Latest fraud scheme targets taxpayer-funded autism therapy boom [$B]
[FoxNews] Federal prosecutors have charged providers with billing tens of millions for services allegedly never provided to children.

Applied Behavior Analysis therapy is a lifeline for hundreds of thousands of American families — helping children with autism develop communication, social and daily living skills.

But as Medicaid spending on the autism therapy has exploded into the billions and with fraud on the rise, a partisan divide is emerging over how states should handle public assistance programs for the ballooning treatment option.

Republican-led states like Florida have prioritized fraud enforcement and tighter oversight, while debates in states like Georgia have centered on reimbursement rates and preserving access to care. The scrutiny comes as the Trump administration has made it a focus of his second term to eliminate fraud, waste and abuse across federal programs, including Medicaid, a central policy priority.

Supporters of stronger oversight argue that every dollar lost to fraud is money that cannot be used to provide care for children and families who depend on Medicaid-funded autism therapy.

According to Department of Health and Human Services (HHS) Medicaid provider spending data, Medicaid paid more than $5.15 billion between 2018 and 2024 under one of the primary billing codes used for Applied Behavior Analysis (ABA) therapy.

Three providers received roughly $685 million in Medicaid reimbursements during that period.

ABA therapy is one of the most common treatments for children with autism, using structured, one-on-one sessions to build communication, social and daily living skills.

Much of that therapy is delivered by Registered Behavior Technicians (RBTs), entry-level workers who complete a 40-hour training program and work under the supervision of Board Certified Behavior Analysts, whose job it is to design and oversee treatment plans.

As Medicaid spending on ABA therapy has surged, so has scrutiny over how taxpayer dollars are being spent.

In May, federal prosecutors charged two Minnesota autism clinic operators with allegedly billing Medicaid $46.6 million for services prosecutors say were unnecessary or never provided, including claims tied to children with allegedly fraudulent autism diagnoses.

Earlier this year, another Minnesota woman pleaded guilty in a separate $14 million Medicaid autism fraud scheme.

Investigations by The Wall Street Journal and The New York Times have also documented allegations that some providers billed for services that were never provided, inflated therapy hours and aggressively expanded as Medicaid spending surged.

The Medicaid data also identifies examples of providers receiving unusually large reimbursements under the ABA billing code, including some claims that equate to hundreds of dollars per minute of therapy based on a standard 15-minute billing unit. The data alone does not explain why those reimbursements were so high, and billing experts say unusually large payments can reflect a variety of factors, including claim adjustments or other administrative processes.

The Centers for Medicare & Medicaid Services (CMS), the federal agency that oversees Medicaid in partnership with states, told Fox News Digital it has observed "significant growth" in Medicaid spending on ABA therapy in recent years.

"While access to medically necessary services remains a priority, rapid program growth also underscores the importance of ensuring services are clinically appropriate, delivered by qualified providers, and supported by strong program integrity safeguards," a CMS spokesperson said.

As concerns over fraud have grown, states have responded differently.

Florida says it recovered more than $72 million in improper Medicaid payments over the past year and prevented hundreds of behavior analysts from participating in Medicaid because of documented fraud concerns.

Last month, Republican Florida Gov. Ron DeSantis announced a statewide Medicaid Integrity Initiative to strengthen provider screening, enhance fraud detection and increase oversight aimed at protecting taxpayer dollars.

While Florida has focused on strengthening fraud enforcement, Georgia lawmakers have focused on reimbursement rates. Lawmakers recently questioned a Medicaid managed care organization's decision to reduce ABA reimbursement rates by 20%, even as industry representatives testified that use of autism therapy services had increased by more than 300% in recent years.

The debate reflects the difficult balance between rooting out fraud and preserving access to a therapy that many families say has been life-changing for children with autism.

Kennedy Jr. is taking the Make America Healthy Again (MAHA) agenda from policy into the kitchen with a new government-produced cooking series designed to show Americans how to prepare healthy meals for less than $5 a serving whenever possible.

The new series, "The Real Food Show," launched Thursday on the HHS website and YouTube.

The program is intended to inspire Americans to cook more meals at home using whole, minimally processed ingredients while proving that healthy eating can be practical, approachable and affordable for families, according to the agency.

Note that that’s per serving, not for the entire meal, and much of the recipe consists of pantry items that may or may not be ones you already have on hand, Dear Reader, so start up costs will be higher — I would have to get a different variety of mayonnaise than the normal one I have on hand, for instance, if I want the exact flavours the chef presents. On the other hand, if I am willing to go a bit downmarket, regular mayo, dried herbs, and a yellow onion will certainly give the general idea, while using ingredients I have on hand. This is clearly a passion project for Secretary Kennedy. I’m impressed!

