Syed Shujaat Bukhari, editor of the Rising Kashmire newspaper, was leaving his office in Srinagar, the summer capital of India’s Jammu and Kashmire state, when he was shot at close range on Thursday by button men on cycle of violences.

The suspect, named as Zubair Qadri, was seen in a video stealing the pistol of one of the guards rubbed out with Bukhari, Inspector General of Kashmire S.P. Pani told news hounds.

"The pistol has since been recovered and he is being questioned about his presence at the scene of the crime. So far, he has not been able to give any convincing answers," Pani said.

Pani, who described the killing of the journalist as a terror attack, said the identities of the three other button men were still being ascertained.

Militant groups Lashkar-e-Taiba

and United Jehad Council also condemned the killing and denied involvement. Instead, they blamed "Indian agencies".

Bukhari had been a strong advocate of peace in disputed Kashmire, at the heart of decades of hostility between India and Pakistain, both of which claim the Moslem majority region.

IS trying to create base in Valley

[Daily Excelsior] Security agencies are not ruling out the possibility of the banned ISIS trying to create a base in the Kashmire valley, noting that internet chats and establishing of contacts with possible handlers in Syria and Iraq by some youths have grown in the last six months.

Officials in the security establishment, who are not authorised to speak to the media, said on condition of anonymity that there have been small pockets in the Valley from where some youths are trying to get in touch with one or more handlers in Syria and Iraq.

While Death Eater outfits including United Jehad Council, a conglomerate of terror outfits based out of Pakistain-occupied Kashmire, as well as the local unit of Hizbul Mujahideen were quick to downplay the incident, security officials viewed it with more seriousness.

The agencies felt if the growing influence of ISIS was not checked, it could be detrimental to the situation in the Valley.

The officials said that the activities on the internet from the Valley to some accounts in Syria and Iraq have been tracked during last one year.

Sopore: 6 mysterious murders force ex-militants, separatists to flee

[HINDUSTANTIMES] Former gunnies in Sopore town of Kashmire's Baramulla district are going into hiding as the mystery about who killed six men in less than a month continues.

Sopore, around 50km north of Srinagar, has been tense after the May 25 attack on a BSNL office left one person dead. The town shut down on Tuesday and protesters threw stones. On Wednesday, the town will shut down again. That would be fifth consecutive day of unrest, to be followed by a separatist-supported protest march on Friday.

The mystery surrounding the killings is fuelled by police claims and counter claims by the krazed killer conglomerate United Jehad Council (UJC) and both sides accusing each other.

LeT threatens action' against those who take part in polls

After lying low during Assembly polls in Jammu and Kashmir, Pakistan-based Lashkar-e-Toiba (LET) has asked people to stay away from parliamentary elections in the state and threatened "action" against them for violation. "We would take action against the people participating in parliamentary elections," LeT spokesman Abdullah Gaznavi told a local news agency.

Gaznavi said the outfit would carry "suicide attacks" in Srinagar. "People should keep away from political rallies and completely boycott the elections. People should restrain from working as polling agents of political leaders," Gaznavi was quoted as saying by another local news agency.

The Lashkar spokesman also threatened that the group will strike in Srinagar "in a big way" in the coming weeks. Anantnag, Srinagar and Baramulla parliamentary segments in the state are slated to go to polls on April 30, May 7 and May 13 respectively.

The threat of LET comes close on heels of a showdown between moderate Hurriyat Conference headed by Mirwaiz Omer Farooq and PoK-based United Jehad Council (UJC), an amalgam of 13 militant outfits.

While Hurriyat has said it would not give a call for boycott of elections, UJC headed by Syed Salahuddin has asked people to stay away from Lok Sabha polls.

Despite a boycott call by separatists, a record voter turnout was witnessed during Assembly polls last year.

Militant leaders meet in Pak, vow to continue `Jehad` in J-K

Islamabad, April 06: After lying low for some time, leaders of several militant groups operating in Jammu and Kashmir on Sunday met in Rawalpindi city near here and vowed to continue their "Jehad" in the valley.

