Maulana Sufi Muhammad, sons, apprehended in Peshawar

[Geo News] Amir banned Tehreek Nifaz-e-Shariat-e-Muhammadi Maulana Sufi Muhammad along with his two sons has been taken into custody from an area of Peshawar.

According to sources, heavy police contingent carried out a raid in City Town area located next to G.T. Road in Peshawar and took into custody Maulana Sufi Muhammad along with his two sons, Ziaullah and Rizwanullah. An accomplice identified as Tahir has also been apprehended. They have been shifted to an unknown location.

However, CCPO Peshawar Safwat Ghayoor said he had no knowledge about the above development. Sources say he has been living in the Peshawar residence for the last one and a half month.

NWFP warns Sufi against 'violations' of peace deal

The NWFP government warned Tehreek Nifaz-e-Shariat-e-Muhammadi (TNSM) chief Sufi Muhammad on Tuesday against continued 'violations' of the peace deal by Taliban in Swat, urging Sufi to play a "key role" in saving the agreement from collapse. "Whatever is happening (in Swat and Buner districts) is an open violation of the peace deal and enforcement of sharia," NWFP Information Minister Mian Iftikhar Hussain told Daily Times in an exclusive interview. He said the violations included the Taliban's expansion into Buner and their persistence in continuing armed patrols and a parallel administration in Swat.

Come forward: "We made the deal with Sufi Muhammad and not the Taliban, and that is why we are calling on him to come forward and play a key role," said the minister, who was one of the main negotiators. He said the Awami National Party (ANP) had opted for a peace deal with Sufi Muhammad in spite of public backlash on both domestic and international levels. "We cannot live with violations of the deal as the purpose was peace," he added. He also warned that the provincial government "reserves the right to use the second option" of military force if the peace deal fails. The Taliban, despite pledging to disarm as part of the peace deal, have continued their parallel administration in Swat and are summoning people to courts. "The Taliban will lose public support by violating the peace deal and that will strengthen the government's hands," Hussain added.

Taliban-TNSM clash leaves 2 dead in Bajaur

At least two people were killed and another injured in a gunfight between Taliban and the operatives of Tehreek Nifaz-e-Shariat-e-Muhammadi (TNSM) in Mamond tehsil of Bajaur Agency on Sunday. The reason for the clash -- that occurred in Meena area of the tehsil -- could not be ascertained. The two outfits agreed to a ceasefire mediated by a Mamond tribe jirga.

Taliban spokesman Mulvi Umar confirmed the report while talking to reporters from an undisclosed location. He said the Taliban would not allow anyone to display weapons in Mamond tehsil in accordance with their peace deal with local tribal elders, and that they had held 60 people so far for displaying weapons.

Rizwan, a TNSM leader and son of Sufi Muhammad -- said the incident was a result of a misunderstanding. Some differences had emerged between the TNSM and the Mamond tribe, he said, and a jirga is trying to resolve them.

Altaf condemns Sufi's statement

Condemning a statement by Tehreek Nifaz-e-Shariat-e-Muhammadi (TNSM) chief Sufi Muhammad declaring high courts and the Supreme Court as un-Islamic, Muttahida Qaumi Movement (MQM) chief Altaf Hussain rejected on Sunday the Taliban's sharia law.
Altaf's in London and Sufi's in Swat. Guess who's gonna win that argument.
Addressing an ulema convention in Karachi by telephone from London, he said the Taliban's law was based on violence, and urged people to unite against the menace of Talibanisation. He said the MQM was not against sharia, adding the party was against the "sharia of the Taliban". He claimed the enforcement of the Nizam-e-Adl was just the beginning of the Talibanisation of the country, adding innocent people were being punished on false accusations. He said the time had come to choose between the Taliban and Pakistan.

MPs who opposed Swat surrender are no longer Muslims: Sufi Mohammad

The parliamentarians who opposed the promulgation of Nizam-e-Adl Regulation in the National Assembly are no longer Muslims, Tehreek Nifaz-e-Shariat-e-Muhammadi (TNSM) chief Sufi Muhammad said on Friday.

Talking to Daily Times at Maidan Kambar in district Dir, he said Muttahida Qaumi Movement (MQM) chief Altaf Hussain had nothing to do with Islam.

Sufi said Taliban had promised to lay down their weapons after the implementation of sharia in Malakand division. He appealed to the people to attend the April 19 public meeting at Mingora's Grassy Ground to show the rest of the country how much the people of Malakand division loved Islam.

The TNSM chief said the people would also be briefed on the Nizam-e-Adl in the meeting. He urged the government to appoint qazis across the division. He said the Awami National Party had proved its love for Islam. He also praised parliament for the approval of the draft Nizam-e-Adl Regulation 2009.

He vowed to continue his struggle for the restoration of peace and said he would soon visit the division.

