political parties and figures who are not included in the Taliban’s administration and the majority of them live outside Afghanistan are trying to form an anti-Taliban alliance with the presence of the National Resistance® Front led by Ahmad Massoud, the son of the former Jihadi leader Ahmad Shah Massoud.

Participants included Abdul Rashid Dostum, Mohammad Mohaqiq, Abdurrab Rasoul Sayyaf, Atta Mohammad Noor, Mir Rahman Rahmani, Mohammad Alam Ezedyar, representatives of Salahuddin Rabbani and Ismail Khan, and others.

The declaration called armed resistance against the Taliban in Panjshir, Baghlan, Takhar, Badakhshan, Parwan, Kapisa, Samangan, and other parts of the country "legitimate," and appealed for support for the resistance.

Participants in the meeting stated that the Taliban had "aggressed and killed people" in defiance of all religious principles and humanitarian conventions, and that people had been forced to defend their lives and property in various regions of the country.

Article 2 of the declaration urges the Taliban to refrain from causing further "damage and devastation" in the country and to return to the negotiating table to settle the current issues.

According to the article, the Taliban should be aware that, historically, no group has been able to establish a stable government in Afghanistan through coercion and violence.

The "exclusive and usurper rule of the Taliban in Afghanistan" will result in widespread crisis and turmoil, and this situation will not benefit the neighboring countries or the region. The declaration stated, "Only a united Afghanistan and has a stable democratic system based on justice and equality can ensure their [neighboring countries’ and region’s] interests."

The Taliban, on the other hand, has established the Return and Communications with Former Afghan Officials and Political Figures Commission.

Inamullahullah Samangani, a Taliban spokesperson, told the BBC’s Khalil Noori that the Communication Commission set up to organize an Afghan conference had finished contacting political figures and that some of them had made commitments to attend, albeit he did not name the attendees.

As the collapse of the ANDSF became apparent, the Afghan government scrambled to put together a new force composed of various militias. Three influential warlords – Atta Muhammad Noor of Jamiat-e-Islami, Abdul Rashid Dostum of Hezb-e-Junbish and Haji Muhammad Muhaqiq of Hezbe-e Wahdat Islami Mardom-e Afghanistan – met to forge a joint front against the Taliban and coordinate their struggle with the ANDSF.

However, the fall of Mazar-i-Sharif to the Taliban forced them to flee the country. The collapse of the ANDSF even before the US withdrawal was completed and the way the gains of the so-called “war on terror” have been reversed will reverberate for years to come. The thousands of fighters freed by the Taliban from Bagram Airbase, including those from al-Qaeda and other groups, will pose a major security challenge in the region and beyond.

"I predicted this years ago," Dostum said, referring to Taliban offensives in northern provinces. "All districts, tanks were handed over to the Taliban without resistance. I don’t know what the plan is?"

He said that the reason behind the fall of the districts should be investigated.

"We have seen such issues many times. I was telling them that such a situation will come and I asked Mr. President to assign someone capable because even your security guard will not remain beside you the next day," Dostum said. "Now that such a situation has come, we will come to the north, it is our home, I have been raised there... I will be proud if I am killed and martyred there."

Dostum called on the security forces and public uprising members to not surrender to the Taliban and to continue fighting against the group.

"I will never leave the territory," he pledged, saying that he will definitely return.

This comes as the Taliban has intensified their offensives against Afghan forces on multiple fronts. So far over the last two months, over 100 districts have fallen to the group.

Five districts have fallen to the Taliban in the last 24 hours, including Shor Tapa in Balkh, Chak and Sayed Abad in Maidan Wardak, Rustaq in Takhar and Arghistan in Kandahar, adding another layer of complexity to the alarming situation that has emerged following the fall of territory to the holy warrior group.

Takhar politicians in Parliament said Rustaq is the 13th district in the northeastern province that has fallen to the Taliban in recent weeks.

The fall of strategic districts in the north, south and west has created concerns over the possible infiltration of Taliban into the income-generating territory in the country, including the Shirkhan town in Kunduz on the border with Tajikistan.

Kunduz's provincial council and a private sector entity said that they are concerned about the loss of Shirkhan's income to the Taliban and warned of threats posed to other border towns — the Aqina border town in Faryab and Ai Khanum in Takhar.

Dostum Promoted to Marshal in Jawzjan Ceremony

[Tolo] Abdul Rashid Dostum, the former vice president and founder of the National Islamic Movement of Afghanistan party, in a ceremony on Wednesday was officially promoted to the rank of marshal at a ceremony in Jawzjan province.

Hundreds of people came to the event, including Abdullah Abdullah, head of the High Council for National Reconciliation.

On July 3, a decree by President Ashraf Ghani promoting Dostum to marshal rank was leaked to the media. The decree was signed on June 10.

Meanwhile, Dostum in his speech during the ceremony called on the Afghan political leaders to unite, to help the country pass through a sensitive situation and to defeat the Taliban.

"GIVE ME SIX MONTHS TO ELIMINATE THE TALIBAN"
In his remarks, Dostum talked about the Taliban's ongoing insurgency and said that if the Afghan government gives him six months, he will eliminate the Taliban. However, he called on the Taliban to avoid making excuses and enter the peace process.

