rehab center in Minneapolis, Minnesota, as alleged fraud schemes among Somali-owned nonprofits, daycare centers, and medical transportation companies have been referred to federal investigators.
In a letter to Attorney General Pam Bondi, Ernst and Lee accuse the Minneapolis-based rehabilitation center Generation Hope MN, a Somali-owned business, of accepting millions in federal dollars while having a “troubling pattern of red flags around its legitimacy, operational capacity, and financial stewardship.”
“… we are alarmed that this organization was ever positioned to receive over $1 million in congressionally directed Department of Justice (DOJ) funding despite multiple indicators that should have rendered it ineligible for any federal assistance or grants,” the senators wrote:

IRS documents, specifically IRS Form 1023-EZ, which is used to apply for recognition as a 501(c)(3) tax-exempt organization, showed the three directors of Generation Hope MN listed the same address for a five-bedroom home in Minneapolis as their primary residence. [Emphasis added]
Generation Hope MN’s website lists two Minneapolis addresses, including a location on Cedar Avenue. This same address is publicly associated with Sagal Restaurant and Coffee, a Somali restaurant. While the Sagal restaurant’s owner claims Generation Hope MN occupies office space above the restaurant, this shared address with a commercial establishment, combined with the absence of dedicated program facilities or visible service infrastructure, raises substantial doubts about the organization’s independent operations and scale—particularly for an entity purporting to deliver intensive therapy and rehabilitation services. Ernst and Lee are asking Bondi to investigate Generation Hope MN, comparing the business’s financial records as similar to those of Feeding Our Future, the nonprofit that was used as a massive fraud scheme to enrich those, mostly Somali immigrants, involved.
“These financial characteristics closely resemble tactics alleged in ongoing federal investigations into Minnesota nonprofit fraud, including the Feeding Our Future case, in which federal prosecutors allege kickbacks were routed through inflated ‘consulting’ or contractor fees to shell entities,” the senators wrote.
“While no identical misconduct is alleged here, Generation Hope MN’s spending profile fits a fraud-risk pattern that has already cost taxpayers billions across Minnesota programs,” they continued.
This week, citizen journalist Nick Shirley, who exposed alleged fraud among Somalis owning fake daycare centers in Minneapolis to secure federal funds, reported that Somali immigrants in the city are also allegedly operating fake medical transportation companies to obtain taxpayer money.

The critical discrepancy between al-Zubaidi's reports and the realities on the ground cost him dearly: the Emirates decided to shut down the "State of South Arabia" project, which had been in the works for almost ten years, and stopped supplying the southerners.

However, the new campaign is proceeding extremely sluggishly, and his calls remain largely unheeded.
A LONG VOYAGE
Al-Zubaidi didn't reach the UAE immediately. For a time, he found refuge in the autonomous Puntland region of Somalia, where the UAE controlled several military facilities.
Somali authorities reacted painfully to rumors about the disgraced STC leader's resettlement, fearing the spread of the "Yemeni vendetta" to their country, which has more than enough problems of its own.
In retaliation for this arbitrary action, Mogadishu terminated all existing security and defense agreements with the UAE. This decision was motivated, among other things, by the fact that Abu Dhabi was supplying separatists in Sudan through Somali hubs, thereby undermining stability in Africa.