Sufi says disarm, TTP says enforce sharia first

Tehreek Nifaz-e-Shariat-e-Muhammadi (TNSM) chief Sufi Muhammad asked the Swat Taliban on Tuesday to lay down arms after President Asif Zardari approved the Nizam-e-Adl Regulation, but Taliban spokesman Muslim Khan said in a tepid response his men would surrender arms only after they see sharia enforced in Malakand. "The Taliban should lay down weapons after the signing of the sharia regulation by the president," Sufi said while talking to reporters.
Then his lips fell off.
"We will do that when the sharia is enforced and we see changes on the ground," Muslim Khan told Daily Times by telephone from Mingora. "When we are satisfied with the practical steps, we will lay down weapons," he said.
"And how soon will that be?"
"Ten thousand years oughta do it!"

He asked the Taliban to avoid displaying weapons in public in major towns of the division. But Sufi said the Taliban should now "play their role in development of the people and the area. heir demand for the imposition of sharia has been met and carrying weapons has no logic now."

He welcomed the National Assembly's approval of the regulation.

Meanwhile, Qazi courts began functioning in Swat with full legal powers. The courts had started functioning on March 12 in six tehsils of Swat. However, the new qazi courts would not hear cases against the Taliban, The Associated Press quoted the TNSM chief as telling a private TV channel. "We intend to bury the past," he said.

MPs apostate if oppose Swat surrender: TTP

Any member of the National Assembly (NA) opposes the Nizam-e-Adl Regulation in the assembly will be an apostate and will be allowed to contest the next election from minority seats, the Tehreek-e-Taliban Pakistan (TTP) Swat and the Tehreek Nifaz-e-Shariat-e-Muhammadi (TNSM) separately said on Sunday. TTP Swat spokesman Muslim Khan told reporters that any NA member opposing the regulation would contest the next election "if he remained alive". TNSM spokesman Amir Izzat told reporters that any member of the NA opposing the regulation during the debate in the assembly would be declared non-Muslim.

Taliban patrol, set up checkposts in Lower Dir

Local Taliban have increased patrolling and set up checkposts in their Lower Dir stronghold after seeing paramilitary vehicles in the area, residents and other sources told Daily Times on Saturday.

A convoy of six vehicles carrying paramilitary personnel visited the Shago Hayaserai site on Wednesday -- where the Lower Dir district police officer and former district nazim Alam Zeb Khan had been killed last Sunday. Local Taliban commander Hafeezullah said the military had violated an "informal peace accord" in the area by travelling without prior consultation with the Taliban. "Therefore we are alerting our force to combat the army in case we are attacked," he said, adding that peace in the area was being disturbed by the government as part of a conspiracy to pave way for another military operation. Residents say the Taliban have started patrolling on the roads for the first time in the area, carrying weapons and checking vehicles. Several families are leaving their homes. The sources said the Taliban patrol roads in Kumbar, Lal Qilla, Bagh, Bandai and Shadas in the day and have faced no resistance. They have set up checkposts at Shakar Tangi, Kaladag, Shadas, Bijligar Hayaserai and parts of the Upper Maidan.

Tehreek Nifaz-e-Shariat-e-Muhammadi chief Sufi Muhammad cooled down tempers in the area after a meeting with paramilitary officials on Wednesday. The troops reportedly assured him they went to the area only to see the Shago Hayaserai crime scene that police officials were reluctant to visit. Forces moved back to Timergara after the meeting. "The only solution to the deteriorating situation in the district is that the government should immediately enforce the Nizam-e-Adl Regulation and appoint qazis in all districts of Malakand Division," Rizwanullah, son of Sufi Muhammad, said while talking to Daily Times. He said the government should not deploy troops to the area if it was sincere in establishing peace.

Fazlullah returns to Imam Dheri

Chief of the Tehreek-e-Taliban (TTP) Pakistan in Swat, Mullah Fazlullah, returned to Imam Dheri Markaz -- a madrassa that was previously used by him as his headquarters -- on Friday after staying away from the place for two years.

Fazlullah addressed those who had gathered there for Friday prayers, after Tehreek Nifaz-e-Shariat-e-Muhammadi chief Sufi Muhammad delivered the Friday sermon. Fazlullah said his group had taken up arms for the enforcement of sharia, but "we have now lay down our weapons with our goal achieved". He said the Taliban had 'utmost faith' in Sufi Muhammad.

He told the gathering that NATO forces could not stay in Afghanistan if their supplies were cut off through the Torkham route.

Referring to recently established qazi courts in Swat, Fazlullah said the TTP wanted qazis to make decisions in light of the holy Quran and Sunnah.

He claimed that the people of Swat had 'voiced their support' for the implementation of sharia, but around 240 of them had also lost their lives in the process. The TTP chief said he was not sure if he would return to his former headquarters again. "Life and death are in the hands of Allah," he said, adding that the movement for the implementation of shariat would continue even if he died.

Separately, the Malakand commissioner said all 'unnecessary' checkposts had been removed from the district.

