That's been the rule since Cain slew Abel, and only the idiocy of the "international community" is muddying the waters now. Israel should offer a deal: become Israeli citizens and live within Israel's rules, or leave the "occupied territories" as they become part of Israel. The law of power is the only law Arabs understand, and Israel has learned to live with that.
