Too good to be true? Unpacking Jemaah Islamiyah’s self-declared disbanding

[BenarNews] At an event organized last month by the Indonesian counter-terrorism agency (BNPT), Abu Rusydan and 15 other leaders of Jemaah Islamiyah announced their group’s dissolution.

JI, the Southeast Asian affiliate of al-Qaeda, had carried out a string of devastating attacks in the 2000s, including Indonesia’s deadliest-ever terror attack — the 2002 Bali bombings. But now it was "ready to actively contribute to Indonesia’s progress and dignity," Abu Rusydan declared as he read from a prepared statement during the event on June 30.

This is not the first time that a bully boy group has disbanded itself. The Provisional Irish Republican Army unilaterally broke up in 2005, throwing itself solely into legal activities through its political arm, Sinn Féin. In 2018, the Basque separatist organization ETA also unilaterally disbanded.

But Jemaah Islamiyah’s announcement surprised many people, and left others feeling skeptical.

There are three interrelated questions that need to be asked about the move by JI: How did we get here? Is this for real? And what does this mean for regional security?

HOW DID WE GET HERE?
Jemaah Islamiyah, which has its roots in the Darul Islam movement, was founded in Malaysia in 1993, when its two founders, Abdullah Sungkar and Abu Bakar Bashir

While in Malaysia, they served as a way-station for several hundred gunnies who traveled to Pakistain to join the anti-Soviet jihad in Afghanistan, putting them in direct contact with al-Qaeda.

In 1996, a charter (the PUPJI) created the group’s organizational structure and codified JI’s Salafi ideology. At the time, the group also reached an agreement with the Philippine armed separatist organization, the Moro Islamic Liberation Front, to allow al-Qaeda to establish training camps in the southern Philippines.

In Indonesia, JI perpetrated terrorist attacks on Christian churches and established two paramilitary organizations to wage sectarian conflict in the Maluku Islands and Central Sulawesi province.

Following the U.S. invasion of Afghanistan in October 2001, the al-Qaeda leadership called for diversionary attacks. One of these was the twin Bali bombings that killed 202 people a year later.

Between 2002 and 2007, JI perpetrated a major attack almost every year. But each attack left the organization weaker as counterterrorism forces became more adept and better resourced.

This led to an ideological split in the organization between proponents of the line of targeting the "far enemy," versus those who wanted to foment sectarian conflict in order to rebuild their depleted ranks.

The government legally banned JI in 2008, but allowed it to operate as an entity as long as it refrained from violence.

In 2010, more than 100 JI members were swept up, including Abu Bakar Bashir, breaking the organization’s back. JI’s last terrorist act took place that year.

Yet, from 2020-2023, Indonesian counter-terrorism efforts were as focused on JI as it was on the pro-Islamic State

umbrella group, Jamaah Ansharut Daulah (JAD). Security forces originally saw JI as an off-ramp for the more radical JAD, but attitudes hardened.

In 2019, when counterterrorism police arrested JI’s emir, Para Wijayanto, they were shocked by the group’s size and national reach. Its madrassas and charitable arms had grown, while its corporations and publishing arms had created a steady revenue stream. As many JI members were arrested in 2021 and 2022 as JAD suspects.

Indonesian counter-terrorism forces have applied a softer approach. Though seemingly campy, they’ve held mass rallies where former gunnies pledge allegiance to the republic.

Former gunnies have established madrassas for the children of incarcerated bully boys, so they are not raised in JI or JAD-run schools, breaking terrorist social networks.

They’ve gotten leaders, including the JAD Emir Aman Abdurrahman, who is on death row, and Umar Patek, to publicly renounce violence.

Meanwhile the conflict in Poso, which served as a rallying point for all bully boy groups in Indonesia, has been stamped out.

Internationally, there has been more cooperation amongst the regional security services. And while ungoverned space and institutional weakness remains in the southern Philippines, bully boy groups are no longer attracting JI and other foreign bully boys.

The Moro Islamic Liberation Front continues to implement the grinding of the peace processor and build up institutions that will help the autonomous Moslem region transition to self-governance. There has been an unprecedented sustained attack on the Abu Sayyaf

The group is closely allied with remnants of Indonesia's Jemaah Islamiya and has loose ties with MILF and MNLF who sometimes provide cannon fodder...
, which is now fighting for survival.