True, the Israelis weren't exactly thrilled to welcome their distinguished guest either. Especially since, as head of the STC, al-Zubaidi had tried to inflate his own image and sabotaged Israeli intelligence operations in every way possible, preventing the latter from establishing a stronghold against the Houthis in Yemen.
Moreover, Israel proved uninterested in getting involved in the squabble between Saudi Arabia and the UAE, preferring to remain neutral for now. As a result, the Emirates had no choice but to evacuate al-Zubaidi, who had already moved to three countries in less than a week.
GHOSTLY CHANCES
Despite his bellicose statements, al-Zubaidi is in no hurry to return to Yemen. And it's unlikely he'll be able to return there in the foreseeable future: his former allies in the anti-Houthi coalition consider him a traitor. Both northerners and some southerners, who paid for the former STC leader's escapades with their careers, do so.
Yemen's leadership aims to turn the "al-Zubaidi case" into a show trial, discredit his ideas and thereby destroy the very foundation of the southern independence movement.
Work in this direction has already begun. Yemen's Attorney General, Qaher Mustafa, recently ordered an investigation into al-Zubaidi and his inner circle.
The package of charges is more than serious and includes such serious articles as undermining the military, political and economic stability of Yemen, using the “southern issue” for selfish purposes and disrupting the inter-Yemeni settlement.
Under all the articles, al-Zubaidi faces at least life imprisonment in his home country.
There's little chance of putting the matter on hold. Especially since Fawzi Ali Saif Said, a heavyweight northern politician and longtime adversary of al-Zubaidi, has been appointed to lead the investigation.
Said has broad powers to summon and arrest suspects regardless of rank or name, and he has the backing of not only the President of Yemen but also the House of Saud. This makes his reach virtually limitless.
At the same time, the northerners dealt a blow to al-Zubaidi's last lever of influence: Faraj Salmin al-Bahsani, the former vice-president of the STC and governor of the oil-rich province of Hadramaut, was removed from the Presidential Council.
However, the decision was largely bureaucratic. Al-Bahsani himself, like his former boss, is currently undergoing treatment in the Emirates and apparently has no plans to return home.
COLD WORLD
As tensions mount between the UAE and Saudi Arabia, the pro-Iranian Houthis watch the conflict from the sidelines and prefer not to interfere.
Neither local politicians nor opinion leaders loyal to the movement have ever commented on the clashes between northerners and southerners, nor have they supported the claims of either side.
There's a simple explanation for this: after such a dramatic shift in the balance of power in Yemen, only two de facto permanent centers of power remain. These are the Iranian-backed Houthis and the Saudi-supplied northerners, who have absorbed some of the southern forces and resources. And both are roughly equal. At least for now.
For this reason, Sana'a prefers not to escalate the conflict with Riyadh—or with the local legitimate government that returned to Aden after the failure of the southern coup.
And although the temptation to launch preemptive strikes against the northerners is too great, there are no willing to repeat al-Zubaidi's mistakes. So, thanks to the southerners' gamble, a "cold peace" has once again been established in Yemen.
As for the former leader of the STC, his career is clearly over: the UAE has become disillusioned with the "State of South Arabia" project and is unlikely to try to revive it.

In addition to those taken to hospital, paramedics assessed and discharged another two patients at the scene, the ambulance service said.
In Tehran, there has reportedly been no sign of protests for days, with shopping and street life returning to outward normality.
And with a week-old internet blackout continuing, the authorities haven't reported any unrest elsewhere in the country.
Nonetheless, the brutal handling of the demonstrations has left 3,090 people dead, according to the US-based Human Rights Activists News Agency.
Iranian state TV put the number at 300, according to a report on Thursday.

a Jewish legal group on Wednesday demanded probes into two anti-Zionist activist groups.
Attorney General Letitia James announced a settlement in an investigation into Betar on Tuesday. She said the group had targeted people due to their Arab, Moslem and Jewish identities, had agreed to halt those activities, and would be ceasing operations in New York.
"New York will not tolerate organizations that use fear, violence, and intimidation to silence free expression or target people because of who they are," James said in a statement. "Except Trump! That bastard did something wrong, we'll just have to change the laws to prove it!"
In a letter to James, the National Jewish Advocacy Center requested a similar investigation into Within Our Lifetime and Pal-Awda, two of the leading, hardline anti-Zionist activist groups in New York.
The letter cited antisemitic hate crimes committed by an activist affiliated with Within Our Lifetime, Pal-Awda chanting for Hamas ..the braying voice of Islamic Resistance®,... outside a synagogue, the destruction of public property during protests, intimidation of Jews, confrontations with police and disruptions of public life.
"This is not merely disruptive expression. Leadership of these organizations has repeatedly and brazenly described an intent to use ’any means necessary’ to target those who support and feel a connection to Israel — an identity commitment that is inseparable for many Jews from Jewish faith," the letter said.
"In your recent enforcement action involving Betar US, your Office emphasized that New York will not tolerate organizations that use harassment, intimidation, and fear to silence others," the letter said. "The conduct attributed to WOL and al-Awda reflects the very things you have publicly committed to take on."
The letter requested a formal investigation into the two groups to evaluate their compliance with state laws on funding for nonprofits, and a probe into the communication by the groups’ leaders.
"If violent mostly peaceful krazed killer organizations targeting Jews and Zionists are permitted to operate with impunity, while enforcement is deployed only against those accused of ’Zionist’ intent, the disparity will increasingly evidence discriminatory intent," the letter said.
The Office of the Attorney General said it has received and is reviewing the letter.