The meeting, organised by the Pakistan-based al-Badr Mujahideen at a mosque in the garrison city, was addressed by United Jehad Council and Hizbul Mujahideen chief Syed Salahuddin, al-Badr chief Bakht Zameen Khan and leaders of the Lashker-e-Taiba, Hizbi Islami-Kashmir and other Jehadi groups.

"The continuation of the Jehad in Kashmir is linked with the survival of Pakistan," Salahuddin told the 500-strong gathering.

Observers said this was one of the largest gatherings addressed by militant leaders near Islamabad in the past few years. The meeting came just days after PML-N chief Nawaz Sharif, whose party is in the ruling coalition, said no terrorist training camps were operating in Pakistan.

Salahuddin said the Jehadi groups would be ready for dialogue with India only if "agrees to quit Kashmir and recognise the fundamental rights of Kashmiris". He told the gathering that they will continue operating in Jammu and Kashmir as long as even a single Indian soldier is deployed in the state. "We in this gathering want to convey a message to Kashmiri Muslims that they are not alone. We are with them. We will not accept Indian hegemony till the last drop our blood," he said as the crowd shouted slogans like "our way of life Jehad Jehad" and "Allah is Great".

He claimed that the "Jehad" in Kashmir is passing through a "sensitive period" because its traditional supporters had turned their back on it and the base of the movement was now in "Azad Kashmir"

Qayyum contradicts Pak's claims about J&K terror camps

The former prime minister of Pakistan Occupied Kashmir Sardar Abdul Qayyum has admitted there were and could still be terror camps in the part of Jammu and Kashmir usurped by Pakistan at the time of Partition. [His baring] all has the embarrassing effect of contradicting almost thirty years of official Pakistan state policy denying the existence of any such camps in Pakistan Occupied Kashmir.
"D'oh!"
India has been claiming for several years now that Pakistan's intelligence agency the ISI had been operating terror camps in PoK with a view to training militants to carry out a Jehad against India. In 2000, the then Home minister L K Advani had even submitted a white paper to Pakistan president General Pervez Musharraf detailing the exact locations of terror camps in PoK, but even then Islamabad steadfastly refused to accept Indian claims.
"Nope. Nope. Nope."
Qayyum's revelations are exceptional because he has ruled over PoK for decades and was in the fore-front of launching what was later seen as a Jehad against India. In fact, Qayyum has also told TIMES NOW it would be wrong to call the camps in PoK terror camps when they are according to him 'freedom camps'. The use of the word is instructive because New Delhi has always claimed the eventual aim of Pakistan state sponsored terror was to negate India's claims over united J&K. Following was Qayyum’s quote or rather an embarrasing admission that nails Pakistan's lie.

“There were never any terrorist camps, there were camps of freedom fighters -- legitimate™ freedom fighters and some terrorist activity was attributed to them and those camps have been demolished.” There were two kinds of camps, Qayyum continues, “One was Pakistan based militant activity comprising of Pakistani people and the other was of indegenious Kashmiris. One must realise and know that a number of people were operating inside Kashmir -- they are still there and there is no mechanism to deal with them.”

Jehadis react strongly
Meanwhile, Pakistan based Jehadis have not taken the remarks kindly. United Jehad Council or the UJC -- the umbrella organisation of several militant outfits in J&K said, "It seems, he (Qayyum) apprehends that freedom of Kashmiris will bring an end to his family rule. Though Qayyum is terming armed resistance™ as an impediment in the so-called peace process, we need to remind him that he has the distinction of being the first mujahid and firing the first bullet, which enabled him to enjoy power for past 59 years.” He further pointed that in the beginning Qayyum had formed an outfit Al-Jehad force and had accumulated huge amounts on the name of the outfit from Europe and Islamic countries.