IS THIS FOR REAL?
While JI has not been in a position to engage in terrorism, until now, it has never renounced violence. Many in the organization were simply waiting for the right circumstance to resume operations.

It’s easy to be cynical about the group’s prepared statement, especially at an event stage-managed by the BNPT. Some of those who were on hand had been arrested and gone through government disengagement programs.

To young radicals, they’re sell-outs, and past their prime. The average age of the men who renounced violence was in the late 50s or older.

To what degree will younger members follow the leadership and pursue a legal-political alternative?

In many ways, this is more promising. JI’s campaign of militancy failed to bring about the establishment of an Islamic State governed by Sharia. Democratic politics have advanced their political agenda more effectively.

It’s not that Islamist parties do terribly well at the national level. Indeed, in Indonesia’s 2024 general election, they collectively represented about 20% of the electorate and won 101 of 580 seats. But they are important members of political coalitions, which tend to give them a disproportionate voice.

It’s at the local level where we see faith-based parties make their mark, especially in the passage of public policy and Sharia compliant codes, which the majority of provinces and districts now have.

Islamist parties are riddled with rivalries and have never formed a cohesive bloc.

Perhaps for that reason, JI saw an opening for a tactical shift. In May 2021, JI established the Indonesian People’s Dakwah Party (PDRI). Yet, counter-terrorism forces arrested its founder, Farid Ahmad Okbah, that November for being a senior member of JI. Two others were arrested.

The PDRI did not contest the 2024 elections. But it seems likely that with JI’s dissolution, the government will give former members more political space.

WHAT DOES THIS MEAN FOR REGIONAL SECURITY?
JI’s manpower and locus were largely-Indonesian based, but it remains a Southeast Asian organization.

Some affiliates gravitated elsewhere. Darul Islam Sabah, for example, went from facilitating JI and the movement of foreign gunnies in and out of the southern Philippines to working with the JAD and other groups.

There has always been more fluidity between Southeast Asian bully boy groups than those in the Middle East or South Asia. Abu Bakar Bashir defected from being pro-al Qaeda to being pro-Islamic State, with large numbers of acolytes, without consequence.

As such, many younger gunnies who are committed to using violence to achieve their political aims are likely to defect to other groups.

What those groups may be, though, is unclear. The JAD is decimated and leaderless, though to be fair, it was always far more horizontally structured. It has not executed a major terrorist attack since 2019.

At present there is no apparent charismatic leader for bully boy Salafists

JI still runs a network of madrassas, including some very large ones like al-Mukmin and Pesantren Hidayatullah in Balikpapan. These continue to be ideological incubators and hate factories.

It’s hard to see state educational personnel intervene and change their curriculum. But Indonesian security forces have not let up, despite the decline in organizational strength or the tempo of operations.

Terrorism will be a persistent but manageable threat in Indonesia. JI’s dissolution makes it more so, providing a legal-political alternative that is more moral, but also proven to be more effective.

Weapons from ‘Ukrainian Frontline' Reportedly Seized by Police from ‘New IRA' Terrorists in Northern Ireland

The New Irish Republican Army (NIRA) is believed to have acquired Russian military grenades that “may have been stolen from Ukraine front line,” police sources told the Belfast Telegraph.

The Terrorism Investigation Unit of the Police Service of Northern Ireland (PSNI) on Thursday conducted raids against suspected terrorist cells in the city of Derry and the town of Strabane that uncovered two military hand grenades, a handgun, over 50 rounds of ammunition, and over a kilogram of plastic explosives.

The searches were followed by an outbreak of public disorder, with police officers being attacked with petrol bombs and other makeshift missiles. In total, 16 police officers suffered injuries during the aftermath, including burns and suspected fractures.

On Friday, in the Rosemount area of Derry, police also recovered a machine gun pistol and six explosive devices. So far, three people, two men and one woman, have been arrested under the Terrorism Act, with connections to the New IRA being the “primary” line of inquiry.