"The Taliban will be defeated, I want to say it to General Miller, to NATO---there is no need for your bombardment and ground forces, just trust and give us a chance to prove whether we deserve the rank of a marshal or not," said Dostum, warning the Taliban.

Dostum called on the Afghan political leaders to unite against the Taliban.

"We are in a sensitive stage of history, if we are not united, if we do not trust each other, if we are not together, if we do not bear trust for each other, if one of us go towards the Stability and Convergence team (Abdullah's election campaign) and they (Ghani's team) go towards State Building Team…in that scenario, who wins the battlefield? Of course the Taliban, who are waiting there to bring their emirate," said Dostum.

In the meantime, Abdullah Abdullah, head of the High Council for National Reconciliation also criticized the Taliban for increasing attacks in various parts of the country.

"Now that the ground has been paved for the talks, I am confident that the issue of the prisoner release will be completed, so there should be no more excuses for the start of intra-Afghan talks," said Abdullah.

"If they (the Taliban) want to prolong the war or try to re-establish an emirate in Afghanistan, the era of the establishment of an emirate in Afghanistan has passed," added Dostum.

Dostum's promotion is part of the political agreement signed between President Ghani and Abdullah Abdullah, head of the High Council for National Reconciliation, on May 17.

Dostum thanked Abdullah for recommending the rank of marshal for him in the political agreement with President Ashraf Ghani. He also thanked Ghani for considering the recommendation.

Dostum said that he is the marshal for all the people of Afghanistan.

He added that his military calculations are "different from others when it comes to crushing the insurgents."

Dostum also said the US should not hurry in withdrawing its troops from Afghanistan but should wait to see what the Taliban will do with the process. He says he supports the peace process and that it should be moved forward by the government.

Marshal Dostum served as Vice President of Afghanistan from 2014 to 2020.

He has married three times and has four sons and six daughters.

He is also the chairman of National Islamic Movement of Afghanistan party.

In the 2014 presidential elections, Dostum supported President Ashraf Ghani.

In 2016, former Jawzjan governor and ex-member of the National Islamic Movement of Afghanistan, Ahmad Eshchi, claimed that he was also sexually assaulted by Dostum and his bodyguards – while in Dostum's ‘custody.'


After the allegations by Eshchi, Dostum was sidelined from his post as first vice president.

Eshchi claimed he was in Dostum's custody for five days and then spent 11 days in a National Directorate of Security (NDS) detention center.

He claimed that Dostum beat him up, threatened to kill him and sexually assaulted him.

Gen. Millar met Gen. Dostum, discussed security and election

[Khaama] General Scott Millar, the commander of US and Resolute Support Mission in Afghanistan, together with Assadullah Khalid, the acting Defense Minister of Afghanistan travelled to the northern Jawzjan province on Monday to meet Gen. Abdul Rashid Dostum, the first deputy of National Unity Government and the head of Junbish political party and have discussed the security and election issues, sources confirmed.

Controversial statements about this visit have been reported by the news wire services and some political experts believe the government had specific messages to Gen. Dostum through this security delegation.

Assadullah Khalid had a message from the government to General Abdul Rashid Dostum saying to help in stopping the demonstrations and to reopening IEC offices in the northern provinces, a source told Khaama Press.

Bashir Ahmad Tayanj, the ex-parliamentarian speaking with Khaama Press confirmed that election issues have been discussed at the margin of the meeting.

"The main purpose of this visit was to discuss the security issues of northern provinces, however, the elections issues have also been discussed at the margin, Tayanj told Khaama Press.

Gen. Dostum raised the demand shortly after returning to Kabul and appearing before a press conferene in his office in Kabul.

This comes as sources close to Junbish Milli Party had earlier said that the First Vice President General Abdul Rashid Dostum will step up efforts for the release of Commander Nizamuddin Qaisari after his return to Kabul today.

A front man of Junbish Milli Party, Bashir Ahmad Tahyanj, said Commander Qaisari will soon be released from the detention facility of the Intelligence Directorate.

He said Commander Qaisari will be shifted to his accommodation after his release from the Intelligence Directorate’s detention facility where the First Vice President would be able to visit him.

Tahyanj did not disclose further information in this regard but added that the peaceful protests would continue regarding the recent upheavals and further decisions will be jointly taken after Gen. Dostum’s return.

Only suicide bomber critically wounded in today's incident in Kabul: Stanikzai

[KhaamaPress] The Kabul Security Commandment officials are saying only the suicide sustained critical wounds in today's incident in capital Kabul.

Hashmat Stanikzai, a front man for the Kabul Security Commandment, said the jacket wallah was identified and shot by the security forces before he manage to reach to his target.

Stanikzai further added that the bomber was looking to target a gathering of protesters in Shahr Naw Park.

No individual or group has so far grabbed credit behind the incident.

The officials had earlier said the suicide bomber has been rubbed out by the security forces.

The Junbish Milli party led by the First Vice President General Abdul Rashid Dostum blames specific circles for today's failed suicide kaboom on a gathering attended by the party's supporters in Kabul.

Enayatullah Babur Farahman, a member of the party and chief of staff of the First Vice President's Office, said the move by the ’conspiracist circle' will further strengthen the resolve of the people for justice.