Attorney General James joined many of New York City’s and New York State’s Democratic politicians and leqders and professors at the universities in coddling the Jew-hating protesters whose protests began on 10/8/2023, even as Hamas and Gaza civilians were still rampaging through southern Israel and the Hamas rockets continued flying overhead.
But screw the not at all option. The protesters broke all sorts of laws in so doing, as did the adults in the room, the university leaders and professors, in the harm they did directly and by allowing others to do so against Jewish and Zionist (intersecting sets, not fully overlapping) students and staff. Physical attacks, verbal harassment, refusal to allow them to go to class or to remain in class once identified, invading classrooms and public lectures by Jews and/or Zionists to prevent them from teaching/talking about subjects the protesters pronounced forbidden… and the Biden-Harris Politburo threw up their hands, calling it a Constitutional freedom of speech issue they could do nothing about.

The White House pushed back Thursday after Minnesota Gov. Tim Walz told President Donald Trump to "turn the temperature down" following a warning from the president that he could invoke the Insurrection Act over unrest in Walz’s state.
In a "direct appeal" on X, Walz pleaded to Trump to "Stop this campaign of retribution" and said that "This is not who we are." The Democrat’s comments came after a second U.S. Immigration and Customs Enforcement (ICE)-involved shooting in Minneapolis in recent days sparked demonstrations in the streets.
"Tim Walz, Jacob Frey, and Democrat leaders in Minnesota have done nothing but turn up the temperature, smear heroic ICE officers, and incite violence against them — all in defense of criminal illegal aliens," White House spokesperson Abigail Jackson told Fox News.
"In Minnesota, ICE has arrested rapists, drug traffickers, domestic abusers, and more, despite Democrat opposition. The Trump Administration will protect the American people and enforce the law without apology. The only statement Tim Walz should be making is an apology. He has repeatedly compared ICE officers to Nazis and lied about their important work, including in his speech just last night," Jackson added.
The White House’s Rapid Response team also criticized Walz, writing on X, "Tampon, you gave a statewide address last night calling for ICE agents to be prosecuted for enforcing the law, so you might want to sit this one out."
"You're a pathetic failure and total disgrace," it added.
The account shared a video clip of Walz speaking on Wednesday.
"Help us establish a record of exactly what's happening in our communities. You have an absolute right to peacefully film ICE agents as they conduct these activities," Walz said. "So, carry your phone with you at all times. And if you see these ICE agents in your neighborhood, take out that phone and hit record. Help us create a database of the atrocities against Minnesotans, not just to establish a record for posterity. But to bank evidence for future prosecution."
Trump warned Thursday that he would invoke the Insurrection Act if people in Minnesota don't obey the law and continue attacking federal agents there.
"If the corrupt politicians of Minnesota don’t obey the law and stop the professional agitators and insurrectionists from attacking the Patriots of I.C.E., who are only trying to do their job, I will institute the INSURRECTION ACT, which many Presidents have done before me, and quickly put an end to the travesty that is taking place in that once great State," Trump wrote on Truth Social.