The New IRA — believed to have been formed around 2011 as an outgrowth of the original IRA and other paramilitary groups — is one of the most active paramilitary terror groups in attacking Northern Ireland police and British security forces in the UK country.

Nigel Goddard, the police chief in Derry, called the violence on Monday a "senseless and reckless attack on our officers."

"What we saw develop this afternoon in Creggan was incredibly disheartening. As the parade was un-notified, police were in attendance with a proportionate policing operation. Sadly, before the parade even started, we observed young people in the vicinity making petrol bombs to throw at police," Goddard said in a statement.

The Irish News reported that Hijjawi attended two meeting that were surveilled by MI5—the United Kingdom’s domestic intelligence service.

Hatred of Israel is the Symptom. Hatred of Western Society is the Disease.

[American Thinker] Many on the political Left, such as Rep. Ilhan Omar, complain that American Jews support Israel because Israel is a Jewish-majority country. All Americans should support Israel because Israel is a civilized country similar to the United States in terms of culture and values. These values include free elections, freedom of the press, rule of law, religious pluralism, women's rights, and safety for LGBT people. Israel is, like the United States, a free country as defined by Freedom House. Its neighbor Syria has a freedom score of zero out of 100, Egypt is not free, and Gaza, the home of the "poor oppressed Palestinians," is not free. American values say Americans should side with the world's free countries and not dictatorships like Turkey and theocracies like Iran.

The United Nations' Human Rights Council (UNHRC) consists, meanwhile, of outhouse countries -- I am using the family-friendly and radio-safe version of President Trump's term for them -- such as Afghanistan, Mainland China, Cuba, Egypt, and Rwanda. These countries have as much right to be on a Human Rights Council as a child pornographer has to be in charge of a day care center. President Trump rightly denied the UNHRC its legitimacy by withdrawing from it. The United States will no longer lend its name to this enabler and whitewasher of human rights abuses around the world.

...Organizations like Students for Justice in Palestine (SJP) and Jewish Voice for Peace (JVP) are but one set of examples of rebellion for rebellion's sake against the Western value system that built modern civilization. The rebels with all the wrong causes, aka social justice warriors (SJWs), seek to identify purportedly downtrodden and oppressed proletarians, i.e. everybody in the Third World, to support against the evil racist, imperialist, and colonialist oppressors, i.e. everybody in the developed First World; the very source of the SJWs' privileged lifestyles. Female American and European activists who travel to the so-called "occupied territories" in Israel are allegedly so eager to rebel against the very societies that gave them everything they have that they tolerate being used as "comfort women" by the "noble revolutionaries" because, let's face it, any hand with an upraised AK-47 has to belong to a Good Guy.

...Squad member Rashida Tlaib more recently called Israel racist and equated a boycott of Israel to a boycott of Nazi Germany. Presidential hopefuls Elizabeth Warren and Bernie Sanders also, like Tlaib, Omar, and Ocasio-Cortez, apparently feel there is some kind of moral equivalence between civilized Israelis and violent Hamas savages. These views are shared by a substantial number of Congressional Democrats. Jeremy Corbyn (Labour, UK) has depicted not only Hamas but also Hezbollah, the organization behind the bombing murder of U.S. Marines in Beirut, as "his friends" and has also been supportive of the Irish Republican Army.

...Hatred of Israel is therefore but one symptom of a far more widespread disease; hatred and contempt for advanced Western Civilization that has given very privileged lives, and usually college educations, to Social Justice Warriors and Rebels with All the Wrong Causes who would, if given the opportunity, drag down their own societies in favor of a romanticized and noble Third World that never was and never will be. We encourage them to move in with their downtrodden and oppressed proletarian friends in Gaza, Iran, Vietnam, and Mainland China. Maybe Queers Undermining Israeli Terrorism (QUIT) and Queers Against Israeli Apartheid can hold a gay pride event in Hamas-controlled "Palestine," and let us know how it goes when (and if) they come back.

Lyra McKee: Police release without charge 2 men held over journalist's murder

[DW] Police believe Lyra McKee was killed by a stray bullet that was fired during rioting in the Northern Irish city of Londonderry. Her death shocked the politicians in Ireland and the United Kingdom.