#1  It can be done. I can do a pot of chili and get the serving cost down to about $5-$6. It freezes well too. Mine is hamburger, breakfast sausage, peppers, onions, tomato sauce, tomato paste, diced tomatoes and various spices. Cut out the vegetables & sausage and it's even cheaper and reasonably healthy.

One can do the same with soups too

Connecticut Sun center Brittney Griner filed for divorce from her wife, Cherelle, in Fulton County on Thursday, court records show.

Brittney, 35, cited the marriage as “irretrievably broken” and listed the date of separation as July 24, per Page Six.

They married in June 2018 after meeting as students at Baylor University — where Brittney helped the Bears win a NCAA national championship in 2012, completing a historic 40-0 undefeated season.

Brittney is seeking joint legal custody of the pair’s 2-year-old son, Bash, born in July 2024.

Cherelle, a 33-year-old lawyer, publicly fought for Brittney’s release after she was taken into custody by Russian officials for carrying a vape pen containing hash oil in Feb. 2022.

Brittney was found guilty on drug-related charges in Russia, where marijuana is illegal, and received a nine-year sentence.

She was released 10 months after being detained through a prisoner swap for convicted Russian arms dealer Viktor Bout in December 2022.

Brittney was previously married to former WNBA player Glory Johnson — and she filed an annulment of the marriage after 28 days in 2015.

Johnson gave birth to their twin daughters, Ava Simone and Solei Diem, in Oct. 2015.

Brittney was ordered to pay child support to Johnson in April 2016.

Pilot ejects as F-35 crashes at MCAS Miramar, sparking fire
[FoxNews] The pilot ejected and was recovered after the Marine Corps F-35B crashed Friday morning

An F-35B assigned to Marine Aircraft Group 11, 3rd Marine Aircraft Wing, crashed Friday morning on the flight line at Marine Corps Air Station Miramar in San Diego, prompting an emergency response and igniting a brush fire, according to authorities.

Emergency personnel responded to what the Marine Corps described as an "aircraft mishap" on the flight line at about 10 a.m. local time, 1st Lt. Blake Starbuck told Fox News.

According to a Marine Corps news release issued Friday afternoon, the pilot ejected and was taken to a local medical facility in stable condition for evaluation and treatment of injuries that are not life-threatening.

The cause of the crash remains under investigation.

Starbuck said he did not immediately have information on the purpose of the flight, whether the aircraft was departing or arriving, or whether it was conducting a training mission.

The F-35B is the short takeoff and vertical landing variant of the F-35 Lightning II, a fifth-generation stealth fighter built by Lockheed Martin. The aircraft is operated by the Marine Corps and is designed to conduct air-to-air combat, strike missions and intelligence, surveillance and reconnaissance operations.

Starbuck said he did not immediately have information on the purpose of the flight, whether the aircraft was departing or arriving, or whether it was conducting a training mission.

The Marine Corps routinely investigates aviation mishaps to determine what caused an incident and whether changes are needed to prevent similar accidents. Officials have not said when additional details about the investigation could be released.

Video from SkyRanger 7 showed the aircraft in two pieces amid a football-field-sized scorched area. A fire burned in a field north of State Route 52 and was visible from the freeway, prompting calls to the California Highway Patrol.

The San Diego Fire-Rescue Department confirmed to Fox News it was assisting with the brush fire, but said the military has jurisdiction over the incident.

Marine Corps Air Station Miramar is home to the 3rd Marine Aircraft Wing, the Marine Corps' principal aviation force on the West Coast. The installation supports a variety of fixed-wing and rotary-wing aircraft used for training and operational missions.

Silicon Valley says Trump's ‘woke AI' crackdown can't be done ‐ even as leading chatbots show lefty bias
[NYPost] Big Tech is pushing back against the Trump administration’s effort to stamp out “woke” artificial intelligence — in spite of a recent bombshell report finding strongly left-leaning bias among leading AI chatbots.

A software industry trade group representing Microsoft, OpenAI, Oracle, Salesforce and IBM says the administration is setting AI companies up to meet requirements no one can reliably satisfy — a move they warn could convince some AI vendors that doing business with Washington isn’t worth the headache.

The group, called the Business Software Alliance, is urging the federal General Services Administration to rewrite proposed contract rules that would require AI systems sold to the government to comply with the administration’s “Unbiased AI Principles.”

The trade group said the draft rules, released for public comment last week, are “not feasible to implement,” rely on vague standards and could expose contractors to legal and financial risks.