Sufi meets Fazlullah, asks Taliban to lay down arms

Tehreek Nifaz-e-Shariat-e-Muhammadi (TNSM) chief Sufi Muhammad and Swat Taliban chief Mulla Fazlullah met at an undisclosed location on Thursday to discuss the implementation of a Swat peace deal with the government, according to sources. The sources said that Sufi had firmly told Fazlullah to stop armed Taliban from patrolling Mingora and other parts of Swat and lay down weapons immediately. Sufi said talks with the provincial government had been satisfactory and the Taliban's demands would be met soon, while Fazlullah's response had also been positive, they said. Meanwhile, TNSM spokesman Izzat Khan told Daily Times after a meeting between a TNSM jirga and the Malakand commissioner that the government had accepted only one demand for the withdrawal of the army from Imamdheri Markaz. He said that Takhtaband-Angrodheri Road was still closed, "and this is making us suspicious ... the government should take steps to overcome my group's mistrust". The government and the Swat Taliban recently reached a deal -- brokered by TNSM chief Sufi Muhammad -- on the implementation of sharia in Malakand division, which includes the scenic Swat valley. Analysts, however, fear the benefits of the agreement would be short-lived for the government.

Security forces and TNSM strike 17-point accord

The NWFP government struck a 17-point deal with the banned Tehreek Nifaz-e-Shariat-e-Muhammadi in the Swat valley on Wednesday.

"A 17-point understanding was reached with a TNSM delegation ... music has been banned in Swat and it has been agreed to expel prostitutes and pimps from the district," the senior official told Daily Times after the meeting. The Awami National Party (ANP) and the Pakistan People's Party (PPP) co-led the provincial government at the talks, while Maulana Safiullah and spokesman Amir Izzat Khan represented the TNSM -- with Malakand Commissioner Syed Muhammad Javed also in attendance.

The meeting came a day after suspected Taliban killed two army troops and continued taking government officials hostage, despite having agreed to a ceasefire in the wake of the provincial government's February 16 accord on the implementation of sharia in Swat.

Sharia: "Music and vulgar CDs will be banned; shops will remain closed during prayer times and the complete implementation of sharia laws in the region will come into effect from the 16th of this month," according to the key points of the understanding. "Vulgarity would be rooted out and profiteers dealt with under the law. An anti-crime campaign will be launched and Quran classes will be started for jail inmates in the region."

The Malakand commissioner's office released to the media the 17-point understanding -- which does not say if the Taliban would stop abducting government officials and attacking government forces.

The commissioner told the TNSM delegation that he would forward the 17 points to the chief secretary in Peshawar for the government's approval, said the officials. However, the TNSM delegates insisted that the commissioner bring into effect some of the points through his own administrative powers.

Meanwhile, the army began vacating former headquarters of Swat Taliban leader Mullah Fazlullah in Imamdheri, military sources here told Daily Times on Wednesday as witnesses said the Taliban had abandoned the Qambar checkpost near Mingora on the main highway linking the district with Peshawar.

Sufi threatens to abandon Swat 'peace mission'

The Swat peace deal was dealt a serious blow when suspected Taliban ambushed a security vehicle, killing two troops and injuring an officer on Tuesday as pro-Taliban cleric Sufi Muhammad threatened to abandon his 'peace mission'.

"We suffered two casualties in the unprovoked ambush on our convoy in Matta tehsil," military spokesman Maj Gen Athar Abbas told Daily Times over the telephone from Rawalpindi. He said the provincial government had been told of the attack.

Responsibility: According to the AP news agency, a Taliban spokesman took responsibility for the attack. "Security forces are making movements without any prior information, which force Taliban to carry out attacks," said Muslim Khan. "We do reserve a right to defend ourselves," he added.

"We had an agreement that whenever (the) army wanted to move, they should inform us, so that we can alert our men not to feel threatened," Muslim Khan told the AFP news agency.

According to AFP, another security official claimed the soldiers were attacked by men loyal to commander Ibne Ameen, who has opposed the peace agreement.

Threat: The attack on the security convoy came as Sufi Muhammad -- credited with brokering the peace deal with the Taliban and the government on the basis of the implementation of shariah in Malakand division -- also accused the government of violating the truce. "I will abandon efforts for peace if the security forces and the government continue violations of the peace accord," Sufi said at a press conference.

He said he was satisfied with the way Mullah Fazlullah, Sufi's son-in-law, was leading the Swat Taliban. "The Taliban are doing nothing wrong ... the government is responsible for violations."

Denial: Spokesman Abbas, however, denied that the army had violated the truce. "We did inform the peace committee about our movement, but it cannot accompany us everywhere," he said.

Local sources said security forces fired at Taliban positions after the ambush, and a person was unofficially reported killed.

Official sources in Peshawar said certain quarters within the Swat Taliban "do not support the truce, and Sufi Muhammad is unlikely to succeed against those who are still armed".

"There are elements with the Taliban who are unhappy with what Sufi Muhammad is doing for peace. We are concerned by their ability to harm the chief of the banned Tehreek Nifaz-e-Shariat-e-Muhammadi chief," the sources told Daily Times.

Meanwhile, suspected Taliban kidnapped NWFP Anti-Corruption Department head Yamin Khan, but freed him a few hours later, officials in Mingora confirmed to Daily Times. Earlier, Swat DCO Khushal Khan was kidnapped by the Taliban.