Police suspect one or more button men linked to the New Irish Republican Army (New IRA) had fired on officers and had not intended to hit McKee.

The UK's Labour Party has effectively become a hate group

[Wash Examiner] The United Kingdom’s Labour Party, which produced six prime ministers over the last century, has effectively become a hate group. Whether Labour leader Jeremy Corbyn is responsible for the transformation or whether it was the party that enabled the likes of Corbyn is immaterial. Labour today promotes hatred not only in Britain but also gives hatred solace on the world stage.

In 1975, British journalist and writer Gerald Seymour coined the phrase, "One man’s terrorist is another man’s freedom fighter," in his novel Harry’s Game, set during the height of the British conflict with the Irish Republican Army. A generation of statesmen has seized upon the phrase to justify moral equivalence. But Corbyn goes beyond that: In the most recent scandal to surround the British Labour leader and possible future prime minister, photos emerged proving that Corbyn had laid a wreath at a monument for the terrorists who tortured and murdered much of the Israeli Olympic team at the 1973 Olympics.

The nightmare for political aides on both sides of the Atlantic is that a photo will emerge with their boss shaking hands with a criminal or charlatan who somehow made it past the rope lines and then uses that photograph to imply legitimacy. In most cases, the resulting photo might be worth a day’s headline, but are quickly forgotten. Here, too, Corbyn is different. He associated with a Holocaust denial group ‐ not just once, but for an entire decade. He has won praise not only from the office of Iranian Supreme Leader Ali Khamenei but also from the Ku Klux Klan.

While the Palestinian cause and the quest for a two-state solution has attracted a broad array of activists over the years, Corbyn joined its genocidal fringe, embracing Hamas, a group which seeks not only the eradication of Israel but the murder of Jews worldwide.

[DAWN] THE run-up to elections usually produces some strange bedfellows who come together out of political expediency. Sometimes, however, a new iteration of an old entity emerges on the electoral landscape. Enter the Milli Moslem League, a vehicle whereby the Jamaat-ud-Dawa
...the front organization of Lashkar-e-Taiba...
plans to venture into mainstream politics. Its formation was announced on Monday by JuD and MML representatives who pledged to implement the ideology of Pakistain in accordance with the 1973 Constitution and the vision of the Quaid-e-Azam and Allama Iqbal. Defining their objectives for the country, the MML president hit all the expected talking points: corruption of the politicianship, deliberate fanning of sectarian and ethnic tensions, the country’s direction towards liberalism and secularism, etc. He also touched upon the work being carried out by the JuD’s charitable arm.

According to the law, any group or association of people has the right to form a political party. In fact, a democratic system gains vitality when the electorate has a number of options to choose from. However,

a political party launched by the JuD comes with a considerable degree of baggage, a questionable pedigree of sorts. For the JuD is on the government watch list under Schedule II of the Anti Terrorism Act, and its own predecessor, the Lashkar-e-Taiba

LeT masquerades behind the Jamaat-ud-Dawa facade within Pakistain and periodically blows things up and kills people in India. Despite the fact that it is banned, always an interesting concept in Pakistain, the organization remains an blatant tool and perhaps an arm of the ISI...
-- now banned -- is associated with jihadist adventurism across the border, including operations such as the Mumbai attacks in 2008. It should also be noted that the LeT was an obdurate opponent of democracy, deeming it incompatible with Islam, and Monday’s meeting with the press also indicated MML’s ambivalence about the Constitution. For all these reasons, even if one disregards the laudatory references to LeT chief Hafiz Saeed
...founder of Lashkar-e-Taiba and its false-mustache offshoot Jamaat-ud-Dawa. The United Nations declared the JuD a terrorist organization in 2008 and Hafiz Saeed a terrorist as its leader. Hafiz, JuD and LeT are wholly-owned subsidiaries of the Pak intel apparatus, so that amounted to squat...
-- notwithstanding his omission from the new party’s leadership -- on the same occasion, the MML should be emphatic in its repudiation of militancy. There are several examples globally of former Lion of Islam outfits evolving into political entities, such as the Irish Republican Army: if the JuD indeed wants a change in direction, it is to be welcomed.