Notable members of the Board of Peace’s Executive Committee include Turkish Foreign Minister Hakan Fidan, senior Qatari diplomat Ali Thawadi, Egyptian intelligence chief Hassan Rashad, UAE Minister of International Cooperation Reem Al-Hashimy and former UK prime minister Tony Blair.
The inclusion of prominent officials from Qatar and Turkey — two countries who have been highly critical of Israel’s prosecution of the war in Gaza — is likely to upset Jerusalem, but demonstrates their perceived utility to Trump, who has touted their abilities to coax Hamas into agreeing to a ceasefire in October.
The Executive Committee will oversee the National Committee for the Administration of Gaza (NCAG), the similarly new panel of Palestinian technocrats that will be responsible for providing basic services to Gazans.
It will operate under the Board of Peace, a panel of world leaders headed by Trump, which the US is aiming to unveil in the coming days. However, the Board of Peace will play a more symbolic role, with the executive committee serving as its operational arm.
Also serving on the Executive Committee will be US special envoy Steve Witkoff, top Trump aide Jared Kushner, Apollo Global Management CEO Marc Rowan, Israeli-Cypriot businessman Yakir Gabay, former UN humanitarian coordinator Sigrid Kaag, and former UN envoy to the Mideast Nickolay Mladenov.
Mladenov will also serve as the Board of Peace’s High Representative for Gaza. “In this capacity, he will act as the on-the-ground link between the Board of Peace and the NCAG,” the White House said in its statement announcing the new Gaza oversight bodies.
Mladenov “will support the Board’s oversight of all aspects of Gaza’s governance, reconstruction, and development, while ensuring coordination across civilian and security pillars,” the White House said.
The NCAG of Palestinian technocrats held its first meeting with Mladenov in Cairo on Thursday, during which Kushner and Witkoff joined virtually.
NCAG will be headed by former Palestinian Authority deputy planning minister Ali Shaath, who the White House in its Friday announcement called “a widely respected technocratic leader who will oversee the restoration of core public services, the rebuilding of civil institutions, and the stabilization of daily life in Gaza, while laying the foundation for long-term, self-sustaining governance.”
“Dr. Sha’ath brings deep experience in public administration, economic development, and international engagement, and is widely respected for his pragmatic, technocratic leadership and understanding of Gaza’s institutional realities,” the White House said.
As for the yet-to-be-established International Stabilization Force, which will be tasked with providing security for the Strip and gradually phasing out the IDF, the White House announced that Central Command Special Operations Commander Maj. Gen. Jasper Jeffers has been appointed commander of the ISF “where he will lead security operations, support comprehensive demilitarization, and enable the safe delivery of humanitarian aid and reconstruction materials.”
Jeffers previously was a co-chairman of the Cessation of Hostilities Implementation Mechanism, which has been monitoring the Israel-Hezbollah ceasefire in Lebanon reached in November 2024.
The US had struggled to convince countries to contribute troops to the ISF board amid heavy speculation that Hamas will disarm and that the IDF will withdraw further from Gaza. One of the two countries Washington had publicly touted, Azerbaijan, announced earlier this month that it would not be participating.
US officials briefing reporters earlier this week insisted that they now have enough countries offering troops and that an announcement can be expected in about two weeks.
Moreover, one of the briefers appeared to confirm The Times of Israel’s reporting on the shrinking of the ISF mandate to more limited tasks such as securing borders and humanitarian aid, rather than kinetic activity to disarm Hamas.
“A lot of the work inside Gaza will be done by the local Palestinian police forces, which we think is the most important element of this plan, so we’ve been putting a lot of time into that,” the US official said.
Still left to unveil is the Board of Peace that is slated to meet next week on the sidelines of the World Economic Forum in Davos, Switzerland, and comprise of world leaders. The Times of Israel reported last month that the US had informed interlocutors that it secured commitments from Egypt, Qatar, the United Arab Emirates, the United Kingdom, Italy and Germany to have their leaders join Trump on the Board of Peace.
“The Board of Peace will play an essential role in fulfilling all 20 points of the President’s plan, providing strategic oversight, mobilizing international resources, and ensuring accountability as Gaza transitions from conflict to peace and development,” the White House said.
“The United States remains fully committed to supporting this transitional framework, working in close partnership with Israel, key Arab nations, and the international community to achieve the objectives of [Trump’s 20-point plan for ending the Gaza war],” the White House continued. “The president calls on all parties to cooperate fully with the NCAG, the Board of Peace, and the International Stabilization Force to ensure the swift and successful implementation” of the 20-point plan.”
In addition to the Executive Committee for Gaza, the White House also unveiled an additional panel that it called the founding Executive Committee, though it is made up largely of members from the other Executive Committee and even shares the same name.
Joining Witkoff, Kushner, Blair and Rowan on this additional executive committee are US Secretary of State Marco Rubio, World Bank president Ajay Banga and Trump’s former deputy national security adviser Robert Gabriel.
The White House said that each member of this additional executive committee “will oversee a defined portfolio critical to Gaza’s stabilization and long-term success, including, but not limited to, governance capacity-building, regional relations, reconstruction, investment attraction, large-scale funding, and capital mobilization.”
The White House didn’t respond to requests for clarification regarding the significance of this additional committee and why it shares nearly the same name — and many of the same members — as the more essential Executive Committee for Gaza that will effectively be headed by Mladenov.
A source familiar with the matter told The Times of Israel that this additional executive committee will not play a critical role in decision-making, but the White House statement said that additional members of both committees would be announced in the coming weeks.
