Pakistan's anti-terrorism court sentences Hafiz Saeed in terror financing cases

[GREATERKASHMIR] An anti-terrorism court in Pakistain on Friday sentenced Mumbai terror attack criminal mastermind and banned Jamat-ud-Dawa (JuD) chief Hafiz Saeed

Will this be served as unsupervised house arrest or in one of those cushy jail cells suitable for receiving visitors of high rank? Assuredly the government of Pakistan would not shove him among the regular prisoners. One can’t possibly receive visitors properly under such conditions.

Earlier in five such cases, the 70-year-old radical holy man had already been convicted of 36 years imprisonment.

The total sentence of 68 years imprisonment will run concurrently. Saeed may have to spend not many years in jail because his sentence will run concurrently, a lawyer told PTI.

On Friday, anti-terrorism court (ATC) judge Ejaz Ahmad Bhuttar handed down 32 years jail term to Saeed in two FIRs - 21/2019 and 90/2019 registered by the Counter-Terrorism Department of Punjab

Police, a court official told PTI.

"In the 21/19 and 99/21, he was sentenced for 15.5 years and 16.5 years, respectively," the official added.

The court also imposed a fine of PKR 340,000 on Saeed.

He said Saeed was brought to the court from the Kot Lakhpat Jail in Lahore where he has been imprisoned since 2019 in strict security.

Saeed, an UN-designated terrorist on whom the US has placed a USD 10 million bounty, was arrested on July 2019 in the terror financing cases.

24 out of the total 41 cases registered against the JuD leaders have been decided by the ATC courts. Four cases have been decided against Saeed so far.

(LeT), the Death Eater group blamed by the United States and India for the 2008 Mumbai siege, to 10 years in prison on two charges of terrorism financing, his lawyer said.

The sentences for the two charges - five years each - will run concurrently. Saeed is already in jail serving two sentences of five-and-a-half-years each, handed down to him in February this year, which means he will not serve any extra jail time.

Saeed has been arrested and released several times over the past decade. He denies any involvement with militancy, including the 2008 Mumbai siege in which 160 people were killed, including Americans. The United States offered a reward of $10 million for information leading to the conviction of Saeed.

The conviction comes as Pakistain tries to avoid punitive blacklisting by global dirty money watchdog, the Financial Action Task Force (FATF), which judges a country's ability to combat illicit financing, including to Death Eater organizations.

Pakistain has remained on the "grey list" since 2018. In FATF's last review in October, Pakistain was urged to complete an internationally agreed action plan by February 2021 and to demonstrate that terrorism financing probes resulted in effective sanctions.

Saeed's lawyer said his client was convicted under FATF pressure.

Pakistan extends ban on terror groups, individuals identified by United Nations

The country-wide ban was imposed after President Mamnoon Hussain amended the Anti-Terrorism Act (ATA) 1997 and issued the amended Anti-Terrorism Ordinance 2018.

Following an amendment in Section 11-B and 11-EE of the ATA, the organizations and personnel banned through the UN's Security Council's resolution will stand banned in Pakistain too.

The development spells bad news for entities such as Lashkar-e-Taiba

The Securities and Exchange Commission of Pakistain had already banned the UN-identified organizations and personnel from collecting donations in the country.

Tehrik-e-Azadi-e-Kashmire or Movement for Kashmire’s Liberation (MKL), bears the name and pictures of Saeed in its banners and has set up camps in Lahore as well as various other cities seeking donations to help the Kashmiri people.

Foundation (FIF), a sister organization of the JuD, has also set up camps across the country to collect donations for supporting the ’Kashmiri struggle for freedom’. Besides the pictures of Saeed, the MKL banners and posters also display photos of apparently dead and injured Kashmiris, with slogans urging the public to donate for the Kashmiris’ struggle against Indian forces.

"A sum of Rs 5,000 is needed for a family’s dry ration and Rs 20,000 for medical treatment of an injured person," read one of the banner. The JuD under the banner of MKL and FIF also offer slaughter and meat handling services to those sacrificing animals on Eid-ul Azha next month. One of its banner seeks Rs 63,000 for the sacrifice of an ox and Rs 9,000 for a share in group sacrifice of an ox, Rs 16,000 for the sacrifice of a goat and Rs 13,000 for a share in group sacrifice of a camel.

They say the meat collected in this way will be distributed among needy families in Kashmire, Paleostine, Myanmar, Syria and in Tharparkar and Beautiful Downtown Peshawar

The petitioner says he received summons written on the letter pad of ’Darul Qaza Al-Sharia’ Jamat-ud-Dawa, Masjid Al-Qadsia, Chauburji, Lahore, with a direction to appear before its ’arbitration court of Sharia’.