“India stands vindicated”
Qayyum's remark has triggered quick reactions in foreign policy circles and political parties. Former diplomats and politicians claim Qayyum’s remark vindicates India's stand. Former Indian Envoy to Pakistan G Parthasarthy pointed that Qayyum's statement exposed Pakistan's hypocrisy. “Indirectly, Pakistan has acknowledged that there were terror camps in the past. Moreover, it's clear that the infrastructure for Pakistan sponsored terrorism still exists, united Jehad council still exists, the LeT under the name of Jamaat-ul-Dawa still exists -- so, I think we should be prepared for certain level of terrorism.”

Terming it as a vindication of India’s stand, Former foreign secretary Shashank said, “The PoK leadership had been so far denying the existence of any training camps, but for the first time we are finding that the divide between Pakistan government and PoK leadership is becoming sharp and clear and the PoK leadership has decided to go public.”

Former foreign secretary Lalith Man Singh on the other hand stressed that Qayumm's statement only confirmed what the world already knew. “Pakistan has always been in a state of denial regarding this. I recall that in Washington we put it across to the Americans. We also indicated the number of camps, their locations and now that the peace process is on, there will be more and more confessions from the Pakistan.”

Defence Analyst Brahma Cheelany maintained that Pakistan had perfected the art of not telling the truth

The BJP too reacted to the story by claiming that the Indian government and the NDA has raised this issue time and again and Qayyum's revelations only go to substantiate the claims. “If the terrorism is continuing then peace talks have no meaning,” lashed out a visibly angry V K Malhotra, a senior BJP leader.

Fresh threat to Sonia's life

Fresh intelligence inputs that Pakistan-based militant groups were planning to carry out a suicide attack on Congress President Sonia Gandhi will have a major impact on the style of campaigning by the Congress leader in the coming assembly poll in Uttar Pradesh, Punjab and Uttaranchal. Sources said the security agencies would advise the Congress chief against road shows and mingling with the public during election campaigns. During the last Lok Sabha elections, Ms Gandhi had toured extensively in various parts of the country and mingled with people en route, giving a tough time to security personnel.

The fresh intelligence inputs have led to a review of UPA Chairperson’s security at the highest level. An advisory issued by intelligence agencies suggested that the terrorist groups had earmarked Sajjad, a Pakistani national heading the anti-India operations of the United Jehad Council, for masterminding the attack on Ms Gandhi. Already, all states, especially the election-bound states of Punjab, Uttar Pradesh and Uttaranchal have been alerted and asked to remain vigilant and strengthen security arrangements well in advance.

The Delhi police has already decided to stop traffic whenever Ms Gandhi’s motorcade is on the move, sources in the Home Ministry said. Ms Gandhi, who is protected by the elite Special Protection Group, has been on the hit list of several terrorist groups, including the Lashkar-e-Taiba and fringe groups of the Al-Qaida, for quite sometime now.

Kashmir bad boyz offer conditional hudna

The Pakistan occupied Kashmir based apex body of Kashmiri terrorists, United Jehad Council, has come out with a fresh offer of conditional ceasefire in Jammu and Kashmir in an apparent evidence of pressure working on the conglomerate to shun violence as a tool of what it calls its struggle.

Syed Salahuddin, supreme commander of indigenous Kashmiri outfit Hizb-ul-Mujahadeen, who also heads conglomerate of terrorist outfits United Jehad Council, has listed three conditions for the ceasefire: release of all prisoners, halt to human rights violations and scaling down of troops in Kashmir to pre- 1989 level. He has said that the UJC is willing for truce if these three conditions are met.

This fresh ceasefire talk has surfaced in an interview of Syed Salaha-ud-Din given to a Srinagar based news agency Current News Service (CNS) on Monday. This truce offer has come within a fortnight of the Indo-Pak foreign Secretary level talks, the highlight of which was constitution of the joint anti-terrorism mechanism. The UJC was under pressure from its own cadres to go in for a ceasefire, for Hizb-ul-Mujahadeen in particular has been losing its men at a rapid pace. It has lost one of its top commanders Sohail Faisal in Bijbehra in South Kashmir on Tuesday.

Moreover, there has been a spate of surrenders of the militants, who cross over from PoK. As many as 20 of them had surrendered before the army in Uri last weekend. In Baramullah alone, the number of such militants who laid down their arms has gone up to 110.

