The federal Court of Appeals in New York has reinstated a 2015 judgment that ordered the Paleostine Liberation Organization and the Paleostinian Authority to pay $655.5 million in damages to victims of terrorism from the period of the Second Intifada.

I don't see how Iran thinks it was bargaining from a position of strength, but I suppose it's possible the leadership is being lied to or believes what it is broadcasting to the average person in Iran. It wouldn't be the first time.