He says the summons was issued to him on the complaint of Muhammad Azam.

The summons warned that in case of non-appearance no excuse would be considered and the petitioner would be proceeded against in accordance with Sharia law, the petition stated.

He alleged that he also received telephone calls from the JuD "court" Qazi in "threatening tone", asking him to appear before him.

He said that applications were submitted to the government functionaries (respondents) and Chief Justice of Pakistain against the illegal summons but remained unanswered.

The petitioner urged the court to order the respondent authorities to look into the matter and take action against the organization for committing illegal acts and for subverting the Constitution by establishing a parallel judicial system.

Justice Shahid Bilal Hassan issued notices to the respondents for April 26.

Dead bodies of 22 Pakistani militants returned to Pakistan

The dead bodies of 22 Pakistani militants who were killed in Afghanistan have been returned to Pakistani. According to Azadi Radio’s affiliate Mashal Radio, the dead bodies were buried in their ancestral grave yard in Lower Dir area of Pakistan’s Khyber Pakhtunkhwa Province on Friday.

Perhaps their mothers missed them but no one else did...

A local official Alam Zib has told Mashal Radio that the killed insurgents belonged to al-Badar Mujahideen and Jamat-ud-Dawah armed groups.

Meanwhile, residents of Timergarah have posted pictures showing coffins wrapped in the flag of al-Badar Mujahideen group, with a note that they were killed in a drone strike in Afghanistan, the news agency reports.

An Afghan official has told Mashal Radio on condition of anonymity that the 22 were killed three days before in security operation of Afghan forces in Khost province.

The media citing reports further states that al-Badar Mujahideen has participated in clashes in Kashmir and under the umbrella of Hizb-i-Islami of Hekmatyar in Afghanistan. This comes as Afghan government has been asking Pakistan to stop training terrorists and sending them to Afghanistan for its “undeclared war” but Pakistan turns them as allegations.

AJK govt bans 63 terrorist organisations

In accordance with the Anti-Terrorism Act of 2014, the AJK Home Department issued the notification to ban 63 organizations within the jurisdiction of Kashmire including Al Qaeda, Tehrik-e-Taliban Pakistain, Laskhar-e-Taiba, Sipah-e-Sahaba Pakistain
...a Sunni Deobandi organization, a formerly registered Pak political party, established in the early 1980s in Jhang by Maulana Haq Nawaz Jhangvi. Its stated goal is to oppose Shia influence in Pakistain. They're not too big on Brelvis, either. Or Christians. Or anybody else who's not them. The organization was banned in 2002 as a terrorist organization, but somehow it keeps ticking along, piling up the corpse counts...

Senior police official, Faheem Ahmed Abbasi, said the ban will come into effect on May 1 under the NAP.

During a presser, DIG Yaseen Qureshi, SP Shafqat Tanveer -- along with other coppers -- said that under the NAP, a counter-terrorism department is being established which will recruit 500 highly trained personnel who will be equipped with modern weapons.

The Additional IG said an apex committee was formed in AJK and a 20-point agenda was set which will be implemented from May 1, adding that there will be no exceptions during this period.

Govt tight-lipped about ban on JuD, Haqqani Network

[DAWN] The federal government is reluctant to speak about a reported ban on the Haqqani Network and Jamat-ud-Dawa (JuD), but government officials in private say the development has occurred as part of the progress on the National Action Plan (NAP) against terrorism.

An Haqqani Networkofficial of the Ministry of Interior on Wednesday said JuD and the Haqqani Network have been added to the list of proscribed outfits. The official told Dawn.com that it was the demand of the United States to ban the Haqqani Network and JuD but that the government is using "delay tactics".
Give them time to empty their bank accounts and tranfer the money, think up new names, and then reopen at thesame old stand.

The Express Tribune in a report quoted senior Interior Ministry officials as saying that the groups have been banned.

Twitter Blocks Account of Pakistani Islamist Leader

"The Indian media is propagating against Hafiz Muhammad Saeed and the Twitter administration has also been forced by the same Indian media," Asif Khurshid, a JuD front man told Agence La Belle France-Presse.

"Twitter must clarify its position because Jamaat-ud-Dawa is a charity and an Islamic welfare organization," he said.

Twitter did not respond to a request for comment by AFP.

Saeed used his account on Twitter, which was active for several years to direct messages of hate toward India and express support for the disputed region of Kashmire's right to self-determination.