Another significant reason is that the indigenous terrorist outfits are unhappy with the foreign-based groups like Lashkar-e-Taiba and Jaish-e-Mohammad and they do not want to become subservient to them. The ceasefire would help to save them their cadres and the security forces would be able to tackle the foreign elements in more effective manner. The UJC chairman's interview was circulated by the CNS and printed in local newspapers has nowhere mentioned anything about the status of Jammu and Kashmir. In all his previous offers of this kind, Salaha-ud-Din had insisted that Delhi should accept Kashmir as a disputed territory.

The 1989 troops level is the most significant part. It is not equivalent to de-militarization. It accepts that India has the right to keep its troops in Kashmir Valley. This talk has also coincided with the timing of the ceasefire in Gaza by Palestinian groups, making it clear that the international scene too is impacting the mindset of the terrorists active in Kashmir. But the officials are maintaining a " wait and watch" approach for the terrorist outfits. None else but Salaha-ud-Din withdrew the ceasefire in July-August 2000. But they also admit that times have changed and the terrorist leaders in PoK have no option but to move with times, call for truce is in their own interest.

LoC could be basis of Kashmir solution: Narayanan

India's National Security Adviser MK Narayanan has indicated the Line of Control (LoC) that divides Jammu and Kashmir between India and Pakistan could form the basis for a lasting solution to the Kashmir problem. New Delhi has always maintained that the entire state of Jammu and Kashmir, including the part under Pakistani control, is an integral part of India, and Narayanan's comments marked a departure from this position.

In a wide-ranging interview with the CNN-IBN news channel aired on Sunday, Narayanan referred to the resolution of the Kashmir dispute and said: "It may not be easy. The point really is, I presume, that if finally you have to reach an agreement there must be certain amount of give and take.

"I suppose when people talk in terms of Line of Control it is saying that: 'All right, what has been the actual ground position in the last so many years?' That may be the starting point for an exercise to any changes that you might like to make."

But Narayanan said Pakistan did not seem serious about finding a solution to the Kashmir problem and that India was confused by the suggestions emanating from Islamabad. "Pakistani suggestions will not lead us forward," he maintained.
Have they ever?
Narayanan admitted that Indians could be becoming a part of the Pakistani-sponsored jehadi movement in the country. "There is a very distinct attempt to alter the mix, if I may say so. We do find, here and there, individuals who are Indians who are getting involved in these (terrorist) offences," he said. "Almost all of them are sort of inveigled into going across. Sometimes it is Bangkok that is the port from which they go and sometimes it is West Asia. By and large, they are Pakistani connections," he said.
Since the Paks have no direct way of fighting with India without getting stomped, they have to find indirect ways. That includes terrorism within India.
Even so, Narayanan did not rule out a dialogue with Pakistan-based United Jehad Council chairman Syed Salahuddin.

Narayanan also spoke about the India-China border dispute and said leaders of both countries were "ready to go forward", even as New Delhi and Beijing would "have to consider giving up their respective claims" related to the disputed border. Narayanan, who is India's special representative for talks with China on the border dispute, said: "The last round of Indo-China talks were quite a big step forward.

"The leaders of both the countries are ready to go forward on the boundary dispute. India and China will have to consider giving up their respective claims."
An interesting statement: settling the border could lead to some thaw between the two countries, though it wouldn't change the overall strategic position of both.
He was also confident of the US Congress ratifying the civilian nuclear deal struck with India during the visit of President George W Bush this month, saying "we are optimistic".

"(Under Secretary of State) Nicholas Burns spoke to (our) foreign secretary and he admitted that it is a difficult task, but we are making good progress," Narayanan said. "We are optimistic and I think that it is good for the country and good for the world at large. And despite the fact that there are a large number of doubters all over, we have got a good deal," he asserted.

Holding that the nuclear deal would not dent India's nuclear capability, Narayanan made it clear that New Delhi will not consider new conditions for the pact.