The move came weeks after an in-depth analysis by the Washington Post found lefty bias among leading AI chatbots on issues from DEI and gay conversion to campaign finance and defunding the police.

News of the BSA filing was first reported by NOTUS.

“Our comments below identify the unintended consequences of the draft clause, which will thwart this important objective and limit federal access to cutting-edge AI products and services,” the BSA wrote in comments submitted July 23.

The fight stems from President Trump’s executive order directing federal agencies to buy AI models that are “truth-seeking” and “ideologically neutral.” The Office of Management and Budget later turned those principles into procurement guidance that GSA is now trying to write into government contracts.

If the rule takes effect, companies selling AI to Uncle Sam would have to certify their systems meet those standards, submit to government testing and risk losing contracts if officials conclude they don’t.

BSA argues that’s easier said than done.

The group says that’s because today’s AI doesn’t work like a calculator. Large language models generate probabilistic responses rather than guaranteed factual answers, making perfect accuracy impossible.

“Current technical realities do not enable guarantees of factual accuracy, as they are inherently probabilistic,” the group wrote. It added that “‘nonpartisan’ and ‘neutral’ are not sufficiently clear guideposts that can be translated into infallible technical measures.”

Instead of requiring compliance, the group urged GSA to adopt a “commercially reasonable efforts” standard, arguing that developers should not be expected to guarantee outcomes that remain outside their technical control.

The filing also says many software companies couldn’t comply with some of the proposed rules because they rely on AI models built by third parties, making it impractical to “flow down” federal contract requirements to companies they don’t control.

The group also warned that rules covering open-source software, intellectual property, data portability and government testing could make AI companies think twice about selling their products to Washington.

BSA said the rules could end up driving AI companies away from federal contracts — undercutting the administration’s own push to speed AI adoption across government.

[The Globe & Mail] A Canadian NATO intern arrested in Belgium on suspicion of spying for China

was ordered by a federal watchdog to take a course in ethics after being found to have committed fraud in applying twice under two slightly different identities for a public service job.

Claire (Biwei) Zhang, a Canadian of Chinese origin, worked in public service roles, including at Statistics Canada, before taking up the NATO internship at Supreme Headquarters Allied Powers Europe, known as SHAPE, in Mons near the French border.

She was found to have acted dishonestly by submitting two applications from different e-mail addresses, with slightly different identifying names, for a role with the Canada Border Services Agency, according to federal court documents.

The public-service watchdog, which found she had committed fraud, ordered that for a year she notify it in writing before accepting a position within the federal public service.

The June, 2023 Public Service Commission report added that if she joined the federal public service within a year, she must also complete an ethics course followed by a discussion with her manager within two months of starting the job.

Ms. Zhang has not made any public comment on the allegations since her detention, nor has ‌any lawyer ⁠acting on her behalf. Her identity was confirmed to The Globe and Mail by a national-security source. The source and a second national-security source said Belgian prosecutors are looking into allegations that she spied for China.

The Globe is not identifying the sources, who were not authorized to speak publicly about the case.

Opposition MPs and experts on the public service are questioning how, after being found to have committed fraud, she was able to secure roles in public bodies both in Canada and abroad.

Former Clerk of the Privy Council Michael Wernick said there should be a fresh look at the security screening process. He said, "it is a long-standing problem" in the Canadian public service that "people can slip between the cracks and move from one place to another despite transgressions of conduct and mismanagement."

Ms. Zhang sought judicial review of the commission’s ruling, with her lawyers arguing that the corrective measures were "disproportionately harsh." But a federal court judge dismissed her appeal in 2024, court records show.

The judgment refers to her having also submitted more than one application for a role at Statistics Canada. The agency had detected this and consolidated her applications, the federal court document said.

Carter Mann, head of media relations at Statscan, said it "takes the integrity of its staffing and security processes very seriously and has measures in place to identify and address irregularities when they arise."

The investigation by the Public Service Commission concluded that Ms. Zhang had increased her chances over other candidates for the CBSA role, as in 2019 she had two attempts to pass the exam in 24 hours, the court documents show.

The CBSA had spotted that her applications were virtually identical, despite being submitted on the same day from different e-mail addresses at the University of Montreal and York University.

Ms. Zhang, who also worked at the Canadian Space Agency, was given security clearance by the federal government before starting the NATO internship, after vetting by the Canadian Security Intelligence Service, and checks by the RCMP into whether she had a criminal record.

Mr. Wernick said he would like to see the National Security and Intelligence Committee of Parliamentarians (NSICOP), made up of MPs and senators who have top-secret security clearance, "take up the matter."