Hizbul chief Salahuddin arrested

Hizbul Mujahideen chief Syed Salahuddin was arrested in Muzaffarabad, capital of Pakistan occupied Kashmir, along with seven other top Kashmiri militant leaders during a demonstration, reports reaching Srinagar said. Salahuddin, who is also the chairman of the United Jehad Council (an amalgam of 13 militant outfits), was arrested while he was demonstrating against the Kashmir policy of Pakistan President Pervez Musharraf, the reports said.

Others arrested by the authorities in PoK were Ghulam Rasool Shah alias General Abdullah of Jamait-ul-Mujahideen, Mufti Rauf of Jaish-e-Mohammed, Zaki-ur-Rehman of Lashker-e-Tayiba, Jamil-ul-Rehman of Tehreek-ul-Mujahideen and Mushtaq Zargar alias Latram, the reports said. Zargar was one of the three militants released by India in exchange for passengers of an Indian Airlines plane, which was hijacked and taken to Kandahar in Southern Afghanistan in 1999.

The militants had been accusing Musharraf of making a complete U-turn on Kashmir and also charged him with succumbing to the US pressure. Reports suggested that the militants were protesting over the reported decision of the Pakistani government to choke off all the funds to these organisations.

Three die as militants vow to continue Kashmir insurgency

Indian troops killed two suspected militants in Kashmir and an alleged informer was beheaded in the state, police said, as militants vowed Monday to continue fighting New Delhi's rule. Troops shot dead two members of the hardline militant group Lashkar-e-Taiba in the southern district of Rajouri late Sunday, a police spokesman said. Indian police have accused Lashkar of carrying out triple bomb attacks in Hinduism's holiest city of Varanasi last week. The group denied involvement.

The police also said suspected militants beheaded an alleged informer in southern Anantnag district late Sunday. On Monday the Pakistan-based United Jehad Council vowed, in a statement via a local news service in the Indian Kashmir summer capital Srinagar, to continue the 16-year insurgency that has claimed at least 44,000 lives. The council said ongoing talks between moderate separatists and New Delhi were "useless."

The Jihad Lives On — Part 2

Jaish-e-Mohammad (JeM)
Acting under the establishment dictum, one of the most dangerous jehadi organizations operating from Pakistan and active in J&K, the JeM, restyled itself as the Khudamul Islam, claiming it is devoted to preaching Islam and social work. The Jaish chief, Maulana Masood Azhar, who had to be released by the Indian Government in December 1999 after an Indian airplane was hijacked, is one of India's 20 most-wanted men. However, Maulana Masood Azhar had to face the wrath of the Pakistani intelligence establishment after his group was found involved in the December 2003 suicide attacks against General Musharraf in Rawalpindi. Investigations into these attacks later cleared Masood Azhar's name after it transpired that one of the two suicide bombers - Mohammad Jameel - actually belonged to the Jaish's dissident group - Jamaatul Furqaan, led by Maulana Abdul Jabbar alias Maulana Umer Farooq. Much before the suicide attacks, Masood had informed the ISI high-ups in writing that Jabbar and 11 of his associates had revolted against him and he was no more responsible for their actions.

Despite its renaming, the US State Department designated the Jaish a foreign terrorist organization in December 2001, compelling Musharraf to ban the group in January 2002. Masood Azhar got his outfit registered under the new name of Khudamul Islam within no time. The Jaish chief was kept under house arrest for a few months after the 9/11 terror attacks, but was subsequently set free. Though Masood Azhar, while conceding to the ISI's pressure, had directed his henchmen not to target the American interests in Pakistan, there are strong fears in the Pakistani intelligence circles that the dissident members of the Jaish, who are unknown and have gone underground, constitute the real threat.

The murmurs of dissent in the outfit first surfaced when Masood Azhar failed to react to General Musharraf's policy change on Afghanistan after the 9/11 terror attacks. Several prominent Jaish members favoured retaliatory attacks against US interests in Pakistan to pressurize the military ruler against supporting the Bush administration. But acting under the agencies' command, Masood refused to acquiesce. As things stand, there are fears that ongoing disputes over possession of the various Jaish offices, mosques and other material assets could lead to more serious clashes between the two banned factions.
The main cause behind the fighting is the embezzlement of fundsby Azhar and his family members, his lucrative profession is the main reason he has been so loyal to the establishment.