NSICOP should look into not just the specifics of this case "but a broader examination of the security screening apparatus, whether it is properly aligned and calibrated, and whether it is resourced and equipped to deal with the enormous caseload of personnel and contractors," he said in an e-mail.

NSICOP declined to comment.

Ken Rasmussen, professor emeritus at the University of Regina’s Johnson Shoyama Graduate School of Public Policy, said the federal government needs to conduct a "fairly robust inquiry" into what happened with its screening processes.

"They’re going to have to, if not name and blame, say what measures have been taken to ... ensure this kind of thing can’t happen," he said. "Even if there were no great national-security secrets being siphoned off, it’s still a very bad look for the government."

Conservative national-security critic Dane Lloyd said it was embarrassing for Canada that Ms. Zhang had been given security clearance by the federal government before starting her NATO internship, raising questions about how thorough Ottawa’s vetting process is.

He said a finding of fraud by the public service watchdog should have been an indication that "maybe we should look more closely at this person."

He said Canadians would expect foreign nationals coming from countries that have a history of engaging in espionage to be subject to "a very high level of scrutiny."

China has said little about the case. China’s Ministry of Foreign Affairs hasn’t responded to requests for comment. A spokesperson for the Chinese embassy in Brussels dismissed the allegations as "unfounded, fabricated suspicions" from anonymous sources and said the embassy would not be commenting further.

The Public Service Commission said it could not comment on individual cases. In a statement, it said it "is committed to protecting the integrity of the federal public service and the merit-based appointment system."

CBSA spokesperson Luke Reimer said in a statement: "The Canada Border Services Agency works diligently to ensure the integrity of all its activities, including staffing processes. This includes taking concrete measures to detect and address suspected fraud."

OpenTheBooks provided the “Swamp Update” in a Monday report highlighting the reduction in the federal workforce from 1,506,603 to 1,452,891 between 2024 and 2025, dipping to 53,712 fewer employees in government under President Trump than under former President Joe Biden.

At the same time, the federal payroll got a $1.86 billion cut in the first year of Trump’s second term.
Does that include the cost of the buyouts the Trump administration offered to those workers who agreed to go away or retire early? Because that would mean the savings will be even higher from now on for all those people not being paid anymore.
Biden’s final year in office saw federal salaries surge by more than $10 billion and the federal headcount by more than 13,000.

The watchdog figures don’t include a headcount or salaries for employees at the Department of War or the US Postal Service, which employ more than 3 million active duty and reserve troops as well as civilian workers.

Tech billionaire Elon Musk’s Department of Government Efficiency — which officially wound down its operations this July — had spearheaded the layoffs and cuts early in 2025 with the shuttering of the US Agency for International Development, eliminating billions of dollars in programs and mass firings.

Up to 3,500 employees at USAID exited their federal roles as a result, and the building shut down while its remaining operations and workforce merged with the State Department.

Other spending cuts and culling of the federal workforce have been furthered by the White House Office of Management and Budget and the Office of Personnel Management.

Last December, OPM Director Scott Kupor claimed that across the government at least 249,000 people had left federal employment — with most doing so voluntarily and around 17,000 being fired, a so-called “reductions in force” termination.

According to OpenTheBooks, at least 94 federal agencies reduced staff, but 21 agencies hired more workers and 11 didn’t alter their workforce numbers.

The largest workforce reduction occurred in the Department of Veterans Affairs, with 21,428 employees leaving government service.

The Department of Health and Human Services also axed 13,580 employees, and the Department of Education, which Trump pledged to abolish, lost 1,518 workers — about 36% of its workforce.

Meanwhile, the Department of Homeland Security experienced the largest hiring spree, with 8,043 workers joining its ranks to carry out Trump’s mass deportations and border security agenda.

The Departments of Interior and Transportation also hired more than 3,000 and nearly 1,000 workers, respectively.

Commerce Dept to demand equity from 7 tech companies as a condition to tap into millions in federal funding
[FOX] The Commerce Department indicated that the federal government is on track to dole out millions of dollars to seven companies to fund technology development but will require the businesses to fork over equity in exchange for the money.

"The Department of Commerce today announced the signing of 7 letters of intent to provide $874 million in federal incentives under the CHIPS and Science Act," a Wednesday press release noted. "These incentives will support innovative domestic technologies to dramatically increase the performance of the world’s fastest computers, secure domestic supply chains, and strengthen U.S. leadership in the compute supply chain."

The CHIPS and Science Act was passed by Congress and signed by President Joe Biden in 2022.