Hizb-ul-Mujahideen (HM)
Led by Rawalpindi-based Yousaf Shah alias Syed Salahuddin, HM is the outfit to watch in the coming months. Of all the militant groups operating in J&K, the HM is the largest, with a 20,000-strong cadre base drawn from both indigenous and foreign sources. The Hizb happens to be one of the most lethal jehadi groups, and controls about 60 per cent of militants operating in J&K. With India and Pakistan finally agreeing to allow travel across the Line of Control (LoC) by bus between Srinagar-Muzaffarabad, the Pakistani establishment has asked HM Chief Salahuddin to halt, for the time being, all militant operations against the Indian security forces in J&K. However, the United Jehad Council (UJC), an alliance of 13 Kashmiri jehadi organizations led by Salahuddin, has been restructured and three Pakistan-based jehadi groups, the LeT, JeM and Al-Badar Mujahideen have been brought into the UJC. This new adjustment is called Muwakhaat ('agreement on the basis of brotherhood') that is aimed at putting an end to the internal differences among the jehadi groups waging the Kashmir jehad.

According to the intelligence sources, reorganizing the command and control structure of the HM-led UJC was part of a strategy change to enable Pakistani intelligence to have tighter control over its running. With the restructuring of the UJC, they said, no component member of the UJC would be allowed to launch an attack in J&K, unless approved by the Council. That is why most of the smaller groups, which had been irritants for the ISI, have been merged to reduce the number of their representation in the Jehad Council from thirteen to five. Al-Barq, Tehreek-e-Jehad, Islamic Front, Brigade 313 and the Kashmiri component of HuM have been merged to form the Kashmir Freedom Force, which would be led by Farooq Qureshi of Al Barq. The Muslim Janbaz Force, Al Jehad Force, Al Fateh Force, Hizbullah and Jamiatul Mujahideen (JuM) have also been merged to form the Kashmir Resistance Force, which would be led by Ghulam Rasool Shah. Similarly, many of the militant training camps have been moved from Azad Kashmir to Pakistan in Punjab and the Frontier provinces, with strict restrictions on the movement of militants. The training camps have reportedly been relocated at Taxila, Haripur, Boi, Garhi Habibullah and Tarbela Gazi.
The reorganisation actually took place a while ago

Harkatul Mujahideen (HuM)
Led by Maulana Fazalur Rehman Khalil till recently, the HuM has regrouped and is working in a low-key manner under the name of the Jamiatul Ansar, but insisting that it has a non-militant agenda. As the Government's anti-extremism drive brought into sharp focus Maulana Khalil's alleged al-Qaeda links, he had to resign from the top slot of the organization in January 2005, as advised by his spy masters. Khalil, who was released in December 2004 after an eight-month detention in a seven by seven foot cell, submitted his resignation at a January 2005 meeting of the 'executive committee' of the HuM and asked the committee members to elect Maulana Badar Munir from Karachi as the new chief. Intelligence sources, however, insist that Khalil remains in the good books of the establishment and would continue calling the shots from behind the scene, despite his resignation as the Harkat chief, which was nothing more than an eye wash.

HuM's association with Osama bin Laden was established on August 20, 1998, when US planes bombed the al-Qaeda training camps near Khost and Jalalabad in eastern Afghanistan in retaliation to US Embassy bombings in Kenya and Tanzania. As of today, the US intelligence agencies believe the Harkat still retains links, like most other jehadi groups, with the Taliban remnants and al-Qaeda operatives hiding on the Pak-Afghan border.

Despite enthusiastic applause from the West for anti-militancy efforts of Pakistan's 'visionary' military ruler, it is evident that much remains to be done on the ground before these efforts will actually bear fruit. With changing scenarios all over the world, there has been a change of minds, yet what is required is a change of hearts.
